Billie Horn of La Pine, Oregon, was born on February 17, 1927 to Ollie (Donaho) and Evander Kiser. She passed away on January 18, 2009. Billie married Lyndon O’dean Horn on June 30, 1944. She is preceded in death by her husband, Lyndon; her brothers, Robert and Sonny; and her parents, Ollie and Evander Kiser. She is survived by her sons, Robert and Andy; her sister, Barbara; 4 grandchildren and 5 great-grandchildren. Her life passion was the gift of love she gave to those who were touched by her life in Easter Seals and Special Education. She was an inspiration. She will be truly missed, but never forgotten. The family is planning a Celebration of Life potluck at the La Pine Senior Center on Friday, February 6, 2009 at 12pm. Richard Alan Martin of La Pine, Oregon, died at his home under hospice care on January 13, 2009. He was 52. Richard was born in Hanford, California, to Milo and Barbara (Lee) Martin. He married Weetonia Montijo on January 14, 2002, in Bullhead City, Arizona. Richard served in the U.S. Navy and was honorably discharged. He loved football, especially the San Diego Chargers. Survivors include mother, Barbara Martin of Georgia; father and stepmother, Milo and Cheryl Martin of California; stepsons, Michael Abbott of Utah, Mark Hunt of California; stepdaughter, Gina Luzaich of California; brother, Matt Martin of California; sister Cindy Lessard, of Florida; and 5 grandchildren. Braving the cold, snow, and ice with fingerless gloves, we can take the winter by the reins and throw the ever famous ice fishing lure that few may know of, but has its own legend, the Swedish Pimple Lure. Since the downsizing of the world, due to the ease of travel and now by the internet, a well kept secret of Sweden for over 100 years is now out!

The Swedish Pimple has been a popular jig for fishermen and since 1955, the Bay de Noc Lure Company has been manufacturing this elusive lure and as the name dictates, the Swedish have had this secret now surrendered to the open tackle boxes of us all. Taking the lure for its namesake and the home of the Alps, this lure is noted for the cold season to thrive, but since the winter is now, let’s go and give this little lure a try! Its unique shape and light action gives the lure the motion and intrigue to get a good strike and increase the chances for a good catch.

Search Begins For deschutes county Audit committee Member Deschutes County is looking for a citizen to serve on the Deschutes County Audit Committee. Applications are being accepted now until Monday, February 2. The County will interview selected applicants in early February. The Audit Committee is an advisory committee to the Board of County Commissioners with the responsibilities of monitoring County financial reporting, internal controls; and compliance with laws, regulations, and ethics. Audit Committee Members are also responsible for providing oversight and coordinating internal and external County audits, reviewing and commenting on internal audit work plans, discussing reports and assessing recommendations to the Board, and reviewing audit reports and information outside of meetings. This specific appointment will initially fill a partial term ending June 30, 2009 and will likely be re-appointed for a subsequent two-year term. The Committee is comprised of seven members, four are public members and three are from County management. Committee members are asked to serve a two-year volunteer term and will not be reimbursed for their time. The Committee meets approximately four times a year, usually on the second Thursday of April, July, September and December from noon to 3:00 p.m. If necessary, additional meetings may be scheduled. Citizens with financial and/or local government experience are encouraged to apply. county Awarded distinguished Budget Award Deschutes County received the Distinguished Budget Presentation Award from the Government Finance Officers Association for its fiscal year 2009 budget. “This is the highest honor a local government can earn for its budgeting efforts,” said Dave Kanner, county administrator. “We have produced what I believe is a user-friendly document that serves as both a strategic plan and a communications tool, and the quality of the budget will only improve as we go forward.” Kanner further noted that Finance Director Marty Wynne and Budget Analyst Teri Maerki deserved the lion’s share of the credit for the production of the budget and the budget document. In addition, Kanner offered special praise for a team of County managers who developed the program budget format: Road Department Director Tom Blust, Sheriff’s Office Operations Manager Jim Ross, Financial Analyst Debi Harr (DA’s Office and Commission on Children and Families), Health Department Administrative Supervisor Vicki Shaw, and Assistant to the County Administrator Dave Inbody. The award represents a significant achievement by Deschutes County. It reflects the commitment of the County and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, the County had to satisfy nationally recognized guidelines for effective budget presentation. The guidelines are designed to assess how well an organization’s budget serves as: 1. a policy document2. a financial plan3. an operations guide4. a communications device Budget documents must be rated “proficient” in all four categories to receive the award. In their narrative reviews, GFOA judges praised the budget document. “The County has done a superior job in explaining the financial foundation for decision-making,” said one. “The readers of the document have been given an extraordinary level of detail to make judgments on how the County is spending its money and the issues that impact that effort.” “Financial policies are clear and thorough,” said another judge. “Long-term organization goals and priorities are clear. Excellent connection between long-term and short-term goals.” Judges also offered suggestions for improving the budget document, by strengthening the connection between countywide and departmental goals and objectives and improving some performance measures. “We will take these suggestions to heart and include them in our next budget,” said Kanner. The award was won for budgets including fiscal periods 2006 and 1,127 entities received the Award. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America. The Government Finance Officers Association (GFOA www.gfoa.org) is a nonprofit professional association serving 17,500 government finance professionals throughout North America. The GFOA’s Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting.

Winter 2009 living Well With chronic conditions Do you or someone you know, live with a health condition that impacts your daily life? A six-week workshop for achieving a healthier way of living begins January 15 for people living with ongoing health conditions. The Living Well with Chronic Conditions program was developed and tested at Stanford University and is designed to complement and enhance medical treatment and disease management of chronic illnesses such as arthritis, diabetes, asthma, heart disease, cancer, or some other chronic health condition. Through the series of classes, participants will learn what they can do to feel better and manage their condition more effectively. The Living Well with Chronic Conditions class is a workshop given once a week over a six-week period. Classes last 2 ½ hours each, are fun and interactive. Each participant receives a copy of the book, Living a Healthy Life with Chronic Conditions..

district Attorney receives national Scholarship Deschutes County District Attorney Michael Dugan has been awarded a scholarship by the National Institute of Justice to attend a national symposium in Florida. The all expense paid scholarship will be used to send Dugan to a Case Management Symposium designed to augment the development of a post conviction DNA testing assistance program. “With the technological advancement of DNA testing it is critical that we have in place procedures that meet national standards for the preservation and retention of critical DNA evidence used in the justice system.” Dugan stated. “I know of no criminal defendant wrongfully convicted in Deschutes County, but being prepared for the challenges relating to these types of post conviction cases will enable us to meet the needs of the community and the criminal justice system.” The Symposium will feature nationally recognized experts, case studies, and proven systems of case management. Attendees are from all over the country and include prosecutors and defense attorneys. The National Institute of Justice is a component of the Office of Justice Programs within the Unites States Department of Justice.

Johnson named to Fill newly created position of health And human Services director Deschutes County Administrator Dave Kanner announced that the County’s vacant Health Department Director position would be consolidated with the County’s Mental Health Director position into the newly created post of Health and Human Services Director. Scott Johnson, Deschutes County’s Mental Health Director since 2004, will become the Health and Human Services Director, effective February 1, 2009, and will be responsible for leading both the Health and Mental Health Departments. “There are a number of factors that went into this decision,” said Kanner. “One, of course, is short-term cost savings in the Health and Mental Health departments from splitting Scott’s position and not filling the Health Director position, at a time when we need to be looking for all potential savings. More importantly, however, are considerations around efficiency and service integration.” Kanner noted that the 2007 Legislature appointed a special committee to study issues around behavioral and physical health integration and that committee released its report last year with many of its recommendations expected to be implemented at the local level. Kanner also noted opportunities for increased efficiencies in a number of administrative areas. Johnson first came to Deschutes County in 1994 as the executive director of the Commission on Children and Families. He became the Mental Health Director in 2004. Johnson has a bachelor’s degree in psychology and a master’s degree in rehabilitation counseling, both from Bowling Green University, and more than 25 years experience in the health and human services field. “I believe that Scott has the administrative, managerial and leadership skills to do this job,” said Kanner. “He is well-known and well-respected in the local health care community and has worked closely in his capacity as Mental Health Director with many of the same community partners with whom the Health Director has been working.”

la pine public library Showcases the Art of Jody hunt The La Pine Public Library is showcasing the art of Jody Hunt from January 9 through March 26, 2009. The display is sponsored by the Friends of the La Pine Public Library. Jody Hunt, a native Texan, spent most of her adult life in San Diego, California. After retiring, she and her husband Stan moved to Central Oregon. When a friend shared her own art with her, Jody decided to try it for herself. She paints in watercolors, focusing on landscapes, still life, and portraits. One of Jody’s passions is genealogy. She has been able to trace her family history, and is now a member of the Daughters of the American Revolution. In addition, Jody and Stan are active members of the La Pine Moose Lodge. The Deschutes Public Library is a five-branch system serving a population of 115,000 in Central Oregon. We have library branches in Bend, La Pine, Redmond, Sisters, and Sunriver Area. On the weekend of January 10 and 11, eleven La Pine Blue Lightning Mat Club wrestlers descended upon Deschutes County Fairgrounds for the Oregon Wrestling Classics. Each of these youngsters had to qualify for an opportunity to wrestle by placing in the top three of their age and weight class at the Redmond Qualifier held two weeks earlier. There were 6 other qualifying tournaments for the classic throughout Idaho, Washington and Oregon making this one of the biggest tournaments on the west coast.

There were over 3000 wrestlers competing in this years classic and each wrestler had 5 to 16 competitors in their bracket. This was a double elimination tournament, so each youth was guaranteed two chances on the mat minimum. However, each match they won gave them one more chance to score points, which accumulated to determine a bracket winner.

Our own Derrick Kerr was able to do just that and came home with a first place award for the 50-pound Intermediate division. Hunter Dodson and Nick Williams both scored third place finishes and RJ McGinnis placed fifth in their age and weight divisions. Also giving strong performances were Thorin and Tristan Wilson, Buddy Kerr, Jacob Vaughan, Gage Dodson, Cole Lester and Logan Huck.

These eleven grapplers, as well as the rest of their Blue Lightning teammates, have sev-eral more tournaments to compete in this year including the state championships held at Newberg High School on March 7 and 8 and, our very own, Central Oregon Championship held February 14th at La Pine High. The Championship wrestling begins at 10:00am and there is a $2 admission fee.

The La Pine Community Kitchen is looking for groups of 5 individuals to commit to preparing and serving one meal a month for the next 12 months. This can be any kind of group -- a church group, a quilting group, a business, a neighborhood, or just 5 friends who want to provide this service. From Candlemas to Groundhog Day Can groundhogs really determine when winter will end? Nah, but

that’s what people thought long ago when there was no technology to predict the weather.

At the time, people celebrated what was known as Candlemas. If the day was sunny and an animal like the groundhog could see its shadow, winter would continue for six more weeks. If the day was cloudy and the groundhog could not see its shadow, winter would soon end.

Over time, Candlemas became Groundhog Day and many people today look forward to watching the groundhog on February 2. One of the best-known Groundhog Day celebrations takes place in Punxsutawney, PA. There, thousands of visitors come from all over the world to see what groundhog Punxsutawney Phil will do.

deschutes Market over-crossing project Construction crews have started work on the Deschutes Market Over-crossing Project located between Bend and Redmond. As a result of this construction, traffic has been moved onto a temporary bypass road within the limits of the project for the duration of the construction work. The construction speed limit on this bypass will be 30mph and there are several curves that will be signed for 15mph. Drivers are urged to use caution when on this portion of Deschutes Market Road. This construction will last until October 30, 2009. Traffic will be impacted during this project and drivers can expect delays of up to 20 minutes during construction even with the detour in place. Hours of operation will be from 7:00am to 7:00pm. Drivers should use alternate routes where possible. For more information, call George Kolb, Deschutes County Road Department at 322-7113.

Special olympics oregon respondsproactively to Economy

Like nearly all non-profi t and for-profi t companies, we have looked responsibly at our budget and determined that, given the uncertainly of the 2009 economy, we should scale back a bit to protect both our athlete’s year-round experience and the organization’s future. Our decisions were driven by one overriding consideration: what is best for the thousands of individuals with intellectual disability that we serve statewide?

Special Olympics Oregon Programs Continue to Serve Athletes Statewide: The answer was clear: we needed to maintain our athletes’ regular Special Olympics involvement in all sports and in as many year-round competition experiences as possible, while at the same time, take some of the fi nancial pressure off the volunteer-driven Local Programs who serve our constituency in nearly every county and major city in the state. With those goals, we determined that we should shelve – for 2009 only – the three largest, most expensive, and least frequent state games. This would provide a measure of fi nancial relief for both the state offi ce and the Local Programs. We retained – in fact, we expanded – the number of remaining statewide competitions we do, which is now nearly 30. This means that our athletes will continue to have the regular, weekly, year-round participation in Special Olympics Oregon that they are accustomed to. In addition, we took a sharp pencil to the state offi ce to be sure every dollar was best utilized in this economy - the result was a reduction of three staff (we now have 22 instead of 25). 2009...Challenge and Opportunity...and YOU can help! Here at Special Olympics Oregon, we feel very positive about the New Year! We have built a strong base of corporate and community support that continues to further the important mission of Special Olympics Oregon.
