What is CRISP?
CRISP is a non-profit health information exchange, or HIE, organization serving Maryland and the District of Columbia.
Health Information Exchange allows clinical information to move electronically among disparate health information systems. The goal of HIE is to deliver the right health information to the right place at the right time—providing safer, timelier, efficient, effective, equitable, patient-centered care.
CRISP’s Mission: We will enable and support thehealthcare community of Maryland and our region to appropriately and securely share data in order tofacilitate care, reduce costs, and improve healthOutcomes.

Query Portal Offering for Providers
CRISP offers a free, web-based clinical query portal to access data through the HIE
Physicians, licensed health providers, care coordinators, and support staff can query patients they are treating and view various clinical records in the system about them.
Information obtained throughthe portal can be printed and incorporated into records.
Who Can Have Access to the Clinical Query Portal?
Access is for TREATMENT & CARE COORDINATION PURPOSES ONLY
Access should be given to those providers, licensed health professionals, care coordinators, and support staff who currently have access to patient records for treatment purposes, both within and outside the facility, as a course of their usual workflow
The portal CANNOT be used for payment, operations, reporting, research, or any purposes other than treatment at this time
Information Available Through CRISP Portal
The query portal allows credentialed users to search the HIE for clinical data.
Users can search for patients using last name/DOB or the medical record number from your practice or a hospital.
Information obtained through the portal can be printed or downloaded for incorporation into the local medical records.

PROVIDERS – those that are licensed (for example MD, NP, DO, and DDS) who also have prescribing rights.

LICENSED HEALTH PROFESSIONALS– those that are licensed but are not in the groups listed above (for example CRNP, RN, MA, PA, etc.)

PDMP is the Maryland Prescription Drug Monitoring Program and is available to users. More information on PDMP will be
presented after the demonstration
Opt-Out Policy
• CRISP operates an opt-out model, meaning that patients have the right to block electronic access to their information through CRISP.
• If a patient opts out, no information will be available through the portal. Notifications about hospitalizations for this patient will also be blocked, even if a provider has requested them.
• An important exception to the opt-out policy are medications from the Maryland Prescription Drug Monitoring Program (PDMP), which shows schedule II-V drugs that have been filled. By Maryland law, opt-outs do not apply to PDMP, and this data will still be visible in a patient’s record.

Patient Awareness
• All participating organizations are required to include a paragraph stating their participation with CRISP in their HIPAA Notice of Privacy Practice.
• All participating organizations are also required to make CRISP patient brochures and opt-out forms available at intake areas.
• Patients are responsible for completing and submitting the opt-out form to CRISP. They may also opt out by phone or online.

How Can Patients Opt Out?

CRISP’s Commitment to Privacy
• All query actions are recorded and audited by CRISP.
• All searches by users are compared against inbound hospital feeds and
practice patient lists to ensure a treatment relationship.
• Any questionable search will result in a follow-up call from CRISP. Pending
an inquiry, account suspension or other actions may be taken.
• Non-physician user accounts must be associated with a physician account, to
ensure that the privacy and security provisions
of the CRISP participation agreement are being
properly monitored.
• Patients have the right to contact CRISP and ask
for a list of users who have accessed their
information. CRISP will provide full audit logs to
patients who request them.

CRISP User Support
• CRISP will manage the administration of all user accounts.
• We offer a support email [email protected] and phone line 1-877-952-7477, that is available during business hours.
• Any account that has no activity during the last 90 days will be locked, and users must call CRISP directly to unlock an account. Unlocking an accounts requires a new confirmation of their employment by the user’s organization.
• Any requests for password resets, account unlocks, etc. must come directly from the user and communication of new passwords will only occur via the email address we have on file.

Encounter Notification Service
CRISP currently receives information pertaining to ED visits and inpatient admissions in real-time:
• All Maryland hospitals
• Most D.C. hospitals
• All Delaware hospitals ( ADT 2014)
• Over 40 Long Term Care Sites
CRISP has the ability to communicate this information, in the form of real time hospitalization alerts to primary care physicians, care coordinators, and others responsible for patient care.
There is no charge to receive ENS notifications.
