I. General

a. Wind speed will be potential hazard for lifting, rigging, and at height activities

when exceeding the safe limit. In order to carry out those activities safely,

wind speed need to be monitored to make sure it in safe limit.

b. A procedure needs to be established to monitor the wind speed

comprehensively and this procedure must be acceptable and in effect to all

subcontractors.

II. Scope

a. This procedure shall be in effect to MES-TSW JO and subcontractors for

lifting, rigging, and at height activities carried out on shore.

b. This procedure is not in effect to barge operation, since barge operation has

its own procedure.

III. Objectives

3.1 To define the safe limit of wind speed for lifting, rigging, and working at

height with reference to an acceptable standard.

3.2 To determine designated personnel responsible for measuring the wind

speed and to record it in daily basis.

3.3 To determine designated personnel responsible for sounding siren if wind

speed exceeding safe limit, and sounding siren of resume work.

3.4 To define the siren sound and the meaning

Wind speed limit for lifting, rigging, and at height activities is 10 m/s or 20 knots.

It means that wind speed below 10 m/s is safe for the said activities. Wind speed

10 m/s or more is not safe for those activities.

V. Equipments/Tools

a. Manual Anemometer with scale of m/s.

b. Siren with sound capacity to cover work area.

c. Anemometer and siren shall be located in two places:

1. in a post near boiler area

2. in a post near coal yard area

VI. Siren Sound

a. Siren sounds three time means that the wind speed 10 m/s or more, and the

lifting, rigging, and at height activities must stop.

b. Siren sounds one time means that wind speed below 10 m/s and the lifting,

rigging, and at height activities may resume work.

a. Measurement of wind speed shall be conducted every day during working

hours.

b. Measurement of wind speed will use manual anemometer.

c. Wind speed will be measure from 07.00 am until 21.00 pm with assumption

that the activities carried out during that time and strong wind is occuring.

d. Measurement result will be recoded on the special form and to be filed

properly.

a. Beside the normal measurement, a measurement must be taken when the

wind change from normal speed into high speed. The purpose of this action

is to find out if the wind speed still safe or not for lifting, rigging, and at

height activities.

b. When the measurement shows that wind speed exceeding speed limit,

personnel in charge must sound the siren to stop the activities.

c. When the wind speed over a measurement must be taken. If the

measurement shows that the wind speed in safe limit, personnel in charge

must sound the siren to resume work.

VIII. Measurement Executor

Executor for measuring wind speed shall be from MESJO.

IX. Stop Work

a. When the measurement shows that wind speed 10 m/s or more, personnel in

charge must sound the siren three times to inform all lifting, rigging, and at

height activities must be stop.

b. When supervisor in charge hearing the siren, he must stop lifting, rigging,

and at height activities.

X. Resume Work

a. In condition high wind over, personnel in charge must take a measurement. If

the results shows that the wind speed below 10 m/s, personnel in charge sound

the siren one time to inform all lifting, rigging, at height activities may resume

work.

b. When Supervisor hearing the siren, he shall instruct to resume work.
