Vaping:

Vaping is the act of inhaling vapor produced by an e-cigarette, vape pen, or personal vaporizer. These

devices have grown in popularity and are believed to be a healthier alternative to smoking. The liquids

in vapour products often contain nicotine, flavoring, and other chemicals. Some of them are used to

vape marijuana products.

The health risks of using these devices are still being researched. However, preliminary studies show

that they do have many negative health effects.

It is illegal to give or provide any vapor products to someone under the age of 19. It is also illegal to

use vapour products inside any enclosed spaces or public workplaces, including schools.

If you would like more information on vaping, the following site from National Center of Addiction

and Substance Abuse may be helpful:

Naloxone Kits and Risk Assessment Tool

The Province’s Task Force on Overdose Response has developed a Naloxone Risk Assessment Tool

for government and non- government organizations, including school districts and schools. The Risk

Assessment Tool is intended to assist schools/school districts in their decision making around whether

to stock naloxone for use in the event of an overdose, what formulation of naloxone to obtain

(intramuscular versus intranasal), and how to access training on the administration of naloxone. Once

the risk

assessment has been completed, school districts can purchase naloxone kits for their high risk schools

in bulk quantity through the province’s Product Distribution Centre (PDC) by completing the attached

school district/independent schools request for naloxone kit form.

For more information, please see Naloxone Kits and Training - Question and Answer (Q&A)

SANCTIONED VS. NON-SECTIONED EVENTS

SANCTIONED EVENTS

Sanctioned events are those events or trips which are endorsed and supported by the School District. Inherent in

being considered endorsed, sanctioned events must have received approval by the principal or vice-principal of

the school, or by senior district staff. In order for an event to be approved, all pertinent laws, School Board

policies, regulations and procedures must be adhered to, and, the school principal or vice principal, or senior

district staff must be apprised of all proposed activities, and sign off on any necessary paperwork. Sanctioned

events will generally have access to use school communication systems (e.g. email, school newsletters, bulletin

boards) for advertisement and communication, and, to hold meetings and/or fundraising events, without rental

bookings and fees, on School District No.48 property.

NON-SANCTIONED EVENTS

Non-sanctioned events or trips are those which are not endorsed or supported by the School District in any way.

Any activities not approved by the principal or vice principal of the school, or by senior district staff, are

considered to be non-sanctioned events and the Board will not assume any responsibility for them.

Advertisement of activities of this nature will not be permitted on School District No.48 property. The use of

school communication systems (e.g. email, school newsletters, and bulletin boards) shall not be used for

advertisement nor communication. Meetings and/or fund raising events related to non-sanctioned events will

not be permitted on School District No.48 property or will require a rental booking and fee payment for use of

the rented facility.

GRADUATION AND DRY GRAD EVENTS

School sanctioned graduation events are activities which are fully endorsed by the school district and have

received principal or vice principal, or senior district staff, approval. Inherent in having been approved as

sanctioned events, the previously noted details for sanctioned events apply.

Non-sanctioned graduation events are activities related to graduation which are not endorsed by the school

district. The principal or vice principal, or senior district staff, have determined that the related activities do not

adhere to all pertinent laws, School Board policies, regulations and procedures, and/or the activities may have

severe consequences that flow from the inherent risks of the activity and the probability of occurrence of these

risks cannot be reasonably eliminated.

Dry Grad events are separate from school sanctioned and non-sanctioned graduation events and are related

specifically to the ordinarily received funds via the BC Liquor Board corporate social responsibility

programming. Senior district staff sign off on receipt of these funds annually, committing to the use of these

funds for safe, alcohol-free activities. These funds are then distributed for planning purposes by a Dry Grad

committee. This school based Dry Grad committee, under the advisement of the school principal, shall

determine annually whether or not they wish for their Dry Grad events to be sanctioned or non-sanctioned. If

electing to have the Dry Grad events sanctioned, the Dry Grad Committee must appear before the Board, no

later than November each school year, to request the Board’s endorsement for that school year’s Dry Grad

activities. All Dry Grad events and activities will remain non-sanctioned until the Board has made a decision

each year regarding their endorsement. All criteria outlined above in this policy for sanctioned and non-

sanctioned events will apply to Dry Grad.
