Keep up to date with this story by logging onto the Wirral News website ONE of Wirral’s longest serving coun- cillors has criticised the “rushed decision” by Wirral Council which has put libraries in Bromborough, High- er Bebington and New Ferry under threat. Wirral Council is pro- posing the closures as part of its strategic asset review to tackle rising energy costs and a £10m repair bill for ageing buildings. Cabinet members last week agreed six weeks of public consultation on the proposals and plan to hold a special area forum in the run-up to the Christmas period. A final decision will be made just two weeks into the New Year, at a cabinet meet- ing on January 15. Eastham councillor Phil Gilchrist, a councillor for 30 years, said: “No-one dis- putes that Wirral has fin- ancial problems. However, a rushed decision, in the hope of making savings to bal- ance the books, has put local facilities under threat. “My community expects me to retain valued facil- ities. That is what I shall work for and try to secure.” He added: “Now the coun- cil’s cabinet has agreed to a period of consultation there is a lot to be done. “I represent a community that has few facilities. Those we have are well-used and highly regarded.” Mayer Hall in Bebington is also recommended for clos- ure, subject to consultation with trustees. Bebington Civic Centre would remain open and de- veloped as a “multi-purpose complex”, incorporating lib- rary, community and coun- cil services, with a smaller complex at Eastham Lib- rary. The proposals cover all areas of the borough and could also see Birkenhead Central Library closed and services transferred to Europa Pools. At a bad-tempered meeting of Wirral Council’s cabinet at Wallasey Town Hall on Thursday, chief executive Steve Maddox said: “Unless we do something these fa- cilities will not survive.” Read our special report on last week’s cabinet meet- ing on page 12.     Awards honour forfestival film-makersTHE very first Wirral InternationalFilm Festival reached its conclusionon Friday night, with award winnersrecognised at a packed QueensHotel.Almost 100 films were shown

    throughout the week, with genresranging from animation to document-ary, and short films to music videos,spread over each day.The auditorium was full to burst-

    ing as film-makers, film-goers, theirsupporters, friends and families,waited with bated breath to find outwhich efforts made the judgespick.Prolific Wallasey director Ryan

    Kruger picked up two awards, bestmusic video for Fake Up and bestdocumentary for South AfricanCops.The Under-16 gong went to Stephen

    Smith, and his team of friends fromMosslands School,who also pickedupthe Alan Clark Award for innovativefilm-making.

    The best short filmwas judged to beJohnny Parkers Beauty and theButcher, while Daniel Fox bagged thefeature film award for his work,Dreamscape andFrankBakerwon theanimation award withWings.Vinny James won the Vesbim

    Award, for special personal achieve-ment, creating his film That EffingLife after turning his back on anexistence that had seen him go toprison three times.And the Wirral News Award, based

    UNILEVER is axing 70 jobs at itsPort Sunlight research base.Themovecomesaspartofaglobal

    restructure the company says willultimately secure the jobs of hun-dreds of scientists at the site.The company is reshaping its

    global research and development(R&D) structure, merging threeseparate businesses into one.That means the number of staff

    employed at Unilevers historicPort Sunlight base will fall from815 to 745.But the company says itsdecision to name Port Sunlight asone of its six key global researchcentres shows its commitment tofuture investment in the site.Mike Parkington, Unilevers

    head of laboratory at Port Sun-light, said the company would tryto keep compulsory redundanciesto aminimum.

    WIRRAL Council will nothave to scale back budgetsnext year while it attemptsto recover funds from col-lapsed Icelandic banks.Treasury minister John

    Healey has said rules werebeing relaxed to enable localauthorities hit by the Iceland-ic crisis to set spending on thebasis they will recover the

    money. He warned it wouldhave to be offset in futureyears if the cash was notretrieved.Wirral was among more

    than 100 local authoritieswith investments in the col-lapsed banks totalling morethan 850m.Wirral Council had a 2m

    bond with the Icelandic-owned Heritable Bank andhad invested a 7.5monbehalfof the Merseyside PensionFund. Cheshire had 8.5m in-vestedwithHeritable Bank, aUK subsidiary whose parent

    bank Landsbanki has beenput into administration.Mr Healey made the an-

    nouncement while confirm-ing that English councils willreceive a 4.2% funding in-crease for next year.He conceded the settlement

    was tight, but remainedfair and affordable.But he accused councils of

    not doing enough to maketheir operations more effi-cient, and demanded another3bn of savings over the nexttwo years on top of the 1bnfor this year.

    THE BBCs Question Time pro-gramme will be filmed at PacificRoad Arts Centre next week.The announcement comes days

    after Wirral Council announcedproposals to move arts eventsaway fromPacificRoad to theFlor-al Pavilion in New Brighton.The panel for the programme,

    which will be filmed on Thursday,December 11, has yet to be con-firmed but will be drawn fromfigures in politics, industry,mediaand entertainment.QuestionTime is hosted byDavid

    Dimbleby.The programme will be recor-

    ded in front of a live audiencefrom 8pm.

    planned to separate the build-ing from a second, crescent-shaped building fronting theexisting Marine Lake, whichwould be used for public per-formances.The building features single

    storey restaurants and barswith a two-storey sailingschool.At thewestern end of the site

    a public lido is proposed be-hind amodel boating lake.

    The area between the lidoand themain,mixed-use build-ingwould provide 750 car park-ing spaces.Steve Parry, managing dir-

    ector of Neptune Develop-ments, said: The developmentis designed to bring peopleback into New Brighton andthe food store will anchorthat.The cinema is very import-

    ant - there was a relativelysuccessful cinema inWallaseyuntil the 1990s which closedbecause of competition fromthe cinema opening in Birken-head.Weve got a situation where

    Wallasey, andNew Brighton inparticular, hasnt had the fa-cilities you would expect forany area with its population.What were looking to do is

    to bring people back into thearea throughout the year.A planning application for

    the new model boating lake,seafront promenade, landscap-ing and a new protective wallto channel water from wavesovertopping the sea wall backto the sea,was approved by thecouncil in August.The first phase was the new

    Floral Pavilion, which hasbeen completed on time andwithin budget, ready for theopening performance by KenDodd on December 13.If planning permission is

    granted, work on phase twowould begin inMarch 2009 andwould take approximately 18months, with completion byChristmas 2010.

    Parents urged to act asmeasles rate increasesAS the UK hovers on the brink of ameasles epidemic, public health of-ficials inWirral are urging parentsto get their children vaccinatedwith two doses of MMR withoutdelay.Wirral Primary Care Trust con-

    firmed that 500 two-year-olds haveno protection from the virus, andthat about 600 children aged fiveand about 7,000 children up to theage of 16 are not fully protected.The national measles figures for

    2008 to date - published this week -are at their highest level for 13years.Only 85% of Wirral two-year-olds

    have been vaccinated with MMR,which protects against measles.Children should receive their first

    vaccination at around 13 months,followed by a second dose at aroundthree-and-a-half.Marie Armitage, joint director of

    public health, said parents shouldnot underestimate the risks asso-ciated with measles.She said: It can cause complic-

    ations such as convulsions andmeningitis and on rare occasions,can kill.If your child has had no or only

    2006 when the owners of themanor - Lord Leverhulmesformer home - submittedthree planning applicationsfor the siting of marqueesalready erected onGreenBeltland by the lake, dell andwalled garden.Soon after, Wirral Council

    Appeal to help homelessDECEMBER can be especiallyhard for the homeless as the bit-ter weather sets in and memoriesof Christmas past are re-membered.To try and add some magic to

    their lives, the News has joinedforces with The Ark project inBirkenhead - and we want readersto help us.Throughout December we want

    you to donate tinned food, gro-ceries, toiletries, chocolates andother small gifts which we willgather into a huge Christmas par-cel and deliver to the residents atThe Ark.This shelter, which started in

    1992, has shown the light to thou-sands of people who, because ofcircumstances, found themselves

    without a home.But thanks to a 25-bed direct ac-

    cess hostel on Sandford Street andsix move-on houses, 58% of thepreviously homeless residents arenow back in the mainstream com-munity.Despite this, however, the project

    is always bulging at full capacityduring the Christmas season.Ark worker Bob Jarvis, 61, of

    Heswall, said: This time of yearbrings with it amixture happinessand sadness for the homeless.We try to make it as special as

    we can but, of course, for manypeople memories of past Christ-mases spent with family beforethings went wrong tend to resur-face.

    There are often tears, but we tryto make it as comfortable as wecan.Staff and volunteers are cooking

    a special meal on December 17.Wewill relax our rules and provideeach of our residents with a smallshoebox of gifts.Anything people can donate

    Ive lost sleep overlibraries, says leaderTHE leader of Wirral Council says proposals toclose twelve libraries and three sports centres onthe borough have given him sleepless nights.Labour's Steve Foulkes made the confession at a

    rowdy meeting of Wirral Council's cabinet onThursday - prompting scornful laughter from angryaudience members.The bad-tempered meeting saw more than 100

    members of the public pack into Wallasey TownHall to see councillors decide the way forward forthe controversial strategic asset review.The proposals - revealed first on www.wirral-

    news.co.uk last Tuesday - would see buildings likeBirkenhead Central Library andGuinea Gap Bathsclose and arts eventsmoved from Pacific RoadArtsCentre to the Floral Pavilion.Liberal Democrat leader Simon Holbrook spoke

    in support of the review buthis comments about theextremely high quality redevelopment of Bebing-ton Oval - which re-opens on Saturday after beingclosed for more than a year - prompted more loudlaughter and jeers.Unison members protested outside Wallasey

    Town Hall before the meeting, with one sign read-

    ing: 'Wirral Council's contribution to the NationalYear of Reading? Close the libraries'.Cabinetmembers agreed to convene a special area

    forum conference as soon as possible for publicdebate and referred thematter to a special scrutinycommittee.After six weeks of public and staff consultation,

    councillors will make a decision on the proposals atanother cabinet meeting on January 15.CouncillorFoulkes said hewas prepared to talk to

    private sector groups with ideas for the future ofsome of the closure-threatened buildings - andrevealed he had already been approached about theBirkenhead Central Library building on BoroughRoad.He said: I've had so many sleepless nights over

    this report but I genuinely believe that we have tograsp the mettle on this.The footfall that goes through some of the fa-

    cilities is extremely low and I think it's difficult tojustify them.You can bury your head in the sand and hope it

    goes away but I don't think this situation is onewhere we can do nothing.The council currently faces a 10m backlog of

    repairs to its buildings stock which was largelyinherited in 1974 from five district councils which

    previously governedWirral.Councillors say the authority must also tackle

    rising energy costs and a massive budget deficit,predicted to be 16.6m within a year and 12.7m intwo years.Cllr Foulkes added: If the consultation comes

    back and people say that they don't want a centrallibrary anywhere but where Birkenhead CentralLibrary is now then we will listen to that.But I thinkwe need to talk againwithprivate and

    public sector partners about theuse of that buildingfor something more suitable.The council wants to invest 20m in creating

    multi-purpose complexes across the boroughproviding community, council and library servicesin partnership with other agencies like WirralPCT.Wirral Conservative leader Cllr Jeff Green, who

    was refused permission to address cabinet mem-bers on the proposals, said: If Wirral doesn't doleisure, libraries and sports centres, what is thecouncil there for?I thought that was a sham of ameeting. If this is

    the way this so-called consultation is going to runit's quite clear it's a done deal.This is an appalling day forWirral Council.

    Swimming clubs protest overWoodchurch pool threatBy CARRIE CATTERALLWOODCHURCH swimming club is just

    onedevastated group affectedbyWirralCouncils plans for a massive buildingand facility shutdown.The clubs training pool at Wood-

    church Leisure Centre is on the list ofthree sports centres and 12 librariesdue to close to save the council 3.7m inannual expenditure.Concerns have been voiced by swim-

    ming teachers at the club who are wor-ried their 400 children will no longerhave water to swim in.Even if the club can be transferred to

    another pool, there are fears that swim-ming time will be cut dramatically.Brenda Thompson has taught chil-

    dren voluntarily atWoodchurch Swim-ming Club for 20 years.She said: Everybody at our club is so

    upset with the news that our leisurecentre might close.Since the news broke the phone

    hasnt stopped ringing with parentsasking us if its all a sick joke.All other alternative swimmingpools

    that we could use are already beingused to full capacity, so if our club wasto join them somebody would lose out.It will either be public swimming

    time or swimming clubs and lessons

    that will be cut to make everything fit acrowded timetable.Children are required by govern-

    ment guidelines to swim 25 meters be-fore joining secondary school - achiev-ing this is going to be difficult if themove goes ahead.Our club is keeping children healthy

    and its a social thing as well - it cantotally change children with no con-fidence which is quite amazing to see.The knock-on effects of this council

    move could be absolutely horrendousand I fear the children and public aregoing to miss out on so much.A spokesman forWirral Council said:

    We are currently examining the pro-gramme of all swimming provisionacrossWirral pools.We will ensure that swimming pro-

    LIB-LAB SCHOOLCROSSINGPATROL CUTSSLAMMEDJeff Clarke commenting upon proposals to cut localservices picked out the proposed cutting of 18 schoolcrossing patrols: If the initial decision to place a patrol ineach of the locations was based upon an assessment ofthe danger to children crossing unaided at that location,then you have a basis upon which to judge these proposedcuts.

    It is clear from the press release from the Town Hall thatthese cuts are financial decisions, not ones based upon anyone of these locations suddenly becoming safer. In fact if youlook at the site at Rocky Lane/Dee View Road in Heswall forexample, that location is at a hairpin bend and a verydangerous position. The decision to cut this patrol is madness.The footfall argument is flawed as each childs safety is asimportant as any other. You cannot put them at risk becausethey happen to walk to school with a relatively small number ofother pupils.

    To each of the Labour and Liberal councillors willing to votethis cut through, I say Think again! Do not take risks with ourchildrens lives.

We were able to see forourselves the quality of the work carried out by thestaff that take their patients through what must seem acomplicated process and a a time when they and theirfamilies will be anxious.We were able to talk to the staff an find out what

    happens at the various stages of preparation and thetreatment itself. I found that experience a humblingone, and it was clear that the high quality bespoketreatment received by each and every patient thatvisits the hospital is enhanced by the care anddedication of the wonderful staff.We sometimes seem reluctant to sing the praises of

    our local facilities. It is however right that this unitreceives the recognition that it so richly deserves, and Ilook forward to supporting it in its future endeavours toscale even further heights in patient care and positiveoutcomes.

    Deprived of pleasureWE have been informed that the BromboroughCivic Centre is to be closed in the near future.One of the reasons given is there is no car park.The car park adjoining the centrewas sold to

    Kwik Savewith the provision that the centre stillhad the use of it; there is also amunicipal carpark right opposite.It is also used regularly by line dancers, keep-fit

    enthusiasts and ballroom dancers (the onlyprovision of ballroom dancing in the area and hasbeen there three nights aweek for 20 years).Bebington Civic Centre may have plenty of

    facilities, but they do not have a ballroom on thesame lines as Bromborough. Of course all of theoffices are there, so that says it all.Many of those using Bromborough Civic are

    elderly and look forward to going there andmeeting friends.By closing down they would be deprived of a lot

    Repossessions soarALARMING figuresreveal the number offamilies in Birken-head losing theirhomes has soared inthe last year.Repossession orders

    rose 59% between Ju-ly and Septembercompared to the sameperiod last year, ac-cording to the Min-istry of Justice.Nationally, 11,300

    homeowners wereevicted in the thirdquarter of this year,although the real fig-

    ure is higher whenhomes with personalloans secured againstthem are taken intoaccount.AlecMcFadden, sec-

    retary of Mersey Ad-vice Centre, Birken-head, said the figurescame as no surpriseand called for theGovernment to domore to help.He said: Over the

    last 18 months weveseen a gradual de-cline in the quality ofpeoples lives and in-creasing numbers of

    people having theirhomes repossessed.The problems in

    Birkenhead havebeen worse and we dosee more people fromhere than other partsof Wirral because ithas the greatestamount of povertyand places like WestWirral are relativelyaffluent.The problem with

    repossession is that itdoesnt just affectadults. Kids often endup having to changeschools - there are all

    sorts of social con-sequences.Mr McFadden, who

    is also president ofMerseyside TUC,chaired a regionalcredit crisis confer-ence at WallaseyTown Hall in Septem-ber.He said: Welfare
