The Contractors State License Board has been so progressive and responsive in recent years that I’ve had to think back to remember what our working environment was like when I became Registrar of Contractors in 2001. About a decade-and-a-half ago, CSLB was housed in a state building on Goethe Road on the south side of Highway 50. A couple of years later, we moved to our current, more convenient and accessible location, and have been in a constant state of change and improvement.

In 2001, CSLB suffered from administrative difficulties that adversely impacted enforcement, licensing, and public affairs

programs. There were delays in application processing and issuing licenses. The general public sometimes had to wait hours before getting through to the call center. Our Enforcement division was unable to open and investigate cases promptly and there were scores of open cases, including nearly 600 cases that were more than a year old. Examinations were administered in cavernous halls only a few times each year. It took our Licensing division nine months to pull and review certain applications, and six months before exam applications were reviewed.

Today, our Enforcement division investigators carry fewer than 35 cases each and, as of the beginning of December, only 52 cases were over a year old. Licensing transactions are being processed within two to three weeks, and a criminal background check has been added to the licensing process. CSLB now operates eight testing centers statewide, schedules more than

Message from the Board Chair

Our new year begins with new leadership and a brief review of new programs and communication tools that have become available to contractors and consumers in recent months.

Steve Sands, our CSLB Registrar since 2001, retired at the end of December after helping to improve the board’s programs and services, as well as establish new and strengthened partnerships with the industry, and state and national agencies. The board is more accessible, turn-around times for license processing and dispute resolution have been improved, more informational tools are available, and regulatory oversight of the state’s construction

industry has been strengthened. As a board member, I can say that Steve has been a pleasure to work with and an invaluable source of information and guidance through sometimes difficult policy issues. By any standard, he leaves CSLB a better place than when he arrived, and we wish him the very best in his future pursuits.

After a nationwide executive search, CSLB’s former Chief Deputy Registrar, Cindi Christenson, was selected to serve as our new Registrar, and has the distinction of being the first female to serve in this position. Cindi served as Steve’s trusted deputy for more than five years, and is a proven leader with more than 30 years of state service. She is a licensed mechanical engineer and attorney. Before joining CSLB, Cindi was the executive officer for the California Board of Professional Engineers and Land Surveyors for about 13 years. We look forward to an era of continued improvement under Cindi’s leadership.

Among CSLB’s 2014 accomplishments were the launch of a renewed website with new features and easier navigation; upgraded testing centers that include new, touch-screen computers and an upgraded examination software program, designed in-house; the launch of a series of joint industry-CSLB workshops and webinars to address non-sanctioned business practices in the C-20 Warm-Air Heating, Ventilating and Air-Conditioning (HVAC) field; and the introduction of an “Ambassador Program” to help licensees market their HVAC business and educate consumers about the value of properly installed heating and cooling systems. The overall education campaign will continue this year. Look for even more educational materials for both contractors and consumers in 2015.

CSLB’s success, however, isn’t based on the course set only by its leaders. CSLB now has a new top executive who also has the distinction of being the board’s first female Registrar of Contractors in its 86-year history. Cindi A. Christenson, formerly CSLB’s second in command, was chosen by Board members to fill the post of retiring Registrar Steve Sands following a nationwide executive search. Ms. Christenson became Registrar on January 1, 2015.

Christenson is a licensed mechanical engineer, and also has a law degree. She has served as CSLB’s Deputy Registrar since 2009. As top administrator, she now oversees an organization

with 400-plus employees, a $60 million budget, and eight consumer protection offices around the state. She pledged to build upon the strong foundation laid by Sands.

“We will continue to meet our consumer protection mission, and serve as a strong industry partner in our efforts to curb the underground economy and establish more streamlined processes for state licensure,” Christenson said.

Board President David Dias praised Christenson’s professional achievements and said she was well prepared to step into CSLB’s top executive role.

“We are pleased and confident with our decision to promote Cindi, who, as a 33-year career state executive, has successfully demonstrated her fiscal, policy, regulation, legislative, and operational management abilities,” Dias said.

Before joining CSLB, Christenson was executive officer for the California Board of Professional Engineers and Land Surveyors from 1996 to 2009. From 1988 to 1996, she was that organization’s senior engineering registrar. She also worked with the state Department of Water Resources as an associate mechanical engineer from 1981 to 1988.

Christenson received her juris doctorate from the Lincoln Law School of Sacramento in 2003, and is a licensed mechanical engineer after earning her Bachelor of Science degree in Mechanical Engineering from California Polytechnic State University, San Luis Obispo.

Public Works, Prevailing WagesAB 26 (Labor Code § 1720) revises the definition of “construction” to include post-construction phases and cleanup work at a job site; and expands the definition of “public works” regarding the payment of prevailing wages to include any task relating to the collecting or sorting of refuse or recyclable metals.

Public Contracts; Payments – Retention proceeds withheld from any payment by an awarding entity to prime contractors or subcontractors now can exceed a specified percentage on projects more “substantially complex” than those deemed routine or regular, per AB 1705 (Public Contract Code § 7201, 10261).

Public Works; Apprenticeship Programs – AB 1870 (LC § 1775.5) requires a contractor to whom a contract is awarded and who employs journeymen or apprentices, to contribute to the State Apprenticeship Council in an attempt to make grant distribution more equitable.

Public Works; Contractor’s Costs – Contractors can now recover from a contracting entity any increased costs, including labor costs, penalties, and legal fees incurred as a result of any decision by the Department of Industrial Relations, the Labor and Workforce Development Agency, or a court that classifies a project as a public work, per AB 1939 (LC § 1784).

SSN Alternative Available for License ApplicantsContractor license applicants who do not have a Social Security number instead will be allowed to list an IRS-issued individual taxpayer identification number (ITIN). This is the result of a new law, established by Senate Bill 1159 (Business and Professional Code section 135.5), that requires CSLB and other state licensing offices governed

by the Department of Consumer Affairs (DCA) to accept an ITIN as an identification alternative to the SSN. Affected DCA boards and bureaus have until January 1, 2016, to implement this law. CSLB forms currently are being updated to reflect this change.

30,000 examinations each year, and updates its 43 different computer-based exams every five years with the participation of industry professionals. And, instead of having a million missed calls each year, our Licensing Information Center (call center), has negligible dropped calls, and callers get through the system to a live person in an average of three to four minutes.

Whether you’re an applicant, licensee, building official, consumer, or industry member, I hope you have experienced CSLB’s exceptional improvements in professionalism and customer service in recent years, which would not have been possible without the support and commitment of our Board members and staff, and collaboration of construction industry partners. Our improvements are extraordinary when you consider that in 2002 and 2003 we lost 20 percent of our staff during state cut-backs. We also weathered hiring freezes and furloughs. Despite these staffing challenges, we still improved all of our programs and implemented new industry and consumer initiatives.

Among our many accomplishments, I am most pleased with our Veterans Assistance Program that helps expedite licenses for veterans who are transitioning to civilian life. The Board accepts military work experience, and we have made improvements to this program by working directly with the California Military Department and the Department of Veterans Affairs.

CSLB also has made great strides in the battle against the underground economy. CSLB’s Board and staff are very concerned about how difficult it is for honest contractors to compete in a business environment where some participants don’t pay taxes, protect workers, have the right license, or carry insurance. This competitive disadvantage against law-abiding contractors is a situation the board is trying to correct by refocusing its enforcement efforts and curbing unlicensed activity. We have added peace officer positions, increased workers’ compensation investigations, worked with building departments to make sure contractors properly pull construction permits, and developed tools to halt work at a job site if a contractor has no workers’ compensation insurance.

Elder abuse is a topic that CSLB also takes seriously. There has been an increase in complaints from older consumers who have been victimized by unlicensed contractors and contractors who cheat them by upselling services, using high-pressure sales, false statements, and scare tactics. In response, staff has been educating consumers and contractors about relevant laws and business

perform asbestos-related work only within the scope of their contractor licenses. (The Asbestos Certification functions as an overlay to the specific classification(s) held by the licensee.) Contractors who hold a CSLB certification and perform asbestos work within their licensed trade(s) are not required to obtain the C-22 license.

The C-22 is CSLB’s 44th license classification, and the first to be added since the C-31 Construction Zone Traffic Control classification in 2000.

What’s Your (License) Sign— C-45 or C-61/D-42?Many contractors may be unaware that there are two specialty licenses for sign installation. The C-45 Sign contractor license is for any type of sign, including the lighting and illumination components for electric signs. The C-61/D-42 Non-Electrical Sign Installation sub-specialty only can be used for non-electric sign work.

A C-45 can perform both electric and non-electric work and must complete rigorous testing. A C-10 Electrical contractor also is allowed to complete the electrical part of sign work. A D-42, however, may not undertake, perform or contract out for electric sign installation work (including subcontracting part of the job to a C-10 or a C-45).

CSLB has received several recent complaints against C-61/D-42 contractors involving electrical work. Per Contractors’ State License Law regulations:

“A non-electrical sign installation contractor fabricates and installs all types of non-electrical signs, including but not limited to: post or pole supported signs, signs attached to structures, painted wall signs and modifications to existing signs.”

The D-42 sub-specialty was derived from the previous C-45 Electrical Sign contractor classification to allow contractors who do not have the required knowledge of electrical connections to install non-electric signs. Consequently, a C-61/D-42 is not permitted to contract for the construction or installation of any sign with electrical components, regardless of who makes the electrical connection.

When presented with a sign installation job that includes electric work, the C-61/D-42 contractor must work within his or her license.

practices, and has increased enforcement in the service and repair business sector.

Violations related to public works projects also are being addressed more aggressively. A statewide system has been created whereby CSLB can publicly disclose debarment actions taken against contractors by other public agencies. CSLB is working with other public agencies to strengthen existing laws and regulations—again, to make sure that those who bid on public works also honor their legal obligations related to insurance, licensure, safety, financial responsibility, and taxes.

I think the industry would concur when I say that we have one of the best websites in the country. Its recently updated and user-friendly format provides many tools for consumers, applicants, licensees, and other government agencies. Our online presence will continue to grow and improve with more digital products and educational tools for all audiences.

I’m also proud that our annual customer satisfaction surveys indicate improvement each year when it comes to consumer opinions about our board and staff interaction. Staff has focused on providing timely information, addressing those who contact us in a professional way, and being as helpful as possible.

Some of the disappointments and challenges that still face CSLB include our difficulty in recovering from staff losses. More enforcement resources, obviously, would improve our ability to battle the underground economy. I believe certain parts of the state are underserved—remote areas such as northern coastal regions, parts of Northern California, and parts of the Central Valley where CSLB should have more of an enforcement presence to help reduce unlicensed activity and workers’ compensation violations. We also are seeing a statewide increase in organized criminal activity; criminals are becoming more sophisticated and using the construction industry to rip off people, especially the elderly. We also need resources to tackle the increase in service and repair scams across California, which are aimed at taking advantage of the elderly. Honest contractors are losing out to these criminals who have no business in anyone’s home; the only structure they should be in is probably a jail.

Our efforts to simplify state laws and regulations that govern the construction industry are still in progress. We need to make it easier for applicants to become licensed and for contractors to practice in this state, while still maintaining a high level

of consumer protection. Laws need to be updated, streamlined, and better organized. We need to get rid of laws that don’t work and are outdated, and focus on changes that will make it easier for honest contractors to conduct business while still protecting consumers.

The marketplace is very different than when I became Registrar—we have the Internet and we have more sophisticated tools we can use, like laptops in the field, social media, and other electronic communication. I am hopeful that the Board will continue to embrace new technology and methods that keep up with the times, especially as it relates to our desire to provide online applications and renewals, and seamless, real-time information about contractor bonds and workers’ compensation insurance.

I love the design and construction industry. I’ve worked in it most of my life. I wish contractors, laborers, and all who work in it all the luck in the world, and I hope to see the construction industry once again vital, thriving, and providing good-paying jobs to people throughout California.

Before You Turn a Shovel, Make a CallNo matter how minimal a project may seem, contractors who plan to dig or excavate are required to call 8-1-1 and, at least two days beforehand, coordinate with either the Underground Service Alert of Northern California (known as USA North) or Underground Service Alert of Southern California (aka DigAlert).

You must call 8-1-1 at least two working days, but not more than 14 days, before starting your dig. You are not allowed to dig during that time.

You will be given a ticket number that references your dig information. Each contractor must have his or her own

number. Sharing a ticket among contractors on a single job is not allowed. Tickets are valid for up to 28 days after they’re issued.

Once the call is made, accurately outline your excavation area. Utility company representatives will visit within two working days either to mark or stake the horizontal path of their underground lines, provide information about the location, or advise whether there are lines in conflict with your project.

Solar Creates More Contracting Opportunities— But Complaints about Deceptive Practices Also Rising

The rapid growth of California’s—and the nation’s—solar industry shows no sign of slowing. Reflective of the boom in solar-related construction, the number of active C-46 Solar contractor licenses issued by CSLB has more than doubled since December 2008, from 439 to 1,019, as of December 2014.

Falling prices for home solar systems, new financing options, tax incentives, and improved technology have turned solar into one of the construction industry’s hottest sectors. But that growth also been accompanied by a rise in consumer complaints to CSLB about unscrupulous practices, particularly in the areas of power generation and cost savings that didn’t measure up to claims; and hard-sell, deceptive financing that hooks consumers into long-term loan obligations.

CSLB is now receiving three times the number of complaints involving solar contracting than any other type of licensed contracting. Consumers who file a solar-related complaint with CSLB most commonly claim that energy savings claims did not match what had been promised, or that companies that handle sales and installation took government rebates meant for them.

CSLB reminds licensees that they must follow contracting law and regulations during all facets of a solar project, whether it’s negotiating price, outlining financing options, installation, or obtaining required local construction permits.

CSLB contacted California solar industry professionals, as well as officials who review permits, for their observations and suggestions about what solar contractors should be doing—or not:

Don’t Oversell Solar Capabilities or Cost-SavingsThis is a common theme among those who work in the field and those who help regulate it. “With all the sales pitches claiming everything is free and Wall Street financing most of the systems, it is very common to see production not matching what was promised,” said Pete Gregson, whose Advance Power Inc. solar business outside of Ukiah manufactures and installs solar equipment. Gregson, who also serves as a subject matter expert (SME) for CSLB, urged contractors to make sure their solar projects produce the amount of power they claim, taking into account the variables of design, equipment, installation, and site location.

Ed Murray, owner of Aztec Solar in Rancho Cordova, another CSLB SME, agreed that “there have been overzealous salespeople who overstate savings and overcharge customers” that hurt the overall reputation of the industry.

Brent Sloan, Solar Program Manager with the Sacramento Municipal Utility District (SMUD), said he’s seen cases of

“overpromising and under-delivering” when it comes to claimed energy savings, but added that more contractors and solar companies are more clearly communicating to customers exactly what they can expect their system to deliver.

“I’m seeing more and more contractors work the numbers for customers. It’s part of the maturation of the market,” Sloan said. He also noted that SMUD provides performance meters as part of its Photovoltaic Incentive Program that allow participating customers to see the output of their installed systems on their monthly bills.

Home Improvement Salesperson Registration is Required for Outside Solar Sales and FinancingA trained and licensed sales staff will be much more likely not to mislead or misinform potential customers about the benefits of installing a solar system. They should be able to clearly explain the terms of purchase contracts and equipment leases so consumers understand the solar financing requirements and their contract commitment. CSLB continues to receive complaints about aggressive, unregistered salespeople.

Companies also need to be properly licensed to perform solar work in California. There have been several recent cases involving firms outside the state that have been leasing systems to California customers, apparently under the impression that using licensed subcontractors for installations was enough to satisfy the law. It’s not—a valid CSLB license is required to do business in California.

Work Within the License ClassificationOnly contractors holding “A” General Engineering, “B” General Building, or C-46 Solar licenses can perform solar construction and installation. Contractors with a C-4 Boiler, Hot-Water Heating and Steam Fitting; C-10 Electrical; C-36 Plumbing; or C-53 Swimming Pool license can only do solar work within their classification as defined by CSLB regulations. Licensees in other trades with questions about the solar work permissible under their classification can call CSLB toll-free, at (800) 321-2752.

Also, as licensees know, installing solar isn’t a job for amateurs. CSLB encourages contractors licensed to perform solar work to report those who work out of class, are unlicensed, submit bids that significantly undercut their competition, or whose products or

workmanship are substandard. The industry as a whole will benefit if its own members help police it.

Build a Reputation of QualityAnyone who performs solar work needs to submit design plans that comply with particular city, county, and/or utility standards, obtain the required building permits, and follow through with a safe, quality installation. Contractors who cut corners typically find their shortcomings exposed during the permit or inspection process.

“I make sure no ‘guerrilla contractors’ can do any damage,” said SMUD’s Sloan, adding that solar projects submitted to SMUD undergo several layers of review before the utility grants permission to tie a solar installation into its electrical system.

Steve Burger, the city of Folsom’s Chief Building Official, said there are rogue solar operators just as with any contracting trade. But most of the contractors who turn in solar plans to his office are conscientious, Burger said, and make an attempt to follow the city’s rules for obtaining a permit. He recommended that solar contractors familiarize themselves with the permit requirements of the individual cities, counties, and utility departments, particularly if they’re working in a new territory.

However, the larger issue of the permitting process “is getting more and more complex,” said Burger, who sits on a state advisory panel that drafted the California Solar Permitting Guidebook for the Governor’s Office of Planning and Research. That panel is now updating the guidebook.

Pete Gregson agreed that the patchwork of different permit rules around the state has frustrated solar contractors. “Some counties are over-the-counter [to obtain permits], others are massive paperwork,” Gregson said.

Stay Current with New Legislation Affecting the IndustryA new law that takes effect in 2015 attempts to address region-by-region variations in the solar permit process.

Assembly Bill 2188 requires cities and counties to create an expedited, streamlined process for residential rooftop solar systems through local ordinances by September 30, 2015. Supporters of the law, introduced by former Assemblyman Al Muratsuchi (D-Torrance), say it will lead to a clearer and more uniform statewide permit process, and eventually lower consumer costs. AB 2188 represents a continuation of efforts by California lawmakers to foster and regulate solar industry growth.

having authorization to work on various types of solar

energy projects:

“A” – General Engineering contractors are authorized to

install solar energy systems.

“B” – General Building contractors are authorized to

install solar energy systems within the definition of B&P

Code section 7057, since a solar energy system constitutes

the use of two unrelated building trades or crafts.

Specialty Classifications

C-4 – Boiler, Hot-Water Heating and Steam Fitting

contractors are authorized to perform projects including

solar heating equipment associated with systems

authorized by this classification.

C-10 – Electrical contractors are authorized to perform

any solar projects which generate, transmit, transform or

utilize electrical energy in any form for any purpose.

C-36 – Plumbing contractors are authorized to perform

any project using solar equipment to heat water or fluids

to a suitable temperature.

C-46 – Solar contractors install, modify, maintain, and repair

thermal and photovoltaic solar energy systems. A licensee

in this classification shall not undertake or perform building

or construction trades, crafts or skills, except when required

to install a thermal or photovoltaic solar energy system.

C-53 – Swimming Pool contractors are authorized to

include the installation of solar heating in swimming

pool projects.

One of the most valuable projects in which contractors can contribute is the current effort to rebuild a special grant fund that supports California State University students who are training to become construction industry managers and leaders.

The Construction Management Education Account (CMEA) has served as a grant source for state universities that offer degrees in Construction Management, and is entirely funded through licensee contributions. Annual distributions of about $150,000 have been made since fiscal year 2008-09.

Recipients and the distribution amount are decided by an advisory committee of 11 representatives from professional contractor associations who submit award recommendations to CSLB. Universities may use the money for instructional materials and support equipment, curriculum d evelopment and delivery, outreach, continuing education, faculty, or other program-related expenses. CSLB is responsible for the program’s administration and annually reports Account activity to the Legislature.

Declining donations, however, have nearly depleted the CMEA to only $33,000. As a result, no distribution can be made during the upcoming 2015-16 fiscal year to qualifying universities. With a Board directive in 2009 that set grant distributions at $150,000 annually, it could be a few years until the CMEA has enough money to resume dispersing that amount.

Donations are simple to make when you renew or apply for a new license. A fill-in box on the license form allows you to make a contribution of your choice and add the amount to your licensing fees.

Five California State University system campuses—Chico, Sacramento, Fresno, Long Beach, and California Polytechnic

State University, San Luis Obispo (Cal Poly, SLO)—consistently have met the criteria to receive grants.

The amount of money each school receives is based on its number of construction management graduates the previous year. The universities also must document the placement of more than 50 percent of their graduates with California licensed contractors to qualify for the grants.

During FY 2013-14, CSU Chico received the most money among the schools—more than $59,000—based on its 120 graduates last year. Cal Poly SLO had the next highest number of graduates at 65 and was awarded $32,072; Fresno received $28,124 for its 57 graduates; CSU, Sacramento was given $15,789 based on 24 graduates; and CSU, Long Beach received $14,802 for its 30 grads.

“Contractor contributions to the CMEA fund provide an important role in supporting education for the next generation of project managers,” said

Professor Mikael Anderson, chair of CSU Sacramento’s Department of Construction Management. “[Our department] uses these funds to recruit new students for the program and ultimately for the industry, to develop curriculum for new technologies in construction management, to support classroom and laboratory equipment and materials, and to enhance the educational experience for students.”

Dr. Rovane Younger, chair of CSU Chico’s construction management program, was instrumental in helping draft the Construction Management Education Sponsorship Act of 1991, and ultimately convincing legislators and then-Governor Pete Wilson of its positive impact to groom young construction students. Younger said he’s disappointed that CMEA will be put on hiatus because of funding shortfalls, and urges licensees and construction leaders to contribute toward its revival.

To protect the integrity of the construction industry and fulfill its consumer protection mission, CSLB’s Enforcement division —with the help of partnering state agencies and local law enforcement—works hard to hold accountable contractors who harm consumers through illegal business practices. Below are several recent cases where CSLB investigations led to criminal prosecutions or time behind bars for offenders.

Paver Who Left Trail of Worthless Rubble Gets the Long Road to PrisonPaving scams up and down the state during the past several years finally caught up with George Joseph Stanley, one of CSLB’s most notorious unlicensed

contractors. Stanley—now known as Inmate Number AV1570—began serving an 11-year state prison sentence at Deuel Vocational Institution in San Joaquin County for his contracting misdeeds after CSLB investigators spent more than six years and thousands of hours of investigative work bringing him to justice.

Stanley has been pursued by CSLB throughout California, and by contractor boards from other states, since 2008 for cold-calling residents and businesses and offering inexpensive paving work with the pitch that

he has “leftover material at a cheap price from a job he just completed in the area.”

Stanley was on criminal probation from Butte County for multiple counts of fraudulent use of a contractor license and grand theft by false pretenses. He had been ordered not to participate in or own any paving business, and pay consumer restitution, but Stanley ignored the court’s edict and was found once again working as a paver in Tulare County. For not following probationary terms, Stanley was convicted and ordered to prison for 13 felony counts of grand theft and theft by false pretenses, and misdemeanor charges of contracting without a license.

When sentencing Stanley in November 2014, the Butte County judge also affirmed that Stanley had to pay a restitution amount of about $365,000 to his victims. He

began serving his state prison sentence on November 14, 2014.

Stanley and his associates and/or relatives, have been caught engaging in paving scams in Tulare, San Joaquin, Stanislaus, Butte, and Yuba counties. He also was known to have solicited work in Imperial, Fresno, and Ventura counties. Stanley’s relatives, Kevin and George Snow, previously were arrested on similar contracting violations in Monterey and San Benito counties. Similar complaints had been lodged against this network in Massachusetts, Pennsylvania, Colorado, Washington, and Hawaii.

Father, Daughter in Hot Water for Selling Substandard Tubs A Bay Area father and daughter who operated a walk-in bathtub company have been charged with multiple felonies resulting from a years-long investigation

spearheaded by CSLB. Raj Kamal Suri and his daughter Tori Bhavna Suri, both of Danville, were arrested on January 8, 2015, following a 60-count criminal case filed by the Riverside County District Attorney’s Office. They were booked into separate Northern California detention facilities, each held on $1 million bail.

Through their company, GreenWorksUS, based in Richmond, the Suris are alleged to have bilked dozens of elderly victims across

the state through sales misrepresentations and unfair business practices, resulting in monetary losses of more than $360,000, according to investigators from

CSLB and the Riverside and Contra County District Attorney’s Offices.

GreenWorksUS apparently targeted vulnerable seniors, and instructed sales representatives to use various misrepresentations to obtain sales. The “SafeGuard Tubs” were marketed as being U.S.-made—which was untrue—as were claims that they had been safety-tested and met state and city codes. The tubs also were installed poorly, according to investigators.

Charges filed against the two defendants include burglary with enhancements related to elderly victims, theft from an elder or dependent adult, conspiracy, money laundering, and perjury. There also is an aggravated white-collar crime enhancement attached to the charges. If convicted on all criminal counts, each defendant could face as much as 70 years in state prison.

CSLB also has filed an accusation to revoke GreenWorksUS’ contractor license (668492), which expired in April 2014.

CLC Newsletter Just One Way to Keep Up with CSLB, Industry

Earthquake Brace + Bolt (EBB), an earthquake retrofit

program for homeowners that started in January, is

establishing a list of contractors licensed to do seismic

work. The program provides up to $3,000 to homeowners

for qualifying seismic retrofits. The retrofit program will

be available in 26 California ZIP codes, and homeowners

can search the list to find contractors in their area eligible

to do the work.

Contractors experienced in seismic retrofitting, specifically

with California Existing Building Code (CEBC) Chapter

A3, 2010 Edition, are being sought. The seismic retrofit

includes a process to add anchor bolts and bracing in

the crawl space (cripple wall) to improve the connection

between the wooden framing and concrete foundation.

Contractors can participate in the program at no

charge and be added to a searchable Contractor List

by completing the online FEMA education training at

Industry Experts Needed in Central Valley Lumber Products Assessment Rules Have ChangedCertain retailers and construction contractors who sell lumber and engineered wood products are no longer required to collect a 1 percent tax from California consumers who make purchases.

The Board of Equalization (BOE), effective January 1, 2015, no longer requires retailers who sell less than $25,000 of qualifying lumber products in a calendar year to collect the 1 percent lumber products assessment. Instead, customers of qualifying retailers now must send that tax directly to BOE.

The assessment collection program began in 2013.

IEs must have held a contractor license for at least five years that is current and free of unresolved licensing and enforcement actions, and must be knowledgeable about up-to-date, accepted trade standards in their areas of expertise. Participating contractors must possess effective written and verbal skills in addition to their knowledge of industry and code standards.

IEs are financially compensated for their service.
