overthepastyear.Theyearwasareasonablysuccessfulone.ThankstothosememberswhohelpedoutbytakingonroleswithintheCommittee.
• Noel,ClubTreasurerreportedthattherearenow244financialmembersasat1stJuly,2016andthosememberswhodidnotrenewtheirmembershipswillreceivealetterinformingthemthattheirmembershiphaslapsed.

THE CLUB’S OBLIGATIONS TO VIC ROADS
ProvideVicRoadswithalistofnominatedofficebearers:Officebearersareelectedindividualswhoperformspecificadministrativeroleswithintheclub,e.g.President,Treasurer,Secretary,MembershipOfficerorClubSafetyOfficerandScrutineers.Theseindividualsareauthorisedtoendorseinitialapplicationsforclubpermits,endorserenewals,adviseVicRoadsofmattersconcerningmodificationstoclubpermitvehicleswhoseoperatorisaclubmemberandadviseonclubmembershipdetails.ProvideVicroadswithaSamplesignatureandDriverlicensenumberofeachauthorisedofficebearers:SignaturesofauthorisedofficebearersareusedtoverifysignaturesonclubpermitapplicationsandeligibilitydeclarationspresentedtoVicRoadsarevalid.Wheneveranauthorisedofficebearerchanges,anewlistofallauthorisedofficebearersandtheirsamplesignaturesanddriverslicencenumbersmustbeprovidedtoVicRoadswithin14days.Maintainaregisterofclubpermitholdersandclubpermitvehiclesoperatedbyclubmembers:Clubsarerequiredtoprovideacurrentcopyoftheirregisterwithin14daysofreceiptofawrittenrequestfromVicRoads.Additionally,clubsmayberequestedtocrosschecktheregisteragainstrecordsprovidedbyVicRoadstoidentifyanydiscrepancies.Maintainaregisterofdatedphotographsforallvehiclesforwhichaninitialclubpermitissort:Datedphotographsmustincludeimagesofthefront,driver'ssiderear,drivingpositionsideonwhichthedriver'sdooropensandwherepossibleanyidentifierssuchasachassisnumberandenginenumber.Whereaclubpermitapplicationforamotorcycleismadetheclubmusttakephotographsofbothsidesofthemotorcycle,aphotographoftherearandwherepossibleofidentifiessuchasanengineandframenumbers.ClubsarerequiredtoprovidephotographstoVicRoadswithinsevendaysofreceiptofawrittenrequestfromVicRoads.Provideendorsementofclubpermitapplications:TheClubendorsementdeclaresthefollowingtobetrueandcorrect.Thepermitapplicantisacurrentfinancialmemberoftheclub;ThevehicleisaneligiblevehiclewithinthemeaningofRegulation152oftheRoadSafetyVehiclesRegulations2009;Thevehiclemeetsthevehiclestandardsasdeclaredonthevehicleeligibilityandstandardsdeclarationform,providedwiththeclubpermitapplication;TheitemslistedontheVehicleEligibilityandStandardsDeclarationform,e.g.certificateofroadworthinessetc.,undertheindicatedeligiblevehiclecategory,areprovidedinaccordancewiththedeclaration;Theclubisinpossessionofphotographsofthevehicle;Endorsedclubpermitrenewalistoconfirmthatrenewapplicantsarecurrentfinancialmembersoftheclub.PromptlynotifyVicRoadsofmodificationsoutsideofvehiclestandardsormodificationguidelinesorsafetyissuesforanyclubpermitvehiclesendorsedbytheclub:Clubsmustpromptlynotifymembersofsuspectedsafetyissuesornon-compliancewiththeVehicleStandardsand/orModificationguidelinesandrequiretheseissuesarerectifiedwithin14days.Ifissuesarenotresolvedbythememberwithin14days,theclubmustnotifyVicRoads.NotifyVicRoadsinwritingwithinsevendaysiftheclubbecomesawareorreasonablysuspectanyofthefollowing:Apatternofincorrectuseofourclubpermitlogbookbyaclubmember;Aclubpermitvehicleoperatedbyaclubmemberisnotaneligiblevehicle;

Aclubmemberhasceasedtobeafinancialmemberoftheclub;Aclubpermitvehicleissuspectedofbeingusedforcommercialgain;AclubmemberhasfailedtorestoreavehicletosafeconditionorhasfailedtoprovecompliancewithVehicleStandardsand/orappropriatemodificationguidelinesfollowinganotificationfromtheclubunderparagraph7inaccordancewiththetermsofthatnotification;AvehicleoperatedbyoneofitsmembersunderaclubpermithasbeensoldorotherwisedisposedofandtheclubpermitlogbookandthepermitclubpermitwerenotdestroyedondisposalasrequiredbytheRoadSafetyVehiclesRegulations2009and/ortheclubpermitplateswerenotremoved;Avehicleoperatedbyoneofitsmembersundertheclubpermithasbeendisposedofwiththeintentionofunderminingtheclubpermitscheme.E.g.Aclubpermitvehiclehasbeensoldtoa“friend”sothatanewlogbookcanbeobtainedbutthepreviousownercontinuestoutilisethevehicle.

AnexcerptfromthePresident’sReport(NeilAthorn)……….AtourWarrnamboolDelegatesmeetingtherewassomeconfusionamongstDelegatesfromsomeclubsastotherequirementsofVicRoadswhenplacingavehicleonClubPermitSchemeforthefirsttimeandfortheClubsregisterofvehicles.Wewentovertherequirementsoncemore.AninterestingsetofguidelinesfromVicRoadsisnowonourwebsiteatwww.federation.asn.au.PleasetaketimetolookatthosepagesasitprovidesagoodsummaryoftherulesoftheClubPermitSchemethatallClubsandMembersshouldbecarryingout.VicRoadswillalsosendaformforClubsexecutivestosignandreturnwhenpositionschangewithintheClub.YouneedtoensurethatyoudohavesomeoneforeachpositionincludingaScrutineer.FromtimetotimeFederationhearsofvehiclesnotbeingusedinaccordanceoftherequirementsoftheClubPermitSchemerules.However,thereislittlethatFederationcandoasitistheClubthathastheoffendingvehicleandownerunderitsbannerthatClubneedstotakeaction.Ifyouknowaclubmemberisnotdoingtherightthing,thendosomethingaboutitwithinyourclub.It’sagreatfacilitythatwehaveandwedonotwantitspoiltbysomeonenotenjoyingwhatitofferswithintherules.
