MISSION STATEMENT We, the World Kuk Sool Association and its members, are committed to exercise, demonstrate, and educate these tournament rules and guidelines to promote Kuk Sool spirit in tournaments. We will uphold the good will and highest level of martial arts spirit through good sportsmanship and etiquette to represent Kuk Sool Won to our members and to general public. We will have good attitude and etiquette as prescribed and taught by our Alma Mater and instructors to fully appreciate the events of the tournament.

REQUIREMENT

As a member of the World Kuk Sool Association, everyone is strongly recommended to actively participate in our official tournament. To acquire any black belt level of promotion from 1st Dahn to 4th Dahn, the Association requires that ALL members MUST participate in at least one tournament before his/her promotion. To summarize,

ALL members MUST participate in a least one tournament before his/her promotion. An exception to the rule: your requirement may be waived if the distance of the closest

tournament is greater than 300 miles away, or have a documented physical/mental disability.

CLASSIFICATION OF TOURNAMENTS

The following names of the tournament describe the different tier level of events:

SECTION 1 -- General Rules and Guidelines

1.1 SPORTSMANSHIP

Good sportsmanship and a good attitude must be displayed by all competitors and judges at all times during the tournament. All competitors and judges should always show proper respect and courtesy to everyone involved in the tournament. Your demeanor reflects on you, your school, your teacher, and Kuk Sool Won.

1.2 SAFETY EQUIPMENT Safety equipment is MANDATORY in all sparring divisions. Therefore, competitors may NOT compete without it. The required equipments are: 1.2.1 Foam-type hand and foot pads must be worn. No tape or leather pads and no

open-finger gloves are allowed. 1.2.2 Foam-type head gear. No cage-type headgear is allowed. The competitor must

NOT wear eyeglasses, but may wear eyeglasses only if a clear plastic face shield headgear is worn.

1.2.3 A mouth piece. 1.2.4 All male competitors must wear a groin cup. . 1.2.5 Recommended equipments:

Breast protector for women Shin guards for all competitors A groin cup for men during Self Defense and Techniques competitions.

1.3 UNIFORM STANDARDS

1.3.1 All competitors must wear a standard Kuk Sool Won uniform (with complete set of patches) at all times during their competition. Uniforms must be neat, clean and odor-free. Jacket sleeves are not to be rolled up above the elbows, except if necessary for weapons competition. Uniforms must only bear authorized Kuk Sool patches. General's uniform is required for Weapon competition for adults (ages 18 and up). Competitors ages 17 and under are recommended to wear General’s uniform, but the attire is not required.

1.4 GENERAL INFO

1.4.1 All competitors MUST perform “right-sided” forms/techniques, even if the competitor is left-handed or has any physical condition that prevents him/her from performing on the “right” side.

1.4.2 The following weapons are permitted at the tournament: 1.4.2.1 Single-sided blade (no live blade) Korean sword manufactured in either

aluminum or stainless steel is acceptable. It is strongly recommended to use the swords sold by GayaWon. If in doubt, consult with the WKSA HQ prior to the tournament day.

1.4.2.2 The criteria for the Double Short Swords are as follow: 1.4.2.2.1 Double-bladed (no live blade) Korean style short swords

with hand guard made in either aluminum or stainless steel are permitted.

1.4.2.2.2 If in doubt, consult with the WKSA HQ prior to the tournament day.

1.4.2.3 For Staff competition, all competitors MUST use a plain rattan or other wooden staff. Rattan staffs with burned in markings are also acceptable. No decorations, other than the competitor’s name, on the staff are permitted. For example, no s, no staffs with tape(s), no glow in the dark staffs, e

SECTION 2 Judging Rules and Guidelines

2.1 Only official Kuk Sool Black Belts are allowed to judge. All judges must follow the dress

code standards set for each tournament; otherwise, they may be disqualified as a tournament judge.

All judges MUST wear his/her General’s Uniform.

2.2 Judges must always strive to be fair and consistent with their judging and never show bias or favoritism for or against any competitor or fellow judge. To maximize and ensure the fairness and consistency in scoring, the following guideline must be implemented:

Textbook Standard – follow the basic guidelines, rather than smallest and insignificant details to “get” a competitor

2.3 All Black Belts should receive judging train/practice from the head instructor or a designated WKSA instructor/master at least once a year. All school owners MUST receive his/her training through WKSA sponsored workshop and disseminate the rules and info to black belts.

2.4 Any Black Belts or instructors who do not judge at an official WKSA tournament in a three-year span will lose their eligibility to test for the next level and/or will be delayed in promotion.

2.5 MISCELLANEOUS

2.5.1 There will be NO separate ladies division for 1st, 2nd, 3rd degrees Black Belt competition, except for sparring. Because all the judging criteria are based on the principles behind martial art rather than power or strength, ladies should not feel disadvantaged when competing with men. For example, in Hyung category, the utmost important criteria in judging will be the 5 Principle of Forms, martial art content, balance, execution of technique and focus. The correct demonstrations of these elements are irrespective of gender. However, sparring must be in a separate division for safety issues.

2.5.2 These general rules provide the guidelines for defining the rules for WKSA tournaments. The rules may not be customized by the tournament director for each tournament. If any change is deemed necessary, the tournament director is

responsible for providing the specific change(s) to the rules in the form of a "Clarification of Rules" for each tournament.

2.5.3 Any situation not covered by these rules will be dealt with by the arbitrator (appointed by the tournament director). The arbitrator will consult with the referees or judges and render a decision. The decision of the arbitrator is final and may not be appealed.

2.5.4 These rules will be regarded as the standard for all subsequent Kuk Sool tournaments, including those held outside the United States.

2.5.5 The World Championship may be held over two days in order to accommodate the many divisions. Typically the first day comprise of Under-Black Belt competition and Master's Exhibition. The second day will be the Black Belt competition. As an eligibility requirement for the tournament, all adult Black Belt competitors as well as School Owners and all levels of instructors MUST be present on the first day to assist in the tournament. There will be a roll call or sign-in sheet to confirm individual Black Belt’s presence. Any Black Belt competitor absent on the first day will not be permitted to enter their competition, and NO refunds will be given.

2.6 General Judging Criteria The overall score of a competitor is decided by several factors including but not limited to the following:

1. Judging begins when a competitor bows to enter the ring.

2. The proper “introduction” as recommended.

3. General guidelines of scoring will be reflected on the competitor’s performance skills, etiquette, and overall demeanor/attitude.

4. All competitors are required to present with a formal (kneeling) bow. There will be a deduction (one-tenths of point by the center judge) if a competitor does not properly bows in prior to the introduction. Exception: Anyone who provides a written statement that describes a physical disability to kneel by a physician may be waived from this deduction. When deciding a tie, however, no formal bow and introduction is required; thus, there will be no deduction.

5. Inspection of weapons (i.e., sword) is required by a panel of judges, but it should be performed by a judge or judges prior to the beginning of the division. Judges should not “waste” time by examining each weapon in the ring.

2.6.1 FORMS JUDGING

2.6.1.1 The number of judges required for forms competition depends on the division being judged. The standard number of judges for forms competition is as follows:

2.6.1.2 Below Black Belt Divisions – 3 judges

2.6.1.3 Black Belt Divisions – 3 or 5 judges (high and low scores are thrown out, if 5 judges are scoring)

2.6.1.2 All forms should be judged by the official Kuk Sool textbook content, balance, execution of movements, focus, and by the Five "Hyung By-laws" that govern Kuk Sool forms training. The scores should be base on the following scoring standard:

2.6.1.2.1 Five By-laws 2.6.1.2.2 General contents according to the textbook 2.6.1.2.3 Balance, execution of movements, and focus 2.6.1.2.4 Etiquette and overall attitude

2.6.1.3 At the beginning of each Forms division, the first three competitors will perform their form and then the judges will give the scores for each of the first three competitors. This procedure further ensures the fairness in scoring competitors in that it will set a “base” by which all other competitors are compared. The remaining competitors will be scored immediately following their form. When scoring a form, the center judge will call for the scores and all judges will hold up their scores at the same time.

2.6.1.4 It is recommended that judges should sit at least 2 feet away from each other to avoid any misconception of scoring influences. It has been noted that students and spectators complained about biased scores among judges, but only a few cases have been found guilty upon investigation. The Association believes that all trained official judges are fair, and will support the judges provided that rules are followed properly. As such, all judges should be cautious and vigilant in their behavior to avoid any misunderstanding.

2.6.1.5 If a tie occurs during forms competition (and it affects the first four places), then the Center Judge’s score “breaks” the tie. If a tie occurs for the second time, competitors who are tied must repeat the same form, and the judges will

deliver the decision by “show of hands” while competitors are faced away from judges.

2.6.1.6 NOTE: The above rule for breaking ties also applies to Weapons and Self Defense divisions.

2.6.2 WEAPONS FORMS JUDGING

2.6.2.2 The rules that apply to empty-hand forms also apply to weapons forms, with the following additional rules:

2.6.2.3 If a competitor drops his/her weapon, the competitor is automatically

disqualified from that competition and may not start over, thus receiving zero (0) for scoring. This disqualification standard applies to Under Black Belt as well.

2.6.2.4 If a competitor strikes the floor or his/her own body, the Center Judge will

deduct one-tenth of point per occurrence up to maximum of three-tenth of point deduction.

2.6.2.5 If a weapon breaks during a competition, that competitor may start over

(same form) with a new weapon and no penalty.

2.6.3 SELF-DEFENSE JUDGING (not a required division in a tournament)

2.6.3.2 Self Defense competition will be allowed for Brown, Black-brown, and Black Belts only. This competition will consist of a one-minute, empty-handed, self defense routine. Weapons may be used for attack, but may not be used for defense.

2.6.3.3 The self defense routine should be judged on content of techniques

according to official Kuk Sool textbooks, balance, execution of techniques, timing, speed, difficulty of techniques, smoothness of movement, and continuity of routine. Self defense competition is considered a team competition, and the performance of the partner is considered in the judging, even though only one of the partners receives an award.

2.6.3.4 Competitors should be judged on their ability to react to their partner, not on their 'acting' abilities. No props or 'lines' are allowed, except a knife for Dan Doh Mahk Ki.

2.6.4 TECHNIQUES JUDGING

2.6.4.1 Competitors have the choice of any three techniques within their rank category as written in the Form. The competitor performing the techniques will be judged. The performance of his/her partner will not be taken into consideration in the judging, although the partner will be expected to exhibit proper falling techniques. Although partner’s Nak-bup does not “add” any extra points, a partner who does not fall properly may adversely impact the scoring. All techniques chosen for this competition must be from the WKSA standard lesson course as shown in the official Kuk Sool textbooks. It should be also noted that the partner should be age and size appropriate, and that NO adult can fall for a Junior. The partner must be rank appropriate in that the partner must be same or lower rank than the competitor.

2.6.4.2 Competitors should be judged on precision of technique, smoothness,

control of their partner, balance, and the principles of "YOU-WON-HWA".

2.6.5 BREAKING JUDGING

2.6.5.1 Standard breaking materials are wood and cement. The "Clarification of

Rules" should specify how and where the breaking materials are to be held. 2.6.5.2 Breaking competition will be allowed for Brown, Black-brown, and Black

Belt divisions AND only for adults (age 18 and up).

2.6.5.3 Breaking material will be supplied for the registered competitors. Competitors will not be allowed to bring their own material or to select which material they will use. Cracked or otherwise damaged breaking materials may not be used for competition.

2.6.5.4 When wood is used as a breaking material, it should be white or yellow

pine, or manufactured composite wood. Standard sizes for breaking materials are: ???

2.6.5.4.1 Wood, standard size: 12 inches x 12 inches x 1 inch 2.6.5.4.2 Wood, alternate size: 12 inches x 10 inches x 1 inch 2.6.5.4.3 Wood, children's size: 12 inches x 6 inches x 1 inch 2.6.5.4.4 Cement (cinder blocks): 20 inches x 6 inches x 2 inches

2.6.5.5 Breaking material will be chosen from the top of the stack by a judge or appointed assistant for each competitor. If the competitor does not break, the judges must select new material off the top of the stack for the next competitor. The same material must not be used for more than one competitor.

2.6.5.6 Competitors get only one attempt to break. All competitors will act as

board-holders, and everyone will be selected randomly by the center judge. The maximum time to set up and begin breaking is 45 seconds; and the excess in the allotted time will be deducted one-tenths of point by each judge per 5 second delays.

2.6.5.7 If a tie occurs during forms competition (and it affects the first four places),

then the Center Judge’s score “breaks” the tie. If a tie occurs for the second time, competitors who are tied must repeat the same break(s), and the judges will deliver the decision by “show of hands” while competitors are faced away from judges.

2.6.5.8 Competitors will be judged on etiquette, attitude, precision of technique,

smoothness, power, speed, and balance.

2.6.5.9 Specific judging criteria:

a). The first and foremost criterion for selecting the winner will be the number of successful breaks achieved.

b). In the event of a tie, the competitor displaying the best formality (etiquette, attitude and recovery) will be adjudged the winner. A panel of judges will award subjective points.

c). If no boards are broken, no places will be awarded.

d). Every competitor who breaks at least one board will be scored immediately after the break.

2.6.6 SPARRING JUDGING

2.6.6.1 Competition sparring is a minimum-contact match between two opponents. It should always remain friendly. The referees must ensure that any unsportsmanlike-like conduct is stopped immediately and both contestants reminded that this is a friendly competition, not a full-contact fight.

2.6.6.2 Elimination matches will consist of one round with a two-minute time

limit. The round will end either when the time expires or when there is a five point spread. The competitor with the higher score at the end of the round will win. If the score is tied at the end of the round, the first competitor to score a point in "sudden death" overtime will win.

2.6.6.3 Elimination matches require three referees. The center referee will control

the ring. The other referees will take positions in opposite corners of the ring.

2.6.6.4 Only the center referee may stop the clock. The clock may be stopped if an

injury or accident occurs, if there is interference from outside the ring, if sparring equipment needs repair or adjustment, or any time the center referee deems it necessary to stop the clock. Thus, time-keeper must NOT stop the clock for any reason unless the center judge requires it.

2.6.6.5 Elimination matches require at least two referees to verify a point.

Verifying referees must call the same scoring technique. If the referees call different techniques, the point cannot be verified.

2.6.6.6 The following is the standard signals for Sparring matches: Note that all

confirmed technique is worth one point, except a kick to the head is 2 points.

Flag straight up in air – point by a kick to body other than head

Flag straight up in air with 2 fingers – kick to the head (2 points)

Flag to your side – point by hand strike

Flags crossing in the front – no confirmation or did not see

Flag pointing down in circular motion – penalty, and require immediate action by the judges.

2.6.6.7 When a potential point is scored or a possible penalty is observed, any judge may yell out "POINT!", and wait for the center judge to stop the match. Competitors will walk back to the starting lines, and then the center judge will call for all judges to signal. All judges must signal at the same time and a majority must agree on the same technique or penalty in order to verify. The clock is not stopped unless the center judge thinks the conference is necessary.

2.6.6.8 Only "very light contact" or "no contact" sparring is permitted. "No

contact" techniques may score a point if the judges consider the technique to be close enough and proficient enough to warrant awarding a point. Also "very light contact" may score a point if the judges agree that it is NOT excess contact and that the technique is proficient enough to warrant awarding a point. It is the responsibility of the judges to insure that only "very light contact" and "no contact" techniques are used.

2.6.6.9 Excessive contact is not permitted, and this warrants immediate attention by

the judges. It is recommended that all judges should meet for a short moment to make a decision regarding the contact. The competitors must be notified of the decision without further explanation. Any disagreement or complain to this decision must be handled by the arbitrator, NOT by the center judge in the active ring to avoid any delays. Excessive contact occurs when:

2.6.6.9.1 blood is drawn 2.6.6.9.2 a competitor's wind is knocked out and he/she cannot breathe 2.6.6.9.3 a bright red spot appears following the contact 2.6.6.9.4 a competitor's head rocks back sharply after being hit

2.6.6.9.5 Remember, accidents do count, because the result is the same. Our goal is to remain focused on safety rather than to determine the “best” fighter.

2.6.6.10 This rule is critical to the safety of the competitors. The consistent

enforcing of this rule is of paramount importance for everyone’s safety and smooth operation of all sparring matches.

2.6.6.11 Warnings for excessive contact must be agreed upon by a majority of the

referees. Penalties for excessive contact are as follows:

2.6.6.11.1 For excessive contact where a bright red spot appears or where the competitors head is knocked back:

2.6.6.11.2 For the first warning, no point will be given or taken away. 2.6.6.11.3 For the second warning, one point will be given to the competitor

that was hit. 2.6.6.11.4 For the third warning, the competitor will be disqualified. 2.6.6.11.5 For excessive contact where blood is drawn or the breath is

knocked out, the competitor is automatically disqualified.

2.6.6.12 Warnings do not carry over from match to match. The count on the number of warnings issued for a competitor starts over at the beginning of a new match. Also, a competitor who has been disqualified is only disqualified from that particular match, not completely banned from the competition. Ex)

2.6.6.13 Warnings will be given by the center judge and must be agreed upon by a

majority of the judges. Warnings are given for the following: 2.6.6.13.1 when excessive contact is made 2.6.6.13.2 disregarding the judge’s instructions 2.6.6.13.3 unsportsmanlike-like conduct 2.6.6.13.4 intentional take-down or throw 2.6.6.13.5 vicious or malicious contact 2.6.6.13.6 verbal abuse or profanity 2.6.6.13.7 running away or turning one's back on the opponent to escape 2.6.6.13.8 stalling the match 2.6.6.13.9 initiating an attack outside the ring 2.6.6.13.10striking any part of the body that is not a designated target area 2.6.6.13.11 uncontrolled techniques

2.6.6.14 Disqualification will be given by the center referee and must be agreed upon by a majority of the judges. Rules for disqualifications are as follows:

2.6.6.14.1 Judges may, by a unanimous decision, disqualify a competitor without warning that includes but not limited to: BAD MANNERS

or DISORDERLY CONDUCT at any time during a WKSA tournament.

2.6.6.14.2 A competitor may be disqualified for any irresponsible or malicious language and/or act.

2.6.6.14.3 A competitor may be disqualified without warning for excessive contact if blood is drawn or if the opponent's wind is knocked out of him/her.

2.6.6.15 A point is scored when a majority of the judges verify that a hand or foot

technique has been executed to a legal target area (as designated below). The following additional rules apply to scoring points:

2.6.6.15.1 A competitor with one foot in the ring can score on a competitor

that is out of the ring. 2.6.6.15.2 Stepping out of bounds with both feet constitutes a foul. After

three fouls, one point will be awarded to the opponent. For each additional foul, one additional point will be awarded to the opponent. If the competitor is pushed or knocked out of bounds, this does not constitute a foul.

3.1 Each tournament may have slightly modified requirements due to number of participants or other circumstances, so you should pay attention to Entry Requirements for that tournament.

Weapons may be used to attack but not used in defense. No music is allowed. Competitors must display good self defense techniques. Judges will be looking for showmanship, not acting skills! Acrobatics can be included where the competitor can perform them with skill. No props or spoken lines will be allowed. .

3.6.2 The specific breaking techniques to be used in this tournament for each belt rank

are stated on the tournament application from. Any variation from these specific requirements must receive prior approval from the tournament director.

3.6.3 Holding techniques for this competition are as follows:

3.6.3.1 For breaking with spin kicks, boards will be held with two fingers only.

Usually thumb and index finger are used for holding.

3.6.3.2 For horizontal techniques (such as spin kick) where the boards are to be 'slightly separated', the boards will be held six inches apart.

3.6.3.3 For horizontal techniques, boards will be held at the following heights:

- 'High' is when the bottom of the board is even with the top of the competitors head. - 'Middle' is when the center of the board is even with the competitors' stomach.

- 'Low' is when the bottom of the board is even with the center of the competitors' ankle.

Section 4: Championship Competition 4.1 As of 2008, Champions will be chosen as follows:

4.1.1 Kuk Sool Won ™ Championships will award winners in the following categories:

4.5 Because a Champion is a complete and comprehensive martial artist, a competitor must

demonstrate his/her capability in all categories of martial arts, not just one type. Therefore, in Kuk Sool Won™ tournaments we will emphasize that all competitors must compete in all categories to be selected as Champion.

4.6 Grand Champion title will be awarded only in the World Tournament (which is held in

every three years), and there will be only one Grand Champion per each rank: 4.6.1 Pre-qualification: Only Champions of the current and previous

tournaments qualify to compete in this elite group of competition. 4.6.2 All champions of “previous” Regional, National, and International (and

concurrent World Tournament) are eligible to compete for this prestigious recognition. For example, champions of all Kuk Sool Won™ tournaments in 2006, 2007, and 2008, including the World Tournament in 2008, can compete for Grand Champion Award. The following World Tournament in 2011 will pre-qualify champions from tournaments in 2009, 2010, and 2011, including the World Tournament.

4.6.3 Each champion will perform an empty-hand form or weapon form that will be selected randomly by a draw by Kuk Sa Nim or his appointed individual at the tournament. A panel of 5 to 7 judges will score (if seven-judge panel, the highest and lowest will be dropped), and the champion with the highest accumulated points will be announced as Grand Champion.

4.6.4 Champions may choose from the required Forms, Techniques, Weapons, and Breaking from their rank as the choice for this competition.

4.6.5 Not eligible if you have been promoted to next rank – must compete and win the title of champion of that rank to qualify.

4.6.6 If a tie occurs, the Center Judge “breaks” the tie. In case of another tie, the champions will perform the same form again and the judges will determine the winner by “show of hands”.

4.6.7 Grand Champion Awards:

Center Judge Responsibilities and Reminders (standard protocol)

1. Receive the Ring Package from the Main Table 2. Check and verify the following items:

a. Print out lists of competitors b. Sparring set (“bye” sheet, flags, colored ribbons, stop watch, bean bag, etc) c. Judge’s Score Cards (3) d. Writing utensils

3. Simple 1-minute meeting with side judges and score/time keepers a. Make it simple and quick b. Remind about “safety first” c. Judge’s attitude and general demeanor are also important

4. Collect all of the competitors cards and double check the list with print outs a. If a division has more than 12 competitors, find an arbitrator to split the division.

Typically this “split” will be made for you already. b. If in doubt, please find an arbitrator to verify the splitting or combining of a

division c. One of the helpers can do this while you are have a “pep” talk d. Scores are recorded directly on the print-out paper

5. If necessary, have a quick (30 seconds) “pep” talk with the competitors a. One of the judges should examine swords during this time

6. Begin the competition a. Judges must be seated at least 2 feet away from each other b. First three competitors are observed to “set” a basis for points c. All judges must display their scores at the same time as the Center Judge call out

“Judges, Score!” d.

7. After that division is completed, verify the scorekeeper’s records and write-in winners on the paper and sign your name. The winners’ cards must accompany the score-sheet.

8. Quickly announce the winners in the ring and send them with one of the helpers to the Main Table for medals. Unless instructed otherwise, Do NOT wait until you are completed with everything in the assigned ring, but send the winners to the Main Table as soon as the division is finished and start the next division with the remaining competitors.

9. Unless the last competitor on the list has completed and the winners are sent out to the Main Table, you MUST accept and allow “late” competitor(s) to compete without any penalty.

10. In sparring division, consult the bye sheet to determine if “byes” are necessary. Once the bye sheet is constructed and the first match has begun, NO late competitor can be accepted.

11. One of the helpers should escort the winners to the Main Table with the paperwork, and follow these steps:

a. 1st: Paperwork to the Computer b. 2nd: Winners to the Medal Stand c. 3rd: Return everyone to the ring

12. After the assignments have been completed, wait in the ring for next assignment. At the end of the day, return the Ring Package to the Main Table.
