Scope of Strategy
For the next three years, St Bartholomew’s House will continue to focus on homeless singles and families.

Focus of St Bart’s.1 Historically the strategic focus of St Bart’s.
Current and planned services are tailored towards
these residents and clients.
Regional May partner with others to deliver
support services.
The Lime St development and the Brown St
redevelopment will add 200 beds to St Bart’s
over the next three years. The Board believes
that opening another facility in a regional area
would stretch the organisation too far, possibly
reducing the quality of delivered service. St Bart’s
might, however, consider partnering with existing
regional providers.
Domestic Violence and Youth Out of scope. Other service providers focus exclusively on
these residents and clients. The Board feels that
developing another area of expertise may be too
much of a stretch for St Bart’s within the current
strategic timeframe.
1. Indication of focus area only. Does not imply the exclusion of domestic violence or youth clients from services, rather St Bart’s
will continue to focus on offering programs for the ‘singles and families’ client group.

Model Christian and Caring Values:
1. Reception – Welcome into the St Bart’s community people
from all walks of life, faiths and beliefs.
2. Induction – Help new staff members understand the
Mission, values and history of St Bart’s and how this links
with the broader mission of the Anglican Church.
3. Chaplain’s role – Participate as part of the St Bart’s
community by providing spiritual guidance or referral,
when requested. Support staff to find ways to be with the
disadvantaged, disengaged and disenfranchised.
4. Enable personal change – Acknowledge the diverse and
complex needs of residents. Support residents on a journey
of self discovery that will help develop skills, improve
decision making and enhance quality of life.

Support Research and Evaluation in the Homeless Sector
Establish partnerships for Research and Evaluation that will help St Bart’s pursue its Mission.
Measure performance
St Bart’s will seek external assistance to analyse data
collected internally to:
1. Measure the efficiency and effectiveness of service
delivery programs in achieving client outcomes.
2. Measure the social return on investment of service
delivery programs.
This analysis will enable St Bart’s to track program
performance, identify program improvement
opportunities and to advocate for program funding
support.
Understand the homeless sector
St Bart’s will seek one or more partners to undertake
Research and Evaluation to understand the homeless
sector from a holistic perspective with the aim of:
1. Identifying what are the greatest community needs
for services that are, or could be offered by St Bart’s.
2. Assisting other service providers identify community
needs that are outside the scope of services that St
Bart’s would consider.
This will assist St Bart’s to target its service mix and to
shape capacity expansions to have the biggest impact on
its Mission.
