Cluster University is a Collegiate University
established under the Srinagar and Jammu Act, 2016 of the
centrally sponsored scheme, RUSA. Its integral success lies on
its five constituent colleges which are the old and established
colleges of Jammu City. The University has also established
five Post Graduate Integrated Schools viz School of Sciences,
School of Social Sciences, School and Humanities and Liberal
Arts, School of Engineering and Computer Technology and
School of Teacher Education.
CLUJ connects students to a plethora of vibrant

Vice-Chancellor
Today we begin a new academic session, 2019-2020 and I like to welcome you all (both
fresh and returning students) to another year of studies. I like to specially welcome the new
students to our great citadel of learning, The Cluster University of Jammu (CLUJ).
Congratulations on your admission to CLUJ.
At the Cluster University of Jammu, exceptional and world-class education takes place
across the broadest possible range of disciplines. From the Arts and Humanities to
Engineering, Sciences to the Social Sciences, this is an institution that has been moving
forward towards quality and excellence since its inception in March 2016 under the RUSA
scheme of the Ministry of Human Resource Development (Government of India) by clustering
five old Colleges of the city who have for many years, educated the brightest students who
have provided the breakthroughs to address the great challenges of our time. The University
currently delivers its Undergraduate/Post Graduate academic programmes through its five
Constituent Colleges namely: GGM Science College; MAM College; GCW, Gandhi Nagar;
College of education; SPMR College of Commerce. The University also has five Postgraduate
schools viz School of Sciences; School of Social Sciences; School of Humanities and Liberal
Arts; School of Engineering and Computer Technology and School of Teacher Education which
run 12 Integrated Honours programmes in various disciplines leading to Masters degree
(Hons).
During the Current year (2019-2020), the CLUJ besides the already running programs
the universities major goals is in tune with the skilling India Mission and is starting eight Self
Financing Skill Courses(Evening). The University intends to enable students in developing skills
and competencies needed for meeting the challenges and needs of the real world effectively.
Hence, these course are created keeping in mind the changing nature of the society,
educational institutions and workplace and inculcate the required skills in the students to
understand and respond to the same efficiently and effectively.
The University since its inception has continued to provide quality training to all
students to meet the increasingly complex needs of the future with great emphasis placed on
developing and sharpening the students' analytical, creative, thinking, and presentation skills.

ICT and building experiential learning through skill courses into the curriculum in all
disciplines, involving students in employment outcome based learnings will make our
graduates relevant in today's globally competitive labour market.
As Vice-Chancellor, I am determined to build and establish CLUJ to become one of the
very best centres of education and research. We have a bold strategy based on a clear vision to
invest in intellectual talent to make a difference to our city, our region, our nation, and our
world.
The thrust of my message this year is anchored on a very important reason, we are all
here in CLUJ and the reason is the pursuit of scholarship and academic excellence. For each one
of you beginning as an undergraduate student at the University - is a time full of fun, ambition
and gusto.
I want to congratulate the new students joining CLUJ this year, for the choice you have
made and encourage you in your dedication to it. Your work must be driven by the logic and
the power of the questions it seeks to answer, not by a ticking clock. You must learn to revel in
the power of patience and personal intuition.
To the returning students, my message to you this academic session, is never to take
your academics for granted. The era of believing that there is a short-cut
to success is gone. And there can only be one way and this is
the "HIGHWAY" to being true to yourselves. I like to
advise you never to take your studies for granted
for any reason. Mind the company you keep,
manage your meagre resources prudently
and apply wisdom in all that you do.

I am delighted to welcome the new entrants to the
Cluster University of Jammu.
The Cluster University of Jammu was established under
the Centrally Sponsored Scheme, RUSA (Rashtriya Ucchatar
Shiksha Abhiyan) which started functioning from March 2017. It is
relatively a new University, but despite being a new University it has a
huge advantage. The five most prominent Colleges of Jammu City having rich
history and high performance have been clustered as Constituent Colleges of the Cluster University of Jammu.
Its strong foundations, and its goals of equity, quality and diversity, guide the visionary academic plan of the
University. The core principles of the University are achieving academic excellence and nurturing students
overall development.
We believe in promoting comprehensive education that caters to varied learning needs of students
and prepares them beyond texts. The objectives are to build their critical thinking, motivating skills, creativity,
independent thinking, collaboration, experimental learning and innovation. Our endeavour is to create and
transact such knowledge that inculcates humanistic and scientific temper as well as encourage application of
mind, enterprise, entrepreneurship and employability. The University has a vision to develop as a hub of
Knowledge Generation, Research and Innovation, University-Industry Integration and Community
Engagement.
The Academic Courses offered through the Schools of the University and its Constituent Colleges like
Integrated Courses, Postgraduate Courses, Undergraduate Honours, and Undergraduate General
Programmes, follow adequately updated and standardized curriculums. The University has highly competent
and expert faculty with it. Comprehensive co-curricular activities are part of student engagement. Good
infrastructure facilities such as Auditoriums, Libraries, Scientific and Computer
Labs, Sports Grounds are of high quality. The overall campus life is very
exciting and vibrant where students are involved in various activities
which provide them the best of opportunities to constantly reinvent
themselves for handling new situations & technology as well as
becoming competent, capable and value based individuals.

The logo for the Cluster University of Jammu is a narrative in itself, inspired from the Chajja folk
dance typical to the region of Jammu.
The central element is a peacock, associated with the goddess of wisdom and knowledge. This is
surrounded by five more hexagons indicating the ethos of a cluster — coming together as equals
— unitary in spirit, yet federal in structure.
The hexagonal shape is representative of a benzene ring, which is primal for inter-connections of
various kinds. The white star created as a counter-form behind the peacock, signifies excellence.
The symbol is rendered in purple and aquamarine green colours — both are achieved by mixing
other colours. This unique colour combination represents the plurality and diversity of the
university.
The name of the University is set in a classical serif font, in all capital letters, lending it a warm and
humane, yet an authoritative feel.
A very bold and crisp symbol, it is easy to replicate across media and also in one colour without
diluting its visual impact.

School of Social Sciences is housed in the RUSA Building at SPMR College. The infrastructure presently
includes, the administrative and academic blocks comprising of lecture halls, library, reading hall, administrative office,
faculty rooms, conference hall and computer labs.
The school has highly competent and proficient faculty. The faculty endeavors to improve the standard of
profession and empower students with necessary skills, qualities, knowledge, attitude and value of time. Presently, the

The School is housed in the campus of Govt. M.A.M. College, comprising of newly constructed academic and
administrative Blocks. At present, two Post Graduate Integrated Courses in English Honours and Linguistics &
Literature are running successfully.

School of Teacher Education established in 2017 offers Three years B.Ed.-M.Ed. Integrated programme which
is boon for the students as they save one precious year. It is housed in the new buildings under RUSA Funding at Govt.
B.Ed College. The School is constantly working hard to achieve excellence in rendering services to the society in
general and students in particular. The course follows CBCS pattern & includes variety of theory as well as practicum
activities. The syllabus is strictly framed following complete directions of NCTE.

School of Engineering and Computer Technology was established in 2017 and is housed inside the premises
of Govt. P.G. College for Women, Gandhi Nagar. It envisions to provide a platform to young students to pursue their
academic career with zeal and enthusiasm. Two departments of Home Science and Food Science presently constitute
the faculty of Engineering and Computer Technology and these departments are offering UG and PG Programmes.
The school is running successfully a Five year Integrated Course on Family and Community Science with an
intake of 40 students per annum since July 2017. The school has also plans to start B.Tech in Engineering in the
disciplines of Computer Science Engineering, Electronics and Communication Engineering and Electrical Engineering
in near future.

GGOVT. GANDHI MEMORIAL SCIENCE COLLEGE
Govt. Gandhi Memorial Science College, Jammu is the second oldest college in J&K and was established in
December 1905 by Maharaja Sir Pratap Singh. It was named as Prince of Wales College to commemorate the visit of
His Royal Highness, Prince of Wales (the future King Geogrge V) to Jammu. With 26 students on its roll, the college
started functioning from Ajaibghar building (the present Legislative Assembly) on 20th April 1907, with Prof. R.N.
Mukerjee as its first officiating principal.

It was affiliated to Punjab University, Lahore in May 1908 and the courses introduced at that time were English,
Mathematics, Physics, Chemistry, Philosophy, History, Persian & Sanskrit. Thereafter, Geology and Arabic were also
added on 16th December 1910, Sir Francis Young husband, the then Resident in Kashmir, laid the foundation stone of
the present building amidst the vast lush green land stretching to the northern bank of the Tawi River. The college was
shifted to the present campus in September 1912. By late thirties post graduate classes in Geology, Economics and
Mathematics also started functioning in the college. The museum of Geology department earned the honour of being
the second best equipped museum in the country after Kolkota museum, during the times of Dr. D.N. Wadia, the
eminent Professor of Geology.
Till 1944, this institution remained a co-educational college. However, girl students continued to be
admitted to the medical stream till 1966. With the introduction of Electronics in 1992, girl students were again
admitted to the college. This trend continued with Computer Applications (1995), BCA (2001), P.G. in Geology &
English (2004). Prince of Wales College was renamed as Govt. Gandhi Memorial Science College in 1939 as it
exclusively started to cater to Science subjects.

Anand, Former Chief Secretary of Pakistan Govt., Jenab Qudrat-ullah-Shahab Former Foreign Secretary of India, Late.

First Director Geological Survey of Burma, Prof. H.K. Chibber; Former Chairman India Aeronautics Ltd., Mr. Inder
Chopra; Ex Chief Secretary J&K and Former VC, Central University, Jammu, Dr Sudhir S. Bloeria; Ex-Chief Justice of
Himachal Pradesh, Justice V.K. Gupta, Former international cricketer Sh. Mohd Nissar; renowned Santoor Maestro,
Pandit Shiv Kumar Sharma and many more.
This institution offers science stream subjects which include Botany, Bio-technology, Chemistry, Computer
Sciences, Electronics, Environmental Sciences, Geography, Geology, Mathematics, Physics & Zoology at the under
graduate level and Geology at the Post Graduate level. In addition to this, B.Sc. Honors in Physics, Chemistry, Maths
and Geology are also offered. Being a constituent college of the Cluster University, the curriculum is designed by the
University with active participation of the senior teaching faculty of all the constituent colleges. A healthy teacher
student ratio is maintained in the college, with over 117 faculty members for around 3000 students every year. A
supporting non-teaching staff of over 100 is also employed to effectively manage the institution.
The physical infrastructure of the college is massive and the campus was initially spread over 65 acres which
however, has shrunk to 58 acres over the years . The campus has twenty One large buildings and several smaller
structures that provide class room space, laboratories, office space and auditorium. The sports infrastructure is one of

Government P.G College for Women, Gandhi Nagar, Jammu is a constituent college of Cluster University of
Jammu which was earlier affiliated to University of Jammu. It was established in September 1969 by the Govt. of
Jammu & Kashmir in response to the growing demand for women education in Jammu. The college spreads over 182
kanals of land. The main building was inaugurated in 1974. Before that the college was housed in the building of Govt.
Girls High School, Jammu. On the popular demand, Science Department was added to the college and simultaneously
a full fledged Home Science Department with modern laboratories was established. The college at present imparts
instructions in Streams like Arts, Commerce, Medical and Non Medical and offering courses in Home Science, English
Honours, Chemistry Honours and P.G Course in Food Science & Technology and Textiles and Apparel Sciences.

Independent buildings for Department of Psychology, Geography, Music, Food Science & Technology,
Statistics and Biotechnology have also been established in the college. The Science Laboratory facilities have been
upgraded. The college has also the status of "Star College" given under the Scheme of Department of Biotechnology,
Govt. of India. The College has a well developed sports field. The Air conditioned College Auditorium is one of the best
of its kind in the State. The College has highly qualified and competent faculty. It is the objective of the teaching faculty
to inculcate in the students strong intellectual moral and physical aesthetics, attitudes and ideas. The college is now a
Premier Educational Institute second to none in the state. Its stands for making a new generation of women capable of
responding to the challenges of life in every possible way. For attaining excellence in the field of Higher Education, the
college has been re-accredited by National Accreditation and Assessment Council, Bangalore. It has been assessed as
a Grade "A" College.
The College campus has the pride of being the hub for EDUSAT (The Tele Education Project) for J&K launched by
ISRO. From this hub, education is imparted to all the SIT's of Jammu Province. For this, a Studio has been established in
the college premises which acts as virtual class room for 44 SIT's from Higher, Technical and School Education
Department. The College became a study centre for IGNOU programme for M.Sc Dietetics and Food Service
Management in 2005
In order to enable women to rise above all constraints, women study centre has been established in the college
under the auspious of UGC. Equal opportunity cell, disability cell and legal literacy club, legal cadet corps are the
special strengthening forces for the students.

Dr. Karan Singh, the visionary Sader-e-Riyasat founded the College in the memory of late. His Highness
Maharaja Pratap Singh of Jammu and Kashmir State and named it Sri Pratap Memorial Rajput College of Commerce in
1955. Dr Karan Singh introduced the Commerce stream for the first time in the state. Today Govt. SPMR College is
prestigious name in the discipline of Commerce.

At the inception, the College was housed in the Ajab Ghar building behind the New Secretariat and at a later
stage it was shifted to the then Police Complex near Jogi Gate in 1962 and functioned there till 1978. The State
Government took over this College on 30th September 1974, and rechristened as Govt. SPMR College of Commerce,
Jammu
The College has been fortunate from its infancy to have been headed by an array of illustrious Principals for its
all-round developments. The first Principal of this College was a renowned teacher, Professor M.L Shandilya of Sri Ram
College of Commerce, New Delhi. He was at the helm of affairs from June 1955 to 2nd February 1959.
There after Professor G.P Singh took hold of the reins of the College and made it a seat of genuine learning
during its formative and development phase. Of late, this College has brought in numerous changes to keep pace with
the changing scenario in business studies and can boost, without exaggeration, to offer the best academic,
professional as well as vocational fields in the state. Govt. SPMR College of Commerce, which is now a Constituent
College of the Cluster University of Jammu is proud of its alumni who are well known faces in the crowd by their sheer
dedication and dint of hard work in their respective fields, thereby serving as a beacon light for the present generation
of youth whom this College offers a variety of career oriented courses and opportunities.

GGOVT. COLLEGE OF EDUCATION
Government College of Education Jammu was established in 1954. It is the only government educational
institution imparting teacher education in Jammu division. The college offers B.Ed and M.Ed (02 years) courses with the
intake capacity of two hundred and thirty five students respectively. Right from its inception the college has been a
hub of academic, socio-cultural and intellectual activity. It always stood strong and high to prepare its stakeholders to
embrace broad educational outlook and is striving hard towards excellence both in human resource development and
infrastructure.
The college as a team consists of staff and students along with other stake holders. It upholds itself as a model
to impart social values besides teaching learning process. It is rendering excellent service to the cause of students
community in general and the cause of women empowerment in particular by marking its presence on the boards of
merit in the university examination results, co-curricular activities and sports.

Cluster University of Jammu has adopted the Choice Based Credit System (CBCS) for all the Programmes run by its
schools and constituent colleges. Credits are calculated on the basis of the number of contact hour per week for a
semester programme.
defines the quantum of content/syllabus prescribed for the course. It may be a unit prescribed for a course
and is determined by the number of hours of instruction required per week. Thus, in each course credits will be
assigned on the basis of the number of hours required per week for lectures/tutorials/lab work/field work to complete
the course in a single semester. In terms of credits, every one hour session of L or T amounts to 1 credit per semester
and a minimum of two hour session of P amounts to 1 credit per semester, over a period of one semester of 16 weeks
for teaching-learning process.
1 credit = 1 hour of direct teaching per week
1 credit = 2 hours of lab work/field work/project work per week
Thus, 1 credit course requires 1 hour per week during a 15-18 week semester and accordingly a 3 credit or 4 credit
courses requires 3 or 4 hours per week during a 15 week semester. The total duration of a semester is 20 weeks
inclusive of semester-end examination.
Every course offered will have three components associated with the teaching-learning process of the course,
namely:
Where L stands Lecture session. T stands Tutorial session consisting participatory discussion / self study/ desk work/
brief seminar presentations by students and such other novel methods that make a student to absorb and assimilate
more effectively the contents delivered in the Lecture classes. Normally, the tutorial sheets prepared by the teacher are
distributed in advance to help learner prepare for interaction systematically. P stands Practice session and it consists
of Hands on experience / Laboratory Experiments / Field Studies / Case studies that equip students to acquire the
much required skill component.

There will be a Core Course in every semester. A course which should be compulsorily be studied
by a candidate as a core requirement to complete the requirement of a degree in a said programme/ discipline of
study is termed as a "Core Course or a Discipline Specific Course (DSC)".
An Elective course is generally a course that can be chosen from a pool of courses.
(i) Elective courses may be offered by the main
discipline/subject of study is referred to as Discipline Specific Elective.
(ii) (An elective course chosen generally from an unrelated
discipline/subject, with an intention to seek exposure/ add generic proficiency is called a Generic Elective.
(iii) An elective course designed to acquire special/advanced knowledge, such as
Project work/ Dissertation work is carried out by a candidate on his/her own with an advisory support from the
faculty member.

11 Hard Core papers in discipline, 1 Project work (Hard Core), 6 Soft Core papers each from a list of Discipline

departments.
d) A Post-Graduate (General) degree in Sciences shall be awarded if a student completes 10 Hard Core papers in

a list of Discipline Specific Elective based on specialization and 2 Open Elective papers from the list of Open
electives from other departments.

The curriculum and syllabi of the B. Ed, M.Ed and B.Ed- M.Ed Integrated Courses shall
be as recommended by the respective Boards of Studies and notified by the Cluster University from time to time.
These course structures shall contain six types of courses Under Choice Based Credit System (CBCS) as under:-
a) The Core courses are Compulsory Courses which a student has to take to become eligible
to earn a B.Ed, M.Ed & B.Ed-M.Ed Integrated degree. Each Core Course shall be of 2/4 credits.
b) The Elective courses are related to Discipline centric which provide
choice to a candidate. Each Discipline Centric Elective Course shall be of 4 credits.
c) The Generic/ Open Elective provide opportunity to a candidate to seek
knowledge outside their programme of study. Each Open course shall be of 4 credits with choice to seek
specialized knowledge of additional pedagogy.
d) The students shall visit to different institutions like DIET, SIE Anganwadi Centres, Middle, High
and Hr. Sec. Schools, Innovative Centres, etc. The Internship shall be of 2 weeks in 1st and 2nd semester with 4
credits each. During the visit of these schools, the students shall prepare Reflective Journal (RJ). The evaluation of
students in Internship shall be done by Internal and External examiners.
e) The Microteaching shall be of 2 weeks with 4 credits. The students shall choose 4
teaching skills of 1 credit each in 2nd semester and shall prepare 2 lessons in each teaching skill. The students
shall be evaluated, on the basis of preparation of Lesson Plans and their presentation by internal and external
examiners.
f) The School Internship and Practice of Teaching shall
be of 8 weeks with 10 credits. In the School Internship, 2 credits for routine work in school as a teacher in which
he/she shall perform any four activities like maintenance of school record, organization of curricular and co-
curricular activities, setting of question papers, conduct of tests and examination, library work, morning
assembly, attendance, etc in 3rd and 4th semesters. The students shall prepare Reflective Journal (RJ) of these
activities and shall be evaluated by internal and external examiners.
The Practice of Teaching shall be of 8 credits with 4 credits each for the practice of teaching in two subjects. The
Practice of Teaching shall be of 60 teaching practice component (40 lessons in each subject + 20 lessons (10 on
spot lessons+8 observations lessons of the peers+2 criticism lessons). The student shall prepare Reflective
Journal (RJ) of these lessons and the same shall be evaluated by internal and external examiners.
g) The Project Work shall be undertaken by each trainee under the directions of teacher
educator and shall be of 4 credits for B.Ed, M.Ed and 12 Credits for Integrated programmes. The students shall
undertake different activities in his/her Project Work. The Project Work of all the activities shall be compiled and
submitted in the 4th semester. The project shall be taken on individual basis and the candidates shall be required
to submit one copy of the Project Work to the Head of Institution. The students shall be evaluated by internal and
external examiners.
h) The M.Ed/B.Ed-M.Ed Integrated students shall be required to submit Synopsis of Dissertation
in 2nd/4th semester under the supervision of a Supervisor and then make a presentation of his synopsis before
the internal experts. It shall have 2 credits. The Dissertation shall be submitted by the student in last semester
within 15 days from the last paper of M.Ed (8 Credits)/ B.Ed-M.Ed Integrated course (10 Credits).

separately in both the internal and external Examinations.
c) The final result in each course will be determined on the basis of continuous internal assessment and
performance in the end-semester examination.
d) At the end of all semesters a transcript indicating the Grade performance of the candidates from 1st to last
semester will be issued.
e) Students failing to secure the minimum pass percentage marks in internals will not be allowed to take the end
semester exam of that particular subject in that semester. He/She has to appear again in the course by attending

end semester examination, when it is conducted.
i) Students failing a course due to their absence in the end Semester examination (Major) can reappear only for the

j) A student failing in a course/ paper shall register for that course only when it is offered by the concerned Faculty/

c) Re-evaluation of answer-scripts can be sought only with at least one affirmation by a teacher relevant to the

examination and for this purpose he/she may appear in the consecutive examinations in the courses as per
his/her choice except Practical's, field work, surveys, viva-voce etc. ( For example, a student re-appearing in paper
prescribed in Semester-I examination may do so along with subsequent semester 3rd and not along with papers
for Semester 4th ) The Grade already earned by the candidate in other courses in which he/she does not re-
appear shall be carried forward. The result of such a candidate shall be declared if he/she improves the Grade,
otherwise no modification of result will be notified. In case the candidate wishes to improve his grade after two
years of completing his/her graduation he/she shall have to deposit double the fee prescribed for the purpose up
to a period of 5 Years. Beyond 5 Years the fee to be paid for the purpose shall be 5 times the normal fee.
b) A candidate who has cleared examinations of third academic year ( 4th & 5th Semester) in case of UG (General
or Honours) Courses ( 3rd & 4th Semester) may re-appear in any paper of two semesters of the last year only
once, at the immediate subsequent examinations on foregoing in writing his/her previous performance in
paper/s concerned within the prescribed span period. (Note : The candidates of this category will not be allowed
to join only PG Courses).
c) A candidate who has cleared examinations of Second academic year ( 3rd & 4th Semester) of PG (General or
Honours) Course may re-appear in any paper of two semesters of the last year only once, at the immediate
subsequent examinations on foregoing in writing his/her previous performance in paper/s concerned within the
prescribed span period.
d) In the case of a candidates who opts to re-appear in any paper/s under the aforesaid provisions on surrendering
his/her earlier performance but fails to reappear the marks previously secured shall be taken into account while
determining his/her result of examination held currently.
e) Reappearing in Practical examination passed shall not be allowed.
f) There will not be any special examination for Grade Improvement.
g) A student who re-appears in a course shall carry forward the attendance marks originally awarded. Such a
candidate shall have to return the Graduation Degree and marks transcript, in original, to the University
if issued to him/her, in case of a positive change in Grade.
A candidate who appears and passes in the Practical Examination of a course but fails to qualify in the theory
course shall be exempted from appearing in the practical examination of the course subsequently and the marks
obtained by him/her in the practical examination shall be carried over. Consequently, he/she shall be required to
appear in the theory part of that course only at the subsequent examination.

.4 Once the degree is complete, a Transcript indicating the Grade Performance of the candidate from 1st to the last
semester will be issued. Any student seeking migration to any other university shall be provided a transcript of
semesters along with the SGPA/CGPA qualified from the University against the payment of a prescribed fee.
