Box 346, Colac Vic 3250 NEWS FROM PAST MEETINGS:- General Meeting held 17 th June, 2016 – Colac Scout Hall Meeting commenced 7.30pm and 44 members attended; Letter of thanks received from Judith, Brian and Samantha Splatt on the successful car display at Mercy Aged Care, Colac. Another event may be held in November when the weather is better. Correspondence received from Federation Victoria (annual subscription), CAMS (invitation to be affiliated with the Confederation of Australian Motor Sports), Newsletters received from Wimmera and Ballarat Clubs and Bendigo National Swap Meet (requesting volunteers to assist with the upcoming Swap Meet in November). President George reminded everyone that membership is due 30 th May (early bird discount) with final payment due 30 TH June, 2016. Vic Roads will be notified of non-financial members after 1 st July, 2016. Discussion regarding the recent Mortlake Federation Picnic, the transfer under the Club Permit Scheme from red plate to modified plate is a straight transfer of registration. Annual General Meeting coming up in July – all positions are vacant and members are encouraged to nominate. Meeting closed 8.15pm. ‘ Wind in the Hair’ Members enjoyed an afternoon at Lake Purrumbete recently. Many members made the trip from Colac as well as Cobden and Camperdown. Thanks to everyone for a huge turn-out to the Lake Edge Café – a great little location for coffee and cake.

ProvideVicRoadswithalistofnominatedofficebearers:Officebearersareelectedindividualswhoperformspecificadministrativeroleswithintheclub,e.g.President,Treasurer,Secretary,MembershipOfficerorClubSafetyOfficerandScrutineers.Theseindividualsareauthorisedtoendorseinitialapplicationsforclubpermits,endorserenewals,adviseVicRoadsofmattersconcerningmodificationstoclubpermitvehicleswhoseoperatorisaclubmemberandadviseonclubmembershipdetails.ProvideVicroadswithaSamplesignatureandDriverlicensenumberofeachauthorisedofficebearers:SignaturesofauthorisedofficebearersareusedtoverifysignaturesonclubpermitapplicationsandeligibilitydeclarationspresentedtoVicRoadsarevalid.Wheneveranauthorisedofficebearerchanges,anewlistofallauthorisedofficebearersandtheirsamplesignaturesanddriverslicencenumbersmustbeprovidedtoVicRoadswithin14days.Maintainaregisterofclubpermitholdersandclubpermitvehiclesoperatedbyclubmembers:Clubsarerequiredtoprovideacurrentcopyoftheirregisterwithin14daysofreceiptofawrittenrequestfromVicRoads.Additionally,clubsmayberequestedtocrosschecktheregisteragainstrecordsprovidedbyVicRoadstoidentifyanydiscrepancies.Maintainaregisterofdatedphotographsforallvehiclesforwhichaninitialclubpermitissort:Datedphotographsmustincludeimagesofthefront,driver'ssiderear,drivingpositionsideonwhichthedriver'sdooropensandwherepossibleanyidentifierssuchasachassisnumberandenginenumber.Whereaclubpermitapplicationforamotorcycleismadetheclubmusttakephotographsofbothsidesofthemotorcycle,aphotographoftherearandwherepossibleofidentifiessuchasanengineandframenumbers.ClubsarerequiredtoprovidephotographstoVicRoadswithinsevendaysofreceiptofawrittenrequestfromVicRoads.Provideendorsementofclubpermitapplications:TheClubendorsementdeclaresthefollowingtobetrueandcorrect.Thepermitapplicantisacurrentfinancialmemberoftheclub;ThevehicleisaneligiblevehiclewithinthemeaningofRegulation152oftheRoadSafetyVehiclesRegulations2009;Thevehiclemeetsthevehiclestandardsasdeclaredonthevehicleeligibilityandstandardsdeclarationform,providedwiththeclubpermitapplication;TheitemslistedontheVehicleEligibilityandStandardsDeclarationform,e.g.certificateofroadworthinessetc.,undertheindicatedeligiblevehiclecategory,areprovidedinaccordancewiththedeclaration;Theclubisinpossessionofphotographsofthevehicle;Endorsedclubpermitrenewalistoconfirmthatrenewapplicantsarecurrentfinancialmembersoftheclub.PromptlynotifyVicRoadsofmodificationsoutsideofvehiclestandardsormodificationguidelinesorsafetyissuesforanyclubpermitvehiclesendorsedbytheclub:Clubsmustpromptlynotifymembersofsuspectedsafetyissuesornon-compliancewiththeVehicleStandardsand/orModificationguidelinesandrequiretheseissuesarerectifiedwithin14days.Ifissuesarenotresolvedbythememberwithin14days,theclubmustnotifyVicRoads.NotifyVicRoadsinwritingwithinsevendaysiftheclubbecomesawareorreasonablysuspectanyofthefollowing:Apatternofincorrectuseofourclubpermitlogbookbyaclubmember;Aclubpermitvehicleoperatedbyaclubmemberisnotaneligiblevehicle;

AnexcerptfromthePresident’sReport(NeilAthorn)……….AtourWarrnamboolDelegatesmeetingtherewassomeconfusionamongstDelegatesfromsomeclubsastotherequirementsofVicRoadswhenplacingavehicleonClubPermitSchemeforthefirsttimeandfortheClubsregisterofvehicles.Wewentovertherequirementsoncemore.AninterestingsetofguidelinesfromVicRoadsisnowonourwebsiteatwww.federation.asn.au.PleasetaketimetolookatthosepagesasitprovidesagoodsummaryoftherulesoftheClubPermitSchemethatallClubsandMembersshouldbecarryingout.VicRoadswillalsosendaformforClubsexecutivestosignandreturnwhenpositionschangewithintheClub.YouneedtoensurethatyoudohavesomeoneforeachpositionincludingaScrutineer.FromtimetotimeFederationhearsofvehiclesnotbeingusedinaccordanceoftherequirementsoftheClubPermitSchemerules.However,thereislittlethatFederationcandoasitistheClubthathastheoffendingvehicleandownerunderitsbannerthatClubneedstotakeaction.Ifyouknowaclubmemberisnotdoingtherightthing,thendosomethingaboutitwithinyourclub.It’sagreatfacilitythatwehaveandwedonotwantitspoiltbysomeonenotenjoyingwhatitofferswithintherules.
