    ALTHOUGH house prices have sofar held firm in many areas,affordability for hopeful first-timebuyers in 2011 is more favourablethan at any time in the past dozenyears, says a survey by Britainslargest lender.

    According to the latest annualHalifax First-Time Buyer Review,the monthly mortgage costs as aproportion of income have fallenbelow the long-term average andsome 40 per cent of localauthorities are now affordable forfirst-time buyers, a sevenfoldincrease on 2007.

    About 95per cent of first-timepurchases now escape stamp duty and the proportion of disposableearnings devoted to mortgagepayments by a potential new first-time buyer stood at only 27 per

    cent in September 2010; the lowest

    since December 1998 and almosthalf of the peak level of 50 percent in September 2007.

    This significant improvement inaffordability over the past threeyears has been mainly driven by acombination of lower house pricesand declining mortgage rates.

    In 2010, 40 per cent of localauthority districts across the UKwere affordable for the averagefirst-time buyer, way up on 2007,when only 6 per cent of areaswere affordable. In 2000, thecomparable figure was 82 per cent.

    Since the temporary increase inthe stamp duty threshold for first-time buyers, from 125,000 to

    250,000, announced last March,only 5per cent paid stamp dutybetween April and November2010. Nationally, 39 per cent ofhome purchases made by first-time buyers have benefited fromthe increased allowance.

    Figures suggest an averageworker in their 20s earning justunder 21,000 a year might need17 years and six months to saveenough for a deposit by saving10per cent of take-home pay (136)each month.

    Halifax housing economistMartin Ellis says: Thesubstantial rise in house pricesover much of the l;ast decadeprevented many potential first-time buyers from entering themarket but affordability hasimproved significantly over thepast three years.

    While the tightening in lendingcriteria experienced across themortgage industry since the onsetof the credit crunch in 2007deterred first-time buyers fromtrying to secure mortgage finance,there are now encouraging signsof a modest improvement inmortgage availability.

    Halifax says the average houseprice paid by a first-time buyershas more than doubled over thepast decade, rising by 102 per centfrom 68,644 in 2000 to 138,682 in2010 equivalent to a weeklyincrease of 135.
