    MILESTONES OF WEAKER UNIVERSITIES SCHOLARSHIP PROGRAM

    With a passion to create a breed of highly qualified manpower in high-tech fields including

    Natural and Basic sciences and to facilitate assimilation, absorption and transfer of important

    and promising technologies to achieve rapid economic progress, Higher Education Commission

    launched MS / M.Phil. leading to Ph.D. level training program for selected weaker universitiesof Pakistan in 2004.

    The Scheme envisaged MS/M.Phil. leading to PhD level training in advanced Natural / Basic

    Sciences, Social Sciences / Humanities and six months language course (as required by the

    selected countries) for 100 full time teachers; working on regular basis in less equipped and

    newly established universities, at reputed universities of Austria, France and Germany having

    collaborative links with Higher Education Commission, Pakistan.

    The scholarship scheme was launched in 2004 and by Dec 2007 all the available slots were

    occupied. As mentioned below, a total of 11 scholars left for Austria, 42 left for Germany while45 had proceeded to France:

    To date, forty scholars have successfully completed their PhD, graduated, returned and haverejoined their parent universities as faculty members. The achievements of some of the

    scholars who have graduated in the last few years are highlighted below:

    Dr Nazeer Hussain Kalhoro:

    A lecturer of Anatomy and Histology at Sindh Agriculture University Tandojam; was selected for

    HEC scholarship to pursue PhD studies in Biological Sciences at University of Veterinary

    Medicine, Hannover Germany.

    Realizing that the commercial poultry farming is the most significant source of protein and

    frequent outbreaks of avian influenza (bird flu) incur huge economic losses not only in the form

    of death of birds but also as a ban on poultry related products export from Pakistan; Dr Nazeer

    Hussain Kalhoro dedicated all his efforts and energies to diagnose and control this fatal disease.

    During this Master leading to PhD Program training, he successfully evaluated and produced

    twelve different vaccines against avian influenza (bird flu).

    On successful completion of his PhD in 2009, he has rejoined Sindh Agriculture University,

    Tandojam and is working hard on epidemiology, infections and prevention of avian influenza in

    poultry to make Pakistan prosperous and free from bird flu.

    Dr Zahoor Ahmad:

    Assistant professor at Balochistan University of Engineering & Technology, Khuzdar, he was

    enrolled in Master-2-research (M2R) program in Informatique et Sciences de l'information et

    de La Communication Universite de Limoges (Computer Science and science of Information

    and communication, University of Limoges). He completed M2R securing 3rd

    highest position in

    class and was awarded admission to PhD by the same university in the School of Engineers

    (ENSIL, Ecole Nationale Suprieure d'Ingnieurs de Limoges).

    During his PhD studies he has presented two papers in International Wireless Communications

    and Mobile computing conferences (IWCMC) held by IEEE at Greece and UK respectively.

    Dr Bilal Shams Khattak:

    A lecturer in I.T. Department of Kohat University of Sciences & Technology (KUST); was awarded

    MS leading to PhD Scholarship to acquire higher education in France. He enrolled himself at

    Universit de Bretagne Occidentale (UBO) in the Masters-2 research program of Signaux et

    circuits (Signals & Circuits). However, on successful completion of his Masters, he was able to

    secure a CIFRE scholarship (a French acronym for 'Industrial training through research'); the

    most prestigious and highest paid scholarship in France which is jointly funded by the French

    Govt and the industry (STMicroelectronics in his case). An HEC scholar can not have another

    scholarship in parallel; the scholar not only informed Higher Education Commission about his

    selection but also stopped taking HEC funding and is still determined to serve Pakistan inaccordance with the deed of agreement.

    Mr. Noor Ahmed Rind:

    Lecturer at Balochistan University of Engineering and Technology, Khuzdar; has successfully

    completed Masters Program in Transportation Systems from TU Munich. As a pre-requisite for

    admission into PhD Program, Mr Noor Ahmad also interned for eight weeks at The Prfamt fr

    Verkehrswegebau, Baumbachstrae 7, 81245 Mnchen; one of the best research centers in the

    field of railways and roads. As a doctoral student at the Institute of ISBS, TU Braunschweig, he

    now deals with the analysis of cracks in asphalt roads with the help of geo-radar (crack

    detection in road pavements by means of radiometry). It is expected that this research will

    create a link between Pakistan railways, NHA, Balochistan University of Engineering andTechnology, Khuzdar and aforementioned German Institutes.

    Mr. Sajjad Hussain Sajjad:

    As a Lecturer of Geography at Department of Earth Sciences, University of Sargodha; Mr Sajjad

    was awarded scholarship in 2008 under this scheme to pursue his doctoral studies in the field

    of Climate Change at Universite de Strasbourg, France.

    Non exploration of renewable energy resource can lead to a huge energy crisis having

    devastating social and economic effects particularly when there is constant increase in its

    parameters i.e. Population and Energy Consumption. Since urban areas hold a central figure inthis matter and both the components viz population and consumption are high in these areas;

    Mr Sajjad aims to explore the urban development strategies to minimize energy consumption

    and their effect on the environment. His PhD research is based on development and use of

    meteorological model Finite Volume Mesoscale (FVM) i.e. to develop some model based cities

    having less energy consumption and heat generation. Till date, the scholar has published four

    papers having cumulative impact factor of 6.951 in journals like Climatic Change and African

    Journal of Biotechnology.

    Dr. Muhammed Uzair-ul-Hassan:

    Dr. Uzair, has completed his PhD from Universit Paris Descartes, Facult des SciencesHumaines et Sociales, Sorbonne, Paris, France.

    Uzair was awarded HEC Overseas scholarship for France against the scheme titled MS / M. Phil

    leading to PhD Scholarships for teachers of Weaker Universities. He completed his intensive

    French language course at CAVILAM (Centre dApproches Vivantes des Langues et des Medias),

    Vichy in 2007 and got admission in Master in Educational Sciences at Universit Paris Descartes,

    Facult des Sciences Humaines et Sociales, Sorbonne, Paris.

    In 2008, he completed his Master and got registered in PhD at the same University. Uzair

    completed his PhD in December 2010 and was awarded trs honorable (highly honorable)

    grade with flicitation du jury (congratulations from jury). His research focused on howinclusion is possible in ordinary schools in particular and in society at large in Pakistan. The

    beauty of his research that was also much appreciated by the jury is the exploitation of both

    quantitative and qualitative approaches in his work.

    Apart from the completion of PhD in social sciences within the shortest period of 2 years, he

    has published one article in international journal and also participated and presented his

    research work in three international conferences. In 2009, he has also won best research

    manuscript award at the University of Alicante, Alicante, Spain. Further, Uzairs two research

    articles are in pipeline.

    Eric PLAISANCE, Emeritus professor, Universit Paris Descartes, Paris and Felicity Armstrong,

    Professor, University of London, UK, immediately after the PhD defense session congratulated

    me and asked to contribute and share your knowledge and skills with your University studentsas much work is needed to be done in the field of Sociology of Education in Pakistan. I am quite

    ambitious to continue my research work in the area.

    Although, it is a difficult decision to first learn French language and then study social sciences

    subjects in French Universities but I think, it equally provides a chance to learn another

    international language with additional exposure of research studies being conducted in French

    that rarely translated into English.

    I am deeply indebted to the Higher Education Commission for providing an opportunity to all

    Pakistani students to compete and get selected on merit basis to study in advanced countries. I

    express my gratitude to SFERE for coordination with students in France and to University ofSargodha for granting me study leave. Dr. Uzair will return to Pakistan in the last week of

    December 2010 and will join his parent University i.e. University of Sargodha.

    Dr. Aneela Yasmin:

    Dr. Yasmin is one of the HEC scholars who have recently completed their PhDs. She earned the

    honor summa cum laude(with highest honors) for her research that was based on rose

    functional genomics.

    She was selected for HEC overseas scholarship under the scheme MS / M. Phil leading to PhD

    scholarships for teachers of weaker universities for Germany. After completing five months

    German language course, she joined molecular breeding research group at University ofHannover, in 2006. This research group is famous for its molecular biological research on roses

    throughout the world. There she started mining resistance genes from roses active against

    black spot, a fungal disease of roses.

    According to Aneela, rose is a difficult system to work with as compared to model plants (for

    example Arabidopsis) especially due to its higher ploidy levels. Within due time, she

    successfully isolated resistance genes and proved their functionality in the transient expression

    system. This data is already presented in four international conferences, and three peer

    reviewed research papers are on her credit. In addition, one independent German publishing

    group has offered her to publish her thesis in book form. Nowadays; she is working on her

    major publication and expected to rejoin Sind Agriculture University, Tandojam in May 2011.

    Dr. Atiq Ahmed:

    Atiq Ahmed, an HEC scholar, has completed his PhD from Universit de Technologie de Troyes,

    Environnement des Rseaux autonome, Troyes, France.

    Atiq was awarded HEC Overseas scholarship for France against the scheme titled MS / M. Phil

    leading to PhD Scholarships for teachers of Weaker Universities. Before getting admission in

    Master in Rseaux, Connaissances et Organizations (RACOR) at Universit de Technologie de

    Troyes, Troyes, he completed intensive French language course for two months at CEL (Centre

    d'Etude des Langues), Colmar in 2006. On successful completion of Master, Atiq was registered

    as a PhD Scholar in the same University under the supervision of Prof. Dominique Gaiti.

    He completed his PhD in October 2010 entitled Continuity of Service in Heterogeneous

    Wireless Networks with multi-agent systems. His research work evaluated how multi-agent

    systems can reduce the handover delay, packet loss and handover decision delay. During this

    research work, he supervised an MS student as well. He was also an active member of various

    European Union Projects like SUN (Situated and Ubiquitous Networks), TEROPP (Terminals for

    opportunistic radio applications), etc. Apart from completion of PhD, Atiq has published an

    article in international journal named Annals of Telecommunications and is currently working

    on a book chapter. He presented his research work in six well reputed international

    conferences of the field like Local Computer Networks, AICT, TNS, etc.

    French learning, contacts with French people, exposure to the French media and culture,

    sojourn in a French-speaking environment, all played a very vital role in my personal and

    professional grooming. Learning French language is a life time experience. It is difficult but not

    impossible. I am also extremely grateful to the Higher Education Commission Pakistan for

    providing me an opportunity to compete and get selected on merit for PhD studies in advanced

    countries says Atiq. He has returned to Pakistan in November 2010, right after completion of

    his degree and has joined his parent organization viz University of Baluchistan. Currently, he is

    engaged in a research project which aims at integrating the researchers of the neighboring

    countries through a web portal, financed by the British Council.

    Dr. Sehatullah:

    Sehat ullah, an HEC scholar, has completed his PhD from Universit d'Evry Val d'Essonne,

    France.

    Sehatullah was awarded HEC Overseas scholarship for France against the scheme titled MS /

    M. Phil leading to PhD Scholarships for teachers of Weaker Universities. Before getting

    admission in Master 2 (Research) in Science pour l'Inggineurs (SPI), Speciality Ralit Virtuel et

    Systmes Intelligentes (RVSI) at Universit d'Evry Val d'Essonne, France. He completed

    intensive French language course for two months at CEL (Centre d'Etude des Langues), Colmar

    in 2006. On successful completion of Master, Sehat was enrolled as a PhD Scholar in the same

    University under the supervision of Prof. Dr. Malik MALLEM.

    He completed his PhD in January 2011 entitled "Multi-modal Assistance for Collaborative 3D

    Interaction: Study and analysis of performance in collaborative work". This was a joint project

    of IBISC (Informatique, Biologie Intgrative et Systmes Complexes) Lab Universit d'Evry Val

    d'Essonne and LISA (Laboratoire d'Ingnierie et Systmes Automatiss) Lab Universit d'Angers,

    France. During this research work, he has published three articles in international journals and

    nine papers in the proceedings of reputed international conferences. He has also displayed

    some part of his work in public events like science festival 2009 in Angers France.

    French learning, contacts with French people, exposure to the culture and time in a French-

    speaking environment, all played a very vital role in my personal and professional grooming. I

    offer my cordial thanks to the Higher Education Commission of Pakistan for its fair andtransparent process of selection for PhD studies in advanced countries says sehat. He has

    returned to Pakistan in February 2011, soon after completion of his degree and has joined his

    parent organization viz University of Malakand. He has already submitted a research project to

    the HEC for the approval of funds and is planning to submit more.

    Dr. Ihsan ullah:

    Ihsan Ullah, a native of Malakand and an HEC scholar, has completed his PhD from Universit

    de Technologie de Troyes, Environnement des Rseaux autonome, Troyes, France.

    Ihsan was awarded HEC Overseas scholarship for France against the scheme titled MS / M. Phil

    leading to PhD Scholarships for teachers of Weaker Universities. Before getting admission in

    He completed his PhD in November 2011 entitled Towards User-aware Peer-to-Peer Live

    Video Streaming Systems. The main focus of his research was the impact of user behavior over

    the quality of streaming and overall performance of the system. In order to adapt thesesystems to different behaviors, machine learning techniques were explored and utilized. During

    his PhD research, he managed to publish two articles in international journals, four in the

    proceedings of international conferences and two in national (French) conferences. He also

    received a travel grant for IEEE international conference IM2011 and his paper got the runner

    up Cisco award in IFIP international conference AIMS2010.

    Working in France, interaction with internationally renowned scientists, contacts with French

    people, and exposure to French culture, all played a very vital role in my personal and

    professional grooming. I cordially thank the Higher Education Commission Pakistan for

    providing me the opportunity to compete for a foreign scholarship in a fair and transparent

    process of selection says Ihsan. He has returned to Pakistan in December 2011, right after thecompletion of his degree and has joined his parent organization viz University of Balochistan.

    Currently, he is working on a project proposal and he is also in contact with foreign researchers

    to work in collaboration.

    Dr. Mrs. Farhat Iqbal, a native of Sargodha and a lecturer at the Department of Electronics,

    University of Sargodha, Punjab completed her PhD from the Department of Broad band

    communication, Tecnische Universitat, Graz, Austria in Satellite Laser Ranging. Her thesis title

    was Feasibility Study and Design of a Multi-Kilohertz Satellite Laser Ranging System. She has 4

    International publications and has graduated, returned and joined her parent university on

    20.03.2011.

    Dr. Pershotam Khatri, born in Sanghar (Sindh) and a lecturer from the Department of Animal

    Re-production at the Sindh Agriculture University (SAU), Tandojam, Sindh completed his PhD

    with a mention of Cum Laude from the Department of Veterinary Medicine, Justus-Liebig-

    Universitt Giessen, Germany in Agriculture and Veterinary Sciences. His thesis title was

    Placental Sulfoconjugated Estrogens in Cattle: Byproducts of Trophoblast Giant cell

    differentiation or Substrates of Pregnancy -Specific Sulfatase. He has 4 local and 3 overseas

    publications. He has graduated, returned and joined his parent university on 26.03.2011.

    Dr. Basit Niaz, a native of Sadiqabad (Rahim Yar Khan) and a lecturer in the Department ofChemistry, Hazara University, Mansehra, KPK completed his PhD with a mention of Magna

    Cum Laude from Universitat Greifswald, Germany in Physical Sciences. His thesis title was

    Synthesis of Novel Biaryl Type Heterocyclic P, P- and P, N- Ligands. He has 4 International

    publications to his credit and has graduated, returned and joined his parent university on

    1.04.2011.

    Dr. Noman Javed, a native of Bahawalpur and a lecturer from the Department of Computer

    Science at the University of Bahawalpur, Punjab has completed his PhD from University of

    Orlans, France in Computer Sciences. His thesis is on the topic ofMeta-Programmed

    algorithmic skeletons: Implantation, performances and applications. He has published 5

    International research papers and has graduated and rejoined his parent university on

    24.06.2011.

    Dr. Malik M. Saad Missen, born in Rahim Yar Khan (Punjab) and a lecturer in the Department of

    Computer Science, Islamia University, Bahawalpur, Punjab completed his PhD from University

    of Toulouse 3, France in Computer Science. His thesis was on the topic ofMultidimensional

    ranking model for Information retrieval opinion detection in BLOGS. He has 12 International

    Publications in his research portfolio and has graduated and joined his university on 4.07.2011.

    Dr. Aziz Javed, a native of Wanda Mauzam (D. I. Khan) and a lecturer from the Department of

    Business Administration, Gomal University, Dera Ismail Khan, KPK has completed his PhD from

    IAE Aix-en-Provence, Paul Cezanne University, France in Management Sciences. His thesis title

    was Effects of performance appraisal politics on job satisfaction organizationalcommitments

    turnover intention. He has 2 International Publications and has graduated, returned and joined

    Gomal University on 19.07.2011.

    Dr. Naveed Ahmed Shaikh, born in Shikarpur (Sindh) and a lecturer in the Department of

    Economics, Shah Abdul Latif University (SALU), Khairpur, Sindh completed his PhD with a

    mention of Cum Laude from the Institute of Development Research and Development Policy,

    RUHR-University of Bochum, Germany in Social Sciences. He completed his thesis on Trade

    Liberalization and Poverty Alleviation in Pakistan (Case Study of Sindh Province)and has 2

    International publications. He graduated and joined his parent university on 16.08.2011.

    Dr. Faisal Maqbool Zahid, born in Faisalabad and a lecturer at the Department of Statistics,

    University of Agriculture, Faisalabad, Punjab has graduated with a PhD with the mention of

    Magna cum Laude from Institute for Statistics Ludwig-Maximilians-University, Munchen,

    Germany in Physical Sciences. He completed his thesis on the topic of Sprinkage estimation for

    categorical regression models. He has 8 International Publications to his credit and has also

    authored a book titled Regularization and Variable selection in categorical regression analysis

    in 2011. He has graduated and joined back his parent university on 5.09.2011.

    Dr. Nasir Mahmood, born in Quetta and a lecturer in the Department of Biotechnology and

    Informatics at the Baluchistan University of Information Technology and Management Sciences,

    Quetta, Baluchistan graduated with a PhD from INPL Nancy University, France. He completed

    his thesis on A case study of different hydrodynamic and nutritional constraints on

    Streptomyces used for the production of antibioticand has 1 local and 3 Internationalpublication to his credit. He has graduated and joined his university on 12.09.2011.

    Dr. Jabbar Khan, a native of Bannu (KPK) and a lecturer in the Gomal Center of Bio-Chemistry,

    Gomal University, Dera Ismail Khan, KPK completed his PhD from Institute of Genetics and

    Development, Faculty of Medicine, Rennes 1 University, France in Physical Sciences. His thesis

    was on the topic ofRelationship between Aurora Kinase C and Cancer. He has 10 International

    Publications to his credit and has graduated and rejoined his parent university on 5.11.2011.

    Dr. Nadeem Salamat, a native of Bahawalnagar and a lecturer in the Mathematics Department,

    Karakorum International University, Gilgit, Baltistan has completed his PhD with a mention of

    Honorable from University de la Rochelle, France in Physical Sciences. He completed his thesis

    on Dynamic space relations between objects for scene analysis. He has 7 International

    Publications to his credit and has graduated and rejoined his parent university on 14.11.2011.

    Dr. Zafar Yaqub, a native of Multan and a lecturer in the Department of Management Sciences,

    Islamia University, Bahawalpur, Punjab has completed his PhD with a mention of Distinction

    from Universitat Wien, Austria in Management Sciences. His research thesis was on The

    Efficacy of Relational Governance and the Value-creating Relational Investments in Revenue-

    enhancement in Supplier-intermediate Buyer Relationships. He has 6 local publications and 19

    International publications to his credit. He has graduated, returned and rejoined his parentuniversity on 15.12.2011 respectively.
