INTRODUCTION

A forklift, jitney, hi-lo or lift truck, is an industrial truck. It is designed to maneuver within industrial areas, with a variety of functions and purposes, such as lifting heavy machinery, crates and boxes, and removing stock off of racks and shelves. A forklift may be powered in several ways such as propane, electricity, gas and diesel.

GENERAL REQUIREMENTS

• All nameplates and markings must be in place.• All modifications and additions which affect the safe operation and capacity must be approved by the

manufacturer.• Data labels must be changed accordingly.• The approval must be in writing.• If using front-end attachments, (other than the manufacturers’), the truck must be marked identifying

the attachment and listing the approximate combined weight of the truck and attachment at maximumelevation with a centered load.

SAFE OPERATIONS

Forklifts must be inspected at the beginning of every shift. It is a requirement that inspections are performed and that you do not operate a defective unit. Operating a defective unit may result in damage or serious injury if the brakes, steering, or fuel, (especially propane) systems are not working properly. An inspection checklist should be provided to you by your supervisor. The following items need to be visually inspected before using any forklift:Tires.• Horn and/or other warning devices• Controller(s)• Brakes (operation and leaks)• Steering (operation and leaks)• Cooling System (operation and leaks)• Lift System (operation and leaks)• Exhaust System (operation and leaks)

o Fuel Systemo Batteryo Propane (system must not have any

leaks.)o Gas (system must not have any leaks)

Any mechanical problem discovered during the inspection should be reported and the lift should be placed out-of-service.

Only trained mechanics should do any repairs to the forklift.• Adding oil, water or other fluids may be done by the operator, once they have been trained to do so.

SAFETY GUIDELINESCAL/OSHA EXPECTS EMPLOYERS TO IMPLEMENT THESE

10 SMART & SAFE GUIDELINES TO AVOID WORKPLACE ACCIDENTS AND INJURIES

1. DOCUMENTATIONThis includes an employer’s overall written safety program and IIPP.

2. TRAININGMonthly safety training is generally required for all employees. Specialized training and certification is required for certain job tasks (i.e; forklift, respiratory, confined space, etc.).

3. INSPECTIONSRegular on-site inspections, accompanied with a report, is a federal and state requirement. Cal/OSHA must see that employers are regularly finding and fixing safety hazards.

6. LOCKOUT/TAGOUTAny energized equipment must be properly locked out and tagged out by adequately trained personnel prior to performing adjustments, repairs, or cleaning.

7. PHYSICAL OR VISUAL BARRIERSKeep unauthorized personnel away from dangerous equipment with physical barriers. Keep access clear to fire extinguishers and power panels, etc., with visual barriers.

8. PERSONAL PROTECTIVE EQUIPMENT (PPE) With certain job tasks or safety hazards, employees must wear proper PPE such as gloves, masks, shoes, smocks, respirators, hard hats, etc. An employer’s Safety Data Sheet (SDS) typically determines the required PPE.

9. SUPERVISIONWith certain job tasks and especially when using dangerous equipment, employees must have adequate and competent supervision to ensure safe working conditions.

10. DISCIPLINARY PROGRAMEmployers are required by law to maintain an active and implemented disciplinary process when employees fail to follow safety guidelines.

4. SIGNAGEWarn employees about current and potential dangers with proper signs and postings.

5. MACHINE GUARDINGAll machinery must be properly guarded for: Pinch Points Exposed Shafts Gears

Belts Chains Exposed Blades

DANGER

The following is a suggested v process:1st offense = written warning2nd offense = written warning3rd offense = written warning and suspension4th offense = warning and dismissal

3. ANONYMOUS COMPLAINTS FROM: Disgruntled employees Business neighbors Residential neighbors Competitors

4. INDUSTRY OR LOCATION SWEEP (“STING”) Often accompanied by other agencies - Department of Labor - EPA - AQMD - EDD
