About Dalby Offshore

• Dalby Offshore is owned and Managed by Stuart McNiven who was born in the area and lives in Scarborough.

• Dalby Offshore’s Head office is based in Beverley , East Yorkshire. The second office is based in Lowestoft, Suffolk and a new office in Scarborough was opened July 2014.

• Dalby Offshore was founded in August 2007 and initially focused on the management of anchor handling tug/supply vessels.

• From 2010 Dalby Offshore have managed the “ASV Pioneer” – a 100m length and 120 berth barge - which to date has supported the lay of an export cable at the Greater Gabbard offshore wind farm and the recovery of the “Costa Concordia” cruise ship.

• Following a strategic move into the Renewables sector in 2010, the company now owns 7 Offshore Wind Farm Support Vessels, which have worked on the following wind farms Greater Gabbard UK, Lynn & Inner Downsing UK, London Array UK, Karehamn, Sweden, Thanet UK, KentishFlats UK and many more.

• Dalby Offshore have worked closely with the following Clients in the past Fluor, SSE, Centrica, Siemens, VSMC, Eneco, & Jan de Nul BV (for EON)

We are able to draw on significant resources to provide a bespoke service to prospective clients.

Proposal Summary

• Our vision is to create Yorkshire’s Centre of excellence for the Offshore Renewables Industry, forming an expert cluster of organisations and businesses working in this industry.

• We will engage local businesses and marine related organisations and our aim is to create job opportunities in support of this new industry, this will directly benefit the ports of Whitby and Scarborough and the wider community in Yorkshire

• Dalby Offshore Services will lease a section of Endeavour Wharf to develop an Operations and Maintenance Centre which will act as the turnkey development for inward investment

• The new business opportunity is focused around a new purpose built building located at Endeavour Wharf

A New Industry

Based on the UK Government’s projections for the deployment of offshore wind, the O&M of more than 5,500 offshore turbines could be worth almost £2bn per annum by 2025 – an industry similar in size to the UK passenger

aircraft service business today.

Operations and Maintenance (O&M) in the Renewables Industry

• Dalby Offshore’s Fleet operate in support of the expanding renewables industry, ferrying supplies and passengers, fuel, water and stores on a range of Wind Farms around the UK and abroad.

Whitby

• A diverse, multi-user port with strong leisure craft and charter / tourism usage plus local shellfish and white-fish, some layover berthing. Unlikely to return to bulk cargo work.

• The O&M opportunity is, as far as we can see, the best opportunity to use Endeavour wharf as a maritime related economic generator

• Whitby has the opportunity now and the infrastructure to develop a successful O&M centre, to diversify port activity and to create the next generation of maritime opportunity.

Whitby - Port Capacity

• Has unrestricted open sea access – no locks

• Can accept medium sized craft of larger capacity than other O&M ports such as Grimsby East

• Fast turnround in the Lower Harbour

• Limited by a lack of deep water berths in the upper harbour and swells in Northerly winds

• Limited pontoon availability for ‘walk to work’

Scarborough

• Good secondary / optional port within striking distance of Hornsea windfarm

• Limited berthing space but quays available

• Dalby offshore has an office at Scarborough – Based at the historic building the Old Toll House and is investing in pontoons

Economic impact • It is anticipated that jobs will grow in parallel with the phased

growth of build in the central North Sea. The development should create 350 direct jobs by 2018

• In addition a further 350 indirect jobs are projected to be created in support industries such as engineering and in hotel and catering

• These jobs are likely to be spread across the borough and wider North Yorkshire

• Our aim is to work with the local community to create opportunities for local people.

• First phase inward investment to the borough in the O&M infrastructure and support is estimated at £8M to £10M

Port Operations Controls remain with the Harbour Master under his statutory duties

Balance of use in the port – this will be a new use to be accommodated and we will work with the local marine community to make this work for all

Now the work starts! We are committed to a high quality design Design concepts to be put together in conjunction with stakeholders We must maximise the use of the limited space It will be a multi-user facility combining offices, transit of technicians, storage, training, information centre etc. We need your input.

Next Steps

• Dalby will engage with the Harbour Master and Harbour Board and consult with other harbour users to discuss the operations of the port and the opportunities for other businesses

• We will seek meetings with organisations in Whitby who require further information

• We will commence design work for the proposed development building and consult with a stakeholder focus group

• We will partner with the borough council to capture public comment and will keep stakeholders up to date.

• We will undertake wider public consultation including public exhibition and media, to develop the proposals
