Victor Vázquez LópezHead, Section for Coordination of Developed Countries, Department for Transition and Developed Countries, WIPOMr Vasquez started his career as a Legal Counselor on International Relations in the Copyright Unit of Spain’s Ministry of Culture, and representing the Spanish Government on copyright matters before the United Nations Educational, Scientific and Cultural Organization (UNESCO), the Organisation for Economic Co-operation and Development (OCDE) and the World Trade Organization (WTO).

Mr Vasquez joined WIPO in 2001 as Senior Legal Counselor in the Culture and Creative Industries

Sector, where he focused on issues such as the protection of audio-visual performances and contributed to the development of the Creative Commons License for Intergovernmental Organizations. In 2013 Mr Vazquez was appointed as Head of the Section for the Coordination of Developed Countries. The purpose of the new Section is to strengthen the Organization’s institutional relations with the various developed countries.

(Sydney and Melbourne) Rob Bollard General Manager, Rights in One Program (RIO) and Business Futures Group, IP AustraliaAs General Manager of the RIO and Business Futures Group, Mr Bollard oversees business transformation initiatives which drive continuous improvement and innovation throughout IP Australia.

Mr Bollard has extensive experience in major business transformation, delivering alternative service delivery models and business process re-engineering both within Federal and ACT Government. Recent successful deliveries led by Mr Bollard include the

implementation of the Designs capability for RIO, a new Trade Mark Search system, an organisational digital transition strategy that now positions IP Australia with over 99.6 per cent of customers interacting online, implementation of the agency’s first artificially intelligent virtual assistant ‘Alex’, the establishment of an innovation capability, and the Source IP online patent collaboration and licensing marketplace.

(Perth) Victor PortelliGeneral Manager, The Patents Chemical, Plant Breeder’s Rights and Electrical Group (PCPEG) , IP AustraliaMr Portelli has been a member of the Executive team at IP Australia since 2007. As General Manager of PCPEG he oversees approximately 250 staff whose main role is to examine and grant patents and plant breeder’s rights. The group also provides input to policy and legislative development as well as assist in the provision of advice to government. Mr Portelli

has participated in numerous international fora and has chaired the PCT Working Group at WIPO. Since joining IP Australia as a patent examiner in 1988, Mr Portelli has held a number of roles and led the introduction of a new Designs Act and facilitated the introduction of TM Headstart.

Deb Anton Deputy Director General, Policy & Corporate Division, IP Australia Ms Anton joined IP Australia in 2015 from the Department of Industry, Innovation and Science where she was a Division Head in AusIndustry. As Director General of the Policy & Corporate Division, Ms Anton oversees policy and international work, finance, people management, communications and agency performance, as well as fulfilling the function of Chief Operations Officer.

Ms Anton has held Senior Executive roles in a number of Australian Government portfolios, including: Education, Industry and Attorney-General’s, covering both policy and programme delivery. Most recently she was responsible for the design and implementation of the Entrepreneurs’ Programme.

Fatima Beattie Deputy Director General, IP Rights Division, IP AustraliaMs Beattie joined IP Australia in 2003 as the Commissioner of Patents. In September 2007 she was appointed Deputy Director General, having responsibility for all the registered IP rights in Australia, including the roles of Commissioner of Patents, Registrar of Trade Marks, Designs and Plant Breeder’s Rights.

In 2014 Fatima was appointed as an independent non-executive director of the Data to Decisions Cooperative Research Centre which is part of the Australian Government Cooperative Research Centre’s Program. The Centre draws together Government, university and industry to build a Big Data capability including a sustainable workforce in pursuit of a vision for a safer and more secure Australia.

Patricia Kelly Director General, IP Australia Ms Kelly has been Director General of IP Australia since 2013. Prior to this, she spent 9 years as Deputy Secretary in Commonwealth departments responsible for industry and innovation. From 2007-2013 Ms Kelly worked closely with the science, research and higher education sectors and led Australia’s bid to host the Square Kilometre Array

(SKA) radio telescope. She retains a leadership role in this project, representing Australia on the international SKA Organisation Board. She has served on a range of other boards and committees including the Advisory Council on Intellectual Property (ACIP) 2004-2009 and she currently chairs WIPO’s Group B+ grouping.

Yoshiyuki Takagi Assistant Director General, Global Infrastructure Sector, WIPO Since 2009, Mr Takagi has been leading the Global Infrastructure Sector as Assistant Director General. Its task is to coordinate and develop the technical architecture and business functions of the global intellectual property (IP) system. Since joining WIPO in 1994, Mr Takagi has served as Director of a number of Divisions, including Executive Director leading policy making regarding greater access

to, and global dissemination of IP information worldwide. Mr Takagi began his career in the Japan Patent Office in 1979, and also served in the Ministry of Foreign Affairs of Japan, participating in numerous WIPO meetings and negotiations relating to the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS Agreement).

Anjali AeriProgram Officer, PCT International Cooperation Division, Legal and International Affairs Department, Patents & Technology Sector, WIPOMs Aeri, a national of Canada, has been responsible for the design and implementation of technical assistance activities and seminars under the Patent Cooperation Treaty (PCT) since 2010, vis-à-vis national patent offices of the member states of WIPO. Previously, she worked as a Legal Officer within the PCT Legal Division, incorporating various PCT legal reforms, while providing advice to patent

applicants and industrial property offices on the Treaty and its regulations.

Ms Aeri commenced her career at the Canadian Intellectual Property Office, Patent Branch, catering to patent agents and inventors on filing under the PCT system, while formulating economic policy initiatives, fostering innovation in Canada.

Matthew FornoSenior Counsellor, Information and Promotion Division, Madrid Registry, Brands and Designs Sector, WIPOSince 2014, Mr Forno has been the Officer-in-Charge of the Madrid Registry, Information and Promotion Division (IPD). IPD is responsible for provision of information on the Madrid System and encouraging increased use of the System in existing and new Contracting Parties.

Before joining WIPO, Mr Forno was the IP Expert Consultant to the ASEAN Secretariat on the ASEAN-

Australia-New Zealand Free Trade Area, where he designed and managed economic cooperation projects. He also spent a number of years at IP Australia, as Director of International Policy and Cooperation, Assistant Director of Marketing and as a trade mark examiner. Mr Forno also worked as Communications and Outreach Manager at the APEC Secretariat in Singapore.
