After 16 years of gradually building up a presence inJapan=s Thoroughbred industry, Sheikh Mohammedapparently has won approval from the Japan RacingAssociation for an owner=s license in the world=s mostlucrative racing jurisdiction. The license is expected tobe issued in the name of Darley Japan Farm, the breed-ing operation Sheikh Mohammed has developed underthe direction of Dr. Riki Takahashi, who has been work-ing quietly to attain racing privileges since he was hiredby Dubai=s ruler in 1991. Which horses will join Darley=sJapanese stable or who will train them has yet to bedecided, said Ollie Tait, who serves as president ofDarley Japan K.K., the commercial entity thatTakahashi chairs. AIt=s been indicated by the JRA thatDarley Japan Farm will be able to race horses in theJRA races as a breeder,@ Tait said, explaining that theassociation issues owner licenses to individuals, breed-ers or racing syndicates. JRA rules are complex andhave previously restricted foreigners from maintainingstables in Japan. Although the JRA has not officiallyannounced its decision, some Japanese newspapersalready have reported that Sheikh Mohammed has wonthe license.
