The City of Westminster lies at the heart of the UK economy. Nearly twice as many people are employed here than the City of London, and our economy makes up 3% of the UK economy as a whole. Westminster offers a far more varied economy than our London neighbours with our 46,000 businesses providing services to 1 million residents, workers and visitors every day.

Your business lies at the heart of this. Your efforts ensure that Westminster proves so popular for visitors, and attractive for investors. As Cabinet Member for Business, I am here to ensure the council is on your side.

We witnessed an extraordinary year in Westminster in 2012, thanks to the Olympics and the Diamond Jubilee. The council helped introduce free WiFi across the West End and deliver important public realm improvements – like the new Leicester Square - to encourage footfall and provide an attractive street environment. I am confident that the legacy of these events and initiatives will be felt well into 2013 and beyond.

We face challenges too. Nevertheless, in every challenge lies an opportunity. This year we launch our Better City, Better Lives programme for improving Westminster. It involves the creation of a more Enterprising City, where the council increase its support for businesses of every size, and to young people entering the workplace for the first time.

Non-Domestic Rates, or business rates, are the way that those who occupy non-domestic property (e.g. businesses) contribute towards the cost of local services.

The rates are set by central government and it is the responsibility of local authorities to collect the money. The tax is collected locally, and re-distributed across the country by way of a complex national formula set by central government. In Westminster this means that the amount retained by the council is only a small proportion of the amount actually collected.

Staying safeThe council is working with local business and the Metropolitan Police to make the city safer for businesses. Through good networking and communication facilities, businesses are able to share important information about potential crime in their area and help support the work of the council and the police.

1. Plan your layoutDon’t put your expensive displays by the front door and keep a view of the front of the store from tills wherever possible.

2. DeclutterEnsure your store is uncluttered and aisles are easy to move around. Clutter and obstructions give thieves opportunities to shoplift and steal from other customers.

3. Greet customersConsider employing greeters/staff to welcome shoppers as these are known to put off shoplifters.

4. Talk to your neighboursFind out if you have a local Business Crime Reduction Partnership or business forum, where you can talk and keep in radio contact with other local retailers – e.g. West End BCRP, Heart of London Business Watch, etc.

5. Talk to your local SNTSpeak to your local Safer Neighbourhoods Team (SNT) and ask for a crime prevention visit. You can find your local SNT via

The council has jointly invested in job brokers that are based with the Crown Estate and the New West End Company in order for them to place unemployed residents into positions in the retail and hospitality sectors across the West End.

Their services are free to employers and through their hands-on support they have helped businesses to keep great candidates in work (95% retention rate after 6 months).

The service can help you find the right candidates whilst giving you a single point of contact who will organise the screening, training, mentoring and support for candidates.

The council is currently working with other partners to expand the scheme more widely across the city.
