This section presents the background, objectives, and methodology of the de-briefing note.

The World Bank is considering supporting transport infrastructure rehabilita-tion in Serbia. The main objectives are e.g. to:

• improve the effectiveness of the policies of the Serbian Road Directorate SRD for road maintenance and rehabilitation through the introduction of new contracting arrangement with the private sector in two pilot districts; and to enhance the sustainability of the use of network analysis in the se-lection road rehabilitation segments.

As part of the World Bank’s Pre-appraisal Mission in September/October 2003 on the proposed Transport Rehabilitation Project it was identified that road safety measures should be included in the road maintenance and rehabilitation work to be financed under the Project as the road safety situation in Serbia was identified as very poor with many and serious accidents.

A study of the Management Information Systems on infrastructure in Serbia as part of the REBIS project showed that the police generally collect the road ac-cident data and that there is no formal cooperation between the police and the road authorities, thus data is not systematically used to e.g. identify black spots. Presently the police mainly write reports in order to be able to decide who is responsible for the accident. However, features such as exact location of acci-dent, cause of accident, number of people involved, severity of accident, etc. may be less exact.

It is necessary that the same reference (location) system is used by both authori-ties and a formal procedure to transfer data from the police to the road authori-ties should be ensured.

In the absence of adequate and detailed accident data, road safety can be sys-tematically and efficiently improved through a detailed safety assessment of the existing roads. This is particularly relevant in relation to planned road rehabili-tation projects. A tool to do so in a fast and cost-efficient way could be to carry

out a road safety review using pocket computers (PDA) and GPS leading to recommendations for improvements.

Road safety auditing step 5 is a method to perform a regular and recurrent as-sessment of the function of existing roads and accidents to assess potential road safety hazard spots and is thus also relevant when a possible future accident database is developed as a supplement to traditional black-spot identification.

It was thus decided to apply for additional funds through the Danish Trust Funds for recommendations for Pilot Project for a pilot project on Road Safety Review with PDA/GPS.

The present debriefing report is prepared by Mr Jesper Mertner, COWI, follow-ing the attendance on the Appraisal Mission. The next phase will be to imple-ment the pilot project.

The purpose of the consultant assignment is to assist the Bank in the road safety component of the Transport Rehabilitation Project in Serbia. The specific ob-jectives of the assignment are:

• to assist on the development of the road safety subcomponent by partici-pating in the Appraisal Mission. Apart from preparing recommendations for including specific road safety measures in the maintenance and reha-bilitation contracts, this would include recommendations on how to carry out road safety auditing at the different stages of the design and construc-tion phases and identification of road safety problems through a road safety review of existing project roads;

• to train local counterparts to perform road safety review of existing roads using a combination of a pocket PC (PDA), GPS technology and GIS; and

• to assist counterparts to apply the system in a pilot area/road.

The Consultant worked with the World Bank Appraisal Mission in Serbia dur-ing the week 8 February 2004 to 13 February 2004. The work included:

• provide input to the Appraisal Mission on road safety issues including planning of pilot project for road safety review of existing roads

• provide input to the appraisal document • assist the Bank’s appraisal mission team in identifying a potential pilot

project area for road safety review of existing roads

Following this Appraisal Mission the following activities are planned to be car-ried out as part of the pilot project on road safety review using GPS/PDA.

• prepare pocket PC (PDA) program for Serbian conditions and purchase one set of PDA and GPS equipment

• identify relevant Geographic Information System for Serbia either from Serbian Road Directorate or purchase/prepare digital map

• train local counterparts to carry out road safety review of existing roads and to use PDA program through a pilot area/road (e.g., 45 km main roads)

• assist the Bank team to review the report (prepared by the local counter-parts) on the results of the pilot project.

This report is a debriefing note on the Consultants findings and status following the Appraisal Mission. Following the pilot project a report will be prepared pre-senting the findings of the pilot project.

The report is structured as follows:

• The first section is this introduction. • Chapter two summarises the assessment and additional input to the Project

Appraisal Document (PAD) • Chapter three is the input to the Aide Memoire; and • Chapter four includes the work programme for the pilot project.

The conclusions and recommendations presented in the report are those of the Consultant, and all analyses are solely the responsibility of the Consultant. The conclusions and opinions presented are not necessarily coinciding with those of the stakeholders, i.e. the Republic of Serbia Road Directorate and the World Bank.

The Project Appraisal Document was reviewed an updated with regard to road safety, thus Appendix 12 Road Safety in Serbia and Montenegro and Appendix 13 Twinning Arrangements between the Swedish National Road Administra-tion (SNRA) and the Republic of Serbia Road Directorate (SRD) were as-sessed.

Below the suggested updates and additional tables and figures to Appendix 12 are indicated:

Approx. 40% of the total accidents were in 2001 and 2002 reported to be caused by speed violations and more than 90% were described as drivers fault (Figure 2-1). Speed violations accounted for up to 60% of the accidents with fatal and injured.

Most accidents occur on urban roads, however, the accidents occurring on rural roads are more serious as indicated in Table 1. 7% of the total accidents oc-curred on rural roads while 24% of the fatal accidents and 26% of the fatalities happened on rural roads. There are 1.37 fatal and injured per accident with fatal and injured on the urban roads and 1.78 fatal and injured per accident with fatal and injured on rural roads.

The numbers of fatal and injured are presented in Figure 2-2 by age groups. Most fatal and injured in traffic accidents are found in the age group 19-25 years and 26-35 years. This is rather typical in most countries that young driv-ers (often male) are overrepresented in the traffic accident statistics.

Most of the 19-45 years of age are killed or injured in traffic accidents as either driver or passenger while children and people over 65 years are mainly injured or killed as pedestrians as seen in Figure 2-3.

The newest version of the Project Proposal for Twinning Arrangements be-tween Swedish National Road Administration and Republic of Serbia Road Di-rectorate was reviewed in order to update Appendix 13.

The objectives of the twinning agreement were unchanged. However, the con-tact person from the Serbian Road Directorate was changed from Djordje Djordjevic to Lerka Ibrovic including the contact details and the contact details for the implementing organisation was also updated.

Additionally, there were changes the commencement date and extension date.

The following is suggested to be included in the Aide Memoire on Road Safety and the Pilot Project on Road Safety Review with PDA/GPS:

2. Road safety review using PDA/GPA. During the mission it was agreed to run the Pilot Project on Road Safety Review with PDA/GPS on two of the sec-tions planned for rehabilitation. Road 3 Kragujevac - Ravni Gaj) and 4 (Ravni Gaj- Kraljevo) were seen as appropriate as the sections have many complex problems and there would additionally be less risk of overlap with the Swedish Twinning arrangement which focuses on the two districts with the maintenance programme. It was agreed that the Republic of Serbia Road Directorate would provide 1-2 persons (tentatively Mr. Rajko Brankovic) to be trained together with 1-2 persons from Faculty of Transport and Traffic Engineering in Bel-grade. Additionally, interested municipalities (along pilot project area and e.g. municipality of Belgrade) would be invited to follow the training and be pre-sented to the technology. The pilot project is tentatively agreed to run during the period 1 of March 2004 to 10 of March 2004. It was tentatively agreed that following the finalisation of the pilot project a final seminar at the university or road directorate could raise awareness of road safety e.g. to the students and other interested stakeholders.

3 Twinning Arrangements between the Swedish National Road Administra-tion (SNRA) and Republic of Serbia Road Directorate SRD). SRD has re-quested funding by the Swedish International Development Agency (SIDA) of a twinning arrangement between SRD and SNRA. The support by SNRA would complement the SRD institutional strengthening financed by the Bank credit. It is anticipated that the twinning arrangements will (i) provide services and training for improving SRD capacity to implement routine summer and

winter road maintenance and rehabilitation works, (ii) address road safety is-sues with focus on the responsibilities of the SRD, (iii) address environmental issues linked with the roads, (iv) improve road and bridge maintenance man-agement, and (v) enable study tours and exchange of staff. The project is planned to commence during the beginning of 2004 and terminate mid 2007. The total cost is estimated to be around SEK 14 million (approx. USD 2.0 mil-lion) of which SIDA has been asked to fund SEK 13 million (approx. USD 1.8 million). The remaining approx 8% is planned to be contributed by SRD (Dinar 7.5 million - approx USD 0.15 million).

During a meeting with representatives of the Serbian Road Directorate, the Faculty of Transport and Traffic Engineering and the Appraisal Mission it was agreed that the two road sections to include in the pilot project are road 3 Kra-gujevac - Ravni Gaj) and 4 (Ravni Gaj- Kraljevo). Both sections are planned to be rehabilitated as part of the Transport Rehabilitation Project.

These sections were chosen because:

• there are safety problems (see also Appendix B) - it was mentioned that road 4 was used less (detour chosen) as the road is in poor condition and has many narrow and sharp curves and road 3 is a semi-urban area with large amount of slow moving traffic - thus they are both roads with com-plex problems

• the risk of overlap with the Swedish Twinning arrangement is less because it will focus on the two districts with the maintenance programme.

The Pilot Project was agreed to run during the period 1 of March 2004 to 10 of March 2004 and would include 1-2 persons from the Serbian Road Directorate and 1-2 persons from Faculty of Transport and Traffic Engineering.

Additionally it was agreed that representatives from municipalities, e.g. mu-nicipalities in the pilot area and Belgrade municipality could be invited to at-tend the training partly or fully according to wish.

The issues on digital maps were raised and it was agreed that the Road Direc-torate would provide maps based on CAD and the Faculty of Transport and Traffic Engineering would check the availability of digital maps in ArcView and/or MapInfo.

Following the finalisation of the pilot project a final seminar at the university or road directorate was discussed and found tentatively to be a good idea.

The Work Plan for the pilot project is thus:

• COWI will prepare pocket PC (PDA) program for Serbian conditions and properly purchase one set of PDA and GPS equipment (16/2-27/2-2004)

• Faculty of Transport and Traffic Engineering together with COWI will identify relevant Geographic Information System for Serbia either from Serbian Road Directorate or purchase/prepare digital map (16/2-27/2-2004)

• Serbian Road Directorate will identify 1-2 persons to attend pilot project (16/2-1/3-2004)

• Faculty of Transport and Traffic Engineering will identify 1-2 persons to attend pilot project (16/2-24/2-2004)

• Faculty of Transport and Traffic Engineering in cooperation with Road Directorate will identify representatives from municipality who my be in-terested in attending pilot project (16/2-24/2-2004)

• COWI will train local counterparts (Faculty of Transport and Traffic Engi-neering and Road Directorate) to carry out road safety review of existing roads and to use PDA program through a pilot area/road (e.g., 45 km main roads) (1/3-10/3-2004)

• COWI will assist the Bank team to review the report (prepared by the local counterparts) on the results of the pilot project (9/3-10/3-2004).

• COWI will together with Faculty of Transport and Traffic Engineering and Road Directorate organise seminar presenting results at University or Road Directorate (March/April)

for including specific road safety measures in the maintenance and reha-bilitation contracts, this would include recommendations on how to carry out road safety auditing at the different stages of the design and construc-tion phases and identification of road safety problems through a road safety review of existing project roads;

• to train local counterparts to perform road safety review of existing roads using a combination of a pocket PC (PDA), GPS technology and GIS; and

• to assist counterparts to apply the system in a pilot area/road.

3 Scope of Consultant Assignment The Consultant will work with the Bank team, including Appraisal Mission in Serbia and as appropriate at the Bank's office to meet the above objectives. The consultants’ work will include:

• provide input to the Appraisal Mission on road safety issues to be included in the road safety subcomponent including specific road safety measures, formal road safety auditing at different design phases and road safety re-view of existing roads

• provide input to the appraisal document

• assist the Bank’s appraisal mission team in identifying a potential pilot project area for road safety review of existing roads

• prepare pocket PC (PDA) program for Serbian conditions and purchase one set of PDA and GPS equipment

• identify relevant Geographic Information System for Serbia either from Serbian Road Directorate or purchase/prepare digital map

• train local counterparts to carry out road safety review of existing roads and to use PDA program through a pilot area/road (e.g., 45 km main roads)

• assist the Bank team to review the report (prepared by the local counter-parts) on the results of the pilot project

4 Timeframe and Budget The assignment is expected to be carried out between February 2004 and April 2004 beginning with participation in the Appraisal Mission planned for Febru-ary 2004. The Pilot Study will follow the Appraisal Mission.

The total input is expected to be 36 man-days of expatriate staff and 25 man-days local staff.

The total budget is expected approx. 48,500 USD for fees, travel and subsis-tence, and miscellaneous expenses.
