he site acquisition process involves performing a physical Tsearch of the client-approved

areas to identify viable options which meet the clients' development objectives or rollout targets and physical inspection to determine site accessibility, general topography, the drainage situation, position of services and general suitability for development and leasing requirements.We are able to obtain boundary confirmation, topographic maps, and duplicate title documents andconduct property searches. Based on the information obtained, we undertake negotiating leases/saleagreements.Once the terms have been agreed on, we perform a review of the agreements and obtain thevendors/landlord's signature on the agreed terms.

SITE ACQUISITION SERVICES:

a) Site identification as per Radio Frequency (RF) to the satisfaction of the client.b) Site surveys, bearing and photographs.c)Short listing of three potential candidates falling on the desired location as per the RF plan.d) Compilation of salient features of the site plot Ownership single or joint Access/ Approach Any airport/ landing strip in the vicinity Any environment feature in the vicinity Any tallstructure (s) in the vicinity Availability of water and electricityAny opposition from the neighborhood/ owners or presence of squatters on the land. Comments on overall security situation any special features or comments about the sit.e) Arrangement of technical site survey with TSS team to confirm site suitability as per the requirements.f) Verification of ownership documents including but not limited to Form of land ownership.

Availability of verifiable land titlesor ability to prepare a proper land title. Proper Authority (e.g.Power of Attorney holder of Letters of probate or administration) of the Seller (if different from the owner) to sell or lease theproperty. These documentswill include A Survey report clearly indicating the dimensions of the land taken by the operator Site map that will show thelayout of the site in relation to the other land Together with the operator's BTS diagrams. These documents will be usedto apply for the relevant approvals.

The power provision work may comprise of the following.a) Obtaining demand note for power connection.b) Installation of a three-phase meter along with Transformer.c) Installation and commissioning of a transformer along with the three-phase meter connection as andwhen required or indicated by LESAd) Any temporary arrangement with the concerned electric company (LESA) or arranging a Sub meter from the existing power supply through the owner. (Where Possible)

We identify only those site candidates, which fulfill the site candidate criteria.

- Be in line with radio network design and enable the radio network design requirements to be fullycomplied.- Fully comply with operator's technical requirements - Have 24 hour accessibility - Support easyequipment transport and installation- Have adequate security- Have no risk of fire / flood hazard from the surroundings- Have reasonable emergency exit to get out of

the premises.- Have commercial power available at the site (or nearby), or should have the possibility of getting newconnection.- Have access to BSC, other BTS through leased media or via microwave- Have adequate room available for the future expansions- Have such physical properties that safe site construction can be made, preferably based on buildingstructural drawings or detailed visual inspections.- Have in general, all the site preparation specifications fulfilled- Be free of any squatters, legal ownership wrangles and related disputes or any other encumbrances.

He has previously headed a team thatwas responsible for implementing installation of remote sites using VNL technology.His experience is also in Planning and implementing the Wimax sites, taskforce that was tasked toeliminate cross-border interference problems that had greatly reduced the grade of service of the CeltelUganda (now Airtel Uganda) sites along Uganda – Kenya border, Uganda – Tanzania border, Uganda– DRC border.He was also Part of the team that tested the performance of the expander solution TCC,recommended it and later implemented it on the Celtel Uganda Network

2)ALEX NKUYAHAGAHas over 5 years of Telecoms professional experience in effective management and planning for effective delivery of Telecoms Networks Rollout, RF planning and Optimization, Managed Services Operational Management and Project Management.He is holder of Bachelors degree of Engineering in Telecommunications Engineering, and in the final stages of completion of Executive MBA. Specific areas of training and expertise include: ProjectManagement, Network Rollout Management, Operations Management, Radio and Transmission Planning and Optimization.He has worked in different sectors with multinational and multicultural environments includingICT and Telecoms sectors.

3)VALERIAN EPIYUHe has acquired over 30 years of Telecoms professional experience in implementation managementand installation of Telecoms Networks and equipment.His experience has seen him work in Africa and the Middle East installing and managing telecom net works for large telecom companies.He is experience is Erricsson, Nokia and Alcatel type of equipment and is very comfortable working with them.

4)PAUL OKWIHe has acquired over 5 years of Telecoms professional experience in implementation and managementof Rollout projects.He has a Bachelors degree in Business administration (Business Computing) from Makerere University. He has managed all the rollout projects at Cielo technologies for Warid Telecom, Orange Telecom Uganda, Orange Telecom Kenya and Tigo Rwanda.He has vast knowledge of the regional market and the requirements of different regulators for BTS installations.

5)OKED JOHNHolds a Bachelor of Science in Civil Engineering Makerere University and also has a diploma in Civil engineering. He directly responsible for our Civil department and makes sure that sites are built to meet the reqired standards set by the client. He has designed and supervises the construction of more than20 sites before joining Cielo Technologies. He brings with him more than 5 years work experience to the firm.
