Report Highlights:
Manitoba Waterfowl Habitat Conservation Project
Delta and MHHC have permanently secured 110,408 acres of prime waterfowl breeding habitat
Through support from the Wisconsin DNR Waterfowl Stamp Program and associated match funds, Delta
Waterfowl achieved:
Perpetual protection of 965.6 acres of waterfowl breeding, molting and staging habitat
o 82.3 acres directly secured using Wisconsin funding
Restoration of 42.3 acres of wetlands
Maintenance of 2,334 Hen Houses
Started on the shores of Lake Manitoba
at its namesake, the famed Delta Marsh,
Delta Waterfowl has been conducting
research, waterfowl conservation, and
hunter advocacy for over 100 years.
The Manitoba Waterfowl Habitat
Conservation Project is a part of this
legacy, ensuring breeding habitat for
ducks from across North America is
available in Manitoba through the
delivery of perpetual conservation
easements and complementary habitat
initiatives.
Delta Waterfowl and the Manitoba
Habitat Heritage Corporation (MHHC)
are working together to deliver this two-
year project in southwestern Manitoba.
This area is an important breeding
ground for waterfowl that migrate via the
Mississippi Flyway.
Since 1991, Delta’s Adopt A Pothole
(AAP) program has been delivering on
the North American Waterfowl
Management Plan (NAWMP) goals and
objectives. The AAP program is funded
by individual duck hunters, state duck
stamp grants, and NAWMP through the
North American Wetlands Conservation
Act. Since 1999, the AAP program has
been delivered in partnership with
MHHC and uses perpetual
conservation easements to protect
important waterfowl habitat on private
lands.
Delta’s delivery partner, MHHC, is the
coordinating body for NAMWP
program delivery in Manitoba and
works with various partners to realize
NAWMP goals.
In conjunction with MHHC, Delta was
instrumental in influencing the
government of Manitoba to create
conservation easement legislation in
1998. Since then, MHHC has
become one of the largest holders of
conservation easements in Canada.
In Manitoba alone, Delta and MHHC
have permanently secured 110,408
acres of prime waterfowl breeding
habitat through more than 430
perpetual easements and fee simple
purchases.
With the backing of provincial
legislation, and support from states
like Wisconsin, Delta has ensured
that more than 110,000 acres of
prime waterfowl habitat will forever
remain a part of the landscape.

In 2017, the Wisconsin DNR partnered with Delta
Waterfowl and provide funding for perpetual
conservation easements in priority waterfowl areas of
Manitoba. Developed as a two-year agreement, the
first year (FY2018) has been completed and a
Wisconsin DNR contribution of $34,744 has been
used to protect important waterfowl breeding habitat in
Manitoba.
Wisconsin funds were used to supplement NAWCA
funds for the purchase of the Drul conservation
easement covering 202 acres (Table 1). Excluding
this agreement, an additional 845.9 acres of
easements were secured and 42.3 acres of wetlands
were restored using match funds (Table 2). In total,
1,090.2 acres of wetland and associated upland
habitat has been influenced by this project. Additionally,
2,334 Hen Houses were maintained in Manitoba.
In an effort to provide as much detail and transparency
as possible, Delta is submitting a copy of the DNR-
funded easements with this report, including:
1. The agreement, payment (in CDN) and
restrictions
2. Schedule A, which outlines the areas protected
with hatching
3. Schedule B, a Baseline Documentation Report

Spread over three quarter sections, the Drul conservation easement has a total area of 202 acres. Wisconsin
funds were used to secure a portion of this agreement (above) with NAWCA funds covering the remainder.
Wisconsin funds were used to fund the easement acquisition of the 82.3 acres of waterfowl habitat shown
under the white hatching.
This project is located within the Minnedosa-Shoal Lake Target Landscape of Manitoba and has an estimated
waterfowl breeding density of 30 - 40 pairs per square mile.

Delta and MHHC work with North
American Waterfowl Management Plan
(NAWMP) partners across North America
to maintain and grow duck populations.
Key to this, is the perpetual conservation
of waterfowl habitat – prairie wetlands and
uplands – to ensure long-term breeding
needs are met.
The Prairie Pothole Region of North
America is the preeminent breeding
grounds for waterfowl in North America.
Conservation programs in this area
provide continental-scale benefits.
However, sub-regions of the pothole
region have been identified as
exceptionally important. Southwestern
Manitoba presents prime breeding
opportunities for waterfowl that migrate
along the Mississippi Flyway and through
Wisconsin (Map 3).
All activities conducted under this proposal
align with the actions identified in the
Prairie Habitat Joint Venture’s 2013 –
2020 Implementation Plan for the Prairie
Parklands including Hen House
maintenance, wetland restoration and
protection of waterfowl habitat through
conservation easements.
Delivery of these activities are targeted to
specific areas of southwest Manitoba that
maximize benefits to waterfowl. All PHJV
partners adhere to these target areas
(Map 1). The Wisconsin-funded easement
is located in one of the best waterfowl
regions of Manitoba, an area with
breeding densities of 30 – 40 pairs per
square mile.
Accomplishments achieved through
Wisconsin funding directly contribute to
the 2020 objectives established under this
implementation plan, which ultimately, is
leading to the realization of NAWMP’s
waterfowl population and habitat goals.
