1.0 INTRODUCTION

1.1 BACKGROUND

wpd Canada Corporation (wpd) is a renewable energy development company based in Mississauga, Ontario and is dedicated to providing renewable energy for Ontario. Further information can be found on the company website at http://www.canada.wpd.de. The Client is developing the 9 turbine, 18.45 MW White Pines Wind Project (the Project) in Prince Edward County, Ontario, in response to the Government of Ontario's initiative to promote the development of renewable electricity in the province.

The REA was issued on July 16, 2015 and modified by the Environmental Review Tribunal (ERT) May 04, 2017, and is summarized on the Environmental Registry (EBR Registry #012-1279). Since receipt of the REA and completion of the ERT, wpd is proposing minor amendments (modifications) to add for operational flexibility to the Project.

This report and its attachments provide information regarding the proposed modification. Based upon the classification system outlined in the Ministry of the Environment and Climate Change’s (MOECC’s) Technical Guide to Renewable Energy Approvals (April 2017), the proposed modification includes two Technical Changes. As such, this document has been prepared to address the requirements of Chapter 10 “Making Changes to Renewable Energy Approval (REA) Projects” of the Technical Guide.

This report provides information regarding the details of the changes, and an assessment of the potential environmental effects of the changes. A copy of the information has also been provided to the municipality of Prince Edward County.

1.2 DESCRIPTION OF THE PROJECT MODIFICATION

The description of, and rationale for, the proposed Project modification is provided in Table 1.

Alternate Transformer and Connection Line Voltage

Potential Change in transformer type and connection line voltage. wpd is proposing to add an option for an Alternate Transformer to the White Pines Wind Project to permit operational flexibility. The alternate transformer, Northern-Transformer Corporation’s (NTC) 15/20 MVA transformer, may be elected to replace the General Electric 39/52/65 transformer in the Southern Substation location, previously approved in the REA # 2344-9R6RWR. If the NTC Transformer is elected, the interconnection line would carry 44 kV, not 69 kV of electricity (as previously approved in the REA # 2344-9R6RWR). The modification does not alter the Project Location.

2.0 EFFECTS OF THE MODIFICATION

This section provides a further description of the characteristics of the changes and the potential environmental effects of the changes.

2.1 ALTERNATE TRANSFORMER AND INTERCONNECTION LINE VOLTAGE

The Alternate Transformer will be smaller in size and output a lower voltage. The Alternate Transformer will be positioned on the same footprint as that outlined in the approved REA. If the Alternate Transformer is elected, the interconnection line would carry 44 kV, not 69 kV of electricity.

To provide further information to the Ministry of Tourism, Culture and Sport (MTCS), and to confirm if the original archaeological assessment completed for the project would need to be amended, a review was completed by the licensed archaeologist who undertook the assessment. As a result of that review it was confirmed that there are no changes to the potential for impacts to archaeological resources or any need for additional studies (see Appendix A). To confirm if the original cultural heritage assessment completed for the project would need to be amended, a review was also completed by the cultural heritage professional at Stantec who undertook the assessment. As a result of that review, Stantec has confirmed that there are no changes to the potential for impacts to cultural heritage resources or any need for additional studies. For both archaeology and cultural heritage, the areas in question have already been fully assessed and the reports reviewed and accepted as complete by the MTCS.

To provide further information to the Ministry of Natural Resources and Forestry (MNRF), and to confirm if the original natural heritage assessment and environmental impact study completed for the project would need to be amended, a review was completed by the natural heritage professionals at Stantec who undertook the assessment. As a result of that review, Stantec has confirmed that there are no changes to the potential for impacts to natural heritage features or any need for additional studies. The areas in question have already been fully assessed and the reports reviewed and accepted as complete by the MNRF.

To provide further information to the MOECC, and to confirm if the original noise assessment completed for the project would need to be amended, a review was completed by the noise assessment professionals at HGC Engineering who undertook the assessment. The review identified that the Alternate Transformer has a National Electrical Manufacturers Association (“NEMA”) sound level rating of 71 dB (see Appendix B), which is the same as the previously approved transformer. Sound level rating is measured in accordance with IEEE Standard C57.12.90, “IEEE Standard Test Code for Liquid-Immersed Distribution, Power and Regulating Transformers” as specified in Section 5 of the Acoustic Assessment Report. The review also included a comparison of the two transformers (see Appendix B, Page 2), which determined

that the Alternate Transformer sound power level (92.6 dBA) will remain less than that specified in the approved REA for the previously approved transformer (95.7 dBA).

Summary of Report Updates

All references to the voltage carried by the interconnection line would be updated to 69kV or 44kV, as appropriate. All references to the GE Transformers currently referred to as General Electric 39/52/65 MVA transformers would now be referenced as General Electric 39/52/65 MVA transformer or Northern Transformer 15/20 MVA Transformer, as appropriate.

A Manufacturer’s Datasheet and a Transformer Detail Specification Sheet for the NTC Transformer would be added as an Alternate Transformer to Appendix E of the Acoustic Assessment Report. Both sheets are provided in Appendix B.

Conclusion

The proposed modifications will not result in increased negative environmental effects that will or are likely to occur beyond those that were identified, documented, and consulted on during the REA process.

3.0 CONSULTATION ACTIVITIES AND COMMITMENTS

As recommended in the MOECC’s Technical Guide to Renewable Energy Approvals (April 2017) the proposed modifications were discussed with the MOECC. Based on those discussions, it was determined that wpd should give notice of the modification.

A notice of project change will be published in local newspapers, the Picton Gazette and County Weekly News. The notice will also be provided to staff of relevant federal and provincial agencies, the municipality of Prince Edward County, local Indigenous communities, and the local population (landowners, correspondents) consulted with during the REA process. A copy of this Modification Document will also be placed on the Project webpage.

4.0 SUMMARY AND CONCLUSION

wpd has identified the need and benefit of implementing modifications to the White Pines Wind Project from the manner it was described in the REA documents. The modifications are meant to provide greater flexibility. As determined through consultation conducted by wpd with MOECC, it was concluded that the modifications constituted a ‘Technical Change’ according to the Technical Guide to Renewable Energy Approvals (April 2017).

The conclusion of this review is that the modifications can be implemented with no new negative environmental effects. Furthermore, the mitigation and management measures described within the REA documents remain applicable to the modifications.

Dear Khlaire,

wpd Canada has selected an alternate electrical transformer for the proposed White Pines Wind Energy Project. This letter summarizes the sound level calculations completed to determine if the alternate transformer will meet the specified sound power levels included in the Noise Assessment Report dated October 20, 2014, and the Renewable Energy Approval (number 2344-9R6RWR)(“REA”) dated July 16, 2015. The REA included two transformers, each with a sound power level of 102 dBA (including the 5 dBA tonality penalty).

A 15/20 MVA transformer, manufactured by Northern Transformer, is proposed as the alternative for the currently approved GE transformer for the White Pines project, with National Electrical Manufacturers Association (“NEMA”) sound rating of 71 dB. A drawing and manufacturer specification for the proposed transformer are attached. The sound power level for the transformer was calculated utilizing the NEMA sound rating and the estimated measurement surface area (including the top). A sound power level of 93 dBA was calculated for the proposed Northern Transformer, which meets the specified sound power level of 97 dBA included in the REA.Calculation details are attached.
