BRILLION ELEMENTARY SCHOOL

This school year will bring an exciting change for K-8 breakfast service! Breakfast will now only be offered prior to the start of the school day. Students may enter the building after 7:30am and head directly to the cafeteria for breakfast. We will continue to offer two breakfast entrée options each day, along with the choice of a fruit and/or 100% fruit juice and milk. Students are welcome to consume their breakfast in the cafeteria or take it out to the playground for a picnic.All students will be required to know their 5-digit ID number for breakfast, lunch and a la carte purchases. This will be the same number that they will use from kindergarten until they graduate. If your student will be starting Kindergarten-2nd grade next year, please watch your mail in a couple of weeks for a practice keypad with their ID number, like the one you received at the end of last school year. Now is a great time to start practicing!To showcase our breakfast program, we will be hosting a Mini Food Show during open house night on August 28! You will be able to sample our most popular offerings, items that will be new for this year, and also some items we may offer in the future, while interacting with national food vendors. Students will have the chance to practice their ID number. Parents will be able to learn more about eFunds, make deposits to their food service account, and apply for free/reduced benefits.Our food service staff is looking forward to seeing everyone at the open house food show and kicking off another great year!

BRILLION MIDDLE SCHOOL

Culinary ConnectionsThree years ago the Agriculture Department was the recipient of three grants to kick start farm to fork food options. The grants allow students to raise, harvest, and eat food, prepared by the food service department, that was raised right on-site. During the past two growing seasons, we have been able to feature taste stations during lunch with a variety of vegetables, contribute to the salad bar with lettuce, spinach, and kale, and use potatoes for lunch from our raised gardens. Additionally, foods harvested have been donated to the St. Vincent Food Pantry, New Hope Center, and are often used in classroom labs.Students and staff in the agriculture, science, and consumer sciences have learned best practices in raising as much food as possible in our smaller garden beds. The students learned how to plant in the spring and early summer in order to delay harvest for the start of school. They also learned how to best handle the food so that quality is not lost. Having their hand in the process from start to finish, students have been able to have a great influence in planning the garden space using companion planting theology. One of the most common companions planted gardens is called a

three sisters garden. Corn, squash, and beans are all grown together to provide each other nutrients, support, and pest repelling abilities that if planted alone, would not be provided fully. Students at the middle school helped to plant as part of their mini courses during the month of May. Agriscience students prepared, planned, and organized the companion planting of the high school gardens as their final assessment to their Farm to Fork unit. The garden is maintained by department staff and students throughout the summer and fall. All food harvested will be used for fresh produce upon school starting back up or will be donated to local nonprofits throughout the summer.

BRILLION HIGH SCHOOL

Unified Bocce Teamat Brillion High School

The Brillion High School has formed a Unified Bocce team. Team member are McKenzie Ka-lies, athlete; Andrew Brantmeier, athlete; Jessica Bartlett, unified partner; and Angelia Enneper, unified partner. Sean O’Fallon is the coach. The team had an opportunity to practice with Dodge County Unified Sports and compete in the Area Unified Bocce games in Appleton which were held on Saturday, July 20, 2019. Bocce now is the 3rd sport that Brillion Special Olympics is offering during the year with the others being bowling in the fall, and basketball skills in the winter. If anyone is interested in joining any of these sports, feel free to contact Jessica Gerhartz, agency manager for both Unified Champion Schools and Brillion Special Olympics at Bril-lion High School.

Brillion’s food service department is excited to announce that we will be adding a hydroponic growing system to offer fresh greens year-round! Students will be able to grow and harvest greens that will be served just a few feet away from the growing area. The Food Service Department, Agricultural Education Department, and the Brillion FFA Chapter have partnered to grow items for our school lunch in our own school gardens! Local, fresh, and student raised, these veggies and fruits will be an added delight to your child’s school day meals.

Right to Request Teacher and Paraprofessional Qualifications

Dear Parent or Guardian:

In accordance with federal law requirements, we are inform-ing you that you may request information regarding the professional qualifications of your child’s classroom teachers, including the following:

(1) whether the teacher has met state qualification and licens-ing criteria for the grade levels and subject areas in which the teacher provides instruction,

(2) whether the teacher is teaching under emergency or other provisional status through which state qualification or licensing criteria have been waived, and

(3) is teaching in the field of discipline of the certification of the teacher.

You may also request information regarding whether your child is being provided services by a paraprofessional(s) and, if so, the qualifications of any paraprofessional providing ser-vices to your child. Requests for teacher and paraprofessional qualification information should be directed to the principal at the school. The requested information will be provided to you in a timely manner.

Notification of Rights Under the Protection of Pupil Rights

Amendment (PPRA)

PPRA affords parents of elementary and secondary students certain rights regarding the conduct of surveys, collection and use of information for marketing purposes, and certain physi-cal exams. These include, but are not limited to, the right to:

• Consent before students are required to submit to a survey that concerns one or more of the following protected areas (“protected information survey”) if the survey is funded in

whole or in part by a program of the U.S. Department of Education (ED)–

1. Political affiliations or beliefs of the student or student’s parent;

2. Mental or psychological problems of the student or student’s family;

3. Sex behavior or attitudes;

4. Illegal, anti-social, self-incriminating, or demeaning behavior;

5. Critical appraisals of others with whom respondents have close family relationships;

6. Legally recognized privileged relationships, such as with lawyers, doctors, or ministers;

7. Religious practices, affiliations, or beliefs of the student or student’s parent; or

8. Income, other than as required by law to determine program eligibility.

•Receive notice and an opportunity to opt a student out of –

1. Any other protected information survey, regardless of funding;

2. Any non-emergency, invasive physical exam or screening required as a condition of attendance, administered by the school or its agent, and not necessary to protect the immediate health and safety of a student, except for hear-ing, vision, or scoliosis screenings, or any physical exam or screening permitted or required under State law; and

3. Activities involving collection, disclosure, or use of personal information collected from students for marketing or to sell or otherwise distribute the information to others. (This does not apply to the collection, disclosure, or use of personal in-formation collected from students for the exclusive purpose of developing, evaluating, or providing educational products or services for, or to, students or educational institutions.)

•Inspect, upon request and before administration or use –

1. Protected information surveys of students and surveys created by a third party;

2. Instruments used to collect personal information from students for any of the above marketing, sales, or other distribution purposes; and

3. Instructional material used as part of the educational curriculum.

These rights transfer from the parents to a student who is 18 years old or an emancipated minor under State law.

Brillion School District has developed and adopted policy, #347 Student Records, in consultation with parents, regarding these rights, as well as arrangements to protect student privacy in the administration of protected information surveys and the collection, disclosure, or use of personal information for marketing, sales, or other distribution purposes. The Brillion School District will directly notify parents of these policies at least annually at the start of each school year and after any substantive changes. The School District will also directly notify, such as through U.S. Mail or email, parents of students who are scheduled to participate in the specific activities or surveys noted below and will provide an opportunity for the parent to opt his or her child out of participation of the specific activity or survey. The Brillion School District will make this notification to parents at the beginning of the school year if the District has identified the specific or approximate dates of the activities or surveys at that time. For surveys and activities scheduled after the school year starts, parents will be provided reasonable notification of the planned activities and surveys listed below and be provided an opportunity to opt their child out of such activities and surveys. Parents will also be provided an opportunity to review any pertinent surveys. Following is a list of the specific activities and surveys covered under this direct notification requirement:

• Collection, disclosure, or use of personal information collect-ed from students for marketing, sales, or other distribution.

• Administration of any protected information survey not funded in whole or in part by ED.

• Any non-emergency, invasive physical examination or screen-ing as described above.

ANNUAL NOTICE OF SPECIAL EDUCATION REFERRAL AND EVALUATION PROCEDURES

Upon request, the Brillion Public School District is required to evaluate a child for eligibility for special education services. A request for evaluation is known as a referral. When the district receives a referral, the district will appoint an Individualized Education Program (IEP) team to determine if the child has a disability, and if the child needs special education services. The district locates, identifies, and evaluates all children with dis-abilities who are enrolled by their parents in private (including religious) schools, elementary schools and secondary schools located in the school district.

A physician, nurse, psychologist, social worker, or administra-tor of a social agency who reasonably believes a child brought to him or her for services is a child with a disability has a legal duty to refer the child, including a homeless child, to the school district in which the child resides. Before referring the child, the person making the referral must inform the child’s parent that the referral will be made.

Others, including parents, who reasonably believe a child is a child with a disability, may also refer the child, including a homeless child, to the school district in which the child resides.

Referrals must be in writing and include the reason why the person believes the child is a child with a disability. Annual Notice of Asbestos Management Plan *

IIn September of 1988, the Brillion Public Schools approved an asbestos management plan in accordance with Federal Law. A copy of the individual building plan is located in each of the school building offices. Inquiries regarding the building plan should be made to the district administrator.

Asbestos-management activities occurring over the next 12 months include ongoing operations of maintenance, and a three-year re-inspection that will be done as necessary by certified staff.

The Brillion School District maintains student records for each student attending school in the District. These records include: (1) student progress records – courses taken, grades, immuni-zation records, extracurricular activities and attendance; and (2) student behavioral records – psychological tests, personal-ity evaluations, records of conversations, written statements relating specifically to an individual student’s behavior, tests relating specifically to achievement or measurement of ability, physical health records other than immunization records, law enforcement agency records obtained by the District and any other student records which are not progress records.

State and federal laws require that the maintenance of student records assure confidentiality. The District has also adopted a student records policy and procedures. This notice is subject to state and federal laws and the District’s policy and procedures. Accordingly, the following shall apply in the District:

1. An adult student, or the parent(s) or guardian(s) of a minor student, has the right to inspect, review and obtain copies of the student’s school records upon request in accordance with established District procedures. The District will respond to such requests without unnecessary delay. Copies of the District’s student records procedures are available upon request at the School District Office, 315 South Main St., Brillion, WI 54110. Regular office hours are: 7:30 a.m.-4:00 p.m.

2. An adult student, or the parent(s) or guardian of a minor student, has the right to request the amendment of the stu-dent’s school records if he/she believes the records are inac-curate, misleading or otherwise in violation of the student’s privacy rights. Complaints regarding the content of student records may be made in accordance with established District procedures. Copies of the District’s procedures are available upon request as outlined above.

3. An adult student, or the parent(s) or guardian(s) of a minor student, has the right to consent to the disclosure of infor-mation contained in the student’s school records, except to the extent that state and federal laws authorize disclosure without consent. One exception that permits disclosure without consent is disclosure to school officials determined to have legitimate educational or safety interests in the records. A “school official” is a person employed by the

District who is required by the Department of Public Instruc-tion to hold a license; a law enforcement officer(s) who is individually designated by the School Board and assigned to the District; a person employed by or working on behalf of the District as an administrator, supervisor, instructor or support staff member (including health or medical staff and police-school liaison personnel); a person serving on the School Board; a person or company with whom the District has contracted to perform a specific task (such as an attorney, hearing officer, auditor, medical consultant or therapist); or a person serving on an official committee such as a disciplinary or grievance committee, or assisting another school official in performing his/her tasks. A school official has a “legitimate educational interest” if the official needs to review a student record in order to fulfill his/her professional or District responsibility.

The District also, upon request, forwards a student’s records to another school without consent in accordance with state law for purposes related to the student’s enrollment or transfer. District procedures outline the specific reasons for disclosure without consent and are available upon request as outlined above.

4. An adult student, or the parent(s) or guardian(s) of a minor student, has the right to file a complaint with the U.S. Department of Education for alleged District noncom-pliance with federal Family Educational Rights and Privacy Act (FERPA) requirements. The name and address of the office that administers FERPA is: Family Policy Compliance Office, U.S. Department of Education, 400 Maryland Avenue, SW, Washington, DC 20202-5920.

The School Board has designated the following student record information as directory data: student’s name; recorded images of the student that are not being maintained by the District for a separate purpose as a behavioral record; student’s school/grade level; degrees and awards received by the stu-dent; student’s participation in officially recognized activities and sports; weight and height of members of athletic teams; the name of the school most recently previously attended by the student; student’s dates of attendance (not including daily attendance records); student’s date of birth; student’s home address; student’s telephone number; and student’s place of birth.

The District may disclose this information as directory data un-less a parent, adult student, or other person authorized by law has informed the District in writing that all or any part of this record information may not be released without appropriate prior consent. After the District issues this annual notice near the beginning of each fall session, and after issuing similar notice upon a student’s initial enrollment and registration in

the District or re-enrollment following a gap in enrollment, the parent, guardian, or adult student will have 14 days from the date the notice is issued to inform the school that all or any part of the student’s directory data may not be released without prior consent. During such 14-day periods, the District will avoid the release of the student’s directory data. In addition, using proce-dures established by the administration, a parent or guardian (or adult student, if applicable) may make, modify, or withdraw any previous opt-out decision regarding directory data at any time.

Secondary School Students

A secondary school (high school) student or the parent(s) or guardian(s) of the student may request that the student’s name, address and telephone listing not be released to military recruit-ers or institutions of higher education without prior written consent of the student or the student’s parent or guardian, as applicable. The District shall comply with such request.

Unless access to such information has been restricted by the high school student or the student’s parent(s) or guardian(s) as outlined above, the District shall provide access to high school students’ names, addresses and telephone listings, on request made by military recruiters or institutions of higher education. The District shall also provide military recruiters the same access to high school students as provided generally to post-secondary educational institutions or to prospective employers of those students.

The Brillion School District prohibits all forms of unlawful discrimination against students and other persons in all aspects of the District’s programs and operations. Accordingly, consistent with section 118.13 of the state statutes, no person shall unlaw-fully be denied admission to any public school in this District, or be denied participation in, be denied the benefits of, or be dis-criminated against in any curricular, extracurricular, pupil service, recreational or other program or activity because of the person’s sex, sexual orientation, race, color, national origin, ancestry, religion, creed, pregnancy, marital or parental status, or physical, mental, emotional or learning disability. The District likewise requires and enforces nondiscrimination in a manner consistent with the rights and obligations established under all applicable federal civil rights laws, including the current provisions of Titles IV and VI of the Civil Rights Act of 1964 (race, color, religion, sex, or national origin), Title IX of the Education Amendments of 1972 (sex), Section 504 of the Rehabilitation Act (disability),

All District career and technical education opportunities are offered to students on a nondiscriminatory basis. Additional information regarding such program offerings and the ap-plicable admission/participation criteria can be obtained on the District’s website or by contacting any school’s guidance office.

Children of homeless individuals and unaccompanied home-less youth (youth not in the physical custody of a parent or guardian) as identified under federal law shall have equal access to the same free, appropriate public education, including comparable services, as provided to other children and youth who reside in the District. Homeless children and youth shall not be required to attend a separate school or program for homeless children and shall not be stigmatized by school personnel.

The District shall provide legally-required accommoda-tions and appropriate educational services or programs for students who have been identified as having a disability, regardless of the nature or severity of the disability. The District shall also provide for the reasonable accommodation of a student’s sincerely held religious beliefs with regard to examinations and other academic requirements. Requests for religious accommodations shall be made in writing and approved by the building principal.

When acceptable to the complaining party, the District encourages informal resolution of discrimination complaints and related concerns. However, a formal complaint resolu-tion procedure is available to address allegations of unlawful discrimination and/or any alleged violation of the District’s equal educational opportunities policies.
