Current Train Routing over Portageville Bridge

Existing Condition

Purpose

Provide a modern rail crossing of the Genesee River for Norfolk

Southern on the Southern Tier route between Buffalo and

Binghamton, capable of carrying current industry standard freight

rail loads, to the greatest degree possible meeting FRA Class 4

speeds, while reducing ongoing maintenance efforts and costs.

Needs•The bridge is a critical component of Norfolk Southern’s

Southern Tier route.

•The bridge is at the end of its useful life as a freight rail

structure.

•The bridge requires continuous inspection and frequent

repair, which is dangerous to bridge maintainers.

•Because of its age and structural weakness, the bridge

imposes speed and weight restrictions on the entire

Southern Tier line.

•The bridge poses safety concerns for park users, who

trespass on the bridge to cross the Genesee River gorge.

Project Goals•Eliminate operational constraints along the Southern

Tier route caused by the existing Portageville Bridge;

•Reduce the need for ongoing maintenence and

concomitant costs;

•Optimize existing infrastructure and planned improve-

ments to the Southern Tier route as part of Norfolk

Southern’s overall operational strategy in New York and

in this region of the country;

•Minimize the risk of trespassing on the Portageville

Bridge by Letchworth State Park patrons.

Project Alternatives

NEPA requires consideration of a reasonable range of alternatives. Nine reasonable alternatives have been considered for the Portageville Bridge project.

Alternative 1 - No Action / Maintenance Alternative assumes that the existing Portageville Bridge would remain in service and would be subject only to required maintenance.

Alternative 2 - Repair / Retrofit Existing Bridge Alternative would temporarily close the existing bridge for rehabilitation activities and upgrade it to meet current and future freight transport needs.

Alternative 3 - New Bridge on Same Alignment would demolish the existing bridge and piers, and a new bridge would be constructed at the same location.

Alternative 4 - New Bridge on Parallel Alignment / Remove Existing Bridge consists of a new single-track railroad bridge approximately 75 feet south of the existing bridge. The existing bridge would be demolished once the new bridge is operational.

Alternative 5 - New Bridge on Parallel Alignment / Convey Existing Bridge would result in a single-track railroad bridge approximately75feetsouthoftheexistingbridge.Mostoftheexistingbridgewouldremainbutwouldnolongerserverailtraffic.

Alternative 6 - New Southern Alignment / Remove Existing Bridge would be a new, 4.5-mile rail line constructed outside of Letchworth State Park. The new route would include a new, one mile long bridge over the river, two, new overpasses, and other new grade-separated structures and at-grade crossings. The existing bridge would be removed.

Alternative 7 - New Southern Alignment / Convey Existing Bridge would be a new, 4.5-mile rail line constructed outside of Letchworth State Park. It would include a new, one mile long bridge over the river, two, new overpasses, and other new grade-separated structures and at-grade crossings. The existing bridge would not be removed.

Alternative 8 - Reroute Rail Traffic / Remove Existing Bridge would abandon the Southern Tier rail route and remove the existing rail bridge over the Genesee River.

Alternative 9 - Reroute Rail Traffic / Convey Existing Bridge would abandon the Southern Tier rail route. The existing bridge would not be removed.

NEPA Process

Next Steps

The SEQRA DEIS, which was published in November 2012, fully documented the potential

environmentalimpactsofthePortagevilleBridgeProjectandidentifiedmeasuresto

mitigate these impacts. The NEPA DEIS will build on the prior document, using as much

relevant information as possible. In addition the NEPA DEIS will:

• Identify and address public comments previously received on the SEQRA DEIS;

• Address public comments received during the NEPA scoping period;

• Address requirements of Section 106 of the National Historic Preservation Act;

• Identify mitigation commitments that have been developed in consultation with the

NewYorkStateOfficeofParks,Reacreation,andHistoricPreservationsincepublication

of the SEQRA DEIS;

• Identify a preferred alternative for the project;

• Address federal regulatory requirements pursuant to Executive Order 11988

(Floodplains) and Executive Order 11990 (Wetlands); and

• Address the requirements of Section 4(f) of the U.S. Department of Transportation Act.
