During the 12-day period, evaluators will employ prescribed criteria from the SHAPE Tactical Evaluation Manual (STEM) to assess the organization’s capability as a tactical air unit and the required military combat readiness. “The E-3A Component’s training cycle for TACEVAL began with Magic Viking in January 2007 and then Magic Venture two months later. Our organization’s preparations for the event are still going on,” said Lt. Col. Wolfgang Hartung, Tactical Director, Squadron 2, Operations Wing, and unit TACEVAL manager. “The Component earned a satisfactory rating during the last operational evaluation in April 2004, but believe the organization can, and will improve, from the previous appraisal.” Phase I of the TACEVAL transpires at the NATO Air Base, Geilenkirchen, 7-12 May, and consists of simulator assessments and knowledge testing performed by four aircrews representing all three Component flight squadrons, as well as live fire fighting and live firing involving 75 selected organizational team members. Prior to the start of TACEVAL, the unit will conduct its preparation stage from 2-4 May. In addition, during the initial TACEVAL phase, the Component’s lead team departs the installation on 9 May for the organization’s forward operating base in Trapani, Italy, to initiate the Operation Command Center, which will be the focus of the event’s second phase. Two days later, the rest of 200 plus unit personnel will arrive at the deployed location. Kickoff of TACEVAL’s second portion is planned for the evening of May 14, and for the following three days, approximately 80 evaluators will review the Component’s performance in an integrated scenario involving operations, logistics, and force protection. During this timeframe at Geilenkirchen, a battle staff will be formed and manned around the clock to monitor Phase II activities. TACEVAL will end on May 17, and the official event outbrief, attended by E-3A Component Commander Brig. Gen. Stephen D. Schmidt, occurs the next day in Trapani. Finally, almost 300 organizational personnel will return to Geilenkirchen via four Trainer Cargo Aircraft flights also on May 18. For the Component’s TACEVAL leader, who has served previously with CC-Air HQ IZMIR- Tactical Division, the required appraisal measures performance of one’s standard duties, no more and no less. “I expect we will make it. For me, it is important that we do our job in accordance with E-3A Component, Force Command, and NATO regulations, and if we fulfill that, we should come close to an excellent evaluation,” said Lt. Communications Centre/Call CentreSince 1981, the E-3A Component has

been supported by the Teletype Centreand Switchboard, manned around theclock, seven days a week.

What does this mean for you?The switchboard is capable of

connecting you to…• all public telephone lines • military networks

Of course there have to beexceptions. Special phone numbers like ➜ 0180…..➜ 0137…..➜ 0900…..are not available. Those are high-charged numbers.

These two offices started their“careers” separately, but combined in1991 to become the CommunicationCentre. The main task of this facilitystill exists, processing incoming andoutgoing formal military messages andphone calls. The technique, however,has changed enormously, from aTeletype Centre where you could easilyfall over punched tapes to a modernoffice connected to NATO computersystems (Air Information Flow Systemand Integrated Command and Controlfor Air Operations), and to a

contemporary switchboard workingwith state of the art equipment. Inorder to provide exceptional customersupport, the Communications Centrehas evolved into a Call Centreperforming, among others, thefollowing additional duties:

Fault reportingFacing any fault (heating, electricity,

water, automated data processing(ADP)(PC), telephone failure etc.), you can contact the Call Centre forassistance 24/7. ☎ 3355

NATO Restricted-Land Area Network(BASS) password after duty hours, youcan contact the Call Centre for support,☎ 3355.

Component Cell PhonesWhenever you go TDY, you can make

use of one of the Component’s mobilephones, which can be reserved via aBITS request (or call the Call Centre forassistance) and picked up at the CallCentre 24/7.

Component Fax ServiceYou can use the Call Centre’s services

to send a fax message “ON-LINE.” Thefax form can be found on the WISE(Intranet) page under useful links. Anincoming fax addressed to you will bedelivered into your BASS inbox.

Large File TransferYou can also employ the Call Centre

to transfer files from NR-LAN to NATOSECRET-Land Area Network (CBASS)and vice versa to a maximumclassification of NATO RESTRICTED.

In the near future, the Call Centrewill assume additional tasks by

performing first level ADP. Any ADPproblems can be reported to the CallCentre, who will provide the initialsupport to solve the difficulty, and ifnot resolved, will refer your fault to thecorrect office(s).

Thus, by performing such iterativesteps, the Call Centre will finally evolveinto a full-service desk.

But already at the moment - as youmay have realized - the Call Centre isyour best partner for making use ofdifferent means of communicationssystems, 24 hours per day, 365 days ayear, and always at your service nowvia ☎ 3355… and will be in the future.

A historical journey through the E-3A Component’s past

Last week, the Public InformationOffice reviewed a large stack of oldeditions of NATO Skywatch, whichhad accumulated over the last 21plus years in the section’s archives.To our delight, the find turned outto be a complete collection, startingwith the first issue dated 31 May

1985. This nostalgic compilationconsists of 300 newspapers andmore than 2,500 pages, with someyellowed by age.

These archived documents serveas a goldmine for examining theComponent’s history. Articlespublished in the past discussedvarious nations joining theorganization, commanders coming

and going, buildings being erectedon empty sites, stores opening andcountless numbers of other specialevents. A thousand differentpictures show how the faces of theE-3A Component may have changedthrough the years, but all the storiesfrom yesterday express the samepurpose as today: pride in beingpart of the worlds only integratedmulti-national flying unit!

With this issue of NATO Skywatch,we begin a countdown to the 25thAnniversary events on 16-17 June by publishing a series of originalarticles, starting with the very firstCommander’s Corner by Brig. Gen.Hugh L. Cox from the inauguralissue.

Over the coming weeks, we hope you enjoy looking back at the Component’s heritage.

Like the E3-A Component heserves, Peter Bakker is alsocelebrating a 25th anniversary this year as a maintenance team member at the NATOGeilenkirchen Air Base, but hispassion to work with aircraftbegan during his formative yearsin Naarden, the Netherlands.

Following graduation from highschool, Bakker joined KLM for twoyears of airplane mechanic training at Schiphol Airport, Amsterdam, the Netherlands, and during thattimeframe, he serviced Boeing 747sand McDonnell-Douglas DC-10s.

His employment with the Dutchairline, however, stopped for 18months due to being drafted into themilitary. While in uniform, Bakkersharpened his aircraft maintenanceskills repairing the F-5 fighter. Shortlythereafter, he returned to duty withKLM at the same location for anothersix years, but an opportunity toenhance his career beckoned inwestern Germany.

“I have a passion for aircraft thatstarted in childhood, and due to mycareer, it has been able to flourish,”said Bakker, flightline mentor crewchief, Operational Maintenance

Squadron, Logistics Wing.

On 22 March 1982, he came toGeilenkirchen employed with the newNATO E-3A Component, which had justinitiated operations at the air base. Oneweek later, however, Bakker left for 10weeks of technical instruction at TinkerAir Force Base, Okla. Upon his return,he performed a variety of maintenancetasks including aircraft washer andphase inspector. At that time, a total of eight mechanics worked on theinstallation’s flightline, and three of theoriginal maintainers, including Bakker,continue their NATO service.

“It has been quite an achievement toserve at the NATO E-3A Component forthe past 25 years. The time has flownby, and I have been able to enjoy thetime here by being motivated by myhobbies of aviation, bicycling, andfamily,” said Bakker. “To me, the E-3A is still a beautiful aircraft.”

Reflecting on his NATO maintenancecareer, Bakker credits the manytemporary duty assignments he hasexperienced in Europe and NorthAmerica, as well as the consistentcontact with all different nationalitiesin his job as the highlights of the past25 years. One of his fondest memoriesoccurred off duty while deployed toPortugal in 1987 when he helped savetwo children from drowning in the sea.In addition, Bakker participated in the

E-3A’s inaugural landing at the Forward Operating Base, Konya, Turkey.

“During the past 25 years, I have seen many of my fellow mechanicsmature in their experience level, andhave really appreciated the uniqueopportunity to serve with themultinational Component team,” saidBakker. “While working at the air base,I have also liked the traveling, eatingother nations’ foods, and meeting

people from various countries.” Currently, in addition to his standard

maintenance responsibilities, Bakkermentors a new aircraft mechanic everyfour to six weeks. He plans to continuehis legacy for the next seven years.

“I really like what I am doing outhere, and it is a privilege to work here,”Bakker said. “They are not too manyDutch crew chiefs that work here, so it is an honor and joy to do what I do.”

Arizona Cardinals’ Wide ReceiverLarry Fitzgerald is coming to the NATOGeilenkirchen Air Base and to UnitedStates Air Forces in Europe (USAFE)bases or those with support nextmonth to promote the ExtremeSummer 2007 program. The record-holding wide receiver will visit theComponent on 4 May, and here is his remaining itinerary:

Fitzgerald got his first taste of theNFL as a teenager while serving as aball boy with the Minnesota Vikings.

As a freshman at the University ofPittsburgh, Fitzgerald was named FirstTeam Freshman All-American andunanimous First Team all-Big EastConference selection, becoming thefirst true freshman to earn that honor.He finished his freshman year as themost prolific freshman receiver in thehistory of the University of Pittsburghwith 69 receptions, 1,005 yards, and 12 touchdowns.

In his award-winning sophomoreseason, Fitzgerald led the NCAA inreceiving yards-per-game, touchdowncatches, total touchdowns, and totalreceiving yards. He went on to becomethe most notorious football player to come out of the University ofPittsburgh since Hall of Fame runningback Tony Dorsett. In his last seasonwith the Panthers, Fitzgerald was

named the winner of the Walter CampAward, which goes to the nation’splayer of the year. In addition to theWalter Camp Award, Fitzgerald alsowon the Fred Biletnikoff Award, whichgoes to the nation’s top wide receiver.

In the April 2004 NFL Draft, theArizona Cardinals selected Fitzgeraldwith the third overall pick. Fitzgeraldled the Arizona Cardinals in receptions(58), receiving yards (780), andtouchdown receptions (8) during hisrookie season. He continued to excel in 2005 and proved once again that heis a force to be reckoned with in theNFL. Larry again led the Cardinals in receptions, had no fumbles, andscored 10 touchdowns! His charisma,sportsmanship and consistentperformance on the field led toFitzgerald being selected by the fans to play in the 2006 NFL Pro Bowl.

To top it off, Fitzgerald added 10 touchdown receptions during the2006 season. All of these impressivestats earned him a spot on the NFL’sPro Bowl roster — the first of whichpromises to be many Pro Bowlappearances for Fitzgerald.

More than 150 country music anddance lovers (Component personneland members of local line dance clubs)participated in the first Country &Dance Night held by the “Flyin´ FrisbeeBoots” together with the Frisbee Clubon 30 March.

Since the inaugural event was such a great success, it will be repeatedFriday, 10 August 2007. SouthMountain, a Canadian live band, willperform combined with line dancemusic from the “Flyin’ Frisbee Boots.” If you want to know more on countrymusic and dancing in this region, checkout www.Holzweiler-city.de.

A line dance is a formation dance inwhich a group of people dances in aline formation or in lines, and they allexecute the same dance moves

individually. In a small group, theremay be only one line, but usually thereare several parallel lines, one behindthe other. Each dance has a differentsequence of movements that must belearned.

Line dancing has had a cowboyimage, and it has been performedpredominantly to country-westernmusic. This has been changing sincethe late 1990s as more young peoplehave become involved. Today, countrymusic may make up the minority of adisc jockey’s playlist, with the balancespread through a variety of manydifferent musical styles, both new and old. Genres will include Celtic,Swing, Pop, Rock, Big Band and Folk.

You can join the “Flyin´ FrisbeeBoots” on Mondays, 1930, in theFrisbee Club or in the multipurposeroom in the Gym, 1200-1330, onThursdays for the Component Fitness Program.

Crimeprevention

Component personnel haverecently made frequent reportsto the local police about thetheft of satellite navigationsystems from vehicles. Whereasthieves particularly used to focuson stealing car radios, they arenow going for these expensivesystems that become quicklysold on the black market.

Vehicles owned by Componentmembers are often equippedwith such devices, and personnelare therefore reporting morethefts of this kind. If a car isfitted with an onboardnavigation system, then it is very likely that the vehicle willbe broken into and the thief willtry to steal the equipment byforce, thereby usually causingadditional damage.

You are therefore advised to buy removable navigationequipment. You should alwaysremove the system from yourcar. Do not hide it inside thevehicle. Thieves know that many people do this, so theysearch for it and steal it after all.The presence of an alarm systemin your car does not provide anyguarantee that it will not bebroken into.

IYA Trip to “Happy Mosel”: cycle,skate, or hike along the beautifulMosel River

Join the IYA on Sunday, 3 June, 0730 to 2100, to discover the uniquelandscape of the river bends, historictowns surrounded by tall cliffs withvineyards, romantic villages andmedieval castles. On both sides of the

famous Mosel River, roads are closed tovehicle traffic and restricted to cyclists,skaters, and pedestrians. Booths are setup, where you can buy local specialties,wine, refreshments and souvenirs.There is live music and otherperformances. You can go at your ownpace – all age groups are participating,from kids to senior citizens. Point ofdeparture and return is the parking lot outside the Front Gate. Cost is €18per person. The high-standard bus isequipped with a special trailer for yourbikes.
