This Restructuring Paper (RP) seeks management approval for the cancellation of the Project unused funds by Project closing date in the amount of SDR 3,728,494. The current project closing date is January 31, 2018 and these canceled funds will remain in the country IDA basket.

The project, approved in June 2009 became effective on October 13, 2010 and was restructured five times throughout its life, including two extensions of the closing date for a total of 2.5 years. The entire cost of the Dakar Diamniadio Toll Highway Project is about US$760 million of which US$105 million financed by IDA (Credit number 4579-SN). To date, 90 percent of the IDA-funds have been disbursed and an additional 4 percent will be disbursed by the end of the grace period. Project performance is currently rated Moderately Satisfactory for progress towards achievement of project development objective (PDO) as most of the objectives of the project have been achieved. The project was in particular a key enabler for the construction, on time and below budget, of a 32-km urban motorway co-financed by several IFI’s and the private sector.

Despite these remarkable achievements, and while the Project execution had been satisfactory in the first years of implementation, continuous delays in the finalization of the resettlement processes and conclusion of remaining works in the past months led the Project Implementation Progress (IP) rating to be downgraded to moderately unsatisfactory in September 2017. As the project’s reaching its end, the Government of Senegal (GoS) is currently considering putting in place a train of measures to ensure that remaining activities are properly and timely addressed beyond project’s closing date.

I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING

Component A: Road infrastructure

The toll highway between Dakar and Diamniadio, opened to traffic on August 1, 2013, has been built on time and under budget. An average of 60,000 vehicles travel the toll road daily, a substantial increase in comparison to the initial forecast demonstrating the success of the toll road. As a result of opening the highway, the average travel time between downtown Dakar and Diamniadio has decreased from about 90 minutes to less than 25 minutes.

Of the 10179 PAPs in the ten RAPs (and some addenda) covering the road works on the Malick Sy (Dakar) to Diamniadio highway, 9463 have been compensated. 344 PAPs, mostly informal vendors have not yet been found and compensation could not be paid before the end of the project. Other pending cases include incomplete supporting documentation, litigation, etc. The Government indicated its intention to continue and conclude the compensation processes after the Project closing date.

Construction of resettlement site. The construction of the Tivaouane Peulh (TP) resettlement site has been completed including paved roads, a drainage/sewer system, electricity and water network distribution systems, schools, health centers, a market place, and a sewage treatment plant. The resettlement site has a surface area of about 165 hectares, and includes 2000 plots of which about 1547 have been attributed. 215 families are now living in the TP resettlement site and 602 houses are under construction. The pace with which PAPs have been resettling in Tivaouane Peulh is slower than originally expected traducing an overall limited success of the approach. This could be explained by a variety of reasons such as: (a) the need for PAPs to construct their own houses; (b) a number of PAPs who chose to resettle elsewhere and keeping the plots for future development; (c) PAPs who are interested in reselling their lots and were awaiting the lifting of the five year ban for resale; and (d) delayed transport links and means between the TP resettlement site and other parts of the GD area.

Out of the 928 PAPs of TP, 744 have been compensated. The Government indicated its intention to continue and conclude the compensation processes for the pending cases after the Project closing date. The PAPs who relocated in TP are still expecting their land titles. The Government indicated its intention to establish the land titles in the shortest delays.

Rehabilitation of Mbeubeuss landfill site. The closure of the Mbeubeuss landfill site was conditioned to the opening of the sanitary landfill at Sindia. The populations living in and around Sindia finally strongly objected to the opening of the new landfill despite the thorough communication undertaken within the Project. As a result, the Mbeubess Landfill could not be closed. In fact, this is such a complex and sensitive issue that a new Project dedicated to the management of solid waste in the Great Dakar has been launched (Board planned in December 2018). Although this activity was not formally canceled in the FA and while the Government continued discussions with the concerned populations, the remaining funds previously allocated for it were used to develop a new strategy/approach to better manage solid waste in the GD area.

Although the closing of Mbeumbeuss landfill did not materialize, 52 out of the 61 PAPs that were identified have been compensated and the vacant sites were secured to prevent occupation. The Government indicated its intention to continue and conclude the treatment of the remaining PAPs after the Project closing date.

Implementation of Mbao Forest Action Plan. Activities financed under the project in the Mbao Forest Action Plan have been completed. These activities include a compensatory reforestation, a support to vegetables gardening and pastoralism, solid waste collection, and capacity building.

Component C: Urban Restructuring of PIS

Despite major delays in clearing the necessary right of way (ROW) especially for the road works, most civil works targeting improving the slum areas of the Pikine Irregulier Sud (PIS) have been completed including improvement of the pluvial water drainage through the construction of canals, 6 retention basins and improvement of about 3.4 km of urban roads within PIS and the construction of 10 socio-economic infrastructures such as schools, markets, community centers, etc. Limited remaining works on drainage infrastructure could not be concluded by the Project closing and the contracts are being terminated. The Government has secured and cleaned all the sites, while also taking measures to avoid reoccupation of the vacant right of way. It also indicated its intention to conclude the remaining works with financing that remain to be determined.

Out of the 2761 PAPs (initial and complementary RAPs for PIS), 2125 have been compensated. The Government indicated its intention to continue and conclude the compensation processes for the pending cases after the Project closing date.
