And regulations

School year 2014/2015

I. Cadet Conduct

A. General. Cadets will conduct themselves at all times, whether at school or away from school, in accordance with the values and standards contained in the cadet creed and this publication. Cadets will be cognizant of the example that they set for other cadets and students, and will always strive to act with the utmost integrity and honor in their daily actions. Cadets will be graded, in part, on the quality and nature of their actions and words as observed by the Battalion leadership and Army Instructors. Cadets will lead other cadets with humility, patience, and respect when assuming a leadership role, and will faithfully follow other cadets of higher rank or position with loyalty, deference, and respect.

B. Classroom. The highest standards of appearance and conduct will be expected at all times. Prior to the ringing of the bell, cadets will move into the classroom in a quiet and orderly manner. Once the bell rings, cadets will stand by their seats at the position of attention until directed to do otherwise by the company commander, company first sergeant or an army instructor. Cadets will comport with the following rules while in the classroom:

1. No sitting on any desk or table. Feet must remain on the floor.

2. Eating food/candy and Chewing gum are not authorized. Drinks are authorized as long as they are in spill-proof containers.

2. No Graffiti or vandalism of any kind.

3. No profanity will be uttered. This includes slang words such as “crap” and “hell”.

4. Cadets will demonstrate proper respect for school property, cadet property, and other cadets.

5. Cadets will raise their hands and wait to be recognized prior to asking any question or making any comment.

6. Cadets will refrain from talking with other cadets or passing notes to other cadets during classroom instruction.

7. Cadets will store all cellphones and other electronic devices in their pockets or book bags during the entirety of the class. Cadets will not be authorized to plug their electronic devices into classroom outlets for charging during class. Army Instructors reserve the right to confiscate electronic devices from cadets who fail to keep their devices out of sight during class. The device will be returned to the cadet at the end of class.

II. Discipline

A. Army instructors. The JROTC Program offers a large number of positive incentives to encourage cadets to conduct themselves properly. These include increases in rank, leadership positions, awards, and recognition. However, the below listed punitive actions are available to Army Instructors to correct and discipline cadets who fail to follow battalion rules and standards. The corrective measure or measures chosen by an Army Instructor will be determined by the circumstances of the situation.

A. Verbal Counseling

B. Pushups or other physical activity designed to correct behavior

C. Reduction in Rank or Position

D. Removal from competitive team

E. Reduction in weekly grade

F. Calling Parents/Guardians

G. Escorting to front office and incident referral

H. Recommendation of in school suspension (CAVE)

I. Recommendation of out of School Suspension

b. Cadet leaders. Cadet leaders are generally responsible for ensuring that junior cadets abide by all rules contained in this regulation. Junior cadets will heed the corrections provided by cadet leaders. However, cadet leaders must utilize discretion, respect, and professionalism in correcting cadets. Under no circumstances will cadets utilize any type of humiliating or degrading methods in correcting, counseling, or disciplining other cadets. Cadets are not authorized to order another cadet to perform physical activities, such as push-ups, as a method for correcting a cadet. The physical touching of another cadet for the purposes of correcting a cadet is not authorized. Hazing, or any action which would appear to be hazing, will not be tolerated. Cadet leaders will immediately report to the SAI or AI any incident involving the mistreatment of a cadet by a cadet leader.

III. Grading Policy

A. Students enrolled in JROTC will be evaluated in accordance with the Faculty and Student Agendas published by Northwest High School. Cadets will be evaluated using oral, written, practical performance, and observation criteria.

B. Grades will be determined as follows:

1. Uniform Inspection (30%) Uniform Inspection will normally be conducted on Mondays and Tuesdays. The maximum score is 100 points. 2 points will be deducted for each minor uniform infraction such as misplacement of accoutrements, tarnished brass, uniform stains, or failing to shave. 10 points will be deducted for failing to wear a required part of the uniform such as a white t-Shirt, tie, or shoes. One exception is that 30 points will be deducted for failure to wear the blue coat. 2 points will also be deducted for each occasion that the Senior Army Instructor or Army Instructor corrects a cadet for not standing at the proper position during the uniform inspection, regardless of whether that

particular cadet is being inspected. Cadets who fail to wear all or most of their uniform during the inspection will receive 0 points for the inspection. No make-up inspection days will be offered. If it is determined that a cadet is not wearing his or her uniform during the entirety of the uniform inspection day, AKA “Super manning”, 50 points will be deducted from his or her uniform inspection grade. However, cadets are authorized to wear appropriate clothing for such classes as P.E. and pottery where wear of the uniform is impracticable. The uniform may be removed for those classes only and will be worn again for all remaining classes.

2. Examinations (20%) The Mid-Term Examination will count for 10% and the Final Examination will count for 10%. All cadets are required to take offered examinations.

3. Weekly Leadership assessment (20%) Cadets will be given a weekly grade based on instructor observations of cadet leadership, conduct, class participation, attitude, and behavior. Cadets who intentionally sleep during class will receive a score of zero in the weekly assessment. Demerits issued to cadets by company and battalion cadet leaders will factor into this assessment. Demerits may be given for such behavior as disrespect, improper wear of the uniform, misuse of rank/position, disobedience, and defiance.

4. Physical training (20%) Physical Training is normally conducted on Fridays and consists of cardiovascular and strength training. Cadets will be graded on attitude, participation, performance, and the wearing of proper physical training attire. Cadets who refuse to participate in physical training will receive a score of zero for the class period.

5. Community Service (10%) Participation in 2 JROTC community service events per semester. These may include color guards, honor guards, community support activities, or school support activities. Daily Flag details do not count for community service grade.

IV. Cadet Awards

A. Cadet Awards are used to recognize exceptional achievement, dedication, and contribution to the JROTC Program. These awards are authorized by the Department of the Army and are issued by the Department of the Army, USD 259, the Senior Army Instructor, the Army Instructor, and national organizations. Cadet awards are reflected in various uniform accoutrements to include ribbons, lamps, medals, arcs, shoulder cords, lapel pins, and varsity letters. The rules for wear of these various accoutrements are contained in Para. C, below.

B. Award ceremonies for most awards will be conducted during company uniform inspections throughout the school year on an as needed basis. An end of school year awards ceremony for USD 259 and National awards will be conducted at the District-wide National Awards Ceremony normally held in April at Wichita Heights High School. Certain Department of the Army Awards, Senior Army Instructor Awards, and Army Instructor Awards will be presented at the annual cadet military ball in April and the Battalion Spring barbecue in April.

C. Proper display of awards.

1. RIBBONS. Ribbons will be centered 1/8th inch above the left breast or shirt pocket for males, and for females on the left side of the jacket or shirt with the bottom of the ribbon parallel with the bottom edge of the nameplate. Ribbons earned in middle school leadership programs may be worn on the JROTC uniform but below JROTC ribbons in precedence. The same applies for Air force, Navy, or Marine ribbons earned in other JROTC

programs. The list and precedence of JROTC ribbons are contained in Appendix 1. If an academic ribbon is earned twice, a bronze lamp will be worn centered on the ribbon. If an academic ribbon is earned three times, a silver lamp will be worn centered on the ribbon. If an academic ribbon is earned four times, a gold lamp will be worn centered on the ribbon. If an academic ribbon is earned five times, one gold lamp and one bronze lamp will be worn centered on the ribbon. This pattern continues for additional ribbons. If a non-academic ribbon is earned more than once, the appropriate number device will centered on the ribbon. Ribbons may not be worn on the ACU (Army Combat Uniform).

2. MEDALS. When an achievement is recognized by a medal, the medal may be worn on the Class A and B uniform. The top of the cloth portion of the medal will be horizontally centered at the top of the left breast pocket flap (males) and 1/8” below and centered on the ribbon bar (females). Multiple medals may be worn in any order desired and may overlap if necessary to project an orderly appearance. If a cadet earns a particular medal more than once, only one medal will be worn with the appropriate number device centered on the cloth portion of the medal. If a cadet has earned a first and second place medal of the same type, both medals may be worn. In cases where an award includes a medal and accompanying ribbon (certain national awards), the cadet will wear the medal only. Achievements for which medals are awarded include individual drill down, orienteering, cadet challenge, and national awards.

3. ARCS. Arcs are issued to signify active participation in various JROTC team activities such as drill and orienteering. Arcs will be centered on the right breast pocket (males) or between the second and fourth buttons (females). The following arcs, in order of precedence, are available for award:

(a) JCLC: For successful completion of Junior Cadet Leadership course, also known as “summer camp.”

(b) Drill Team: For participation in four competitive drill meets over the course of two or more semesters.

(c) Color Guard: For participation in ten (10) color guard community service events during the course of the cadet’s membership in JROTC.

(d) Orienteering: for participation in two (2) competitive orienteering meets.

(e) Raider: For participation in one competitive raider challenge meet during the year and completing all individual fitness requirements of the particular host school for award of the raider arc.

(f) Academics: for achieving a grade of “A” in JROTC for two consecutive semesters.

(g) Honor Guard: for participation, in a single school year, in the fall honor guard team (football) and the spring honor guard team (basketball).

(h) Flag Detail: For participation in sixty (60) flag raisings or flag lowering during the course of the cadet’s membership in JROTC.

(I) Exhibition: For participation in two (2) individual or team exhibition drill routines during two separate competitive drill meets during the course of the cadet’s membership in JROTC.

(j) Honor Roll: For placement on the honor roll.

4. SHOULDER CORDS. Shoulder cords are worn on the left and right shoulders of the Class A or B uniform. If only one cord is worn, it will be worn on the left shoulder. If two cords are worn, one cord will be worn on each shoulder with the highest precedence cord worn on the left shoulder. No more than two cords will be worn (even if the cadet has earned more than two cords). The following cords, in order of precedence, are available for award:

(a) Gold Cord (academics): For placement on the honor roll for two consecutive semesters.

(b) Red Cord (drill): For participation in eight (8) competitive drill meets over a four (4) semester period.

(c) Green Cord (Orienteering): For participation in four (4) competitive orienteering meets.

(d) White Cord (Color Guard): For participation in twenty (20) color guard community service events during the course of the cadet’s membership in JROTC.

(E) Black Cord (Raider): for twice completing all Raider Arc Requirements.

5. ACADEMIC ACHIEVEMENT WREATH. The wreath may be worn by those cadets who average a “B” in all subjects and receive an “A” in JROTC during a semester. The wreath may by worn only in the semester following the academically qualifying semester. The wreath will be worn centered immediately above the right breast pocket (male) or nameplate (female). Any unit award (white, blue, or yellow star) will be centered inside the wreath.

6. LAPEL PINS. Lapels pins for Drill, color guard, and orienteering will be worn centered 1/8th of an inch above the ribbons on the left side of the ASU jacket. These pins are awarded for repeating the requirements for earning the drill team, color guard, and orienteering arcs.

7. VARSITY LETTERS AND GRADUATION CORDS: Varsity Letters and Graduation Cords will not be issued to grizzly battalion cadets.

V. Cadet ranks and promotion

A. Upon initial entry into the JROTC program, cadets will have no rank. Promotion will be given to those cadets who have demonstrated the potential for positions of greater responsibility. Promotions may be made throughout the school year. The goal of the grizzly battalion is to give every cadet an opportunity to serve in a leadership position in order to develop leadership skills. As a cadet gains higher rank, he/she will assume greater responsibilities and the demand on a cadet’s time will correspondingly increase.

B. Cadets may be promoted on a permanent or temporary basis. Permanent promotions are earned by cadets through longevity and demonstrated leadership. While referred to as permanent, permanent ranks will change over time as cadets are promoted to higher ranks or are transitioned between officer and senior NCO ranks during their tenure in JROTC. Temporary promotions are truly temporary in nature and are awarded to meet the short-term needs of the cadet’s leadership development or the needs of the company element to which the cadet is assigned. Temporary promotions are given only in

those cases where the cadet is ineligible to be awarded a permanent rank normally associated with the position to which the cadet is being assigned.

C. Cadets assigned certain leadership positions will automatically be awarded a rank that is commensurate with the duties of that position. For instance, a cadet assigned as a company commander will automatically be promoted to Captain. A cadet assigned as a platoon sergeant will automatically be promoted to Sergeant First Class. A full list of positions with associated ranks is contained in paragraph F, below. All other promotions will be discretionary in nature and will be based on several objective evaluative criteria that attempt to encapsulate the overall performance of the cadet. These criteria are included on a promotion point’s worksheet that the SAI and AI will utilize in approving cadet promotions. The promotion point’s worksheet is contained at Appendix 1 of this SOP. The promotion point’s worksheet will apply to promotions to the ranks of Staff Sergeant and below.

D. Cadets who perform well in each LET level can expect to be promoted. While most cadets desire to achieve the highest rank possible in the shortest amount of time, the following list provides general guidelines on the rank that a cadet may reasonably expect to achieve during each LET level. Cadets should not be dismayed if they are not able to achieve the rank of Captain by the end of their first year in JROTC. In order to be an effective leader, cadets must first learn how to follow. Furthermore, higher ranks have fewer available positions and are therefore rightfully monopolized by the more senior cadets. While there may be exceptions, cadets in each LET level should expect to achieve the ranks listed below:

LET 1: Enlisted ranks up to and including Corporal

LET 2: NCO ranks up to and including Sergeant First Class.

LET 3: Sergeant First Class, Master Sergeant, First Sergeant and officer rank up to and including Captain.

LET 4: Senior NCO ranks and officer ranks up to and including Command Sergeant Major and Lieutenant Colonel.

Accelerated promotions may be made in cases of exceptional potential and commitment beyond what is normally expected.

E. In order to be eligible for the permanent ranks of sergeant major, command sergeant major, or any officer rank, a cadet must successfully complete the Junior Cadet Leadership Course (JCLC) conducted during the summer at the Kansas National Guard Training Center in Salina, Kansas.

F. Cadets being promoted to an officer rank will be required to take the following oath:

“I, _____________________________, do solemnly swear/affirm that I will faithfully support the JROTC program at Northwest high school, and that I will discharge the duties and responsibilities of the position to which I am appointed. I will follow the instructions and orders of the officers appointed over me, and will accept responsibility for my actions. I further agree that as an officer it is my responsibility to know and understand the duties of my position, to produce positive results, and I will, to the best of my ability, set an example to others to follow. I will continually strive to use my initiative and leadership skills to strengthen the battalion and uphold the image of the JROTC program. I will strive to guide my actions by the Cadet Creed.”

It is understood that violation of the above oath could result in the loss of position, officer commission, or rank.

G. Leadership Position and Rank List. The below list contains leadership positions that will be assigned by the SAI and AI based upon the overall performance of the subject cadet. Criteria for selection include academic performance, classroom behavior, respect for others, leadership abilities, and participation in extracurricular activities.

H. Reductions in rank. It is not expected that cadets will have to be reduced in rank. However, a cadet may be reduced in permanent or temporary rank for misconduct, academic failure, neglect of duty, or gross violation of rules that bring discredit on the Grizzly Battalion.

I. Position responsibilities. All cadets are responsible for ensuring the success of the Grizzly Battalion. Cadets placed in leadership positions are given specific responsibilities to ensure the efficient operation of the Battalion. Those cadets not

assigned to a specified leadership positions are responsible for providing the support necessary for completion of all missions. The following leadership positions have duties as indicated:

VI. Cadet of the month program

At the end of every month, the SAI and AI will determine the recipient of the battalion Cadet of the month. The criteria for selection of the battalion cadet of the month are subjective in nature and are based on the cadet’s attendance, participation in extra-curricular activities, attitude, exhibition of leadership skills, and classroom performance. Each company commander is responsible for nominating a cadet in his or her company for consideration by the SAI and AI at the end of each month.

VII. Cadet Uniform Policy

A. All cadets will be issued a Cadet Service Uniform (CSU) at the beginning of the school year and are expected to maintain the uniform so that the wearer presents a professional and clean appearance. The cadet is responsible for dry cleaning the pants and coat and laundering the gray shirt as needed. The gray shirt should be laundered at a dry cleaning establishment so as to maintain sharp creases.

b. When authorized to wear the CSU, cadets will not mix the uniform with civilian clothing or shoes and will proudly wear the uniform in accordance with JROTC standards as contained in the JROTC Cadet Reference (to include a clean shave and hair off the ears and collar for males and hair of the collar for females). These standards include keeping the gray shirt properly buttoned and tucked in, keeping the CSU coat properly buttoned, keeping hands out of pockets, and properly wearing the necktie. Cadets will wear their CSU throughout the school day unless participating in classes that require the wearing of other clothing such as physical education and pottery.

c. On uniform inspection days, cadets who are in other classes are authorized to wear Class B uniforms (CSUs without the coat). However, the gray shirt must display the cadet’s nameplate and rank. The Honor Unit of Distinction yellow star, ribbons, arcs, should cords, and other such accoutrements are authorized for wear on the Class B

uniform, but are not required. During winter months, the cadets may be issued and may wear over their Class B uniform a black windbreaker (lined or unlined). The black windbreaker must display the cadet’s rank (on shoulder). The cadet is responsible for cleaning the black windbreaker as required in order to maintain a neat and professional appearance. The black windbreaker will not be worn with civilian clothing nor will cadets loan the windbreakers to other people for wear.

d. Cadets will not wear their CSUs while working at a civilian job. Cadets may request permission from the SAI or AI to wear their CSU to a job interview, funeral, wedding, or other such formal event.

e. Cadets are not required to pay for their respective uniform items. However, a cadet’s parents or guardians must assume financial liability for the loss of or damage to the uniform by signing the class syllabus at the beginning of the year. Cadets are responsible for any expenses associated with the cleaning and normal maintenance of their uniform. However, the uniform need not be cleaned prior to turn-in at the close of the school year. If the senior army instructor or Army Instructor determines that a cadet has washed his blue dress coat or blue dress pants in a washer, the cadet’s parents or guardians will be charged for the cost of a new coat or pants. Traditional laundering will destroy the professional appearance of these items.

f. The proper wear of the CSU and proper placement of various uniform items are explained in the JROTC Cadet Reference provided to each cadet. A uniform poster is also displayed in the class room for cadet study.

VIII. Tardis and absences

A. The JROTC Program follows Wichita Northwest policies regarding tardies and absence. All tardies and absences will be counted as unexcused unless the school’s automated attendance system indicates that the tardy or absence was authorized OR the cadet presents adequate documentation from the school’s front office or other school employee that the tardy or absence was authorized. In order to avoid a tardy, all cadets must be in their assigned JROTC classroom when the bell rings. A cadet who is absent from class on an unexcused basis will receive a zero (0) on any graded event that they miss during the class. This includes uniform inspections, physical fitness sessions, and examinations.

IX. JCLC Participation

The number of JROTC cadets that are allowed to attend JCLC (Summer Camp) is primarily driven by the number of slots that are made available to Wichita Northwest by higher headquarters within us army cadet command. In the summer of 2015, Wichita Northwest received 20 slots. Accordingly, first priority went to LET 2s and LET 3s who had never been to camp before and who had demonstrated satisfactory progression as a cadet. Second priority went to LET 1s who had been determined by the SAI and AI to have the highest potential for success at JCLC. Final priority went to cadets who had previously attended JCLC. If a 2015 LET 1 cadet was not chosen for JCLC attendance in 2015, he or she will likely be chosen for attendance in 2016 as a LET 2 or in 2017 as a LET 3 assuming that he or she demonstrates satisfactory progression as a cadet. Factors that will be used to evaluate satisfactory progression include class attendance, academic standing, attitude, leadership potential, and involvement in JROTC extracurricular activities.

X. Cadet use of the JROTC Classrooms

Cadets are authorized to “hang around” the JROTC classrooms before school, during lunch periods, and after school (assuming the SAI or AI are present). Under no circumstances will food be consumed. Cadets will not enter the JROTC suite during classroom hours unless they are assigned to the class period being conducted. Cadets must request a pass from the SAI or AI if they desire to enter the JROTC suite during PREP period (unless they are otherwise assigned to the PREP class that meets in the JROTC suite).

XI. Battalion service learning project

A. Performing community service is a characteristic of good citizenship. All cadets are encouraged to perform community service on a regular basis. JROTC provides many such opportunities such as color guards, ushering in school events, and supporting drill and orienteering meets. Providing community services is not only a personally rewarding experience, but it makes our community a better place to live. Additionally, it enhances a cadet’s resume for purposes of college scholarships and employment.

B. Unlike traditional community service events, which requires very little planning on the part of a cadet, the Army requires that cadets choose, plan, manage, and execute a more detailed community service project during the year. Such an experience teaches cadets the planning, management, and coordination aspects of such service so that they are better prepared for productive life as a citizen of their community once they leave high school. The battalion S-3 is responsible for planning and executing the annual service learning project. Cadets will be provided information on this project and how to coordinate to perform the service.

XII. Honor company program

The top performing company in the grizzly battalion will be selected as the honor company on a quarterly basis. The battalion leadership will make recommendations to the senior army instructor and army instructor who will make the selection based upon a company’s performance over the last quarter. Evaluation criteria include classroom behavior, uniform inspections, quality of company leadership, physical fitness performance, and extracurricular activities.

Appendix 1 Promotion point checklist for promotion up to Staff Sergeant (E-6)

Cadets are eligible for promotion to the next higher grade as long as they accumulate 100 promotion points from the below listed criteria and promotion is recommended by at least

one non-JROTC teacher and the cadet’s company commander and first sergeant. All categories count for 10 points unless otherwise indicated.
