Why do countries and institutions carry out assessments of their PA portfolios?
• Converging motivations– Improving management effectiveness of PAs– Adaptive management (anticipate and adapt to
change)– Reporting against targets– Accountability– Prioritising investments: cost effectiveness– Identifying gaps in design
WWF's Forests for Life Programme: Presentation to WPC, 12/09/03
Why do countries and institutions carry out assessments of their PA portfolios?
• Diverging motivations– "Triple Bottom Line" standards and reporting– Transparency: financial and ethical disclosures– Reporting: to whom? Different constituencies,
stakeholders, right-holders– Advocacy and communications– Branding and competitive positioning– Different primary user of results
Differing needs, differing scope!

WWF Protected Area Targets
• WWF's main objective: representation– Forests: 50M ha of new forest PAs
50M ha improved management
At least 20 governments assess their PA systems, by 2005
– Freshwater: protection and sustainable management of 250M ha of high-priority freshwater ecosystems, by 2010
– Marine: effectively managed, ecologically representative marine PA networks covering at least 2% of the world's seas by 2005 and at least 10% by 2020

WWF's RAPPAM Methodology
• Comparative, system-wide level
• Compiles data from many sites
• Rapid, broad, course filter
• Relies on knowledge of managers and administrators
• Aimed primarily at PA Mgt Authorities and policy- makers
Workshop in KwaZulu Natal

WWF's experience with an Institutional Portfolio Assessments: The Tacking Tool
Provides baseline data on WB/WWF Forest PA Portfolio
Identifies Progress on Management Identifies global trends and priorities for the
development of tools and policies Identifies key management issues in PA management
and how to resolve issues Assists reporting and accountability Identifies appropriate follow-up steps

Ways Forward...
• Country level:– carry out & institutionalise system-wide assessments– link assessments to management response and
implement recommendations– complement system-wide assessments with site-
specific ones (avoid duplication!)
• International level:– have CBD's work programme require countries to
institutionalise periodical assessments– develop agreed minimum set of
benchmarks/indicators on PA mgt effectiveness– identify institution that can host international
database and carry out periodical analysis

WWF's commitment
• Support at least 10 new country assessments
• Continue the assessment of our WB/WWF Alliance portfolio
• Partner with others to advocate institutionalisation of assessments through CBD
• Identify funding for and carry out analysis of all assessments to date (info over 600 PAs)

Recommendation 10 … requires parties of the CBD to:a) adopt and institutionalise periodical protected areas management effectiveness assessments by 2005. Such country-wide "State of the Parks" Assessments should be used as a basis for regular and periodical reporting of the Parties to CBD. These assessments should be based on the IUCN WCPA Best Practice Series publication n° 6 Evaluating Effectiveness: a Framework for Assessing Management of Protected Areas".
