Welcome Toastmasters members and guests!
The District 43 Virtual Conference Team for Spring 2020 has an outstanding lineup of
speakers that will inspire you and make you laugh. The team was able to adjust from
holding an in-person conference to a virtual conference. This is the first time District 43
has held a virtual conference and I know you will enjoy it.
Thanks for taking part in our conference and the virtual club meetings. I hope that you
have taken this opportunity to attend other club meetings. I know several clubs have
had guests from different states and/or countries. We faced a huge challenge this year;
however, we were not intimidated. We are Toastmasters, we know how to make things
happen. Most of our clubs are meeting online. I have attended several engaging and
energetic District 43 club meetings. Continue to invite guests to your meetings and turn
them into members.
We need to let everyone know the benefits of Toastmasters and how it changes lives.

On behalf of the Conference Planning Team, we warmly welcome each of you to our
Virtual Spring 2020 Conference! COVID19 has tested our resilience; however, with your
help this year’s planning team has re-imagined our conference. Our conference will be
unique in a myriad of ways, but we are delighted to host our first virtual conference.
With that being said, our schedule is action packed so relax and enjoy. We have high
energy and engaging speakers to re-energize you to finish this fiscal year strong and to
start the New Year with a new perspective. Whether you fear what is next or welcome it,
let us continue to celebrate our accomplishments and work together as we define our
new normal during this season of change.

are excited you have chosen to join District 43 for our first virtual conference. To all the
members of District 43 we are ecstatic that you chose to be with us, celebrating with
Leaders of Toastmasters International. They will WOW you with many Golden
opportunities that will help you to become better communicators and leaders with the
exciting presentations you will hear today.
Today we look to give you insight of what Toastmasters has done for many and to

CLUB GROWTH DIRECTOR ELECT As the 2020-2021 Club Growth Director-Elect, I am pleased to welcome all the Toastmasters
and guests to attend our first-ever District 43 Virtual Spring Conference.
Willie Johnson once said, "Change is constant, growth is optional.” In the past few months, our
Toastmasters District has chosen to grow, and we have helped each other quickly adapt to this
brand-new online meeting format. Although, we still do not know when the pandemic and social
distancing will end, I think we should not waste the new skill set we just learned.
My vision for next year is for our District to take advantage of this online meeting format to
create more virtual opportunities for our clubs and leaders to connect. I also want to promote
Toastmasters across a wider network of people from everywhere in the world. I look forward to
working with our leaders to support our members and empower struggling clubs.
Today we gather and share this special moment together. Online. I hope our program will bring
you a wonderful learning and networking opportunity, and you can leave with more strength and
confidence to start the new Toastmasters year.

KEYNOTE SPEAKER Immediate Past International President
LARK DOLEY
Lark Doley, DTM , of Jonestown, Texas, is a senior training coordinator for MAXIMUS, where she has
worked since 2007. She manages the professional development strategy for the MAXIMUS Texas
Project, which includes webinars, computer-based training, and instructor-led workshops. As chief
executive of Second Wave, Inc., a company she founded in 1987, Doley led a team that manufactured
hardware peripheral devices for Apple Macintosh products.
A lighthouse homeowner, Doley served as secretary of the Lighthouse Estates Homeowners Association.
She also served as president of the Metropolitan Breakfast Club, an Austin business group that meets
weekly and features business and government speakers presenting topical issues of importance to the
city and state.
Doley graduated with honors from Trinity University in San Antonio, Texas, with a bachelor’s degree in
mathematics and German. She continued her education studying business management at St. Edward’s
University in Austin, and mathematics at the University of Houston–Clear Lake, in Houston, Texas.
A Toastmaster for 25 years, Doley is a member of two clubs, including her home club in Pflugerville,
Texas, the Arthur Storer club that was chartered in honor of her father-in-law after his death in 1997.
Doley has held a number of high-profile leadership positions within Toastmasters and has attained the
Distinguished Toastmaster designation—the highest level of achievement in the organization.
Doley says, “I have used my improved communication and leadership skills to find and lead a successful company. I now have the privilege to work for a company where I use my skills daily to teach others.” As an officer of the Toastmasters International Board of Directors, Doley is a “working ambassador” for the organization. She works with the Board to develop, support, and modify the policies and procedures that guide Toastmasters International in fulfilling its mission.

MALAY MCNAIR
Malay McNair, DTM became a member of CrossTalk Toastmasters club in May 2009 in hopes of improving her impromptu speaking and overall communication skills. As a seasoned corporate trainer, she was also excited about the opportunity to sharpen her public speaking skills. Shortly after becoming a Toastmaster, she realized the potential for growth that the Toastmasters leadership track offered and has since been an active member and leader in her club, dedicated to inspiring others to tap into their own potential to become better leaders and communicators. As a Toastmaster, Malay has held several club officer positions, successfully served as a club coach, Area Director, and Division Director. She passionately promotes the development of effective leaders and is inspired by the growth she has seen in many of her fellow Toastmasters members over the years. “Shining in the Shade” 10:30am – 11:30am Presenter: Malay McNair, DTM

CARY SHILLCUTT
Colonel Cary Shillcutt is an Arkansas Army National Guard Officer, Communications Professional, and Life Coach, preparing for retirement from the military. He is an officer and coach who partners and invests in others, discovering and building upon their foundation and capabilities with an uncommon commitment and eye on positive possibilities. With 33 years in the National Guard, and Masters’ Degrees in Organizational Communication and Strategic Studies, he is an experienced leader and skilled communicator. His uncommon commitment is a loyalty to the client or business and their goals, always focused on a positive direction for the future. Colonel Shillcutt is the Vice President of Education for Hi-Noon Toastmasters in Little Rock Arkansas and is an Able Toastmaster Gold with Toastmasters International. He is the owner of Focus 4 Fulfillment (http://www.focus4fulfillment.com), a Coaching and Consulting small business. “What Do You Stand For? How Values Enhance Authentic Communication” 10:30am – 11:30am Presenter: Cary A. CLINTON RUSSELL, JR Toastmaster Clinton Russell, Jr. is a long-standing member of Downtown Jackson Club, and a new member of Guess Who’s Talking Now Club. As the 2014-2015 President of Downtown Jackson Club, he led the club to President’s Distinguished. As a 20-year professional utility mapper, he found himself engaging with clients more than expected. Often, these encounters would include last minute or emergency presentations for state agencies, utility companies, and other clients who could not afford to have their time being wasted. He found out the hard way that finding a realistic practice scenario could be hard to do inside of your home club, or at home. “Finding Professional Platforms to Speak On” 10:30am – 11:30am Presenter: Clinton Russell, Jr., ACB, ACS Today, Toastmaster Russell will challenge you to find and create professional speaking opportunities for yourself “outside” of your club. No more practicing at home or in front of your children and pets, I challenge you to break through your own fears and book yourself to several professional platforms, using a real, live audience as your practice audience. RHONDA MATTOX
Toastmaster Rhonda Mattox is an award-winning board-certified physician. While most of you may not know the person of Dr. Rhonda, many of you are familiar with her voice. While serving as the medical director of the Arkansas Minority Health Commission, Dr. Mattox launched Praise 102.5's TAKE 5 WITH THE PHYSICIAN in 2015, serving as the Executive Producer and Co-host of the weekly radio show. She also tackled listener's questions on taboo topics during Power 92's ASK THE DOC call in morning radio show with Broadway Joe from 2014 - 2016. Dr. Mattox is a product of the Arkansas’ schools Hendrix College and the University of Arkansas Medical Sciences (UAMS). Yet she has enjoyed a national platform with national impact on policies and media. She has served as a consultant to state and federal agencies including Substance Abuse Mental Health Services Administration (SAMHSA) and the United States Health and Human Services (HHS). Likewise, she has served as a health policy adviser to elected officials--including longest serving member and former Dean of U. S. House of Representatives John Dingell III. Yet she most enjoys working synergistically with her fellow Toastmasters and putting her creative talents to work at Speakers-N-Action Toastmasters Club in North Little Rock as the Vice President of Public Relations. “Transformative leaders serve lemonAID before LaUNCH” 10:30am – 11:30am Presenter: Rhonda Mattox, MD Most people believe that experience is the best teacher. Yet transformative leaders recognize that experience may be the most convincing teacher or perhaps the most painful teacher. But the very best teachers are "failures" examined and lessons learned, preferably from OTHERS failures (and not your own). The most transformative leaders know this, and they have learned what to add to those lemons to make lemonAID and LaUNCH. DAVID BERNSTEIN
David started his Toastmasters journey in 1982 while in graduate school, working on his MBA. His professional career has been primarily in the field of marketing and marketing research. He has helped bring numerous new products to market in the television, radio, and advertising industries. Today, David is mostly retired but keeps on top of the latest trends in his field by being a certified SCORE mentor in Northwest Arkansas.
As a Toastmaster with nearly 30 years of experience, his knowledge has helped many clubs from coast to coast. He is currently the District 43 District Finance Manager and president of Pinnacle Toastmasters in Rogers, AR. He and his wife, Judith met at a District 65 Conference and they have been a team ever since.

This session will dig into how you can leverage simple techniques of customer service in your own club and area. You will learn several of the most effective methods used by businesses large and small to build loyalty and satisfaction.

BONNIE SCOTT
Distinguished Toastmaster Bonnie L. Scott relocated from sunny Orlando, Florida to Mississippi and married her husband Frederick A. Scott in May 24,2017. She is an author, playwright, producer, poet, keynote speaker, entrepreneur, and ordained minister of the gospel. She received an honorary doctorate in Theology. She is the Vice President of Education at Vicksburg Toastmasters Club. She won Toastmasters Table Topic contest for Mississippi District 43 Division E fall speech competition in 2018. She joined Toastmasters May 1, 2018. In 2019 and became the first Distinguished Toastmaster in Pathways receiving the Super Eagle award in District 43 Division E. DTM Scott created a mentoring program called “Pay it Forward” to mentor Toastmasters to become Distinguished Toastmasters in Pathways. She takes total delight in mentoring and coaching. She is also a financial analyst and agent with Primerica. Her motto is "Be Authentically You." “Wow Them in Minutes!” 1:00pm – 1:30pm Presenter: Bonnie L. Scott, DTM This will be a presentation on impromptu speaking and guidelines. This presentation is for anyone who would like to be confident when expressing their opinions or answering questions quick on their feet.

PAM CONFER
Pam Confer is an international, award-winning, bilingual professional speaker, jazz singer, business consultant, public relations guru, and sports clay enthusiast. She explodes with confidence— teaching everyone how a simple smile can move the world!
Pam has been involved in Toastmasters International since her college days, and officially joined Capital
City Toastmasters Club 1684, Jackson, MS, in 1996. Pam is a TEDx Women presenter, corporate
humorist and master soft-skills trainer. She has graced the cover and been featured in several
publications, including Southern Automotive Magazine (2017), Jackson Free Press (2017), Medium
Magazine (2020) and Thrive Global Magazine (2020). Her open mind, personal stories and amusing
training style are unmatched.
Pam has a certification in online learning from the National Institute of Online Learning (NIOL) and is a
member of the Society for Human Resource Management. She has served as a lead instructor and
curriculum developer for the Mississippi State Personnel Board for approximately 17 years. Pam also
travels the Southern region, offering specialized keynotes, trainings, and comedic self-help talks for
governmental entities, educational institutions, public and private sectors.
A singer/songwriter, Pam is recognized for her signature interactive performances. She is an artist on the
Mississippi Arts Commission’s roster, and travels throughout the Southeast with her band, Jazz Beautiful.
Her voice is described as, “velvet soul... dipped in Jazz!”
In December of 2017, Pam debuted “Mississippi Beautiful”, a song she wrote, produced and recorded in
tribute to the state’s bicentennial and the opening of the Two Mississippi Museums. The anthem plays
each day in the “Where Do We Go From Here” Gallery of the Mississippi Civil Rights Museum. She
regularly performs the song across the state. In 2019, former Governor Phil Bryant issued a proclamation
declaring May 10 as “Mississippi Beautiful Day” statewide.
Pam is a strong advocate for community partnerships. She not only moves within numerous circles; she

WILLIAM HUNG
William is famously known for his rendition of “She Bangs” on American Idol. However, he
became famous for all the wrong reasons. Despite a humbling start, William redeemed himself.
He has since appeared on Jimmy Kimmel Live! and The Ellen DeGeneres Show and even
performed live with Ricky Martin in Las Vegas. During this session, you will learn how William
was able to turn it into his advantage from his last 16 years of studying the world’s top
performers and public speakers to uncover their secrets to success. Using what he discovered,
he skyrocketed his first studio album “Inspiration” to #1 on the independent Billboard charts.
He has also spoken for Microsoft, REMAX, Qorvo, and other esteemed associations. He has
appeared on the Toastmasters magazine and he has spoken at Toastmasters events for more
than 50 different clubs. He now helps people find their unconventional path to success by
leveraging public speaking because he believes everyone has a right to try something new
without being judged or ridiculed.
