1 PROGRAMME MONDAY 27 MAY (PRE-EVENT) 15h00 – Open Debate with Commissioner Olli Rehn: Investing in Youth Location – The Marketen (Brussels City Centre) The European Youth Forum is organising a discussion with the Vice President of the European Commission Mr Olli Rehn on Investing in Youth, as part of the Youth Forum’s campaign LoveYouthFuture. VP Rehn is responsible for Economic and Monetary Affairs, including growth and jobs, in the context of macroeconomic stability. This is an extraordinary opportunity to discuss with the VP Rehn about the impact of the crises towards young people and also to present young people’s views on exit strategies to the crises and what is important for the Europe’s young people in this regard. The Italian Institute of Culture Awards the best outputs of the contest. 15h00 – 16h30 – Debate Competition with Party Political Youth: Austerity in Europe Location – Young Voters Spiegeltent

Young Political leaders from Youth of the EPP, Young European Socialists, European Liberal Youth, European Young Greens and Young European Federalists will compete with each other to build the best arguments around Austerity policy measures. Join the audience to vote who is the best team.

15h45 – 17h45 – Debate Competition Invest in Youth Location – Young Voters Spiegeltent 16 young participants, coming from member organisations of the Forum will challenge in teams in the format of debate competition on the theme of the European Union investing more in youth.

17h45-18h15 – Emerging Band Contest Winner Band: Category World/Ethno Location – Main Stage

Inspirations from all over the World Location – Main Stage We will warm up for the Launch of the League of Young Voters and connect via Skype to the 5 Continents to speak with Inspirational people and warm up for the launch of the League of Young Voters. A surprise from outer space will land at the Esplanade of the European Parliament in cooperation with the European Space Agency. Malala (tbc) - rock the vote (tbc) - Blanka Vlašić (CONFIRMED) 19h00-19h30 – Launch of the League of Young Voters: Keynote Speech Location – Main Stage An inspiration speaker will address the public to launch the League of Young Voters. A call to action to create a movement across the continent to put young people at the centre of the political agenda for the Future of Europe and generate an innovative electoral debate platform towards the European Elections 2014. (Invited guests to be confirmed: Chelsea Clinton, Giorgio Napolitano, David Milliband)

19h30-20h00 – Launch of the League of Young Voters: Official Launch Ceremony Location – Main Stage and Place Luxembourg A hot air balloon – a positive symbol of innovation and of the logo of the League of Young Voters – will take off outside the premises of the European Parliament. To officially address the public and support the launch we invited the President of the European Commission, José Manuel Barroso. The President of the European Youth Forum, Peter Matjasic will host him on stage.

Members of the Belgium and Dutch Royal Family, and many more VIP guests have also been invited to the ceremony.

Hot Air Balloon Rides will fly special guests and winners of youth competitions.

Fanfare du Belgistan and Ganbé Brass Band will provide the soundtrack.

10h00 – 13h00 – Vote @ 16 Debate Location – Young Voters Spiegeltent

Young Europeans from Youth Forum members will debate lowering the electoral age to 16. The debate will be held in front of the European Parliament where last year's written declaration on lowering the electoral age to 16 was supported by 177 Members of the European Parliament. The debate will involve young people to ask the question - are young people themselves ready to

vote at 16? 11h00-13h00 – Official Ceremony for the 25th Anniversary of the EU Youth Programmes Location – Charlemagne (EC)

Commissioner Vassiliou hosts the official ceremony to celebrate the achievements of 25 years of EU programmes dedicated to young people. The ceremony will include Roundtables and the Youth in Action Award 2013 winners announcement. 11.30 – 13.00 - Friday 31st January Location: LoveYouthFuture Tent Closing the "Invest in Youth" photo/film competition - there will be a discussion on the common themes raised by the artists. What does investing in youth mean to young people? How can this be communicated in an artistic way? How can we convince decision-makers to invest in youth in a visual way? The Panel will be comprised of artists, young people and political decision-makers on youth policy and will take inspiration from the competition winners 13h30-16h00 - "Het werkt - ça marche". Location: Young Voters Spiegeltent "Het werkt - ça marche" is a Brussels youth initiative that has the ambition to start a Regional Youth council and is preparing its memorandum right now for the Brussels elections in May 2014. They will held a public debate on the theme of "Employment" and especially on how the youth guarantee could be implemented in the Brussels region. 14h30-16h00 – Investing in Youth: looking at the future challenges of EU Programmes Support to Youth Work and Youth Policy Location – Love Youth Future Circus

With the ongoing negotiations on the next Multiannual Financial Framework, the budget dedicated for Youth is at stake and a new cycle of Programmes will be launched as for 2014. We invite you to debate about how do you see the challenges of the new programmes and how can we serve the common goal of a stronger Europe through investing in Youth. 16h00-16h30 – Address by President of the European Parliament and balloons release Location – Esplanade/Main Stage

The President of the European Parliament will express his wish on investing in youth in Europe and celebrate the 25th Anniversary of the EU Youth Programmes with a special act: he will release and make fly baloons that will include messages with concrete wishes for more investment in youth of the participants. 16h30 – 17h30 – VIP Reception for the 25th Anniversary of the Youth Programmes Location – Love Youth Future Circus (on invitation) Sidonia Elżbieta JĘDRZEJEWSKA, MEP and Katarina NEVEDALOVA, MEP invites to the Love Youth Future Circus to celebrate the achievements of youth programmes. The reception will be animated by a theatre group of young Finns and award winners of the Eurodesk contest Right2move competition.
