WIC Income Eligibility
Purpose: 1, 2, 3-WIC Income Eligibility training will familiarize or review income, residency, identity eligibility determination and documentation processes required for the Michigan WIC Program. The trainee will learn the tricks necessary to quickly and (relatively) painlessly verify income eligibility and accurately complete the WIC Rules/income calculation form. Special eligibility situations such as military pay and foster children will be discussed. There will be opportunity to submit questions during the webcast for the presenter.

Medicaid Income Eligibility-Pregnant women 17 and under
Pregnant teens (17 and under) can apply independently for Medicaid. Parental income is not considered in such cases. These clients are covered by Healthy Kids for Pregnant women.

Maternity Outpatient Medical Services (MOMS Program)Questions and Answers:
Q: What is the MOMS program?A: The MOMS program provides immediate health coverage for pregnant women. The MOMS program is available to provide immediate prenatal care while a Medicaid application is pending. May provide prenatal care coverage for non-citizens who are pregnant.
Q: What medical services does MOMS cover?A: It provides outpatient prenatal coverage only.
Q: Where can I apply for MOMS?A: Contact your Local Health Department to apply for the MOMS program.

Phone call..I have a daughter who is currently separated from her husband and has filed for divorce. She is currently pregnant and has a 3 year old. She is unemployed and living with me. Will WIC use her husband’s income? Is she eligible for WIC?WIC will allow your daughter to define her “family”, if she is not living with her husband, and he is providing no support, they would ask if she has other sources of income. If so, this would be considered. If your daughter or her child is enrolled or determined to be eligible for Medicaid, they would be WIC income eligible.

Medicaid Pending…
Participant has a Medicaid application pending-not enrolled or approved yet. Lives with boyfriend who supports her, but did not bring his proof of income. Can she complete the WIC enrollment?If she has submitted a Medicaid application online or at an agency she may have received a guarantee letter, if she has a letter, she is eligible to enroll on WIC based on presumed Medicaid eligibility. If no letter, must bring income info or Medicaid.

During Infant Evaluation of Breastfeeding mother and baby, mom was found to be over income. Is the rest of the family WIC eligible?No, if infant doesn’t have Medicaid, all family members are no longer WIC eligible.

Client was certified due to infant enrolled on Medicaid. Johnny, the infant turned 1 in November and is no longer covered by Medicaid. Johnny is covered by CSHCS, but they used WIC eligibility to qualify at that time. What to do?Contact CSHCS to determine income amount used for eligibility. If less than 185% of poverty, child is income eligible.

Residency…
Clinic called regarding applicant who is illegal alien, but staying with local family. Can she be enrolled on WIC?Yes, if income eligible. WIC does not look at immigration status of participants. If she is working as a migrant, then verbal declaration of income applies.

Paying child support…
Applicant called to ask if all the child support her husband pays can be subtracted from family’s income?No, child support payments cannot be subtracted from payers income and children cannot be counted in economic unit.

Overtime pay….
Husband’s income variable due to overtime. $2213 for 2 week period, (annually $57,538) for a family of 7. Staff aware of pregnant mom, dad, 2 children, but don’t know WHO is 7th person in family. Can they ask for verification?Biweekly amount allowable, WIC should use YTD and divide by # weeks x 52 if variable incomeEconomic unit size is self declared.
