Section 1 Scope

1.1 Scope

Tenderers must complete the following table to confirm which service they are bidding for:

Wirral Council and Wirral Clinical Commissioning Group are seeking one or two lead providers to deliver a Carers Health and Wellbeing Service.

Lot 1 is for Carers Intervention and Resolution and is intended to provide easy access to short breaks for Carers and provide practical support in the home and community settings to enable the Carer to have a break from caring, support them in their caring role and maintain a life outside of caring.

Lot 2 is for Services Provided to the Cared For that Benefit the Carer, Care at Home and Breaks for Carers to enable a Carer to have a break from their caring role through services provided to the person they care for. The service provided to the cared for allows the Carer to have a life outside of their caring role.

Tenderers are required to demonstrate their capability of operating as a lead provider and delivery of the required services under each Lot.

The commissioners intend that this service will be awarded to an accountable lead provider. Please note that the responses requested in each section of this ITT should be answered by the lead provider and must relate to, the lead provider, and any of its consortium members, material sub-contractors or any other associated third parties. The lead provider will be responsible for ensuring that the completed responses provides the details requested within the ITT sections in relation to all consortium members, material sub-contractors or any other associated third parties.

It is a mandatory requirement that the lead provider identifies the full and final structure of its proposed organisation to deliver this service. Please state the names of all other organisations involved in the tender/contract, your legal relationship with them and their respective roles and responsibilities. Failure to provide this information will result in removal

from this tender process. Please include this information in your submission.

Tenderers are and will remain under a duty to disclose any changes in their circumstances or those of their consortium members, material sub-contractors or any other associated third parties. Tenderers will remain under this duty of disclosure until the tender award is announced.

This will include any changes which are or are likely to cause Wirral Council to conclude that the tenderer has become ineligible to participate in this tender process.

This contract is primarily for services that support adult Carers, over 18 years, who are providing support to someone residing in Wirral, who requires support because of ill health, frailty or disability, to help them to remain living in the community.

Wirral is a Metropolitan Borough of Merseyside in the North West of England with a population of approx 300,000 over 60 square miles. Further information about Wirral is available on our website (www.wirral.gov.uk).

1.2Wirral Council Strategic Review

Wirral Council is currently undergoing a strategic review and due to the uncertainty of services required in the future, there is no guarantee as to the level of business under this contract.

1.3Contract Duration

The contract is initially for 1 year starting on 01/04/2015, with the option to extend for up to a further 1 year.

Recognised, Valued and Supported: Next Steps for the Carers Strategy 2008

Definition of a Carer:

A Carer (may spend) spends a significant proportion of their life providing unpaid support to family and potentially friends. This could be caring for a relative, partner or friend who is ill, frail, disabled or has a mental health problem or substance misuse problem. (National Carers Strategy 2008)

The priorities set out in refreshed National Strategy, Recognised, Valued and Supported, 2010 are:

Supporting those with caring responsibilities to identify themselves as Carers at an early stage, recognising the value of their contribution and involving them from the outset both in designing local care provision and in planning individual care packages.

Enabling those with caring responsibilities to fulfil their educational and employment potential.

Personalised support both for the Carers and those they care support, enabling them to have a family and community life.

Supporting Carers to remain mentally and physically well.

The 2010 Strategy suggests that health promotion, prevention strategies and service responses to the health care needs of carers are key priorities for health and social care.

In Wirral we recognise that to achieve the priorities set out in the Wirral Carers Strategy the following areas will need to be promoted and developed. A set of Actions will be drawn up using the following areas:

1) Ensuring that there is an improvement in recognising and identifying Carers across all agencies.

2) Working towards Carers being able to access services in their communities.

3) Improving the support networks for Carers to ensure that they receive the appropriate support so that they can continue with their caring role.

4) Improving the health and wellbeing of Carers.

5) Ensuring that Carers feel supported to undertake training, education, continue to work or to develop their skills which will assist them to join the workforce.

6) Supporting Carers to maintain a life outside of their caring role.

7) Working towards agencies recognising and valuing the Carers expertise in the care of the person.

8) Supporting agencies in adopting the whole family approach, where the needs of the Carer, cared for and the wider family are considered when providing support.

9) Ensuring that there is an improved diversity of Carers involved in the design and delivery of services.
