1. INTRODUCTION1.1. NAME OF THE PROJECT

1.2. PROJECT LOCATION- Starting point: Tower N° 125 of 110 kV Xuan Mai - Son Tay power

line (this is the end point of 4-phased 110 kV from two branches of 220kV substation Son Tay) - Ha Tay province.

- Ending point. Tower N° 110 of 110 kV Viet Tri - Pho Vang power line- Phu Tho province.

1.3. SELECTED MAIN CHARACTERISTICS OF THE PROJECT

Some of main characteristics of 110 kV Son Tay - Yen Mao - Pho

Vang power lines are:

Power line:

- Voltage level: 110 kV- Number of phase: 01- Starting point: Point J 11 - Son Tay 220/110 kV substation- Ending point:: Point 02 - Pho Vang 11 OkV substation- Length of the power line: 50,664 m (including 1,644m will installed

in the existing poles of 2 branches of 110 kV of

220 kV Son Tay substation and 371m onductor

will be travelling on tower with 2 exiting circuits

of 11 OkV Viet Tri - Pho Vang Transmission line)

- Length of ROW: 13 m.- Pole: Configured steeled;- Length of tower: 23 to 70 m.- Number of towers: 245- Foundation: Concrete with steel structure- Size of foundation: 40m2

- Number of affected households: 405 HHs- Total temporary acquired area: 68.81 ha;

- Total permanent acquired area: 0.91 ha.

Project 110 kV parts at the substations:- Son Tay 220/110 kV substation: Reserve part for 110 kV branch at SonTay 220/110 kV Son Tay, all of equipment will be completely installed forpoint J1.- Pho Vang 110 kV substation: Use reserve part for 110 kV Son Tay- YenMao- Pho Vang power line.

Installed equipment will be complied with the standards of theexisting equipment in the substation.

1.4. THE NEEDS OF THE PROJECT

The power line will meet the following demand when it comes tooperation:

+ 110kV Son Tay- Yen Mao- Pho Vang power line will ensuretransmission capacity from 220kV Son Tay substation to other 110 kVsubstation at the 5 districts of South- West of Phu Tho province (estimated32 MW) in the period of 2010 - 2015.

+ lOkV Son Tay- Yen Mao- Pho Vang power line will be theimportant link between power network of Phu Tho and Ha Tay province ingeneral and linked power lines for power load in the South -west region ofPhu Tho province in particular. With the present of this power line, other3110 kV substations such as 110 kV substations at Yen Mao cement factory,Pho Vang, Trung Ha, Hop Hai .... will be supplied to ensure the security,safety, stable power source. This will meet the power demand for economicdevelopment in the potential regions, especially for industrial and ruraldevelopment.

+ 11 OkV Son Tay- Yen Mao- Pho Vang will share the power load forVang dam bao ch6ng qua tai cho cac du&ng day 11 OkV Son Tay- Ba Vi andViet Tri- Hop Hai. The power line will increase stability for power supplyfor Phu Tho province and reduce power lost for whole power system in theamount of 1.5 MW in comparison with no Project alternative.

+ In the period after 2010, beside the other benefits such as increasethe flexibility for power network operation, increase security for powersupply, the 1OkV Son Tay- Yen Mao- Pho Vang will help to increasesupply capacities for rural and mountainous regions, reduce the supplydistance of the present medium voltage network.

1.7. OBJECTIVES OF THE ENVIRONMENTAL MANAGEMENT PLAN(EMP)

This EMP is prepared in the following aims:

- Analysis of the potential environmental impacts of 110 kV Son Tay- YenMao- Pho Vang power line;

- Develop of EMP to minimize the environmental impacts duringconstruction and operation phase.

2. PROJECT DESCRIPTION2.1. ALTERNATIVES FOR THE ROUTE

Two alternatives for the route were investigated for 110 kV Son Tay-yen Mao- Pho Vang. Both two alternatives have the same starting andending points, and the same section crossing Thanh Son and Thanh Thuy ofPhu Tho province. The difference of the two alternatives is in the sectioncrossing Son Tay town and in Ba Vi district- Ha Tay province. This sectionstarts from GO (starting point of the 110 kV power line) to NHI (pointbefore crossing Da river).

import of PCBs containing equipmentand oil. Therefore no PCBs containingequipment will be purchased and usedfor the Project;

- No Project component is related toremove or replacement of electricalequipment. Therefore there will not berisk with handling with PCBs containingequipment;

- No chemical, explosive material orhazardous material is used for theProject.

- The impact on surface water is notconsiderable.

7 Noise and vibration Small Short - Noise and vibration are caused by: Minor Negativeequipment, material transportation, and Mitigableproject's vehicles, pole's erection andcable's pulling, generators (if there isany);

- The 1 10 kV transmission line is goingfar from residential area as well ascenter of the township or communes.However, along the power line arehouses, they might be affected by noiseand vibration.

- The following sections may beaffected by the noise and vibration ofthe Project: section GI 1-G12, G15-G16,NHl-G24, G31-G32, G41-G42.

- Main of work will be done manually orsmall scale machines. Duration ofconstruction for each site at tower'sfoundation is short. 2 or 3 days for



foundation excavation, 5 days forpouring concrete. 2 or 3 days for cablepulling. The noise and vibration (if thereare any) will be caused only during veryshort of time in each foundationposition;

- Due to the above-mentionedassessment, the noise and vibrationimpacts of the Project are considered asminor.

8 Soil erosion Medium Short - Part of the Project going along Ha Tay Mitigableprovince is located in the plain area. InPhu Tho province, The Project is goingalong hilly areas with planted industrialtrees; topography in this province issteeper than in Ha Tay province.

- Vegetation coverage of the Projectarea is in good condition, there are ricefields, hills with dense planted industrialtrees; cassava hills, gardens etc.

- Excavation is planned to carry out indry season;

- Potential of soil erosion is low due tothe facts that Project activities arelimited, duration of construction work isshort, and affected area is small.Furthermore, these impacts will bereduced by implementation ofmitigation measures.

- Many earth need to be excavated,removed and transported to the workingsite;

- Transportation of Project material andequipment are considerable. This willcause the dust and air pollution as well;But trucks for material need to becovered during transportation;

- Project is carried out far fromresidential and urban areas, so airpollution will not much affect thehuman living in the Project area.

10 Agricultural production due to Small Medium - Some of productive land will be Minortemporary and permanent required for a short period foracquisition of productive land construction.

- Agricultural land permanentlyacquired is 251.400 m2 .

- Construction of the Project willintensively carried out during 6 months.The temporary agricultural productionloss therefore will be happening only inone harvest or 2 harvests at each place.

- The Project owner will be planned andimplemented compensation for the landacquired. The compensation is not onlycalculated for the directly affectedharvest but also for the next 2 or 3coming harvests.

5. PUBLIC CONSULTATION AND DISCLOSURE

During project preparation stage (2007- 2008), the following activities were carried out:

Activity 1: Site investigation, working with local authorities on the alignment agreement;

Activity 2: Site investigation and preparation of Application for environmental Permitand Environmental Management Plan.

Activity 3: Organization of public consultation meeting

From 16/07/2007 to 02/08/2007, meetings with local people have been organizedat 11 communes and 1 town in the Project sites. Purpose of the meetings is publicconsultation on the Project EMP. representative of the Project owner presented to theparticipants the following materials:

- Project description: alignment, the need of the Project;Potential environmental impacts;

- Mitigation measures for the environmental impacts.

Participants are consisted of reprehensive of affected HHs, public organization likeWomen Union, Farther Front, local authorities. Table 5.1. is summary of the commentsreceived from the public consultation?

Activity 4: Review and edit the EMNP according to comments received from publicconsultation meetings. Continue to receive comments from interested parties andaffected HHs.

Activity 5: Public disclosure and Clearance on EMP

- The Vietnamese version of EMP will be disclosure in the Office of People committee of PhuTho and Ha Tay province, so interested parties can approach. Summary of EMP will be sent tothe Project districts so wider audiences can approach.

-English and Vietnamese-language copies of the EMP report will also be sent to theVietnam Information Development Centre at 63 Ly Thai To in Hanoi, for access byNGOs and public.

- English language copies of the EMP report will be sent to World Bank for publicationon World Bank Info Shop.

6. ENVIRONMENTAL MANAGEMENT PLAN6.1. MITIGATION MEASURES

- Install dykes for erosion protection

13 Environmental impacts - Minimize solid waste: solid waste need to be discarded in thecaused by construction permitted places. Contractor can sign a contract with local serviceworkers to collect the solid waste;

- Use mobile latrines or create septic tanks for worker camp or inthe construction sites;

- Arrange proper clean water supply and waste water collection atthe camp sites;

-Contractor need to ask workers to keep the camp site clean; toensure that waste water and solid waste from camp sites will notcause environmental problem in the area. For example: create thedrainage for waste water, dump solid waste if there is no localsolid waste collection system.

14 Conflict between - Hire as much as possible local citizens for the simpleconstruction worker and construction work to avoid the influx of migrants.local people - In cases where the worker camps are near the communes, the

Employer could request that the Contractor provide accurate,timely and regular information about the construction team to thePeople's Committees in affected areas. With open communicationand information, the People's Committee and Contractor will beable to make a joint informed decision about the management ofconstruction team accommodation;

EXAMPLE ENVIRONMENTAL TERMS OF REFERENCE FOR SIMC

The Safeguard Independent Monitoring Consultant will:

1. Visually look at the construction sites and make notes related to the following environmental issues,but not limited to:

* General clean up after construction works,* Excessive clear cutting of trees beyond ROW in communal or forest land,* Measures taken by the contractor for cleaning up woody residues after tree cutting* Status of access roads (have they been closed if in a protected area, are they still being used and to

what extent, how are they being controlled/managed and by whom), Application of mitigationmeasures for or sign of soil erosion along T/L due to tree cutting and/or around tower foundation

* Status of re-vegetation in the ROWs and tower foundation* Impacts on construction works (level of noise, dust, and damage to roads due to earthworks and

transportation of building materials)* Status of construction worker camps and sanitation facilities for them* Proper distance between the houses and T/L,* Status of implementation of safety measures (signboards, restricted zone, fences, isolation etc.)

2. Conduct public consultation to:* Assess the level of involvement by the local authorities in dealing with environmental issues (dust,

noise, and damage to roads due to the transport of construction materials, tree cufting on public landsand protected areas).

6.3. CAPACITY BUIDINGFuture training includes the following:

* EVN training: Internal training course on how to monitor SEMPs and how toreport environmental results as part of quarterly and annual project reports.The training will also include the methods for corrective action plan if someof EMP activities do not go well.

* PC1 training: The following training will be provided for the staffs of localpower service and partly for local peoples:

Safety training: Regular training on safety issues related to thedistribution network maintenance;Monitoring and reporting of environmental management plan forstakeholders of the Project's district or communes: The training will giveguidance to the local stakeholders about the participation of localpeoples during implementation of EMP. The training will also includethe methodology for site observation and monitoring check sheet filling.
