The Office of the Chief Medical Officer (OCMO), Navy Bureau of Medicine and Surgery (BUMED) will provide the clinical leadership necessary to deliver high-value care while optimizing quality, safety, patient experience and cost. The OCMO is the change agent and champion for improving patient outcomes through quality initiatives, maximizing efficient clinical operations, and driving robust continuous process improvement capabilities.

POSITION VACANCY. The CMO, BUMED reports directly to the Director Readiness and Health, BUMED.

LOCATION. The BUMED OCMO is located at Bureau of Navy Medicine and Surgery, Defense Health Headquarters, 7700 Arlington Boulevard, Falls Church, VA 22042.

POSITION DESCRIPTION. Roles and responsibilities CMO, BUMED include but are not limited to:

Provide expert clinical advice and counsel to Navy Medicine, Navy, and other applicable government agency leadership on clinical matters.

Provide expertise and clinical judgement for effective clinical policy decisions to support and ensure the provision of safe, effective, equitable, timely, and patient-centered care.

Collaborate with Regional CMOs and Military Treatment Facilities (MTF) CMOs to facilitate communication and transparency across Navy Medicine.

Lead safety efforts with a focus on high-reliability principles by identifying and directing implementation of leading practices using the most effective continuous process improvement (CPI) tools as well as the emerging field of predictive analytics.

Connect quality efforts and CPI for unified functionality. Be the wide-angle lens for clinical quality and process improvement.

KNOWLEDGE & SKILLS REQUIRED BY POSITION

Board-certified physician from an accredited medical school with a strong clinical background.

In-depth understanding and technical knowledge of the administrative, operational, and medical/clinical aspects of healthcare functions and facilities including human, legal, risk management, legislative, regulatory, technological, fiscal, and customer service (patient experience) aspects of patient care.

Experience gained through management/leadership positions in a diverse, complex and organizational environment (ideal candidates should have had previous assignments as a department head or director.)

Project planning experience and strong coordination skills: familiarity with project management and change management principles is desirable.

Masters degree in Business (MBA) or Masters in Healthcare Administration (MHA) is desirable but not required to apply. Familiarity with budget management and business planning ideal.

Passion for and experience with quality and safety improvement is required.

Applications are open to qualified interested Navy Medical Corps (O-6). Length of assignment is 24-36 months with projected report Nov/Dec 2016. Target interview dates early November, with a decision by late Nov 2016.
