Minutes of the 180 th Meeting of

Operational Coordination Sub-Committee

(held on 09.07.2021 through VC)

1. Introduction

1.1. The 180th Meeting of Operation Coordination Sub-Committee (OCC) was held on

09thJuly 2021through Video Conferencing (VC). The list of participants is at

Annexure-1.1.

1.2. Shri A Balan, Member Secretary, SRPC& Chairperson of Operation

Coordination Sub-Committee (OCC) extended warm welcome to the members and

participants to the 180th Meeting of OCC. The following was brought to the notice of

the forum:

(i) The demand is in upward path after lifting of lockdown in the States due to the

second wave of COVID-19 pandemic and also huge variation (increase)

compared to last year pandemic situation. All India power demand crossed

200 GW on 07.07.2021 for the first time.

(ii) On frequency side, Grid operated at above 50.05. Hz. for a period of 18.81 %

and 50Hz and above for a period of 59.7 % which is a matter of concern. It was

observed that the frequency of operation above 50 Hz, was very high on many

days, like on 30.06.2021 the Grid operated at a frequency above 50 Hz for

87.64 % of time.

(iii) The issue of heavy UD/OD by SR constituents needed to be addressed urgently

to assure secure Grid Operation. SRLDC may appraise during the course of

meeting the forum regarding the challenge/difficulties met by SRLDC as the

Regional Grid Operator and the reasons which lead to such instances.

(iv) Chairperson, SRPC vide letter dated 28th June 2021 has taken up the issues in

respect of KKNPP (Restoration of Bus Reactor & 400 kV KKNPP-

Thirunelveli line-I, operating of units at partial loading, ensuring availability of

both the units during peak months of SR) with CMD, NPCIL.

(v) CEA, Thermal Project Renovation &Modernization Division vide letter dated

22.06.2021 (Annexure-1.2.v) has advised all generating plants/utilities

(Central/State/Private) that each generating plant/utility may take necessary

action for operation of all the generating units under their administrative

control at 55% load and identify at least 50% of the capacity for further

lowering the minimum load operation and initiate discussion with OEM to

operate 200-600 MW size unit at 40-45% load and 660-800 MW at 45-50%

load and ramping test (2-3%) on urgent basis and take necessary action for

implementation of measures as identified in the test.

(vi) MoP vide Notification dated 28.06.2021 had Amended Electricity (Right of

Consumers) Rules 2020 and this will be called as Electricity (Right of

Consumers) Amendment Rules 2021.

(vii) MoP has extended timelines for submission of comments on Discussion Paper

on Market Based Economic Despatch (MBED) by 15 days i.e. till 15.07.2021.

(viii) MoP vide letter dated 05th July 2021 has issued clarification on the clause

2(VIII) of the Guidelines on enabling the Discoms to either continue or exit

from the PPA after completion of the term of the PPA i.e beyond 25 years or a

period specified in the PPA and allow flexibility to the Generators to sell

power in any mode after State/Discom exit from PPA.

(ix) CERC has extended the last date until 15th July 2021 for submission of

comments/objections/ suggestions on the Draft Central Electricity Regulatory

Commission (Ancillary Services) Regulations, 2021.

(x) Joint Secretary (OM, R & R), Ministry of Power convened a Meeting on

02.07.2021 to review the implementation of the scheme for Flexibility in

Generation and Scheduling of Thermal Power Stations to reduce emissions.

CERC, SRPC, NLDC, SRLDC and NTPC had participated in the meeting.

(xi) Fourth Meeting of the Task Force on Bengaluru Islanding scheme was held on

06.07.2021.

(xii) CTUIL vide e-mail dated 07.07.2021 has informed that M/s SIEMENS is

proposing 5 days training program on PSSE Software for CEA, CTU, WRPC,

SRPC, POSOCO, Western Region STUs and Southern Region STUs from 2nd

to 6th August 2021 from 11 AM to 1:30 PM. Kindly forward the nominations /

additional topics, if any to be covered in the training program.

Then Superintending Engineer (O), SRPC took up the agenda.

2. Confirmation of the Minutes of 179th Meeting of OCC

The 179th Meeting of OCC was held on 09.06.2021 through VC and the Minutes

were issued on 23.06.2021.

3 Agenda Items

3.1 Monthly Review of Maintenance schedules of ISGS

3.1.1 Review of Maintenance schedule of ISGS / CGS

The list of maintenance schedules of ISGS and MPPs proposed to avail during the

period of current month and next month period (July / August, 2021) and

postponed from these periods were reviewed in the meeting and mailed to OCC

Google Group.

Deliberation:

(i) KKNPP informed that the Unit-1 would be revived in the 3rd week of August,

2021. Accordingly, KKNPP Unit-1 (1000 MW) outage for refueling would be

for 65 days from 22.06.2021 to 25.08.2021.

(ii) NTPC informed that the revival of RSTPS Unit-3 (200 MW), which was

taken out on 16.01.2021 getting delayed due to COVID-19 restrictions and

expected by the 1st week of August 2021. Accordingly, outage of RSTPS Unit-

3 would be for 204 days from 16.01.2021 to 07.08.2021 (Turbine R&M, ESP

R&M, DVR & Boiler OHs)

(iii) NTPL informed that Unit- 2 (500 MW) outage for Boiler License renewal

during from 17.07.2021 to 23.07.2021 not required as the renewal activities

were carried out during the OSD.

SRPC requested NTPL to furnish the boiler license renewal dates and NTPL

agreed to furnish the same.

(iv) IL & FS (ITPCL) informed that they advanced their AOH programme for

Unit- 2 (600MW) to avail from 20.07.2021 to 09.08.2021 (21 days). [Original

schedule was to avail during August, 2021 for a period of 30 days].

SRPC requested to IL&FS to furnish the revised schedule of Unit-1 (600MW),

which was originally planned to avail during June, 2021 and postponed due to

COVID-19 pandemic restrictions. IL&FS agreed to furnish the revised

schedule shortly.

(v) SEIL P1 informed that outage of Unit-1 (660MW) to carry out AOH would be

availed from 01.11.2021 to 15.11.2021 (15 days).

3.1.2 Maintenance schedule of Unit-1 (500 MW) of Simhadri STPS Stage-I

(i) The original maintenance plan for 2021-22 scheduled by NTPC in respect of

Unit-1of Simahadri STPS Stage-I was to avail for a period of 35 days from

01.06.2021 to 05.07.2021.

(ii) In the 179th OCC meeting, NTPC had informed that the Unit was under RSD

then and the outage for Boiler License Renewal could be availed after the Unit

revival and the revised schedule of outage of 35 days would be informed

shortly.

(iii) In the meeting, NTPC informed that the Unit outage would be availed during

September 2021 and the revised schedule would be furnished shortly.

(iv) It was noted that the Simhadri STPS-I Unit outage was linked with the outage

of Simhadri - Kalpaka Lines, requested by APTRANSCO to be availed during

September, 2021 along with Unit outage.

(v) OCC advised NTPC to furnish exact dates of maintenance schedules in

respect of 500 MW Unit-1 of Simhadri STPS Stage-I at the earliest as the

Unit outage was linked with the outage of Simhadri - Kalpaka Lines

requested by APTRANSCO. NTPC agreed to furnish the outage schedule.

3.1.3 Maintenance schedule of Unit- 3 (500 MW) Talcher STPS

(i) The original maintenance plan for 2021-22 scheduled by NTPC in respect of

Talcher STPS Unit-3 was to avail for a period of 30 days from 08.07.2021 to

06.08.2021.

(ii) NTPC vide mail dated 06.07.2021 had informed that the mobilization of work

force and other resources were getting delayed due to the ongoing lockdown

and travel restrictions imposed in many States because of prevailing COVID-

19 pandemic situation. Therefore, the overhauling programme was rescheduled

and the shutdown was deferred.

(iii) In the meeting, NTPC informed that the Unit outage was postponed for a

period of 10 days and the revised outage programme of Talcher STPS Unit-3

would be from 18.07.2021 – 16.08.2021 (30 days).

3.1.4 Shifting the maintenance schedules of Kudgi STPS Unit 1&3 (800MW each)

In the 179thmeeting of OCC, TSTRANSCO had requested NTPC to complete the

outage of Unit 1&3 of Kudgi STPS by July 2021 or to avail during

November/December 2021. OCC Forum had requested NTPC to revise their

schedules for availing the same during July 2021 and to furnish revised schedules.

Deliberation:

(i) NTPC informed that they would avail the maintenance and boiler license

renewal outage as per their original schedules.

(ii) TSTRANSCO requested to postpone this unit outage to October /November,

2021, as their demand would be very high during the period of

August/September 2021 due to LIS and agricultural loads.

(iii) KPTCL informed that in Karnataka wind generation would be high during

August and availing the Kudgi STPS Units maintenance works during August

would be better. Moreover, the demand of Karnataka would pick up during

October, 2021.

(iv) Other beneficiaries opined that unit outage as per the original schedules during

August, 2021 would be convenient for them.

(v) ED, SRLDC suggested TSTRANSCO may arrange power through STOA to

meet the demand as the market price would be reasonable during the period

August /September.

(vi) After deliberation, OCC approved the following maintenance schedule of

Kudgi STPS as per the original schedules:

a) Unit-1 (800 MW) : COH from 01.08.2021 to 29.09.2021(60 days)

b) Unit-3 (800 MW) : Boiler License Renewal from 29.07.2021 to

04.08.2021 (7 days)

3.1.5 Maintenance schedule of NLC TS II Expansion Unit-1 (250 MW)

(i) The original maintenance plan (AOH) for 2021-22 scheduled by NLC TS II

Expansion in respect of Unit-1 for April, 2021 had been revised in the 179th

OCC meeting to avail for a period of 45 days from 15.07.2021 to 28.08.2021.

(ii) In the meeting, NLC TS II Exp. informed that the Unit-1 outage was postponed

for a period of one week (7 days) to avail from 22.07.2021 for 45 days. The

maintenance works involve Boiler, IP Turbine & Generator Overhaul and the

postponement of this work was due to COVID-19 situation. The revised

schedule furnished vide letter dated 12.07.2021 is as follows:

☛ Unit-1 (250 MW) NLC TS II Expansion: from 25.07.2021 to 07.09.2021

(45days).

3.1.6 NNTPS Units (2 x 500 MW) Outage programme

(i) NNTPS had scheduled tentatively the PG Test Preparation in the 179th OCC

meeting for Unit-1 to carry out during 11th – 20th July 2021.

(ii) In the meeting, NNTPS informed that the Unit-1 outage was postponed for a

period of one week (7 days) to carry out PG Test Preparation.

(iii) The revised PG Test Preparatory outage programme informed by NNTPS are

as follows :

☛ Unit- 1 (500 MW ) : from 16.07.2021 to 24.07.2021 (09 days)

☛ Unit- 2 (500 MW) : from 16.08.2021 to 25.08.2021 (10 days)

3.1.7 All the maintenance schedules of ISGS/MPP Generating Units, pertaining to the

period of July / August, 2021were discussed in the meeting and the approved list of

maintenance schedules is at Annexure- 3.1.7. The same was mailed to OCC Google

Group on 11.07.2021.

3.1.8 All the beneficiaries were requested to note the schedules and all the Generators

were requested not to revise their AMP frequently unless otherwise, if required,

depending on the then Grid condition.

3.2 Processing of monthly outage proposals of Transmission Lines and Elements in

the Outage Coordination Meeting

The outages proposed for the month of August, 2021 in respect of Transmission

Lines and Elements by other regions, State Transmission Utilities, PGCIL and other

transmission Entities were processed and discussed in the Outage Coordination

Meeting held on 07.07.2021 through VC. Some of the outage proposals for which

the consent was not reached for approving the outage proposals were brought

forward to the OCC Forum for deliberations. Some outages, stated as urgent, by the

Requesters, were also proposed in the meeting and the following transmission lines

were deliberated in the meeting.

3.2.1 Outage proposal of 400/230 kV Neyveli TS II ICT-1

(i) NLC had informed in the Outage Co-ordination meeting held on 07.06.2021

that they had proposed to carry out oil filtration work as the dissolved

Hydrogen content was very high and hence oil had to be filtered.H2

concentration level was very high in 400/230 kV ICT-1 at TS2/NLCIL.

(ii) 179th OCC had approved 400/230 kV Neyveli TS II ICT-1 for availing during

18, 19, 20thJune, 2021subject to the availability of MAPS Unit-2, as suggested

by TANTRANSCO.

(iii) NLC had informed that L.C on ICT-1 approved from 18.06.2021 to

20.06.22021 in 179th OCC could not be availed, as the MAPS & TAQA Units

were under shutdown. NLC had proposed vide “PNOCC Outage Portal” (RQ

No:28081) for the shutdown of ICT 1 from 09.07.2021 / 09.00 hrs to

12.07.2021/18.00 hrs for carrying out oil filtration works.

(iv) TANTRANSCO vide their mail dated 02.07.2021 had concurred the ICT

outage to avail from 09.07.2021 to 11.07.2021.

(v) Accordingly, the shutdown of 400/230 kV Neyveli TS II ICT-1 to avail from

has been approved from 09.07.2021 to 11.07.2021.

OCC noted the above.

3.2.2 Shutdown of 400 kV NNTPP – Puducherry Ckt- 1

(i) NNTPS had requested in the 180thOutage Coordination meeting to avail the

outage of 400 kV NNTPS – Puduchery Ckt-1 from 24th (0700Hrs ) to 25th

(1700 Hrs) August 2021to carry out annual maintenance works.

(ii) There was no representation from PED, Puducherry and hence the shutdown

proposal was referred to 180th OCC meeting for discussion.

Deliberation:

(i) PED informed that the outage could be concurred with the condition that NLC

TS II - Karaikal - Bahour line would be available during the outage period.

(ii) SRLDC suggested that the shutdown could be concurred for the proposed

period based on the real time condition. In case of constraints, if any, the

proposal could be postponed.

(iii) OCC approved the outage of 400 kV NNTPP – Puducherry Ckt-1 to

carry out annual maintenance works during 24th&25th August 2021

subject to availability of NLC TS II - Karaikal - Bahour line and SRLDC

may postpone the outage based on real time condition.

3.2.3 Outage of KGS ICT 1, 2 & 220 kV Bus 1, 2 proposed by NPCIL

(i) In the meeting, NPCIL proposed the outage (for PM checks,DS-30B job, CT

replacement etc.) of KGS ICT 1, 2 & 220 kV Bus 1, 2, as follows :

☛ KGS ICT 1 : 14-17 July, 2021

☛ KGS ICT 2 : 18-22 July, 2021

☛ KGS 220 kV Bus 2 : 14-15 July, 2021

☛ KGS 220 kV Bus 1 : 16-17 July, 2021

(ii) NPCIL had not proposed the outage of KGS ICT 1, 2 & 220 kV Bus 1, 2 in the

179th OCC Outage Co-ordination meeting.

Deliberation:

(i) OCC advised KGS to plan and propose the outage of Transmission Lines /

Elements well in advance and to propose these outages in the PWC Ouatge

Portal.

(ii) After deliberation. OCC approved the following maintenance schedules subject

to proposing these outages in the PWC Outage Portal and regulation of hydro

generation at Kadra & Kodasalli, by KPTCL/KPCL if required, during the

shutdown.

Element Outage Duration Condition

(i) KGS ICT 1 14-17 July, 2021 Subject to availability of ICT 2 in

service

(ii) KGS ICT 2 18-22 July, 2021 Subject to availability of ICT 1 in

service

(iii) KGS 220 kV Bus 2 14-15 July, 2021 Subject to availability of Bus 1 in

service (No N-1 for Bus 1)

(iv) KGS 220 kV Bus 1 16-17 July, 2021 Subject to availability of Bus 2 in

service (No N-1 for Bus 2)

(iii) KPTCL/KPCL agreed in the meeting that they would regulate their hydro

generation at Kadra & Kodasalli, if required, during the above shutdown.

3.2.4 Trial run of 800 kV Raigarh-Pugalur HVDC Bi-Pole2 during 05.07.2021 –

15.07.2021

(i) GM (RTAMC), PGCIL SR-II had requested vide mail dated 26.06.2021 &

01.07.2021 that they had proposed to carry out trial run for the800 kV Raigarh -

Pugalur HVDC Bi-Pole - 2(Pole 3&4) and requested for approval (Annexure-

3.2.4).

(ii) SRLDC had informed the following vide mail dated 01.07.2021 :

(a) The trail run operation was a part of the contractual agreement between the

OEM and PGCIL. Hence separate trail run operation will be taken up in

consultation with NLDC for the COD.

(b) The minimum and maximum power order in the Bipole-2 would be

300MW and 3000MW respectively with Bipole-1 in service. However,

NLDC will decide the real time power order in consultation with the

SRLDC in all the four Poles of 800 kV Raigarh – Pugalur, honouring the

following N-1 limits :

☛ 400 kV Pugalur-Pugalur_HVDC D/C [N-1 limit of each CKT is

around 1243MW (Sensitivity of 69%)].

☛ 400kV Pugalur_HVDC-Arasur D/C [N-1 limit of each CKT is around

1300MW (Sensitivity 0f 62%)].

☛ All the limits were given by considering the thermal limit of AC lines

as 2100MW.

☛ In case of operation of 320kV VSC Pugulur-Trichur HVDC, Pole-

1&2 will be used with the N-1 compliance of the 400/220kV Cochin

ICTs (N-1 limit of each ICT is 219MW), 400/220kV Palakkad

ICTs(N-1 limit of each ICT is 205MW), 400/220kV Madakkathara

ICTs (N-1 limit of each ICT is 240MW)

(iii) The trail run test of 800kV Raigarh - Pugalur Pole 3 & 4 from 5thto 15th July,

2021, was approved subject to the following:

(a) Further coordination by SRLDC is to be made with NLDC and

precautionary measures to be done suggested by NLDC / SRLDC, if any.

(b) Advance intimation by SRLDC (D-3) to the State SLDCs in connection

with the Power Order details and precautionary measures to be taken by

SLDCs, if any.

OCC noted the above.

3.2.5 Outage of APTRANSCO’s 400 kV Kalpaka – Simhadri Stg I Ckt-2, 3& 4

(i) APTRANSCO had proposed the outage of their 400 kV Kalpaka – Simhadri Stg

I Ckt 2, 3 & 4 to avail during August, 2021 one after another. In the 180th

Outage Coordination meeting held on 07.07.2021, these outages had been

approved subject to the outage of 500 MW NTPC Simhadri Unit 1 and

regulation of generation at Stage 1 by APTRANSCO, as suggested by SRLDC.

Deliberation:

(i) NTPC informed that they had postponed Simhadri STPS Unit-1 maintenance

outage from June / July 2021to September, 2021.

(ii) NTPC not confirmed the dates of revised schedule. NTPC was requested to

furnish their exact dates of maintenance schedules at the earliest as the Unit

outage was linked with the outage of Simhadri - Kalpaka Lines, requested by

APTRANSCO to avail during August, 2021.

(iii) APTRANSCO agreed to avail their lines outage along with Simhadri Unit 1

outage during September, 2021 to avoid regulation of generation at Stage-1.

Accordingly, the following outage of lines, proposed by APTRANSCO were

postponed to September, 2021.

Conclusion:

(i) NTPC to furnish their exact dates of maintenance schedules in respect of

Simhadri STPS Stage- I Unit-1 (500MW) at the earliest as the Unit outage was

linked with the outage of Simhadri - Kalpaka Lines, requested by

APTRANSCO.

(ii) APTRANSCO’s 400 kV Kalpaka – Simhadri Stg I Ckt 2, 3 & 4 were postponed

to September, 2021, subject to the outage of 500 MW NTPC Simhadri Unit 1

and regulation of generation at Simhadri Stage-1 by APTRANSCO, as

suggested by SRLDC.

(iii) SRLDC may further shift the 400 kV Kalpaka – Simhadri Stg I Ckt 2, 3 & 4, if

required, as per the system requirement and in line with the outage of 500 MW

NTPC Simhadri Unit 1 or may regulate the generation at Stage I of Simhadri, if

the Unit outage is not taken during September, 2021.

3.2.6 Major outages of inter-regional transmission lines and elements, discussed in

the 180th OCC Outage Coordination Meeting

The following Major outages of inter-regional transmission lines and elements were

approved / discussed in the 180th OCC Outage Coordination Meeting:

(i) 400 kV Bolangir - Meramundali -1: The shutdown of 400 kV Bolangir -

Meramundali -1 was approved to avail during 10-11th July, 2021 subject to non-

availing of any other previously approved shutdowns in ER-SR corridor during

this outage period and all the outages approved during this period stands

cancelled.

(ii) 765 kV Sholapur – Raichur -1:This outage proposed in the 180th OCC

Outage Co-ordination Meeting to avail on Mon, 2-Aug-2021, 07:00-18:00 Hr,

to carry out AMP works for the line side equipment, involving TTC Reduction

up to 550 MW in the WR-SR corridor was postponed to September, 2021, as

desired by PGCIL SR I. The Line Reactor which was proposed to avail along

with Line was also deferred to September, 2021. PGCIL was requested to

submit their revised proposal in the next Outage Co-ordination Meeting.

(iii) 765 kV Wardha – Nizamabad -1 & 2:

a) This outage was approved in the 180th OCC Outage Co-ordination Meeting

to avail on Sat, 07-Aug-2021, 08:00 - 17:00 Hrin respect of ckt 1 and on

Sun, 08-Aug-2021, 08:00 - 17:00 Hrfor the diamond crossing works of

400kV Wardha - Auranagabad D/C line over 765kV Wardha-Nizamabad

D/C line. During this outage A/R would be kept in non-auto mode for

765kV Wardha – Nizamabad respective circuits for the safety of working

team. There will be a TTC Reduction up to 600 MW in the WR - SR

Corridor during the shutdown period.The outage of these lines would be

availed along with Line Reactors for the AMP works of Reactors.

Approved outages are as follows :

765 kV Wardha – Nizamabad - 1 :Sat, 07-Aug-2021, 08:00-17:00 Hr

along with L/R of Ckt 1 @ Nizamabad

765 kV Wardha – Nizamabad - 2 :Sun, 08-Aug-2021, 08:00-17:00 Hr

b) Outage of this same line of Ckt 1, proposed in the 180th OCC Outage Co-

ordination Meeting to avail on Sun, 22-Aug-2021, 08:00-18:00 Hr again

for the rectification of OPGW loss between Tower No 64 to 66 for capacity

expansion of Mumbai - Chennai NLD backbone link, was deleted and

combined with the outage approved to avail on 07.08.2021.

The list of outages of Transmission Lines and Elements, approved in the

Outage Coordination Meeting, was uploaded in PWC Web portal as well as

on SRPC Website and mailed to OCC Google Group on 11.07.2021.

3.3 Monthly Review of LGBR for the next five months (Availability &Requirement)

The Availability & Requirement in respect of the State System are reviewed every

month for the next five months. Constituents are requested to submit this data by 3rd

of the month. Constituents were also requested to furnish the detailed Availability &

Requirement for the period from July 2021 to November 2021.

Deliberation:

(i) It was noted that all the states had furnished the five months ahead LGB(July

2021 to November 2021). The abstract/analysis of the information furnished

by states is at Annexure-3.3

(ii) It was observed hat all the states except Telangana (demand shortage during

August to October 2021 and energy shortage in August and October 2021) are

in comfortable power position, as projected by states.

(iii) TSTRANSCO informed that due to this expected shortage they are requesting

all generators to avoid outages during August to October 2021. Telangana is

expecting peak loads during this period.

(iv) SE(O), SRPC said that during the months of December/ January market price

may be very high and opined that TSTRANSCO may plan for purchase of

power from the market during August to October 2021. Since other States are

expecting comfortable LGB during this period and market price also would be

comparatively less.

3.3.1 Quarterly Review of LGBR (July, 2021 – March, 2022)

(i) The data for the Review LGBR (185 LGBR) for the period July,2021 – March,

2022 needed to be submitted to SRPC by States / Generators by 09.07.2021,

so that the report can be brought out by the middle of July, 2021. The format

for furnishing the data was issued on 02.07.2021 (Annexure - 3.3.1)

(ii) Annual Peak LGBR 2021-22, Off Peak LGBR 2021-22 reports are available on

SRPC website.

(iii) In the meeting, KPTCL, KSEBL, NTPC, NLC TS II Expansion, NTECL,

MAPS, KGS, KKNPP &IPPs were requested to expedite submission of

LGBR / Generation data to SRPC.

3.3.2 Outage Deviation Reports for 2020-21 & 2021-22 Q1

(i) Data for the Outage Deviation Report for the year 2020-21 & 2021-22 (April

– June, 2021) were sought from the pending Constituents / Transmission

Utilities / Gencos / Generators to furnish in the prescribed format mailed to

the OCC Google Group on 06.07.2021& 09.07.2021 respectively.

(ii) The States / Generators / Transmission Utilities were requested to furnish the

data by 10.07.2021 & 14.07.2021 respectively for the Outage deviation

Reports for 2020-21 & 2021-22 Q1 (April – June). It was requested to furnish

monthly deviation data along with OCC data every month, without fail.

(iii) In the meeting, PGCIL SR-I, KPTCL, KPCL, KSEBL, NLC TS II

Expansion, NTECL, MAPS, KGS, KKNPP & MPPs were requested to

submit their LGBR / Generation data to SRPC urgently.

3.3.3 Data for SRPC Annual Report 2020-21

(i) The data for the preparation of Annual Report of SRPC for the year 2020-21

was requested to furnish by 23-07-2021 to SRPC. The format for furnishing

the Annual Report data had been mailed to OCC Google Group also.

(Annexure- 3.3.3).

(ii) In the meeting, SRPC requested all the Constituents / Transmission Utilities /

Gencos / Generators to submit the data in the format urgently.

3.4 Upgrading existing RTUs / Gateways reporting to Ethernet on IEC 104 protocol

(i) SRLDC had requested the Constituents in the 174th OCC Meeting to

technically approve the up-gradation of 101 Protocol RTUs to 104 Protocol

RTUs at the DCPC located Control Centers. The issue was being followed

up in monthly OCC/COM SR Meetings.

(ii) In the COM SR Meeting held in February 2021 PGCIL had suggested that

the state utilities may carry out migration wherever possible and states

agreed to explore the possibility. PGCIL had requested to arrange

recommendation by SRPC for migration of 101 protocol to 104 protocol

wherever possible so that states can take up the migration.

(iii) All the States were requested to submit the details of RTUs communicating

on 101 Protocol, along with the plan for migrating to 104 Protocol to SRPC,

so that the issue would be taken up to TCC / SRPC through OCC meeting as

agreed in the COM SR – Outage March, 2021 meeting to implement the

migration of 101 RTUs with the present condition to 104 RTUs wherever

possible.

(iv) SRPC vide communication dated 19.03.2021 had requested all the states to

furnish the details of RTUs which are communicating 101 protocol along

with the plan for migrating to 104 protocol to put up to TCC/SRPC through

OCC. It was also requested to furnish the suggestions/comments on the

technical/configuration issues to midrate to 104 protocols and additional

preventive measures to prevent the cyber-attacks.

(v) KPTCL had informed that KPTCL had informed that all the RTUs in

KPTCL communication system are reporting on 104 protocol.

(vi) The information had been received from APTRANSCO, KSEBL,

TSTRANSCO & Puducherry (Annexure-3.4.vi).

(vii) The information from TANTRANSCO was awaited.

(viii) In the meeting of COM SR- Outage July 2021 held on 24.06.2021 the

following were suggested:

a) SRLDC opined that a Registry of IP addresses being used for IEC-104 &

VC needed to be maintained by SRLDC. All the Entities may submit the

details to SRLDC for compiling the said Registry. SRLDC informed that

the said Registry would be useful for planning the IP addressing scheme

for next SCADA up-gradation. SRLDC informed that they would

communicate to the Entities, their official and secured mail ID to which

the Communication Entities will share the IP address details for

maintaining the "IP Registry" by SRLDC, so that the information could be

collected by the said stipulated time as decided in the meeting.

b) Further, as suggested by PGCIL in the previous meeting that each Entity

may nominate a member for the “Core Committee”, which would be a

part of coordinating the “IP Registry”, to be maintained by SRLDC.

Deliberation:

(i) SE (O), SRPC said that in the COM SR meetings PGCIL had requested to

arrange recommendation by SRPC for migration of 101 protocol to 104

protocol wherever possible so that states can take up the migration. The

recommendation of OCC would be put up to TCC/SRPC for consideration.

(ii) The status of RTUs as informed by the states is as follows:

(iii) SE(O) requested the states to update on the latest status and the following

were noted:

APTRANSCO informed that the works are under progress. As and when

improvement is there, the same would be informed. SE(O) SRPC requested

AP to update the status monthly to SRPC.

CE (TSO), KSEBL informed that OPGW works are getting delayed, at

present works are under progress. For RTU tender is under prequalification

stage. Six months will be taken to achieve the target.

TANTRANSCO informed that the status would be furnished shortly.

(iv) SE(O), SRPC stated that in the COM SR July Meeting SRLDC had opined

that a Registry of IP addresses being used for IEC-104 & VC needed to be

maintained by SRLDC. All the Entities may submit the details to SRLDC for

compiling the said Registry. MS SRPC had expressed concern regarding this

in view of security point of view. He requested ED SRLDC to express his

view on this proposal.

(v) MS SRPC further added that concern was mostly w.r.t cyber security.

Transparency in respect of IP addresses etc. are not advisable in the current

scenario. States may take a stand on this.

(vi) ED SRLDC observed that Government of India is watching all NIC mails and

this information as proposed may be communicated in very confidential way

only.

(vii) APTRANSCO informed that they would share the information confidentially

to SRLDC.

(viii) KPTCL informed that whatever transaction required between SRLDC and

SLDC would be communicated for the integration, communication and data

transfer facilitating smooth operation of the Grid.

(ix) Endorsing the views of KPTCL, KSEBL informed that information on need

basis would be submitted to SRLDC.

(x) TANTRRANSCO informed that they would discuss with higher

management and come back with their views.

(xi) SE (O), SRPC recalled that PGCIL in the previous meeting had suggested

that each Entity may nominate a member for the “Core Committee”, which

would be a part of coordinating the “IP Registry”, to be maintained by

SRLDC.

(xii) ED, SRLDC emphasized that cyber security also has taken a role as critical

requirement as normal grid operation. At present in all utilities there is only

minimum number of officials who are involved in IT and SCADA related

activities who takes care of cyber security aspects also. Even a small issue

can be addressed and resolved with mutual coordination of different parties.

In view of this if such a core committee (with identified officials) is formed,

the process of addressing and resolving of issues like IP conflict problems

etc. would be a little easier and faster.

(xiii) SE, KPTCL SCADA opined that at present CISO (GO) and an alternate

member had already been identified. The same nodal officers may be

assumed as the member of core committee as suggested by PGCIL. All IP

conflict issues will be resolved through this core committee.

Conclusion:

(i) All states (except KPTCL and Puducherry - all are reporting to 104

protocol) will furnish the status update on up-gradation of 101 Protocol

RTUs to 104 Protocol RTUs at the DCPC located Control Centers.

(ii) OCC recommended for migration of 101 protocol to 104 protocol wherever

possible. This issue will be put up to TCC/ SRPC.

(iii) With respect to SRLDC proposal to keep a Registry of IP addresses, all the

utilities may furnish the IP address as per their discretion from the

organization mail ID to SRLDC mail ID(one to one). SRLDC to keep the

information with outmost confidential.

(xiv) The Nodal Officers who were identified as CISO(GO) and alternate

CISO(GO) would also act as Core Committee Members for coordinating

the “IP Registry”, to be maintained by SRLDC. All the day to day

practical issues/IP conflicts would be solved through this Core committee

members.

3.5 Non availability of proper SCADA data

(i) In the meeting of COM SR – Outage May, 2021 (25.04.2021) SRLDC had

requested all the Communication Nodal Officers to ensure that they conduct

System studies regularly so that maintenance of real time data could be

ensured including penetration of RE data and also would be helpful to identify

the congestion issues up to 220 kV level. All the Nodal officers informed that

they have separate study group under their Planning Division and were

carrying out the study.

(ii) In the meeting of COM SR – Outage July 2021 (24.06.2021) SRLDC had

presented the progress in respect of proper SCADA availability with respect to the

previous meeting and sensitized the importance of “State Estimator” with the

increased penetration of RE Generation in SR so as to improve the

rectification of one time SCADA related issues and in respect of the issues

which need continuous activities for rectification. Emphasized the

requirement of converging State Estimator in real time up to 220 kV level

telemetry and the importance of checking for the telemetry error / bad quality

data every week and to run the “State Estimator” periodically. Further,

requested to nominate a dedicated person for coordinating with SRLDC /

SLDC SCADA Engineers.

(iii) The following had been noted in the meeting of COM SR – Outage July

2021:

a) All the utilities may arrange a dedicated officer to address the non-

availability & bad quality SCADA data and for addressing the “State

Estimator” related issues to SRLDC.

b) All the utilities will ensure the convergence of SCADA data by

rectifying the telemetry issues like errors and bad quality data and will

take necessary steps to run the “State Estimator” periodically to ensure

SCADA availability without error.

c) All the Entities will carry out the rectification works step by step in a

phased manner as pointed out by SRLDC and to resolve the issues

within the time limit informed by them in the meeting.

Deliberation:

(i) SE(O), SRPC informed that in the meeting of COM SR – Outage July

2021 held on 24.06.2021,SRLDC had emphasized the requirement of

converging State Estimator in real time up to 220 kV level telemetry and

the importance of checking for the telemetry error / bad quality data

every week and to run the “State Estimator” periodically and had further

requested to nominate a dedicated person for coordinating with SRLDC /

SLDC SCADA Engineers. He requested states to express their views.

(ii) APTRANSCO informed the nodal officer for communication issues

would be the officer who will take care of the State Estimator/SCADA

also.

(iii) SE, SCADA, KPTCL informed that a single officer would take care of

the issues related to SCADA data, State estimator etc. and to ensure that

requirements are met. He informed that every 5 minutes state estimator

is running and converging also.

(iv) CE (TSO), KSEBL opined that this is a requirement not only of SRLDC

but also of SLDC and informed that a dedicated officer (from SCADA

team) would be identified and details would be shared shortly.

(v) TANTRANSCO informed that a dedicated officer would be identified

from SCADA for this purpose.

(vi) SRLDC informed that the identified officer is responsible for running the

state estimator and should see that it is converged. Maintaining the

model, running the state estimator with telemetry checking, correction

etc. will be the responsibility of the nodal officer. Weekly model

updating/synchronization would be carried out upto 220 kV level. It is

observed that states are coming forward for rectification of the issues

whenever drawal figures are affected. With the increase in RE

penetration the significance of correct modeling at least upto 220 kV

level assumes an important role. Studies would be meaningful only if

correct data is available.

Conclusion:

(i) All the states may identify an officer exclusively for attending the issues

with State Estimator/SCADA, responsible for running and maintain the

model and ensure that cases are converged.

(ii) The requirement of a dedicated officer to address the non-availability &

bad quality SCADA data and for addressing the “State Estimator” related

issues to SRLDC is a need of the hour and states may take up with higher

management for the approval of the same.

(iii) The details of the identified officer needed to be communicated to

SRLDC.

3.6 SRLDC agenda Items

Deliberation:

(i) SRLDC projected the % Time OD> Min DSM Limit at Low Freq (<49.90

Hz) & % time UD>Min DSM Limit at High freq. (>50.05 Hz) during the

month of June 2021. The quantum of OD/UD was also projected.

AP UD(4 incidences) had touched 1143 MW on 02.06.2021 and OD(3

incidences) 1173 MW on 03.06.2021.

TS UD(6 incidences) touched 570 MW on 15.06.2021. OD incidences

crossing deviation limit were not observed.

KPTCL UD(4 incidences) touched 1472 MW on 17.06.2021. OD (2

incidences) touched 1188 MW on 22.06.2021.

TN UD(5 incidences) touched 865 MW on 24.06.2021. OD(3 incidences)

touched 1367 MW on 21.06.2021

(ii) ED, SRLDC observed that states are updating on the reason for these UD/OD.

But the corrective actions carried out to avoid such incidences in future

needed to be explored and framed. He emphasized that all the states needed to

ensure that ADMS are enabled.

(iii) MS, SRPC stated that the general view is that there is no power shortage. But

the operation of ADMS may give a different observation.

(iv) APTRANSCO informed that all the incidences presented were noted down

and had taken up with system operators and had requested them to carry out

corrective actions to avoid such incidences in future. He informed that some

constraints are faced by AP in arranging RTM power and DAM power due to

quantum variation and price variation. High RE integration/sudden RE

variation also lead to OD/UD in several occasions. In some occasions

APSLDC had opted for even load restrictions to mitigate the OD quantum. He

ensured that all thermal and hydro stations are brought back on bar.

Krishnapatanam units are having coal shortage issues. RTPP, one unit got

technical issues. Despite of all these constraints he ensured that huge OD/UD

will be controlled.

(v) TANTRANSCO informed that June-July months are wind months and

normally on daily basis 80-90 MU wind power injection is expected. But due

to abrupt climate changes the difference between forecast and actual become

more. At present day solar injection is around 2800 MW and during peak

hours it become zero, and to compensate this TN is depending on day ahead

market. At the same time, to compensate sudden wind variation only available

mechanism is real time market, but constraints are observed in getting RTM

power due to non-availability of power even at higher price which leads to

OD from Grid. He observed that high RE penetration (MUST RUN Status)

without proper balancing mechanism is leading to heavy OD/UD and opined

that this issue needed more deliberations and studies.

(vi) ED, SRLDC suggested that NTECL Vallur, CEPL etc. may be kept on bar

giving Technical minimum schedule rather than taking out under RSD, which

may help in such situations of heavy OD. Online reserves should be

maintained always.

(vii) TANTRANSCO expressed concern regarding the MOD which is strictly to be

followed which is the constraints for keeping the generators on bar by

scheduling to technical minimum level.

(viii) KPTCL informed that on 17.06.2021, KPTCL UD is around 1400 MW. In

spite of all thermal units keeping under Technical Minimum UD followed on

18.06.2021 also. Day peak needed to be met with solar and evening peak

needed to be met through internal generation and ISGS which is a difficult

task to Grid Operator. Complexities are added when the huge errors are there

in RE forecasts. Even RE generations are curtailed except Pavagada, they

refused to curtail quoting that they are under purview of SRLDC scheduling.

Upto 17th rains were received as per IMD forecast, but after 17th daily 20 MU

increase in demand was observed due to stoppage of rain which was not as

per prediction. Even though thermal generators are advised to come back on

bar, constraints were there due to the time period required to come on bar

from RSD. Releasing of the pandemic lock down made demand forecast more

difficult. Heavy RE integration (MUST RUN Status)/huge variation in RE

injection without proper balancing mechanism puts system operator in

ambiguity w.r.t system operation. Endorsing the views of TANTRANSCO,

KPTCL also desired for a separate study in this regard.

(ix) TSTRANSCO informed that on 02/04.06.2021, there were unpredicted rains

all over the state which caused to demand crash leading to UD. There was

sudden change in solar on some of the days leading to UD. On one rainy day,

they failed in regularizing the loads in time which lead to UD. He ensured that

care would be taken to avoid such incidences in future.

(x) MS SRPC observed that on 21.06.2021 most of the states are under drawing

and desired to know whether it was at same time. SRLDC clarified that the

incidences were at different timings and expressed that simultaneous OD/UD

may even lead to grid incidences.

Conclusion:

All the States to take immediate corrective action to avoid heavy OD/UD at any

point of time.

A c) Revival of Kadamparai Units:

(i) SLDC TANTRANSCO had informed that Kadamparai HEP Units will be

revived by 30th June 2021 for pump mode operation.TN SLDC may deliberate

on revival of Kadamparai Units.

(ii) In the Meeting, SE TNSLDC informed that the works are in advanced stage.

Some of the water conducting system had been charged. Units will be bringing

on bar one by one from 15.07.2021.

A d) Overloading of ICT

a. N-1 violation of Kaiga ICTs observed when the cumulative generation at 220kV

Kadra and Kodasalli HEP is around 250 MW. Need for SPS may be discussed to

trip generation at Kadra or Kodasalli for contingency of 400/220kV ICT’s.

b. N-1 violation of 400/220kV Mysore ICT’s

Deliberation:

(i) CGM, SRLDC stated that Kodasalli-Nagjheri line is kept open. Kadra &

Kodasalli generation needed to be evacuated through Kaiga 400/220 kV ICTs

where Kaiga generation is also being added.If Kodasalli-Nagjheri line is

closed, the power from Kadra, Kodasalli and Kaiga will flow to Naghjeri area

where the network is already weak. This issue had been deliberated in various

forums and SRLDC had given feedback to Standing Committee. It was

advised that the network from Kodasalli, Nagjheri, Ambewadi to Narendra

needed to be strengthened to HTLS conductors.

(ii) KPTCL confirmed that Kodasalli-Naghjeri line was kept open on power

regulation to avoid overloading of Nagjeri lines and for smooth evacuation of

Naghjeri power.

(iii) On a query by MS SRPC, SRLDC clarified that these ICTs were meant for

evacuation of Kaiga Stage I units (220 kV levels). If one of the ICTs trips,

other ICT overloads and trips, along with Kadra and Kodasalli generations

Kaiga Stage I generation also will lose. He opined that if KPTCL, KPCL &

KGS agree an SPS may be formed such that whenever there is an N-1 issue at

ICTs, the lines towards Kadra and Kodasalli may be tripped at Kaiga end. In

such cases Hydro generation only will be lost which can be selectively

charged on to Nagjheri bus.

(iv) KPTCL informed that at high hydro level situation Kaiga needed to be

operated otherwise back water will be pushed towards Kaiga. This issue

needed to be addressed. SPS as suggested may also be thought of.

(v) CGM, SRLDC opined that if all the parties concerned agree, a SPS may be

devised with a logic that “ if one of the ICTs at Kaiga(400/220 kV) trips and

the other ICT flow crosses 480 MVA, Kaiga - Kodasalli & Kaiga – Kadra

lines may be tripped”. KGS and KPCL may be advised on the same for

implementation.

(vi) KPCL informed that during June-August, if Kadra generators are not running

continuously, water needed to be allowed to flow through gates, and water

will flow towards Kaiga GS Complex.

(vii) CGM, SRLDC clarified that even with SPS, Kadra generation is not being

affected.

(viii) KGS informed that in principal he is willing to the proposal and opined that

this SPS will safeguard Kaiga Units which are connected at 220 kV level. The

proposal and logic/level of ICT loading for tripping of Kaiga – Kadra and

kaiga – Kodasalli lines for SPS operation will be informed to Technical Team

of KGS and a communication will be given on the same to SRPC/SRLDC

shortly.

Conclusion:

(a) KPTCL& KPCL agreed the proposal of SRLDC for SPS at Kaiga - “ if one

of the ICTs at Kaiga(400/220 kV) trips and the other ICT flow crosses 480

MVA, Kaiga - Kodasalli & Kaiga – Kadra lines may be tripped at Kaiga end”.

(b) KGS given in principle concurrence and official communication would be

sent after discussion with the technical team of Kaiga GS.

(c) Accordingly, SRLDC would take up the implementation of the SPS.

Ae) Radial operation of 230kV Villianur & Bahoor loads

(i) 400kV Pondicherry-SVChatram is being kept in hand tripped condition on

power regulation. Puducherry SLDC may share updates regarding the radial

operation of 230kV Villianur & Bahoor loads which was agreed in 179thOCC

meeting of SRPC.

(ii) In the Meeting, Puducherry informed that on requirement basis the

radialisation of loads may be carried out. He informed that a written

communication concurring for this radial operation will be sent shortly.

TANTRANSCO also agreed for the proposal.

(iii) Neyveli-Villianur & Neyveli-Bahoor lines would be opened at Neyveli end.

Whenever there is a tripping at Ramanathaparam- Villianur, Villianur may go

dark and to avoid this NLCIL should be ready to revive these lines at Neyveli

end at any point of time. NLCIL agreed for the same.

(iv) It was concluded that as and when official communication from Puducherry is

received for concurrence of radialization of the Neyveli-Villianur & Neyveli-

Bahoor lines, SRLDC will take up the implementation with intimation to

Puducherry, NLCIL & TANTRANSCO.

Af) Status of PSS/E Basecase Submission

(i) The constituents are requested to submit the PSS/E Base case of 4 different

scenarios Peak: - 1800 Hrs. Off-Peak: 0300 Hrs. Morning Peak: 0900 Hrs.

Solar Peak: - 1300 Hrs. for the upcoming 4th month by 20th of every month to

enable RLDC to determine the Margin for STOA and declare TTC by 26th of

every month. The status of PSS/E case submitted by constituents is given below.

(ii) Presently, S1-S2 TTC is limited by 400/230kV ICT constraints (Allundur,

Thiruvallam &Checknoorani), hence it’s time to move State wise TTC.Also, to

enhance TTC States, constituents are requested to do transformer augmentation.

(iii) In the meeting. SRLDC informed that APSLDC had submitted the details

which was checked by SRLDC and requested AP to upload the same on their

website.

(iv) All other states are requested to calculate the ATC/TTC and submit to SRLDC

which will be vetted by SRLDC and states can upload on their website. Along

with PSSE base case submission this calculation also may be submitted. He

observed that states may come to know on the constraints on the ICT loadings

w.r.t each control area through this exercise which may be passed on to planners

also for planning accordingly.

(v) CGM, SRLDC added that this exercise of computing ATC/TTC may help in

analyzing the constraints at different levels of drawals. This information may be

passed on to STUs/planners and they can help in achieving the system with

future anticipated drawl levels/load growth.

A g) Frequent tripping of lines

(i) Details of frequent tripping of lines during June 2021 are given below (Tripping

of lines on OV protection are not included):

attributable to Goa. Trippings were on distance protection. After identifying

and rectifying the issues, to close the lines, delay is observed in receiving the

code.

(v) SRLDC suggested that KPTCL may communicate as and when the fault is

rectified and SRLDC will immediately take up with NLDC to issue the code,

being an inter-regional line; NLDC code is required for charging this line.

(vi) KPTCL informed that the delay is usually from WRLDC side.

(vii) SRLDC requested KPTCL to give a mail regarding the issues faced by KPTCL

in this regard so that SRLDC will take up with WRLDC and NLDC in this

regard which was agreed by KPTCL.

A h) Non-Furnishing of Details for Grid Events by Constituents:

(i) As per the provisions of Regulation 5.2 (r) of CERC (Indian Electricity Grid

Code) Regulations 2010 and Regulation of 5 (9) of CERC (Indian Electricity

Grid Code) (First Amendment) Regulations, 2012 all the Regional Entities of

Southern Region shall furnish the tripping details including DR & SEL output

to SRLDC with in 24hrs of the event for analysis and identify the real time

measures required in future to ensure secured grid operation.

(ii) In the Meeting, SRLDC requested all constituents to furnish data timely in

SRLDC Tripping portal. It was noted that delay / non-furnishing of information

delays analysis of the event and further obstructs the information dissemination

by SRLDC to all concerned.

B.c) SCADA Data availability issues

(i) Non-reporting of real time SCADA data MTPS Stg-3(Tamil Nadu)

1) Reported SAS issue at Mettur.

2) Following up since 168th OCCM.

3) Data of Mettur Stg-3 is yet to be restored.

4) Non-compliance of IEGC clause 4.6.2 pertaining to data availability

In the Meeting, MTPS informed that SCADA issues will be solved during next

week. Delivery of DCU is expected this week.

(ii) Non-reporting of real time SCADA data from NPKunta

i. SCADA data from Galiveedu PS-1 & NPKunta PS-1 not reporting to

SRLDC Backup Control Centre since Jan 2021.

1. POWERGRID has informed of IP-conflict issues with respect to data

reporting to Back up SRLDC from Galiveedu PS-1 & NPKunta PS-1.

SRLDC has assigned new IP addresses for data reporting to Backup

SRLDC.

2. Implementation of the same is pending by APSPCL & POWERGRID.

ii. Developer-wise data of NTPC (connected to NP Kunta PS-1) is not

reporting to Main & Backup SRLDC SCADA.

B.d) SCADA data discrepancy issues:

Data discrepancy issues are compiled and being shared on monthly basis to

all SR states, ISGS and POWERGRID for rectification.

Discrepancy list updated and shared on 3rd June.

Letter sent to POWERGRID SR1 & SR2 for site wise contact details for

checking of faulty telemetry. Contact details received for SR1 stations and

details awaited from SR2.

Except Telangana, all other SR States has reverted back on the discrepancy

points.

All utilities are required to initiate action on rectification of the identified

points.

In the Meeting, SRLDC informed that data discrepancy issues are being taken up

on alternate days. 220 kV network is also being monitored. Monthly

discrepancies are being informed to the concerned entity and being addressed.

Except Telanagana all other utilities are communicating to SRLDC regarding the

status.

4. Follow up issues

4.1 Overloading ICTs in Tamil Nadu control area violating of N-1security

a) 400/230 kV 2X250 MVA ICTs at Neyveli Stage-II:

The following are the actionable points as per 179th OCC Meeting:

(i) TANTRANSCO agreed for the SPS as suggested in the Special Meeting held

on 28.05.2021(In case the flow become uncontrollable and flow on ICT

crosses 230 MVA,400 kV line to Kalivathappattu would be opened

considering the availability of other evacuation lines. As far as the N-

1condition(one ICT tripping),TANTRANSCO may come up with a

plan for taking out some loads (only under N-1 condition and

theotherICTloadingcrosses250MVA)like tripping of Neyveli-Bahoor,

Neyveli-Villianur, Neyveli-Kadalangudi lines etc. so that flow on the

other ICT would be maintained and avoid ICT tripping.)

(ii) TANTRANSCO to study the study the proposal agreed by Puducherry

(radialysation of Villianur&Bahoor loads). SRLDC reliability team will study

on the A/R issues. Puducherry to carry out the patrolling of the lines and may

ensure the healthiness of the lines.

(iii) SRLDC, TANTRANSCO and Puducherry jointly discuss and study the

proposal and would implement the approved scheme at a convenient date with

the approval of SRPC.

(iv) NLC TS-II may explore the possibilities of shifting of NLC TS-II

Unit-IV connectivity (or any other unit connected to 400 kV) to 230

kV side as decisively requested by TANTRANSCO.

(v) TANTRANSCO to expedite/accelerate the action for commissioning

of 400kV S/Ss at Cuddalore, Ariyalur and Manalmedu and associated

downstream networks.

Deliberation:

(i) NLCIL again reiterated the apprehension regarding the implementation

of the proposal of shifting one of the NLCIL Stage II Unit which is

connected to 400 kV level to 230 kV level.

(ii) On a query to NLCIL SRLDC clarified that the 400kV NLCTS2 -

NNTPP S/C line loading was as high as 700 MW during peak wind

season and less generation in Chennai area. Further to reduce high short

circuit current problem at Neyvelli generation complex, one ckt. of

Neyvelli TS-II – Salem 400kV D/c line and Neyvelli TSII – NNTPS

400kV S/c line (bypassing Neyvelli TS-II) to form NNTPS – Salem

400kV S/C line was approved in the 42nd SCM held on 27.04.2018 and

the same was carried out on 01.03.2021. Restoring the same is not

possible at this juncture. SRLDC desired to know whether NLCIL ICT

can be enhanced.

(iii) TANTRANSCO opined that the suggestion to NLCIL to connect one of

the Generator to 220 kV side needed to be considered favorably by

NLCIL.

(iv) After deliberation, it was agreed that the proposal of shifting of NLC

TS-II Unit-IV connectivity (or any other unit connected to 400 kV) to

230 kV side would be put up to TCC/SRPC.

b) 400/230 kV 2X315 MVA+ 1X500 MVA ICTs at Trichy SS&400/230 kV

2X315 MVA ICTs at Tiruvalam SS:

The following are the actionable points:

1) TANTRANSCO to expedite the action for commissioning for

Pudukkottai S/S (LILO point of 400 kV Pugalur-Karaikkudi line) to

alleviate loading issue at Trichy. In the 179th OCC Meeting

TANTRANSCO had informed that Pudukkottai S/S would be

commissioned by September 2021.

2) TANTRANSCO to expedite the action for procuring and commissioning

of third 500 MVA ICT at Thiruvalam to mitigate the loading of existing

Thiruvalam ICTs.

In the Meeting, TANTRANSCO noted that the status remains the same.

4.2 Non-reporting of real time SCADA data MTPS Stg-3&Non availability of OPGW on

NTECL - North Chennai lines (since October 2019):

1) TANTRANSCO had informed that RTU issue is observed and tendering

process for new RTU is over. LOI is issued. Supply and erection is pending

and new RTU is expected to be commissioned by June 2021.

2) In the 179th OCC Meeting (09.06.2021), TANTRANSCO had informed that

PO issued for new RTU. Delivery is delayed due to COVID-19 restrictions.

3) In the COM SR- outage July 2021 Meeting held on 24.06.2021 the

following had been noted:

a) TANTRANSCO had informed that DTPC was under installation and the

materials for DTPC had been allotted to NTECL, Vallur and NCTPS.

Drawal& installation was to be taken up shortly.

b) The OFC works were under progress under the Reliable Communication

Scheme.

c) TANTRANSCO had assured that the interim arrangement by linking the

NTECL Vallur – Alamathy OPGW Link with Alamathy – NCTPS Link

@ Alamthy to make the NTECL – NCTPS link through, would be

completed by July, 2021.

d) TANTRANSCO had assured that NTECL – NCTPS permanent OPGW

link works would be awarded after the end of code of conduct period and

the works would be completed by August, 2021.

In the Meeting, TANTRANSCO informed that OPGW on NTECL – NCTPS

line would be completed by August 2021 as informed earlier.

4.3 Reserve Shut Down (RSD) – Implementation of new Procedure

i. Implementation of new RSD procedure on trial basis for two months was

agreed in the special meeting held on 03.09.2020. All the utilities had

conveyed concurrence for implementation of new RSD procedure on trial

basis for two months.

ii. In the 178th OCC Meeting, SRLDC had informed that implementation of RSD

had already been taken up with NLDC/PWC for implementation and changes

in WBES has been agreed upon by PWC. It was agreed by SRLDC that action

for the implementation would be expedited in coordination with PWC as

requested by the Forum, especially felt by TSTRANSCO.

iii. Subsequently, TSTRANSCO vide letter dated 27.05.2021had requested

SRPC/SRLDC to take immediate action to implement the RDS procedure

(trial run for two months) at the earliest or modify the Entitlement ON bar &

OFF bar quantity to reduce part load compensation liability of TSDICOMs

who is actually not a part in part load operation.

iv. In the 179th OCC Meeting, the following had been noted:

a) In principle all the states had agreed for the procedure for implementation

off bar.

b) SRLDC would revert back within one week after detailed study on the

issues in implementing the off bar in consultation with commercial

division of SRPC. Accordingly States would be informed and if needed

special meeting may also be convened with states to appraise the outcome

of the studies and to decide on further course of action.

c) MS SRPC had opined that the decision may be taken at the earliest since

SRPC members/higher management have already given consent for trial

run of new RSD procedure.

d) TS SLDC had requested SRLDC to avoid further delay and SRLDC had

agreed to expedite.

Deliberation:

(i) SE(O), SRPC requested SRLDC to apprise the forum on the status of

the implementation process of NEW RSD procedure.

(ii) ED, SRLDC stated that the process of implementation of revised

procedure required significantly more efforts/time than what was

anticipated. This includes two parts, one is for taking out for RSD and

the other for reviving from RSD. SRLDC team had faced many

hurdles/challenges during the development of the logic/software and

despite of all the team had succeeded in completing around 80 % of the

work. The efforts, results, hurdles faced, what will be the final schedule

etc. will be represented by SRLDC team. The dates from which mock

trial can be started and also actual trial run etc may be deliberated.

(iii) SRLDC presented the status of implementation. It was noted that a web

based application was developed by SRLDC internal IT team. SRLDC

demonstrated base case for new RSD procedure.

(iv) SE(O), SRPC opined that as per developed application SRLDC may

implement the procedure. SRLDC may conclude on the plan for the

implementation time lines.

(v) SRLDC informed that by 14.07.2021 all the works w.r.t the

implementation including testing would be over. From 15.07.2021

mock trial (without commercial implication) may be started(till

18.07.2021) to experience the impact by States. In consultation with

SRPC, trial run for 2 months may be started from 19.07.2021. The data

would be jointly validated jointly by SRLDC and SRPC before

officially submitting to SRPC for commercial accounting.

(vi) SE(O), SRPC suggested that a workshop may be convened to make the

associated officials more aware of the procedure which was agreed by

the forum. He said that two months trial operation may be commenced

form 1st day of the month.

(vii) SE, TSSLDC expressed sincere gratitude to ED, SRLDC and his team

for the gigantic effort put to bring the NEW RSD procedure to

implementation stage. He thanked MS SRPC and his team for

facilitating the same.

(viii) All the constituents agreed that the implementation of new RSD

procedure on trial basis with commercial implication may be

commenced from 01.08.2021.

Conclusion:

(i) A workshop to be arranged (tentatively on 13.07.2021) in which SRLDC

will demonstrate the NEW RSD procedure.

(ii) The dates for mock trial (without commercial implications) and actual

trial run for two months would be decided in the said workshop.

4.4 Status update of Primary Frequency Response testing at ISGS & IPPs

i. The following had been noted in the 179th Meeting of OCC:

(i) NNTPS had informed that they have placed work order on 07.05.2021.

(ii) NTPC had informed that Simhadri STPS Unit-3 PFT is planned in third

week of June 2021. NTPC was requested to furnish the schedule

requirement as and when the date is confirmed.

(iii) W.r.t SEIL, SRLDC informed that due to COVID-19 restrictions testing

was on hold and once issues are contained, status would be updated.

(iv) SEIL(P1) informed that they were in touch with Solvino and they

informed after the pandemic is in control, they will give the date.

(v) SEIL(P2) informed that Work Order had been placed.

(vi) SRLDC observed that all the generators had been placed Order and

testing needed to be scheduled.

Deliberation:

(i) NTPC, Simhadri informed that since only one unit was running with

technical minimum (other units under RSD) during June 2021, the testing

were not carried out. All the units are on bar at present, Siemens also has

come up with readiness. It is tentatively planned to carry out the testing

for all the units from 21.07.2021(12 days may be required), one by one.

The schedule of testing will be intimated shortly. He requested all

beneficiaries to support to facilitate the testing.

(ii) NTPL informed that 500 MW each Unit-1 and Unit-2 achieved COD on

18.06.2015 and 29.08.2015 respectively. However, Natural Draught

Cooling Tower (NDCT) Performance Guarantee tests were not conducted

so far by the package contractor M/s GECPL. GECPL had invoked

arbitration and same is pending before Arbitral Tribunal. Now GECPL

has come forward to conduct PG test. It is mandatory to NTPL to provide

schedule for the testing. Request was given to ED SRLDC/SRLDC/All

SLDCs to give full schedule on 08.07.2021 and 09.07.2021. But except

TANTRANSCO & KSEBL nobody gave full schedule. He requested the

states to give full schedule on 12th or 13th whichever is convenient.

Testing is required on Cooling Towers, and during the period of testing

wind velocity should not exceed 5 m/sec (plant is located at costal area).

Evening wind velocity is more. So, he requested all states to give full

schedule at least for 4 hours during day time.

(iii) SRLDC opined that testing may be carried out from 12:00 hours to 16:00

hours of 11.07.2021, if agreeable by all the beneficiary states.

(iv) All the beneficiaries of NTPL agreed for the test from 12:00 hours to

16:00 hours on 11.07.2021.

4.5 Shifting of PMUs

i. In the 36th meeting of SRPC held on 12.07.2019, it was agreed that some PMUs

installed as part of URTDSM project in SR may be optimized by shifting them

to critical substations, lift irrigation substations and substations with FACTS

devises etc. Accordingly SRLDC had suggested for shifting of PMUs at

Vemagiri to KTS VII (PST) &Vemagiri to Ramadagu (LI).

ii. In the 177th OCC Meeting, it was noted that three Nos of PMUs connected to

400 kV Vemagiri-Gowthami-1, Gowthami-2, Konasema-2, GVK-1 and GVK-2

feeders are dismantled by M/s.GE T&D India Ltd and the 3 No’s removed

PMUs were handed over to M/s.GE T&D India Ltd.

iii. In the 179th Meeting, TSTRANSCO had informed that Ramagudu and Veltoor

PMUs are integrated and data is reporting. At KTPS VII PMU is to be integrated

which is delayed due to COVID-19 restrictions.

iv. In the Meeting, TSTRANSCO informed that works had been startedon

05.07.2021.

4.6 Daily Load Forecasting by SLDCs

(i) SLDCs are requested to furnish the load forecast error (forecast Vs actual

demand) for the month of June 2021to SRLDC along with reasons for

substantial deviations.

(ii) States were requested to break the state load into area wise like district

wise/Substation wise while carrying out the forecasting incorporating

weather conditions etc.

(iii) In the meeting, SRLDC presented the load forecast error (forecast Vs actual

demand) for the month of June 2021.On an average the error was observed

to be below 8 % (Annexure -4.6).

4.7 Renewable forecasting

(i) All states had been requested to furnish the implemented forecast, day ahead

forecast & actuals also (before 5th of every month). It was noted that this data

was being sought by higher forums and other entities.

(ii) SRLDC had submitted the RE forecasting for June 2021 (Annexure-4.7)

4.8 Furnishing of EHV Transmission Elements Details in the prescribed format

i. In the 178th OCC Meeting, SRLDC had requested all the constituents to

provide consolidated statement of the transmission elements

charged/commissioned in the previous month for updation of SRLDC

Database, PSS/E base case which is used for TTC/ATC computations, PoC

base case and Real-Time Security Desk. As opined by MS SRPC SRLDC

was suggested to furnish the modified formats for furnishing the

information.

ii. Accordingly SRLDC had furnished the FORMATS which had been

forwarded to all concerned.

iii. It is noted that no states are furnishing the information as per FORMAT.

AP & TS are separately furnishing the information of new elements, but

FORMAT to be modified as per SRLDC FORMAT. Other states are

furnishing the progress, but newly commissioning elements are not

reported separately.

All the entities may furnish the details on monthly basis (by 8th of every

month or along with OCC data).

4.9 Communication & Cyber Security Audit

i. As per the requirement of clause 10 of Central Electricity Regulatory

Commission (Communication System for inter-State transmission of

electricity) Regulations, 2017, RPC Secretariat shall issue necessary

instructions to all stakeholders to comply with the audit requirements within

the time stipulated by the RPC Secretariat and an Annual Report on the

audit carried out by respective RPCs shall be submitted to the Commission

within one month of closing of the financial year.

ii. In the 178th OCC Meeting, it was noted that Cyber security audit was not

carried out by many of the entities. NLCIL had earlier committed that they

would take action to carry out the Cyber security Audit in line with NTPL.

NLCIL informed that the action taken would be intimated by mail.

All the entities to carry out the Cyber Security Audit/VA/VAPT at an

interval as mandated by Regulations in future.

4.10 Ensuring Proper Functioning of under Frequency Relays (AUFR)

&df/dtRelays

i. In the 178th OCC meeting, the states had agreed the list of identified S/S for

inspection/functionality test for the year 2021-22

ii. SRPC vide letter dated 25.05.2021hadcommunicated the list of substations

to states along with FORMATS for furnishing the report.

iii. Utilities may carry out the inspection and submit the report in the

prescribed format before 31.01.2022.KPTCL had submitted the report.

4.11 PSS Tuning

i. SRPC is following a specific plan for the PSS tuning exercise, and is

regularly pursued with generating Stations. Seven Meetings (till 31st March

2021) were conducted with generators to analyze the PSS test reports.

Recommendations were communicated to each generator after the Meetings.

ii. The 8th Meeting of PSS Tuning was held on 20.04.2021 and analysis of

around 36 units was carried out. The action taken in respect of the

recommendations in the 8thmeeting of PSS tuning may be updated.

iii. 9th PSS Tuning Meeting is scheduled for 20th July 2021. The reports

submitted by the following 16 units would be analyzed/discussed.

In the Meeting, SE(O) SRPC requested all the concerned entities to carry out

the PSS tuning as recommended in the 8th PSS Meeting. The action taken report

as per the 8th PSS Meeting also may be furnished. He requested all the generators

to participate in the scheduled 9th PSS Meeting on 20th July 2021 to enable the

discussion/analysis fruitful.

4.12 Reactive Power Capability of Invertors, Its utilization and way forward for

pilot project

i. SRLDC had furnished a note on Reactive Power Capability of Invertors, its

utilization and way forward for pilot project.

ii. SRPC had noted that all such pilot schemes in India are being implemented

in consultation with NLDC and suggested that since the issue is not regional

specific, NLDC may come up with a National perspective and requested

SRLDC to arrange for views of NLDC on the notes for facilitating

deliberation in SRPC forums.

iii. SRLDC vide letter dated 29.06.2021 had requested NLDC for consent and

modus operandi on the Notes on Reactive Power Capability of Invertors, its

utilization and way forward for pilot project submitted by SRLDC for

facilitating deliberation in SRPC forums.

iv. NLDC vide letter dated 06.07.2020(Annexure-4.12) had furnished their

comments for further discussion at SRPC level.

v. SRLDC vide E-mail dated 08.07.2021 had requested SRPC to take up this

issue in the 180th OCC meeting and take view/consent on trial operation.

Deliberation:

(i) ED, SRLDC apprised the forum that a testing was carried out on MVAR

absorption of solar inverters during night hours at Pavagada and based on

the findings the note was prepared and the same had brought to OCC forum.

The suggestion was appreciated by all and even the initiative from SR is

spreading throughout the country. He observed that to control the over

voltage, on daily basis around 40 lines are being opened. Many lines are kept

open on sustained basis. Keeping the Solar inverters in MVAR absorption

mode at night hours would help in addressing these issues up to an extent.

NLDC had accorded for the proposal quoting the previous experiences and

had noted the below:

The operation of solar inverters in night mode for controlling high

voltage appears a good initiative and would help the system reliability.

Similar usage of synchronous condenser mode of operation of hydro

plants is being done in Northern Region since long at Tehri and Pong

hydro generating plants. The arrangement for commercial settlement is

based on an agreement at Regional Power Committee level. In this

agreement, the active power which is consumed by the generating station

for operation in synchronous condenser mode goes to the regional losses

and plants do not have to incur deviation charges for the same.

(ii) APTRANSCO suggested that a workshop may be arranged separately in

which the proposal may be presented and both operation and commercial

officials may participate.

(iii) KPTCL informed that this issue had already been deliberated in their state

Grid Committee Review Meeting held on 08.07.2021 and solar inverters

would be approached for operating at night mode.

(iv) Chief Engineer (TSO), KSEBL informed that they would revert back with

their views after studying the Note.

(v) TSTRANSCO intimated that after receiving the note, the same would be

studied and submit their observations.

(vi) TANTRANSCO informed that since commercial implications are

envisaged, the proposal needs to be studied further and views may be

submitted accordingly.

Conclusion:

i. SRPC to circulate the communications from NLDC along with the SRLDC

Note on the Reactive Power Capability of Invertors, Its utilization and way

forward for pilot project to all the concerned to enable the beneficiaries to

study the implications.

ii. A special meeting would be convened shortly in which SRLDC would

present the proposal and the way forward on the implementation (both

operational & commercial).

The communications from NLDC along with the SRLDC Note were circulated

to the constituents on 09.07.2021.

5. Frequency related Issues

5.1 High Frequency

(i) SRLDC presented the under drawal of states when frequency was above 50.05

Hz.

(ii) The Regional Grid had operated above IEGC range ie 50.05 Hz for 18.91 % of

the time. It was also noted that the frequency on some of the days was higher

for considerable duration of times.

(iii) Maximum frequency had touched 50.26 Hz at 18:05 hours of 04.06.2021

(Graph at Annexure-5.1.A).No under drawals observed during this time. Also

the duration of time Grid operated above IEGC limit is observed to be high

which is to be looked into seriously.

(iv) The under drawal of states when frequency was above 50.05 Hz (Annexure-

5.1.B). The maximum under drawal touched by States during June 2021 was

also presented.

(v) Constituents were advised to avoid under drawal at high frequencies. SRPC

requested all the constituents that action needs be taken to adhere to the

schedule since it has commercial/operational impacts even for under drawal.

5.2 Pump mode operation

It was noted that during June 2021, there was no pump mode consumption at

Srisailam and at Kadamaprai. N’sagar pump mode consumption was around 32.60

MU.

5.3 Low Frequency

It was noted that the frequency of grid operation was at times lower than IEGC

range. Grid had operated below IEGC range ie 49.90 Hz for 6.20 % of time

during the month.

(i) SRLDC informed that minimum frequency touched 49.64 Hz at 19:49 hrs

on 03.06.2021.Drawal of Southern Regional states at that instance were

also projected which were in limits.(Graph atAnnexure-5.3.A).No over

drawal was observed during this time.

(ii) Over drawal by SR constituents at frequency less than 49.90 Hz

(Annexure-5.3.B) was presented by SRLDC. The maximum over drawal

touched by States also was presented.

6. Voltage Related Issues

6.1 Low Voltage

Details of capacitors installed during June 2021 in the prescribed format to be

submitted by all the states.

6.2 High Voltage issues

6.2.1 MVAR Interchange

In the 169th OCC Meeting it was suggested that MVAR testing may be taken up

after the COVID -19 pandemic issues settle down.

In the Meeting, SRLDC informed that testing had not been taken up due to

prevailing COVID-19 pandemicconditions.

6.3 RE Generators for Reactive Compensation & High Voltage

All the states were again requested to kindly examine and ensure voltage based

MVAR interchange for RE generators.

6.4 Status review of Bus/Line Reactors, Line Reactors and STATCOM

Status of implementation of Bus / Line Reactors approved in the Standing

Committee/SRPC pending for commissioning by the SR constituents is at

Annexure- 6.4.

All the Constituents/Entities are requested to update the status.

Reactors added during 2020-21 may be furnished separately by all entities.

6.5 Reactor status

a) Hoody reactor: Inspection by Electrical Inspectorate pending.

Commissioning would be decided after inspection.

b) KKNPP reactor: Contract yet to be awarded. Discussions are going on with

contractor. By September 2021 end the status would become to know.

c) KGS reactor: Tendering is over. The date for submission of tender is

extended up to 08.08.2021. PGCIL also was requested to participate in the

tender.

7. Network Protection/Security issues

7.1 U/F &df/dt Relays Schemes

Concerned to update the status on regular basis.

7.2 Implementation of SRPC recommended quantum

(i) It was noted that all States had implemented AUFR and df/dt schemes fully.

(ii) SRLDC presented the load relief realized as a percentage of AUFR quantum

declared in the identified feeders during the month of June 2021 as follows:

8. RGMO/FGMO

(i) As per 5th Amendment to IEGC, gas stations above 50 MW Installed Capacity

were also to come under RGMO/FGMO Operation w.e.f. 1st October 2017.

(ii) Inadequate response was needed to be taken up by SLDCs with respective

SERC’s in line with Hon’ble CERC Orders in respect of Petition No.

84/MP/2015 and 302/MP/2013.The non-performance of the generators under

SRLDC control would be taken up by SRLDC with the respective generators.

(iii) SRLDC vide letter dated 25.06.2021 (Annexure-8.iii) had furnished the

RGMO/FGMO analysis for the incidents during 2020-2021 to CERC.

(iv) SRLDC vide communication dated had furnished (Annexure-8.iv)the Southern

Region Frequency Response characteristics for the event of 1500MW generation

loss in Northern Region happened due to multiple trippings at 400/220kV

Akal(Rajasthan) & 400kV Jaisalmer-2(Rajasthan) on 11thJune, 2021 at 16:02 Hrs.

(v) Constituents are requested to submit the same for their control area.

(vi) SRLDC vide E-mail dated 17.06.2021 had informed that at 16:03 HrsHrs on 11th

June 2021, 220 kV Akal-Bhu -1&2 tripped due to snapping of B-phase jumper

which resulted into 1200MW wind generation loss and 300MW solar generation

loss in Northern region. Frequency dropped from 50.09 Hz to 49.92 Hz.

(vii) RGMO analysis based on SRLDC SCADA data was attached in the google

spreadsheet and all generators were requested to enter data pertaining to the

event in the above spreadsheet.

(viii) In the Meeting, SRLDC informed that for 11.06.2021 incident, analysis are yet

to be received from many generators. He requested all the generators to update

the Google Spread Sheet shared at the earliest. In case response is not updated it

will be taken from SRLDC SCADA and analysis will be presented in 181st OCC

meeting.

9. Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) &

GSES (Petition No. 265/MP/2012)

(a) It was noted that all states had implemented revised ADMS logic. (Alarm at

49.90 Hz and below for 10 minutes, Trip at 49.85 Hz, Min DSM limit for 15

Minutes).

(b) ADMS feeders may also be mapped, for enhanced visualization and analysis of

ADMS operation. All states were requested to identify additional feeders which

could be tripped through SCADA rotationally with load relief of (OD-Max dev

limit). Any loads tripped under ADMS should be brought back only under the

directions of SLDC keeping in view the frequency, overdrawal etc.

(c) It was noted that the States could support the ADMS relief (feeder tripping)

through SoE. Incidence can be validated accordingly.

(e) TN had submitted the details regarding the ADMS incidences in June 2021

(Annexure-9.e)

Deliberation:

(i) SRLDC expressed concern that no states are giving updates on the status of

ADMS incidences. SRLDC suggested that ADMS feeders may be mapped to

SCADA.

(ii) ED, SRLDC desired to know from the states regarding the mapping.

(iii) KPTCL informed that feeders identified are more and individual mapping is

difficult and opined that as group mapping may be done on area basis.

(iv) KSEBL informed that ADMS scheme is covered under Innovative Project

funded through PSDF. Within two to three weeks scheme will be taken over

and commissioned. A separate server will be available for ADMS and

information can be fetched from this server. All the information like initiation

of ADMS tripping signal, list of feeders tripped, quantum of relief etc would

be available in the server. The system will assure the required quantum of

relief also. If at first tripping required quantum of relief was not realized,

system will initiate another sequence of tripping. ADMS feeders are not

mapped to SCADA.

(v) ED, SRLDC suggested that KSEBL may share these details to other states.

He requested all the states (AP, TS and TN) to take an immediate initiative in

this regard so that at least by this month end area-wise monitoring is possible.

(vi) APTRANSCO informed that the analysis had made for the incidences during

the month of May 2021. With respect to incidences during June 2021,

analysis will be carried out and observations would be furnished shortly.

(vii) KPTCL informed that w.r.t KPTCL around 3000 feeders are identified for

ADMS tripping. DISCOM-wise relief may be obtained. If in need feeder wise

mapping also may be carried out.

Conclusion:

(i) AP, TS and TN would explore the possibility of mapping the ADMS feeders

to SCADA and the status may be updated to SRLDC/SRPC within a month.

In case feeder wise mapping is not possible, area wise/DISCOM wise

grouping may be done and monitored.

(ii) TSTRANSCO to furnish the list of feeders identified for ADMS scheme at

the earliest.

(iii) States are requested to extend the status points to SRLDC whenever ADMS

are acted.

10. Grouping of loads (IEGC clause 5.4.2 (e))

Regulations in respect of Grouping of loads to be complied by all the concerned

utilities.

11. LVRT Implementation / Status review of Pending points as discussed in 4th

RE/LVRT meeting

Quarterly reports of the SR constituents jointly validated by SRLDC/SRPC

Secretariat are being communicated to Hon’ble CERC in this regard to monitor the

installation and performance of LVRT installed on existing WTGs as per the

directives of Hon’ble CERC.

(i) SRPC had again requested the SLDCs to furnish the LVRT status (33 kV &

above) for the WTGs being commissioned w.e.f. 06.08.2019.

(ii) SRPC vide letter dated 26.03.2021had requested TANTRANSCO to arrange

the data in the prescribed format at the earliest.

In the Meeting, it was noted that TANTRANSCO had furnished the information

in the prescribed format.

12. Automatic Generation Control (AGC) Central Sector implementation

(a) As per CERC Order dated 28.08.2019 all ISG stations whose Tariff is

determined or adopted by CERC should be AGC-enabled before 28th February

2020.

(b) In the9th Meeting of NPC, RPCs were requested to furnish the status update of

the implementation status on monthly basis.

(c) Status update as on 30.06.2021 is as below:

will be reaching the site by this month end.

(d) NTPL informed that AGC at NTPL is in operation from 14.06.2021.

Performance is observed to be satisfactory.

The status update on implementation of AGC needed to be furnished regularly.

(b) KPTCL informed that both at Sharavathi & Varahi testing is over. In

coordination with KPCL the units would be put under AGC operation.

(c) KSEBL & TANTRANSCO informed that the status is the same.

(d) TSTRANSCO informed that supplier had informed that material will reach

the site within 10 days. Accordingly works would be started.

14. Status of Implementation of the revised FGD Installation / ESP Up-gradation

Plan

(i) CEA/MoP is seeking updated information in respect of implementation of

revised FGD installation/ESP Up-gradation Plan and the regular updated may

kindly be furnished.

(ii) TANGEDCO had submitted the update (Annexure-14).

All the concerned to comply with norms, as per CPCB timelines and changes

thereof since the activity is monitored by Hon’ble Supreme Court / Government.

15. PSP- daily Demand and Consumption pattern

CEA had sought daily Demand and Consumption pattern and the reasons for

significant variations w.r.t last year and past few days. The format in this regard has

been communicated to States and SRLDC by mail dated 21.04.2020 by SRPC.

All the states were requested to furnish the information on regular basis.

16. Category-wise Consumption Pattern

CEA vide E-mail dated 17.03.2020 had sought category-wise consumption of

electricity in the States/UTs. RPCs had been requested to discuss/collect the data

in OCC meetings on a regular basis in the prescribed format.

TSTRANSCO informed that tender had been opened and evaluation is under progress.

All the states were requested to furnish the updates on monthly basis. The same

would be put up to TCC/SRPC forum.

18. REMC Project under SR SLDCs

The following were noted in the 179th OCC Meeting:

a) TSTRANSCO informed that all the panels TSTRANSCO informed that all the

panels are integrated and evaluation is going on.

b) APTRANSCO had informed that higher level discussions (CMD level) were

going on regarding the NOC issue. Outcome would be intimated accordingly.

Deemed taking over clause also being explored.

In the Meeting the following were noted:

(i) TSTRANSCO informed that some missing/discrepancies are observed

during FAT which is being sorted out which will be over within two weeks.

By third week SAT will be started. Due to COVID-19 restrictions, less

officials are on the job.

(ii) APTRANSCO informed that separate account opening is under process

exclusively for REMC payment. Within two three days payment can be

done.

19. Compliance of CEA Regulations for Grid connectivity of RE Sources

The updated status on RE SCADA availability as noted in the 178thMeetingof OCC

is at Annexure-19

All the states are requested to update the status to SRPC on monthly basis.

20. Black Start Procedure

a) Point to point mock exercise for black start to be carried out by all constituents.

b) Mock drills conducted in June 2021 are to be furnished.

c) Mock drills scheduled for July 2021& January 2021 to June 2021 were to be

furnished.

In the Meeting SRLDC informed that they had shared a Google Sheet to fill the

details regarding the schedule for Mock Drills. Entities may update in the same.

21. Items for Information:

(i) CEA has brought out a document on “Standard Technical Specification of

Power Transformers for Solar Park Pooling Station (available at CEA website).

This document will certainly help in the proper design and standardization of

specification of transformers in Solar generation pooling station leading to

quality and reliability, faster delivery and the uniform practice across the utilities

in the country. This document may be used by all the concerned stake holders to

make the vision of ‘One Nation, One Specification’ a reality.

(ii) MOP vide Order dated 21.06.2021 ( available at MoP website) has amended the

Order on Waiver of inter-state transmission charges on transmission of the

electricity generated from solar and wind sources of energy dated 15.01.2021

regarding waiver of Inter-State Transmission system (ISTS) charges on

transmission of electricity generated from solar and wind sources projects.

(iii) MoP: Testing power system equipment for use in the Supply System and

Network in the country for Cyber Security: MoP vide Order dated

08.06.2021(Annexure-21.iii) has communicated that Central Power Research

Institute (CPRI) is hereby notified as the nodal agency for testing power system

equipment for use in the Supply System and Network in the country for Cyber

Security. The designated laboratories and the products for which cyber security

conformance testing is to be undertaken on payment of applicable test charges

are furnished. The protocols to be followed for testing the products for cyber

security conformance testing, testing criteria and details of type tests are also

furnished.

22. Grid Highlights June 2021

a) Black-start exercise of HVDC Pugalur-Thrissur pole-1 was successfully carried

out on 12th June 2021 (Report by SRLDC at Annexure-22.a).

b) Karnataka BSR Procedure review meeting conducted on 30.06.2021.

c) Wind capacity of 1.5 MW (2x7.5) - STU- was added to TANTRANSCO system

on 05.06.2021(at 33 kV level, LVRT Compliant).

d) Solar capacity of 12 MW (2x6) –CTU-M/s. Vivid Solaire Energy Pvt Ltd. was

added to TANTRANSCO system on 09.06.2021(at 33 kV level, LVRT

Compliant).

e) Solar capacity of 39 MW (3x13) –CTU-M/s. SPRNG Renewable Energy Pvt Ltd

- was added to TANTRANSCO system on 29 .06.2021(at 33 kV level, LVRT

Compliant).
