The Evolution of Traffi c Management

In what is rapidly approaching the 25th anniversary of Intelligent Transportation Systems (ITS), which started as Advanced Transportation Management Systems, the job of the traffi c engineer has changed signifi cantly. Not too long ago, traffi c engineers had a desire to “clone” themselves, wishing they could stand at the corner of each of their signalized intersections to observe motorist and pedestrian behavior, enabling subjective minor adjustments to traffi c signal timing. At that time, the task of traffi c data collection was either relegated to the use of on-ground pneumatic road tube traffi c counts twice each year, or the hiring of “attentive” college students with count boards that were “never prone to distractions or miscounts.” Today, access to advanced traffi c modeling programs that help automate traffi c signal timing updates is the norm rather than the exception. The measure of traffi c fl ow and congestion is critical.

Perhaps one of the most signifi cant advancement in ITS over the last 20 years has been the widespread traffi c engineering acceptance and global deployment of video and radar-based aboveground detection solutions. The ability to consistently and reliably provide fully actuated intersection detection and automated traffi c data collection at intersections on a 24/7/365 basis now provides today’s traffi c engineer with the advanced tools to plan, design, and

optimize traffi c fl ow through signalized intersections. Iteris has made a signifi cant investment in a variety of technologies and systems that provide ease of use, cost effectiveness, and reliable performance in a variety of form factors.

Vantage Vector® to Help Tyler, Texas Drivers Get to Where They’re Going, Faster

Newly updated Vantage software (version 1.16) from Iteris, enhances the most advanced vehicle detection system through processing dual algorithms to discern among weather elements, shadows, and glares which can contribute to false detections.

Version 1.16 software triggers advanced hybrid algorithms that disregard obstructing

variables that can lead to false vehicle detections in traffi c signal systems. False detections can cause traffi c signals to change their timing cycle which disrupts traffi c fl ow. The software, made exclusively for Vantage video detection equipment, effectively fi lters out potential anomalies resulting from rain, snow, fog, sun glare, shadows, and dirt, ensuring detection visibility is not obscured. Version 1.16

New Software Virtually Eliminates False Vehicle Detection

The fl agship sensor of the Vantage® vehicle detection family, Vantage Vector, is being deployed at eight intersections on Loop 323 in Tyler, Texas. The Loop is known locally for its congestion, resulting in longer trips and driver frustration. Vector vehicle detection sensor combines video and radar technologies to provide a broader range of detection functions. Building on the proven benefi ts of video-based vehicle detection, Vector’s extended detection range enables important advances in intersection safety and data collection.

Benefi ts include individual vehicle speed information which enables intersection collision avoidance, richer traffi c fl ow data, and expanded detection range and accuracy. Iteris developed Vector to be a powerful and cost effective solution for many special applications and adaptive traffi c control systems, features that Tyler required.

“We want to know the next platoon of cars coming, how fast they’re coming, and how many cars are coming,” City Traffi c Engineer Peter Eng explained. Currently traffi c cameras in Tyler only detect when a driver is stopped at a red light, called a stop bar. The radar is used for advanced detection of cars 600 feet upstream while video provides the same functionality as stop bars of traditional cameras.

The Continued Evolution of Video Detection“It’s All in the Pixels”

In less than 100 years, “vision”-based traffi c detection has evolved from a police offi cer observing motorist behavior and manually controlling traffi c signals, to completely automated fl ow-based video vehicle detection algorithms that automatically control traffi c signals and warn traffi c engineers of critical incidents. The video vehicle detection value proposition provides far more than a mere alternative to inductive loops and in-ground sensing technologies.

The fi rst commercially available video vehicle detection system was introduced to the traffi c market 22 years ago. Iteris has long been a leading contributor and advocate of video detection, developing advanced sensors and algorithms for video-based detection technologies, applications, and its continued wealth of benefi ts to the global traffi c engineering community.

FACT: Although global demand for inductive loops is not yet on the decline, its growth is static. With global organic signalized intersection growth historically ranging from four to fi ve percent per annum, video vehicle detection is capturing greater market share for fully actuated intersection detection, real-time traffi c data collection, intersection video surveillance, and automated incident detection.

FACT: The measures of effectiveness of central Intelligent Transportation Systems (ITS), or networks of signalized intersections, are directly reliant upon accurate vehicle detection. The level of traffi c controller sophistication, or being fully adaptive, is directly related to good vehicle detection and all the benefi ts it provides Accurate vehicle detection is the fi rst and most important element of an effective ITS solution.

FACT: Distributed among the four mainstream global video detection technology providers, more than 250,000 video-based detection sensors have been successfully deployed since 1991, and Iteris has deployed more than 100,000 of those sensors worldwide.

FACT: With a solid record of video detection technology improvement over 22 years, video vehicle detection has become a globally accepted traffi c engineering standard and benchmark for stop bar, advanced detection, and traffi c data collection. It is not new, unproven, or experimental technology. Video-based detection has been the most widely tested technology in the history of traffi c engineering, with practically every traffi c management agency desiring to perform its own fi eld test and evaluation of the hardware, software, count and presence detection accuracy.

Omnitrans sbX Bus Rapid Transit (BRT) line is deploying Iteris’ Vantage® video detection and communications equipment on a 15.7 mile corridor across San Bernadino and Loma Linda, California.

The multi-agency sbX project is an intermodal public transit system in California’s San Bernardino Valley that aims to reduce vehicle congestion and provide the public with a cost effective, effi cient, and environmentally friendly alternative to using personal vehicles.

Agencies increasingly understand the benefi ts of video-based detection and the expansion potential of video detection-based applications; video detection technology represents a “future proof” investment with reduced installation, operations and maintenance costs.

In September 2012, Intex Management Research (IMS Research), published an independent global video vehicle detection market analysis, entitled “The World Market for ANPR and Detection Sensor Technologies- 2012 Edition.” [Ref. page 65], “Iteris continues to be the leading supplier to the global video detection market with an estimated market share of 23.6%. It also holds the largest share of the Americas region, with an estimated share of 33.3%.” [Ref. page 85].

CONCLUSIONWith global deployment of video vehicle detection celebrating its 22nd birthday, there should be no hesitancy for traffi c engineers to explore the complete value proposition that either video detection or hybrid sensor detection offers from either an investment or performance perspective.

Economical Bluetooth Travel Time and Data Collection System Launched

Vantage Velocity™ enhances the increasing data collection and traffi c management offering from Iteris. Vantage Velocity is an effi cient travel time system that leverages the growing number of Bluetooth enabled devices to measure travel times on arterial corridors and highways. The purpose-built hardware are installed at key points along the roadway network and continuously collect unique addresses of Bluetooth devices that pass the reader. Data is sent back to a central server which matches addresses, and calculates travel time and average speed. Algorithms intelligently fi lter outliers from the data that may be caused by either slow moving objects such as bicyclists and pedestrians, or by fast moving objects such as emergency vehicles.

Collected data can be integrated with third party systems for a variety of purposes including:

• Populating Dynamic Message Signs (DMS)• Providing alternate route information during construction or special events• Providing travel times for real-time traffi c information• Measuring the impact of construction mitigation projects triggering or prioritizing re-timing of traffi c signals• Justifying projects and funding and to perform before and after analysis• To update local area travel demand models

The system is simple to install and setup, requiring no special tools or skills. The fi eld processor mounts inside the traffi c cabinet with a multi-function antenna on top. Communications back to the server can be via Ethernet, Cellular Modem, or Wireless.

Vantage Velocity is available now for projects worldwide.

Partnership is an Industry’s First Integration with Popular Crowdsourced Social GPS DataIteris has partnered with Waze, a crowdsourced social GPS and real-time traffi c application for iOS and Android phones, to provide enhanced traveler information to Georgia’s 511 NaviGAtor Traveler Information System. Iteris has been the exclusive supplier of Georgia’s 511 system since 2006 and is engaged by Georgia Department of Transportation (GDOT) to promote and solicit sponsors for the state’s 511 assets.

NaviGAtor 511 is a sponsor-supported, free public service from GDOT that can be accessed at http://www.511ga.org, or by phone by dialing 511 anywhere in the State of Georgia. The NaviGAtor 511 system improves transportation mobility, safety,

and effi ciency by providing travelers with real-time, route-specifi c travel information, and 24/7 access to live operators.

Current traffi c conditions identifi ed include: • Incidents • Roadway construction • Congestion• Road weather conditions statewide

Waze traffi c data is collected from its 200,000 (29 million worldwide) local Georgia-based subscribers, who augment real-time traffi c conditions through citizen-based traffi c and incident reporting. The data is then authenticated by Iteris and populated onto the specialized traffi c maps and congestion reports for guiding and

informing the traveling public. Iteris’ partnership with Waze represents the industry’s fi rst integration of standard sensor collected real-time traffi c data, with popular crowdsourced social GPS data transmitted by smartphones. The traveler information collected by these sources is disseminated to the public through the GDOT 511 NaviGAtor website, phone system, or mobile applications. The cross-promotional marketing of the Waze and 511 assets increases public awareness of both the 511 system and the Waze app, stimulating advertising and sponsorship for additional revenue generation.

The combination of traditional 511 traveler information systems with crowdsourcing applications like Waze, enhances the quality and immediacy of traffi c and road conditions. The goal is not only to empower the public with actionable information that reduces commute times and therefore traffi c congestion, but also to increase the visibility of 511 traveler information systems. Combining these complementary technologies, is a win-win information solution that provides Iteris with a distinct competitive advantage in the 511 space, especially when it comes to revenue generation for our clients.

FMCSA Certifi es Iteris’ inSPECTTM Software Building upon Iteris’ Commercial Vehicle Information Systems and Network (CVISN) experience and working in partnership with several states, Iteris has developed inSPECTTM. inSPECT is a software product that provides commercial vehicle inspectors with an easy-to-use, federally compliant tool for performing roadside inspections of heavy trucks, buses, and other commercial vehicles. inSPECT meets all states’ requirements and was developed with the help of multiple jurisdictions over a series of fi eld and ride-along work sessions. inSPECT

is compliant with federal requirements for the collection and transmission of commercial vehicle inspection data to federal and state data systems and has successfully completed the certifi cation process with FMCSA.

The thick client software application was developed to simplify the inspection process, focusing on mobility, data quality, and timeliness of data. inSPECT integrates with federal and state databases, and smart roadside systems such as transponders or license plate and USDOT number readers, to automatically populate inspection reports with current carrier and vehicle information. inSPECT integrates the functionality of ASPEN, SafetyNet, ISS, Query Central, PIC, SAFER, and Iteris’ Query Windows all in a single, easy-to-use application interface.

• Mobility: software works in both “on-line” and “off-line” modes, allowing for use in geographically remote areas. Completed inspections are queued for automatic transmission once the inspector is on-line. • Data Quality: connects to multiple data sources (federal and state) for use in auto populating 90% of information needed from legacy and federal systems, eliminating errors and the need for redundant data entry. Inspectors always have access to “fresh” data when completing an inspection.

The software is currently deployed in Kansas, South Carolina, and Utah, and 14 additional states are working to secure matching federal funds for software acquisition and deployment. Iteris is beta-testing a web-based platform available for use with iPads and notebooks for release in mid- 2013.

Beginning in 2013, Meridian Environmental Technology (MET) and Berkeley Transportation Systems (BTS) will begin using the Iteris name. This allows for expanding the Iteris brand among multiple applications in the traffi c management industry. MET provides innovative 511 systems which feature real-time and predictive road weather conditions, as well as Maintenance Decision Support System (MDSS) management tools that allow users

BTS is a leader in performance measurement with their software system IterisPeMS. Iteris to Provide On-Call Services to Federal Highway Administration to Support the Offi ce of Operations

Iteris has been selected to provide on-call task-order based services that the Federal Highway Administration (FHWA) will release under two contracts for a period of up to fi ve years. Iteris will have the opportunity to compete, with a small group of other selected providers, on each task order as they are released by FHWA.

The two contracts for Support Services for the Offi ce of Operations include: Operations and Intelligent Transportation Systems (ITS), and Traffi c Incident and Events Management, and are valued at up to $67.6 million and $12.6 million, respectively.

“Our selection by FHWA as one of the lead contractors to bid on task orders as part of these prestigious and signifi cant contracts is a testament to our strong relationship with FHWA, the expertise of our associates and our team, and the impact that intelligent traffi c technologies can have on improving congestion,” said Abbas Mohaddes, president and CEO of Iteris. “We expect to be awarded several of the task orders over the fi ve-year period and anticipate they will contribute to our revenues in a meaningful way.”

The scope of the Operations and ITS contract is expected to include support services for facilitating integrated ITS deployment through training and technical deployment and supporting the ITS and Connected Vehicle Research Programs. The scope of the Traffic Incident and Events Management award includes support services for traffic incident management, emergency transportation operations, and planned special events program areas.

Iteris Selected for Two Five-Year Federal Highway Administration Contracts

12/12/12: West Virginia Launches 511West Virginia launched its fi rst 511 state-wide system on 12/12/12. Iteris was tasked to deliver its premier Interactive Voice Recognition (IVR) telephony system, which communicates road conditions, construction, incidents, events, and route specifi c weather. The system is interoperable with surrounding states and the West Virginia Offi ce of Tourism. The 511 system also includes a website and mobile app.

Bill Sowell, Ph.DVice President-Marketing, Roadway SensorsVice President-Marketing, Roadway SensorsBill brings 22 years of worldwide experience on the product side of ITS and the development of ITS standards. He has directed ITS-related groups and fi rms, publicly traded and privately held, based in the U.S., England, and the Middle East. Bill serves on the Board of Directors of the International Road Federation and Chairs the IRF Intelligent Transportation Systems Committee. He was involved in the fi rst deployments of ITS-related video vehicle detection technology, and played a major role in the product development, product management, and sales and marketing of numerous well-known video detection products. He will now add his Midas touch to Iteris’ Vantage line, among others, and use his vast international marketing experience to lead and expand the Roadway Sensors division.

Scott Perley Senior Transportation Planner, iPerformSenior Transportation Planner, iPerformScott has 20 years of project, client and software management experience for the public and private sectors. He started his career in the US Senate, followed by time in Southern California at UCLA, earning a MA in Urban Planning. For the last 12 years he has focused on ITS, including: real-time traveler information systems and archive data services for public and private clients. As a Senior Transportation Planner in the iPeform division, Scott will manage data analytics deployments and continue the expansion of the division’s practice and services on the East Coast.

Todd Kell, AICPAssociate Vice President, Transportation SystemsAssociate Vice President, Transportation SystemsWith 18 years of experience in ITS technologies and transportation planning, Todd provides a blend of science and planning experience, along with a strong technical background required to coordinate large technology-based projects. For much of his career, Todd has worked in the fi eld of travel information systems, having led the research, planning, development and operation of ATIS and 511 systems in both the public and private sector. Todd spent the past six years leading a large team of ITS professionals in the southeast. Todd will be located in Richmond, Virginia where he will work closely with current clients while reinforcing the fi rm’s presence throughout the southeast.
