The Park

5.2-acre “deck park”

over Woodall Rodgers Freeway that will serve as an essential link between Uptown, downtown and the Arts District

Project History

The creation of a deck park over Woodall Rodgers Freeway was identified in the Downtown Parks Master Plan, approved by City Council in 2004

The 2006 Bond Program included an allocation of $20 million for Woodall Rodgers Park with minimum matching pledges of $20 million from the private sector and $20 million from other government sources

Project History

The Real Estate Council (TREC) funded a technical feasibility study and the schematic design of the project in 2004

The Woodall Rodgers Park Foundation (WRPF), a non-profit 501(c)3 corporation, was formed in 2005 to develop, operate and maintain The Park

The City of Dallas and WRPF negotiated a Development Agreement and Use Agreement for The Park, which was approved by City Council in 2007

Development Agreement

City’s contribution is capped at $20 million•

WRPF is responsible for all other project costs, through private fund-raising and grants from other non-City government sources

WRPF is responsible for the preparation of all planning and design documents

Street Adjustments–

Reconfiguration of St. Paul exit ramp–

Closure of Harwood Street bridge–

Curb-side parking along frontage roads•

WRPF will fund all O&M costs associated with The Park –

estimated at $2.2 million per year

Use Agreement

City retains ownership of The Park and all improvements

WRPF is responsible for the operation of The Park

50-year term with four 10-year renewal options•

Revenue generated by The Park will be utilized by WRPF to fund the operation, maintenance, capital improvement and repair of The Park and to provide a permanent endowment

WRPF has the right to sell or convey naming rights for The Park and to utilize the amount generated for the design, construction and operation of The Park

The City is entitled to three use days per year

Financial Summary

City of Dallas: $20M•

TxDOT: $20M (State Transportation Enhancement Program)

ARRA: $16.7 M (federal stimulus funds)•

Private: $26.3M (grants, cash, pledges)

Capital campaign: $27M (final phase)•

Total project costs: $110M (development, construction and operating)
