from the Governor of Pennsylvania, Pennsylvania Department of Health, Centers for
Disease Control and Prevention, Pennsylvania Department of Education, and a variety of
other local, state and national resources including:

Health and Safety Plan Phases Phases
PA Department of Education has categorized reopening into three broad phases:
red, yellow, or green. These designations signal how counties and/or regions may
begin easing some restrictions on school, work, congregate settings, and social
interactions:
• The Red Phase: Schools remain closed for in-person instruction and all
instruction must be provided via remote learning, whether using digital
or non-digital platforms. Provisions for student services such as school
meal programs should continue. Large gatherings are prohibited.
• The Yellow Phase and Green Phase: Schools may provide in-person
instruction after developing a written Health and Safety Plan, to be approved by
the local governing body (Board of Directors) and posted on the school entity’s

Survey Results
The following results from the survey were analyzed and used to create WASD’s
plan to reopen our schools:
• WASD received 939 responses to the parent/guardian survey.
• If WASD plans to return to full time, in-person learning, 65% of
parents/guardians plan to send their child(ren) to school in August.
• If WASD implements a hybrid plan for education, 72% of parents/guardians
plan to send their child(ren) to school in August.
• 42% of parents responded that their child(ren) will be utilizing the school bus.

PDE Instructional Options Considered
1. Total reopen for all students and staff (understanding some students/families may
opt for distance learning out of safety/health concern):
This option provides the optimal learning experiences for our students.
This option does not permit the District to follow the regulatory guidance and medical
review team guidance. Students would not be able to be spaced out to the recommended
social distance of six feet. Classroom space limits the number of desks spaced six feet
apart. In addition, this option provides the most challenges for transportation.
Conclusion: This option does not meet current guidance provided by governing
agencies and Medical Review Team recommendations.

PDE Instructional Options Considered
2. Blended reopening that balances in-person learning and remote learning for all
students alternating days (understanding some students may opt for distance
learning out of safety/health concerns)
Students will be divided into two groups. Half of the students K-12 will come to school two times a
week (M-Th, T-F) and receive 3 days per week of virtual education. Social distancing of six feet will
be implemented in all buildings. This includes face coverings being required by order of the
Governor. Student seating will be six feet apart and traffic patterns in school buildings will be
altered to accommodate social distancing. Additionally, daily cleaning processes and procedures
will continue to be implemented as detailed in the WASD Health and Safety Plan.
Conclusion: This option permits the District to meet the regulatory guidance and
recommendations provided by the Medical Review Team.
This option permits the District to significantly reduce bus run rosters.

PDE Instructional Options Considered
3. Total remote learning for all students
This option is not the most optimal learning due to lack of social interaction
This was the instructional model used last spring. If used again, we will revise expectations for
students and faculty. Improvements include:
• More consistent schedule that mimics regular school day• Increased opportunities for synchronous learning activities facilitated by classroom teachers
using WebEx• Increased asynchronous lessons recorded by classroom teachers using screen recording
software• Consistent implementation of learning management systems at the K-4 level (Google
Classroom) and 5-12 levels (Schoology)
Conclusion: WASD is prepared to implement virtual education for all students should this option
become necessary. WASD has added virtual resources and will provide additional staff training in
August.

WASD Recommendation: Hybrid Model/With Virtual Option
• All students receive blended learning opportunities that balance in-person
learning and remote learning.
o To optimize educational opportunities, students will receive in-person learning two
days per week (M/Th or T/F) and asynchronous remote learning three days per
week
o Daily cleaning plus additional cleaning and disinfecting of all spaces will occur on
Wednesdays & Saturdays/Sundays
o Social distancing guidelines are more easily met in classrooms, hallways,
cafeterias, arrival/drop off locations, and on buses or transportation vehicles
o Decreased potential for spread of COVID-19
o Teachers work on-site on Wednesdays to prepare virtual lessons, provide
synchronous full class meetings and keep established office hours for student
support

• Some students/families will opt for full time remote learning due to safety/health
concerns. For these students/families the District offers:
• WAVE – Wyomissing Area Virtual Education
o Families will have the option to enroll in full time remote learning provided by
highly qualified teachers from WASD
Instruction is a combination of synchronous (live instruction via WebEx)
and asynchronous instruction
Instruction will be based in the Edgenuity educational platform and will
be used in combination with the WASD curriculum resources, all aligned
to PA Core Standards
Enrollment opportunities are on-going throughout the school year

• Evaluations/Reevaluations
o Upon School Board approval of our Health and Safety Plan, our school
psychologists will develop a schedule to complete evaluations
o Requests for new evaluations will follow collection of baseline data and
recoupment services for up to 3 months
• Progress Monitoring
o Collect baseline data within the first two weeks of the academic year in all
areas of need, provide 6-8 weeks of recoupment instruction and collect new
present levels of performance
o Teams will utilize a set of pre-determined questions to determine need for
more in-person instruction

• What does this look like?
o Social Distancing – If lunch is served in cafeterias, seating will be
designed to provide 6ft. distancing. Recommended to serve lunch
in classrooms where applicable
o Recommend all individuals sanitize/wash hands before and after
eating
o Limited menu availability for lunch, potential cold lunches will be
served
o Grab and go breakfast
o Student dining areas and cafeteria serving areas will be cleaned

Transportation
• What does this look like?
o One student per seat (except siblings),wearing of a face covering is
required
o Assigned seating for all students K – 12
o The bus will be sanitized in between runs
o Parents/Guardians will be asked if they plan to use District
transportation so we can be accurate with bus rosters
o In light of the COVID-19 situation, G & L Transportation has taken a
number of proactive steps to help ensure the health and safety of
passengers and employees. Precautions such as sanitization of public
high touch areas, COVID-19-related training for employees, and

• Every student in the District grades K-12 will be provided with a 1:1 device
• Every family will be provided with information on Xfinity Internet Essentials for low-cost high-
speed internet
• Any family with a financial need may request for a District mobile hot spot through their building

School Health Procedures
• Department of Health (DOH) staff are required to notify the school entity immediately upon learning
that a person with a confirmed or probable case of COVID-19 was present at the school or a school
event while infectious. DOH will assist the school with risk assessment, isolation and quarantine
recommendations, and other infection control recommendations. WASD will take every measure to
maintain the confidentiality of the affected individual.
• It is the responsibility of DOH staff to contact a student or staff person with COVID-19, inform close
contacts of their possible exposure, and give instructions to those involved, including siblings and
other household members, regarding self-quarantine and exclusions. The individual who tested
positive will not be identified in communications from DOH to the school community at large but
may need to be selectively identified for contact tracing by the DOH staff.
• If the District is informed of the positive case, we will contact local DOH staff before acting in
response to a known or suspected communicable disease. DOH will provide guidance to schools
regarding disease information, appropriate letters and communications, identification of high-risk
individuals, appropriate action and treatment, and on-going support and assistance.
• Based on protocol implemented by school nurses, WASD can implement a quarantine for students/staff
exhibiting symptoms, exposed to close contact with a confirmed case and/or while waiting for test
results, all of which require physician clearance with documentation provided to school health office.
