GENERAL
1.1 Introduction
Dragon Oil (Turkmenistan) Ltd, (DOTL) is engaged in exploration & production in Lam and
Zhdanov Fields located about 35 km off Turkmenistan in the Caspian Offshore. The
company is having Production Sharing Agreement with the Turkmenistan Government for
25 years. The LAM and Zhdanov fields produce oil and condensate together with associated
gas from a series of stacked reservoir sandstones.
With alignments of DOTL growth and future plan and based on the production forecast,
Zhdanov B drilling platform along with subsea pipeline is required to enhance the production
from these fields.
It was decided by DOTL to execute the total task from engineering to successful
implementation under a single Contract. DOTL has awarded an Engineering, Procurement,
Installation and Commissioning (EPIC) contract to ILK Construction Co (ILK) for the new
Zhdanov B platform. ILK in turn sub-contracted the engineering portion of the Contract to rnz
integrated (m) sdn bhd. (RNZ).
1.2 Purpose
This document is prepared to cover the minimum requirements for the design, manufacture,
procurement, material, fabrication, painting, inspection, testing, protective coating,
documentation, preparation for shipping, delivery and commissioning assistant (if required)
of LV Switchboard packages to be installed as part of the facilities in Zhdanov B.
The LV Switchboard for the project shall be designed to provide a safe and high integrity for
the facility. As far as possible, SUPPLIER standard products shall be utilised, whilst
maintaining the safety and required availability of the working environment.
Materials and work, both with regard to design, construction and workmanship, shall be to
the satisfaction of DOTL/CONTRACTOR.
All substitutions and deviations from this specification shall be highlighted in writing to the
CONTRACTOR, who in turn will clarify with DOTL. The SUPPLIER shall not proceed with
any such substitution or deviation prior to receiving DOTL’s written approval.

1.3 Abbreviation
1.3.1 Terms
The following terms as used in this specification assume the meanings given below:
DOTL Dragon Oil (Turkmenistan) Ltd or agents acting on its behalf
CONTRACTOR Party which carries out all or parts of the detailed design,
engineering, procurement, construction and commissioning for
the project.
ORDER Any contracts or Purchase Orders
SUPPLIER The person, firm, company or corporation to whom the ORDER is
placed including its successors and assignees.
Sub-SUPPLIER Any person or entity (other than DOTL) who has a direct or
indirect contract with SUPPLIER for the furnishing of goods or
services to SUPPLIER in order to assist SUPPLIER in fulfilling the
obligations under the Purchase Order, and includes
subcontractors of any tier.

2.0 DESIGN PARAMETERS – ZHDANOV B PLATFORM
2.1 Design Life
Design life of the platform is 25 years. The design life and overall availability/ reliability of
the LV Switchboard shall be demonstrated by the SUPPLIER with the bid. This shall be by
reference to previous experience with proven design.
SUPPLIER shall design the equipment of 25 years operating life. Consequently the design
shall be such that the equipment and the associate control, auxiliaries are capable of being
operated, maintained, have SUPPLIER support and the possibility of being upgraded as
required.
2.2 Environmental Conditions
The LV Switchboard shall provide reliable operation under the conditions of marine sub-
tropical climate at:
Location : 35 km off southern Caspian sea offshore the Cheleken
peninsula, Turkmenistan
Environment : Sub-tropical marine, humid, corrosive and salt-laden
Maximum Ambient temperature : 43°C
Minimum Ambient temperature : -6°C (without wind chill)
: -20°C (with wind chill)
Maximum Wind speed : 29.3 m/sec
Relative Humidity : 95%

3.0 SCOPE OF WORK
The SUPPLIER scope of supply shall include but not be limited to the design, fabrication
and supply of the followings as a minimum:
� One (1) unit of LV Switchboard - WHP (Z00B-S-770) suitable for operating at 400V AC,
3-phase, 5-wire (3-phase+Neutral+Earth), 50Hz power network with solidly earthed
neutral (TN-S system) system.
� One (1) unit of LV Switchboard - LQP (Z00B-S-771) suitable for operating at 400V AC,
3-phase, 5-wire (3-phase+Neutral+Earth), 50Hz power network with solidly earthed
neutral (TN-S system) system.
� Incoming sections as specified on the drawings
� Busbar system as specified on the drawings and datasheets
� Outgoing modules as specified in the drawings
� Interposing Relay Panel as part of the LV Switchboard - WHP
� Interposing Relay Panel as part of the LV Switchboard - LQP
� Accessories as specified in the datasheet
� Inspection, testing and pre-commissioning of SUPPLIERS works.

All applicable documents are attached with the requisition. However, if the SUPPLIER is not
in possession of any of the listed or referred DOTL documents, it shall be his sole
responsibility to obtain them from CONTRACTOR. Otherwise, it shall be assumed that
SUPPLIER has received, read and understood the total contents of the inquiry/Purchase
Order.

4.0 TECHNICAL REQUIREMENTS
4.1 Voltage Conditions
The LV Switchboard shall be suitable for operating for the following voltage and frequency:
� Low Voltage : 400V AC, 3 phase + Neutral + PE, 5 wire, neutral solidly earthed,
50Hz
� AC UPS : 230V AC, 1 phase + Neutral, 50 Hz
Voltage and frequency variations during normal system operation and under steady state
conditions:
� Voltage : ± 10%
� Frequency : ± 5%
Assembly which incorporates electronic equipment shall be designed to provide
electromagnetic compatibility as per IEC 61000.
The LV Switchboard shall have a service life of at least 25 years when delivering rated
output under the environmental service conditions as defined in section 2.2.
4.2 General Construction
Two numbers of LV Switchboard shall be installed in the Zhdanov B platform. One LV
Switchboard shall be installed in the well head platform and the other in the LQ platform.
Both these switchboards shall be connected by means of a tie-in cable.
LV Switchboard installed in the well head platform shall be provided with incoming circuit
breakers connected to the Main Diesel Generator and Standby Diesel Generator. Both the
Main and Standby Diesel Generator shall be connected to the LV Switchboard - WHP. The
entire electrical load required for the well head platform will be connected to the LV
Switchboard - WHP.
Power supply for the LQ platform switchboard shall be fed from the LV Switchboard located
in the well head platform. LV Switchboard installed in the LQ platform shall be provided with
incoming breaker connected to the LV Switchboard located in the WHP through a tie-in
cable. The entire electrical load required for the LQ platform will be connected to the LV
Switchboard – LQP. One spare incomer MCCB shall be provided in the LV Switchboard
installed in the LQ platform for future temporary power supply connection.

LV Switchboard and Controlgear Assemblies shall be designed and constructed in
accordance with the requirements of the latest edition of IEC 60079, IEC 60439, IEC 60529
and IEC 60947.
LV Switchboard shall be suitable for operation in accordance with the following
requirements:
LV Switchboard - WHP
� Supply system : 400V AC, 3-phase + neutral + Earth, 5 wire, 50Hz
� System fault level : 25 kA 1 sec
� Busbar rating : 1600 A
LV Switchboard – LQ platform
� Supply system : 400V AC, 3-phase + neutral + Earth, 5 wire, 50Hz
� System fault level : 25 kA 1 sec
� Busbar rating : 500 A
The LV Switchboard shall be suitable for continuous operation in an indoor air-conditioned
switchroom and may be required to operate even during the failure of air-conditioner. The
minimum overall degree of protection for switchgear assemblies shall be IP44 as defined in
IEC 60529. When the withdrawable part has been removed from the assembly, the live part
inside the fixed part shall be protected against contact with a degree IP20 as a minimum.
The switchgear shall be naturally cooled and self-contained.
The LV Switchboard and Controlgear Assemblies shall be Form 4, Type 2, metal clad,
completely enclosed, self-supporting, and floor mounting. All incoming and outgoing
breakers shall be withdrawable type. The outgoing motor starter/power feeders shall be
withdrawable type. The access to each feeder component and cabling compartment shall
be from front only.
The LV Switchboard shall be designed such that assembly shall include equipped spare
modules and unequipped spare spaces as stipulated in section 4.13.5 and section 4.13.6.
The LV Switchboard shall consist of power switching devices, busbars, protective devices,
measuring instruments and other associated equipment, housed in a rigid, floor mounted,
free standing structure composed of individual full-height vertical sections. Motor starter
cubicles shall form an integral part of the assembly.
Equipment of the same type, current rating and circuit duty shall be interchangeable.

Incomer switching mechanisms of main CB feeders and all busbars shall be rated to
withstand without damage, the thermal and mechanical stresses imposed by the maximum
specified short circuit current. Outgoing functional units shall withstand without damage the
short circuit current based on their own maximum clearing time. Bus tap-off wiring shall be
sized and braced to withstand without damage the short circuit duty, based on the
maximum clearing time of the downstream protective device.
Any insulation material used shall have flame retardant properties. No operating or
indicating devices on the switchgear functional units shall be located lower than 250mm
above the LV Switchboard baseline. Similarly the maximum height shall not exceed
2,000mm above the baseline.
The maximum height of the switchgear shall not exceed 2,300mm. Steel plate thickness to
construct the switchgear shall be 2.5mm as a minimum.
LV Switchboard shall be fully tested and certified for a fault and duty rating by an approved
independent international testing laboratory.
The assemblies shall be designed for continuous operation at full load for at least 40,000
hours without maintenance which would require the main busbars and distribution busbars
to be de-energised.
4.3 Temperature Rise
The type test for each assembly shall include a temperature rise test. The SUPPLIER shall
provide calculations confirming the thermal capability of the switchgear. The calculations
shall be based upon SLDs and/or consumer lists and shall include for spare modules and
spaces for future use.
4.4 Busbar System
The phase, neutral and earth busbars shall be designed in accordance with IEC 60439 and
be manufactured of hard drawn, high conductivity and tinned copper.
Main busbar shall be rated as specified on SLDs and shall be of the same current rating
throughout their length.
The continuous current rating of busbar droppers for a tier shall not be less than the
maximum full load rating of all loads when the tier is fully equipped with the most onerous
condition. Busbar joints and connections shall be silver plated and designed to be

maintenance free for the life of the equipment without the need for tightening of bolted
connections. The SUPPLIER shall provide details on the proposed method of busbar
jointing in their offer.
Connection between any vertical droppers and the main bars shall be made with solid bars;
flexible busbars are not acceptable. The distribution busbars (droppers) shall have full
segregation by insulating material. Busbar supports and barriers shall be made from non-
hygroscopic non-tracking insulation material.
Provision shall be made to enable thermographic testing of busbar joints. The SUPPLIER
shall provide details of this requirement in the Tender.
No wiring shall be contained within busbar compartments.
Segregation barriers shall be provided along horizontal busbars and between horizontal and
vertical busbars.
The rated short time withstands current of busbars and switchgears shall not be less than
the short circuit rating indicated in the SLDs.
The busbar system shall be accessible for construction and maintenance.
The colour coding of the busbar shall be Red, Yellow and Blue.
Interlocking systems shall be provided as per DOTL standard specification (STD-EL-SPE-
001) and DOTL’s isolation and maintenance philosophy (STD-GE-DBS-003).
4.5 Earthing
The earth busbars shall be provided along the full length of the switchgear and in the cable
riser compartments.
The earth busbars shall be installed to allow easy accessibility for bonding and connection
of cabling and switchgear earths.
All switchgear units shall be supplied with minimum two (2) earthing bosses for external
earthing connections. All gland plates and doors shall be provided with flexible earth
connections connected to the earth bar.
Each compartment door shall have an earth jumper connection to the compartment chassis.

Bonding and connections shall comply with IEC 60439.
The earth bar extension shall be used to earth each end of the switchgear to the system
earth. Earthing cables and extensions shall not restrict the removal of panels or access to
cable termination compartments.
Internal earthing and bonding wiring shall be identified by green/yellow outer sheath.
Sufficient connection point with adequate terminating facilities shall be provided for
terminating the earthing cable.
4.6 Circuit Breakers
4.6.1 General
Circuit breakers shall comply with IEC 60947-1 and 60947-2, suitable for uninterrupted duty.
The performance of circuit breakers as specified in IEC 60947-1 and 60947- 2 shall be
verified when installed within the assembly for the exact configuration supplied.
The circuit breakers shall be ACB's or MCCB's as indicated in the relevant SLDs as per
Appendix 1.
Circuit breakers shall be Utilisation Category A according to IEC 60947-2, except for circuit
breakers feeding sub-distribution switchboards which shall have Utilisation Category B.
Circuit breakers shall have a rated short circuit current as specified in the
datasheet/relevant SLDs.
Main incoming ACBs shall be withdrawable design. The drawout mechanism shall have
three distinct positions; Service, Test and Disconnect (withdrawn). Breakers shall be
equipped with mechanical position indication for open/closed/tripped conditions, and for the
"service/connected", "test" and "withdrawn/disconnected" positions.
A manual device shall be provided for moving breakers between service, test and
withdrawn positions. Circuit breakers shall have provisions for padlocking in the test and
disconnect positions. The circuit breaker frame shall be earthed in all positions.
Outgoing motor starter feeders and power feeder modules shall be withdrawal type.

Each breaker shall be equipped with a minimum of two normally open and two normally
closed auxiliary contacts in addition to those required by the drawings. All auxiliary contacts
shall be pre-wired to terminal strips.
Breaker protection requirements shall be as indicated in the SLDs.
Circuit Breakers shall have anti-single phase protection.
4.7 Air Circuit Breakers (Incomers)
Main incoming Air Circuit Breakers for the LV Switchboard shall be withdrawable type, 4
pole and shall be suitable to operate from external remote closing and opening/tripping
signals and shall include a series of trip facilities based on adjustable microprocessor based
trip releases along with motorised spring charged closed mechanism. The breaker shall be
mounted on a withdrawable carriage.
Air circuit breakers shall be able to be operated electrically and manually. Breakers shall
have 230V AC motorised spring charge stored energy operating mechanisms. Power
supply for spring charging motor shall be derived internally. Spring limit switches shall be
wired into closing circuit so as to protect breaker closing unless spring fully charged. A
single spring charging shall be sufficient for two-breaker operation (close and open).
The circuit breakers shall be in accordance with IEC 60947-2.
The release of the energy to close the breaker manually will be by means of a mechanical
push button, which ensures positive control operation. Electrical close will be initiated by
means of a release solenoid.
Trip device of each breaker shall be activated by the protection unit of respective feeder
manager. The circuit breaker trip device shall be powered by 230V AC UPS system.
All ACBs shall have a mechanical indicator to show if the stored energy mechanism is
charged or discharged.
The circuit breaker devices shall have padlockable facilities in the 'OFF' position.
Separate ‘ON/OFF’ indicating lamp shall also be provided.

As a back-up protection, ACB shall be provided with a built-in tripping device, which shall
trip the breaker instantaneously upon closure out and existing fault (overcurrent and
earthfault).
Once closed, this feature shall be deactivated and tripping initiated when an external
electrical signal is sent to the trip coil.
The unit shall be provided with a ‘test’ position in which the circuit breaker contacts are in
fully disconnected position with only the control circuit connections remaining connected.
4.8 Moulded Case Circuit Breakers (MCCBs) (Incomers/Outgoers)
MCCBs shall be withdrawal type construction, fuse-free and fault-current limiting type,
quick-make and break-type and shall open and close all poles of the breaker
simultaneously.
MCCB shall be suitable to operate for external remote closing and opening/ tripping signals
and shall include a series of trip facilities based on adjustable thermo magnetic release.
All MCCBs shall have an interrupting rating greater than the fault current specified on the
datasheet / SLD.
Incoming circuit breaker (for 3 phase circuits) shall be four pole moulded case current
limiting type built-in over load, over current and earth faults protection.
Circuit breaker for motor feeders shall be three pole moulded case current limiting type.
Motor protection circuit breaker shall have protections for short circuit, over load against
missing or unbalanced phase and against locked rotor.
MCCB rated below 400A shall be equipped with adjustable thermo magnetic trip unit.
MCCB rated 400A and above shall be equipped with adjustable electronic solid-state/
microprocessor based trip unit.
RMS ultimate short-circuit breaking capacity, Icu shall not be less than the maximum short
circuit current specified at respective busbar. MCCB used for tie-in feeders shall be
equipped with undervoltage release with time delay.
HBC shall be type general purpose fuse links. The breaking capacity shall be equal to the
short circuit rating of the busbar system.

4.9 Contactors
All contactors shall comply with IEC 60947-4-1 and shall be air break, electromagnetically
operated, three pole type.
All contactors shall be electrically held. Contactors shall be rated for uninterrupted duty and
intermittent duty class 12 to IEC 60947-4-1.
Contactors shall have an AC-3 utilisation category to IEC 60947-4-1 at rated full load
current of the outgoing module.
The pick-up voltage of the contactor shall not be less than 80% of the rated voltage and the
drop out voltage of the contactor shall be 65% of the rated voltage.
Spare auxiliary contacts shall be provided.
Motor contactors for reversing duty, where applicable, shall be electrically and mechanically
interlocked.
4.10 Current Transformers (CTs)
CTs shall be in accordance with IEC 60044-1.
The selection of appropriate class of protection CT shall remain the responsibility of the
SUPPLIER. The SUPPLIER shall size the CT to ensure correct operation of the protection
equipment. The SUPPLIER shall provide calculations to justify the selection.
The rated accuracy limit factor for protection CTs shall be selected such that the CT will not
saturate for the prospective RMS fault level of the switchgear (based on switchgear rating).
Measurement CTs shall be selected such that the nominal current is not less than 25% of
the CT rated current. In general, the transformation ratios of measurement CTs will be
indicated on the drawings.
CTs shall have a rated short-time current capability equal to that of the LV Switchboard
busbar short circuit rating. CTs shall be designed to prevent damage to instruments and
protection relays when their primary circuits are passing the rated short circuit current of the
LV Switchboard.
CT for measuring purposes should be of accuracy class 1 with an instrument security factor
such that the instruments are not energised at maximum fault current.

The secondary current rating shall be 5A for ammeters and watt-hour metres mounted on
the LV Switchboard.
Protective CT shall be of accuracy class 5P except in cases where class 10P is specified as
adequate by the relay manufacturer. The short-circuit rating shall be at least 1 second if
applied for short-circuit protection.
CTs shall be installed so as to readily permit maintenance and replacement. "Through" type
CTs shall allow the cable to be withdrawn without damaging the termination of that cable.
Where CTs are installed on busbars, a removable link shall be provided to allow access for
removal and replacement of the CT.
CT secondary windings shall be wired to proprietary terminal blocks equipped with short-
circuiting disconnect links. These terminals shall be readily accessible and protected by a
removable transparent housing.
The common star point of three separate phase CTs shall be earthed at one point only by a
removable link or disconnect terminal.
CT circuit wiring connected to circuits external to the LV Switchboard shall be provided with
captive-type shorting links at the outgoing terminal.
Unless otherwise approved the secondary wiring of all current transformers shall be capable
of being left open circuited for one minute with the primary circuit under full load without
overheating or damage.
Where withdrawable relays are provided, the current transformer circuits shall be
automatically short-circuited when an associated protective relay is withdrawn from its case.
Test certificates and magnetisation curves shall be supplied for each protective current
transformer.
4.11 Voltage Transformers (VTs)
VTs shall be in accordance with IEC 60044-2 and shall be of class 3.
The SUPPLIER shall be responsible for the selection of the VT burden and shall provide
calculations to justify the selection. VTs shall have a burden rating with a spare capacity of
at least 50%.

The secondary voltage of metering transformers shall be 110V.
One side of the low voltage winding of single phase VT and star point of three phase VT
shall be earthed via earthing link.
VT shall be designed that saturation of the VT cores does not occur when normal voltage is
applied to each winding.

4.12 Relays, Switches and Indication lamps
4.12.1 Electrical Protective Relays
Protective relays shall be flush mounted.
Protective device shall be microprocessor based protective relay and shall be provided as
per relevant SLDs.
The resetting of indicators shall be effected from outside the relay case.
Protective and other relays provided for the initiation of trip circuits shall preferably have
manually reset indicators to show when operation has taken place and the type of fault
where applicable.
Provisions for testing relays shall permit the shorting of any current transformer secondary
and shall permit the selective disconnection of all circuits.
Each protective relay shall have provision for testing and calibrating the relay using an
external power source, without the need to disconnect the permanent wiring. Any additional
components such as test blocks necessary to achieve this shall be supplied.
4.12.2 Control Relays
Control relays shall comply with lEC 60947-5-1 and shall not be of the plug-in type. Control
relays shall be rated for their application and shall have a minimum rating as follows:

Control relays shall operate correctly between 85% and 110% supply voltage, measured at
the busbars.
Control relays shall remain energised without chatter at 75% supply voltage, measured at
the busbars.
4.12.3 Control Switches
The functional requirements of control switches are indicated on the drawings.
Push-buttons and related control switches shall comply with lEC 60947-5-1. They shall be
rated for their application or, as a minimum, comply with ratings stated as per drawings.
All push-button switches, except stop switches shall be recessed or shall have a full shroud
to prevent inadvertent operation.
All outgoing units incorporating a contactor shall be fitted with a stop push-button on the unit
door. The operating manual shall clearly indicate that the use of the stop push button for
isolating purposes is not acceptable.
Emergency stop push-buttons shall be of the stay put type, manually reset and coloured
red. Stop switches with mushroom heads shall have guard rings.
4.12.4 Indicating Lamps
Indicating lamps shall be provided on main ACB incomer sections as indicated on the
drawings with the following lamps:
� Breaker closed : Red
� Breaker open and reset for closing : Green
� Breaker trip under fault : Amber
� Trip circuit healthy : White
Indicating lamps shall be provided on main MCCB incoming/outgoing sections as indicated
on the drawings with the following lamps:
� Breaker closed : Red

� Breaker trip under fault : Amber
� Trip circuit healthy : White
Indicating lamps shall be provided on the front of each switchboard module for each
outgoing module as detailed in SLD drawings with the following indicating lamps:

Each incoming module shall be provided with a common 'Lamp Test' push button, or similar
function to enable the proving of all indication elements.
In general, indicating lamps shall be rated for the same voltage as the control circuits of the
respective module or circuit breaker. All indicating lamps shall be flush mounted and of the
LED type.
4.12.5 External Control Supplies
LV Switchboard shall have control supplies derived from external, secure UPS power
supplies of the voltages indicated on the datasheets or drawings.
The tripping circuit power supplies for the incoming feeders of each bus section shall be
separate and shall be fed from the 230V AC UPS system installed in the platform.
4.12.6 Control Circuits
The nominal control circuit voltages within the LV Switchboard shall be as follows:
� ACB charging motor : 230 V AC, 50 Hz, single phase + neutral,
derived internally
� ACB control / tripping circuit : 230V AC, external secure source (UPS
supply)
� MCCB charging motor : 230 V AC, 50 Hz, single phase + neutral,
derived internally
� MCCB control / tripping Circuit : 230V AC, external secure source (UPS
supply)
� MCS and Contactor Control : 230 V AC, 50 Hz, single phase + neutral,
derived from within each module
� Emergency Shutdown (SIS/FGS) relays : 24V DC, external secure source
� PCS start/stop relays (Interposing relays) : 24V DC, external secure source
Each main circuit breaker shall have a dedicated control supply derived from a common
marshalling point located within the cable zone.
Looping of control supply conductors from module to module shall not be permitted.

4.12.7 Field Motor Control Station (MCS)
Field MCS will be located adjacent to loads and shall include a local/off/remote selector
switch, a remote start pushbutton and a remote lock-off stop pushbutton, which will be
supplied and installed by others.
The MCS will be hard-wired to the respective outgoing module.
The remote stop / start pushbutton will have contacts which shall be hard-wired directly into
the contactor control circuit.
Motors and other loads may not have MCS installed in all cases. The module control-circuit
shall be arranged such that the control method can be changed by the positioning of
shorting links at the external terminals.
4.12.8 SIS/FGS Marshalling
Feeder and motor starter circuits shall be equipped with SIS close permissives wired in a
fail-safe configuration. There shall be one SIS relay per switchgear module.
The SIS relay shall have a coil voltage of 24V DC and shall be mounted in the Interposing
Relay Panel module.
4.13 LV Switchboard Modules
4.13.1 Main Incomer Modules
Main incoming circuit breakers shall comply with the general requirements mentioned in this
specification.
Incomer circuit breakers shall have the same continuous current rating as the busbars to
which they are connected.
Incomer circuit breakers shall, as a minimum, comprise of a circuit breaker, microprocessor
based protection relay, trip circuit supervisory relays, metering and protection current
transformers, voltage transformers (if required), inter-trip circuits and indicating lamps as
detailed in relevant SLDs.
For metering and protection relays, refer the relevant SLD for LV Switchboard. However
each incomer ACB / MCCB shall be provided with following minimum protection:

Where an analogue voltmeter is shown on the Metering and Protection Drawings, this shall
be supplied with a seven-position selector switch (R-Y, Y-B, R-B, R-N, Y-N, B-N, OFF),
connected to the incoming side of the circuit breaker. Similarly, where an analogue
ammeter is shown on the Metering and Protection Drawings, this shall be supplied with a
four-position selector switch (R, Y, B, OFF). The meters shall be suitably scaled to read
actual values in voltage and current. The SUPPLIER shall provide full details on method
used for fault protection of wiring to these metering circuits.
4.13.2 Outgoing Modules
Motor starters and feeders shall be of modular design with non-heating bus stabs.

All external circuit-breaker operating handles shall have provisions for padlocking in the
'OFF' position.
Each compartment door shall be mechanically interlocked with the associated circuit
breaker operating handle such that the door cannot be opened while the isolator is in the
closed position. A defeat mechanism for this interlock shall be provided should it be
necessary to gain access to inspect the unit without interrupting the service.
Outgoing modules providing similar functionality and rated for identical service shall be fully
interchangeable.
Ammeters shall be provided for all outgoing motor feeders.
Outgoing modules shall conform to one of the following general types:
� Motor Starter Module
� MCCB Feeder Module
Each outgoing module, where specified with an integral control circuit, shall have facility for
a direct hard-wired connection to each of the following external control devices.
� Motor Control Station (MCS)
� Safety Instrumented System (SIS)
� Process Control System (PCS) or Local Control Panel
Where any of the above control devices are not installed, the outgoing module design shall
allow for external wiring jumpers to be fitted to bypass any mandatory signal conditions. The
jumpers shall be fitted to the control terminals on the fixed portion of the switchgear.
4.13.3 Motor Starter and MCCB Feeder Modules
Motor starters shall conform to the requirements of IEC 60947-4-1 (type 2 - melt free
coordination). Motor starter shall as minimum comprise of MCCB, contactor, thermal
overload relay, ammeter, indications for running (red), stopped (green) and tripped (yellow),
emergency stop and reset push buttons. Thermal overload reset push button shall be easy
accessible from the panel front.
Control power for motor starters shall be derived from within each module from its own
phase neutral (230VAC). The control circuit shall be protected by use of two-pole MCB.
The utilisation category AC-3 (starting of squirrel cage motors, switching off motors during
running) shall be applied. For motors in inching or reversing rotating service, utilisation

category AC-4 shall be used. For special loads, such as transformers, capacitors, lighting,
etc. a suitable current rating and utilisation category shall be selected by the manufacturer.
Overload protection relays shall be installed in all phases and shall include protection
against single phasing (at least 10% faster) and shall be at least of trip class 10 in
accordance with IEC 60947-4-1. These relays shall be of the temperature compensated
type.
Power contactors shall as minimum be rated 115% according to nominal motor current
rating. Motor starters shall be suitable for direct-on-line starting, unless otherwise stated in
relevant datasheets and SLDs.
Relays shall be manually resettable after opening of the compartment cover. The sensitivity
of the relays shall not exceed 3% of the rated nominal motor current or 6A, whichever is
greater. The relays shall be equipped with a clear trip indication on the relay.
All motor starters shall be equipped with interface provisions for motor anti condensation
heater supply.
Each motor starter shall be supplied with the following indicating flush mounted LED lamps:
� Run indication : Red
� OFF indication : Green
� Tripped/Fault indication : Amber
Each motor starter shall be equipped with current measuring device at the front door of
each cubicle.
Motor protection shall be provided by each individual motor starter. Its operation shall be
completely independent of other motor starter.
The contactor feeder module shall be as per the motor starter module but without a thermal
overload relay. All contactor feeder modules shall be equipped with core balance earth fault
protection.
Core balance earth fault protection shall be provided for all power feeders.
4.13.4 Interposing Relay Panel (IRP)
The IRP shall be a part of electrical LV Switchboard.

The IRP shall be provided to ensure proper interface in the control and signal cabling
between the electrical and instrumentation requirements. The IRP shall contain an interface
terminal strip for instrumentation cable connections at one side and for the electrical cable
at the other side. Terminals accommodating ON-OFF signal/command lines or analogue
instrument signal lines shall be fitted with appropriate isolating facilities as required.
The IRP shall contain PCS/LCP remote start/stop and SIS trip signals.
From IRP onwards, further processing and engineering of signals towards the
instrumentation control shall form part of the instrumentation work.
All interface signals between electrical equipment to instrumentation system shall be via
Interposing Relay Panel.
All Interposing relays shall have a minimum of four (4) contacts two "NO" and two "NC".
All relays shall be 24V DC, 5A output contact rating.
All relays shall be provided with LED indicates and shall be complete with hold down clip.
All internal wiring between relays and individual module terminal boards shall be completed
by the SUPPLIER.
PVC cable trunking complete with lid shall be provided for internal and external wiring.
PVC cable trunking shall be Critchley type open slot betaduct or approved equal and shall
be sufficient to accommodate all internal and external wiring.
Internal wiring shall be arranged neatly in perforated plastic trunkings, run along the main
axis of the panel. Cables branching of the main cable trunking shall be arranged and tied
neatly by cable tie.
Unless otherwise specified the Interposing Relay Panel shall comply with the requirements
of BS 5486 part-1.
4.13.5 Spare Units
Fully equipped, spare motor starters and feeder modules shall be provided for each LV
Switchboard section as detailed in the single line drawings.

4.13.6 Spaces
10% of spare spaces shall be provided in the LV Switchboard.
Spaces shall be equipped with a blank door cover, terminal strips and terminal strip
markings.
Spaces shall be arranged so that they may be fully equipped without de-energising the
section of the LV Switchboard. The panels shall include a label with description "Empty
Compartment, Maximum Current “ A".
4.14 Anti-Condensation Heaters
Long life, low temperature strip heaters shall be provided to prevent condensation in every
vertical section of the LV Switchboard. SUPPLIER shall provide suitable rated heaters in the
LV Switchboard. SUPPLIER shall connect space heaters via suitable rated MCBs.
Anti-condensation heaters required in the LV Switchboard shall be as following:
� Be supplied from the 230V AC normal power supply derived internally via an MCB in
combination with an earth leakage protecting device of 30mA sensitivity.
� Wired to a common terminal block in the compartment for each switchgear
� Have an indicating RED lamp with the Label "Heater Supply On"
� Space heater bus shall be continuous and shall have facilities for isolating individual bus
section for maintenance purpose.
4.15 Cables and Wiring
4.15.1 Internal Wiring
Insulated copper wires flame retardant reduced propagation to IEC 60332-3 shall be used
for internal wiring.
Wiring to heaters and any other heat emitting devices shall have insulation rated for 110°C
or higher.
All control and secondary wiring shall have flexible, multi-stranded, tinned copper
conductors, with a cross-section not less than 1.5mm2. Wiring shall be insulated to voltage
grade 0.6/1 kV. CT wiring shall be sized against the related circuit burden, and shall not be
smaller than 4 mm2.

All wiring shall be one continuous length from terminal to terminal. Joints or splicing shall
not be permitted. All spare and unused auxiliary contacts shall be wired to terminal blocks.
Terminal blocks shall have separate terminals for incoming and outgoing wires. No more
than two wires may be connected to any terminal, but individual terminals shall be provided
for each outgoing conductor.
When more than two conductors are required to be connected together, additional
connections shall be made by terminals interconnected with solid links.
Insulating barriers shall be inserted between terminal blocks for circuits of different voltages.
Terminals remaining live when a functional unit is isolated are to be fully shrouded and fitted
with a label "Danger Volts Isolate Elsewhere". Terminals for tripping supplies shall
be labelled "Tripping Supply".
Ferrules shall be clearly and indelibly marked and shall not be affected by moisture or oil.
Hand printed ferrules are not acceptable.
Ferrules shall be fitted to both ends of all wires and shall require disconnection of the wire to
remove the ferrule. Ferrules shall be identified by approved drawings.
Terminal blocks shall be arranged and positioned to afford easy access for carrying out
external cable terminations, testing, inspection and maintenance. Each terminal block shall
be provided with minimum 10% spare terminals and compartmentally separated.
4.15.2 Cable Entry and Access
All cable entries to the LV Switchboard shall be from the top. The assembly shall be suitably
braced to support the weight of the incoming cables referred to within the datasheets.
Further to the requirements of IEC 60364, wherever practical, appropriate grommets or
glands shall be used to protect cable insulation where such cables pass through holes in
panels or cubicles. Such devices shall be selected so as not to reduce the required IP rating
of the cubicle.
Access for external cables shall be arranged so that with any necessary covers removed to
facilitate installation of the cables to a single compartment, the remainder of the equipment
maintains a degree of protection of at least IP40.

4.15.3 Cable Termination
Cables terminating at stud or screw type terminals shall be fitted with crimp type ring tongue
terminals. Flexible conductors terminating in plain tunnel type terminals shall be fitted with
crimp type pin terminals.
Un-drilled gland plates shall be provided unless otherwise specified. Gland plates shall be
brass. All gland plates shall be fitted with a sealing gasket.
Gland plates for terminating single core cables of all incomers shall be non-magnetic type
whereas gland plates for others shall be brass type.
Cable gland plate general arrangement drawings shall be provided by the SUPPLIER for
confirmation of sizes by DOTL/CONTRACTOR.
4.16 Nameplates and Labels
Permanent nameplates or labels shall be provided to identify each control device, meter,
relay, indicating light, circuit breaker compartment and etc. Equipment and auxiliary relays
within the components shall be suitably identified as well. In addition, labels shall be
provided as appropriate to convey operating instructions, warning notices, rating data and
other general information.
Labels shall be engraved Traffolite firmly fixed with corrosion resistant proof rivets or self-
tapping screws. Label colours shall be as follows:
� Black letter in white background for indication
� Black letter on yellow background for instruction
� White letter on red background for warning or caution.
Rating plates for apparatus that will be installed outdoor shall be of stainless steel.
Plates showing equipment numbers shall be of “Resopal”, white-black-white and shall be
fixed in such a way that they are easy to replace.
Insulation sheathing of electrical traced items shall have warning labels on regular intervals
that are well visible.
Components shall be numbered according to the relevant IEC standards. Name plates and
labels shall be in English.

4.17 Insulation Materials
Insulating materials for use in the LV Switchboard shall be of high quality, mechanically
strong, flame-retardant, moisture resistance, anti-tracking and shall be halogen free as
practical.
4.18 Mounting Frame
Floor mounting frame for installation of panel inside electrical room (by bolting) shall be
supplied loose by the SUPPLIER. The mounting bolt shall be accessible during section
panel installation.

5.0 OTHER REQUIREMENTS
5.1 Spare Parts
The SUPPLIER shall provide all necessary spare parts for the followings:
� Pre-commissioning, commissioning and start-up spares (supplied loose)
� List of recommended one year operational spares with detail terms of description,
model, quantity, unit price etc., and shall be approved by DOTL.
5.2 Special Tools
The SUPPLIER shall identify all necessary special tools required to perform routine
maintenance and any other recommended tools for specialised procedures. Special tools
shall be itemised and priced with the Tender.
5.3 Painting Requirements
The treatment and protection of the metalwork shall be in accordance with manufacturer's
standard but shall include cleaning, degreasing, rust resisting primers and paint finishes that
provide effective protection against corrosion. The painting shall be as per the minimum
requirements specified in the Standard Specification for Painting (STDS-GE-SPE-001).
5.4 Marking, Packing, Transportation and Storage Requirements
A factory made corrosion-resistant nameplates shall be installed on the external side of the
LV Switchboard enclosure. The following shall be indicated on the nameplates:
� Client Name
� Project Name
� Purchase Order Number
� Equipment title and tag number
� Number of phases
� Rated values of voltage and frequency in a power network
� Rated current of busbar system
� Rated peak and short time withstand current and withstand time
� Protection degree (IP code)
� Weight
� Board design marking
The LV Switchboard materials, tools for hook-up and pre-commissioning works and spare
parts shall be preserved before packing.

All equipment likely to become loose in transit shall be removed and separately packed.
All equipment shall be produced no earlier than 1 year before delivery.
Measures for preservation and packing of the equipment with complete set of materials,
accessories, spare parts and tools shall provide their normal transportation and storage for
1 year under operating conditions specified above from the date of delivery to the
Turkmenistan base.
The SUPPLIER shall be responsible for preparation of the equipment for sea freight,
delivery to fabrication yard (panel shall be wrapped with vacuum packed type, water tight,
and protected by wooden box) and completion of all required preservation for storage in
sub-tropical climates (for a maximum period of 12 months) from the date of receipt.
Items liable to be damaged during shipment shall be dismantled, shipped separately and
reinstalled at the site. Such items shall be tagged. All connections shall be marked
correspondingly to facilitate field assembly. All connections shall be provided with thread
protectors or flange blanks to prevent damage during shipping and handling.
A careful inspection shall be made to ensure that all operating instructions and label plates
are in place, legible and have not been obscured during painting operations. Each item shall
be clearly identified with the SUPPLIER’s name, address, Purchase Order and tag number.
The shipping crates shall be constructed of wood and suitably packed to protect all items
against damage during the shipment and storage. Miscellaneous shall be tagged or marked
with the tag item number for which they are intended. All such parts shall be suitably boxed,
firmly attached to the main item and shipped with the unit.
Protection shall be provided against atmospheric corrosion while in transit and while in
outdoor storage.
Lifting points and the center of gravity shall be clearly identified on the equipment packages.
5.5 Testing and Acceptance
All testing shall be carried out at the SUPPLIER’S test facility. Test equipment shall be
supplied by the SUPPLIER and shall be calibrated within six months of the test date. The
minimum scope of testing is summarised below. The SUPPLIER shall supply an ITP with
the Tender.

The SUPPLIER shall provide DOTL with at least 14 calendar days advance notice to
witness tests performed in either the SUPPLIER'S shop or his Sub-SUPPLIER shops.
SUPPLIER shall provide material conformity certificate from a recognised authority for each
type of equipment/material and accessories.
5.5.1 Type Test
Type Tests shall be carried out with supervision and certification by a recognised testing
authority. The tests shall comply with the requirements of IEC 60439-1.
On completion of tests and before dispatch of the LV Switchboard from the SUPPLIER'S
works, the SUPPLIER shall supply a full set of test documents to DOTL/CONTRACTOR.
The test documents shall include, but not be limited to, all of the test data for the following
Type Tests:
� Temperature rise test
� Short-Circuit withstand tests
� Dielectric type tests
� Lightning Impulse test.
Where the standard allows the choice of two impulse levels, these tests shall be at the
lower level.
Where previous type testing has been completed on equipment of identical design, type test
documentation may be submitted in lieu of performing each of the listed type tests.
5.5.2 Routine Test
Prior to delivery, each LV Switchboard unit shall undergo the following routine tests and
checks. Tests shall comply with the requirements of IEC 60439-1. All tests may be
witnessed by DOTL/CONTRACTOR. Full written test reports shall be submitted to DOTL on
completion of the tests.
� Safety check for exposed electrical components.
� Degree of protection of the switchgear enclosure.
� Point to point continuity tests.
� Insulation dielectric tests of all circuits.
� Tests to prove functionality of all control wiring, mechanical linkages and interlocks.
� Verification of all protection devices.
� Primary injection of all voltage transformers to confirm ratio and polarity.
� Primary injection of all current transformers to confirm CT ratios.

� Primary current injection test of all ACB and MCCB.
� Verification of equipment performance with respect to voltage and frequency tolerances.
� Visual inspection of overall finish, painting, welds, metal works, lifting lugs, fastening,
insulation, terminations, fixings etc.
� Dimensional checks - mounting, terminals, leakage paths, centre lines, overall
dimensions and weight.
� Check of switchgear auxiliaries and accessories against specification requirements
including function testing.
� Check of the rating plate, nameplate and any additional markings and labels required by
the specifications.
� Protection Relay Calibration.
� To perform protection relay and ACB/MCCB setting by competent person.
5.5.3 Inspection and Test Plan
SUPPLIER shall include an ITP in their documents. The ITP shall list all inspections and
tests proposed for the equipment by the SUPPLIER, between the date of ordering and the
date of delivery.
The SUPPLIER shall be responsible for the planning and execution of all inspections and
tests, but DOTL'S representative shall have the right to witness any or all of the
manufacturing, inspection or tests.
DOTL/CONTRACTOR and the SUPPLIER shall sign off the final version of the ITP, which,
thereafter, shall form part of the Contract documents.
The SUPPLIER shall notify DOTL/CONTRACTOR, at least two weeks in advance, of the
date on which any of the inspections or tests nominated as Hold or Witness points on the
ITP are due to be carried out.
Certificates of Test shall be provided for each item of equipment to prove it has been
satisfactorily tested to meet all requirements of its appropriate manufacturing standards,
whether or not witnessed by DOTL/CONTRACTOR.
Where appropriate, test certificates shall state values for all test results. Tests for which the
results are indicated as pass or fail shall be qualified by the relevant acceptance criteria.

5.5.4 Commissioning and Startup
The SUPPLIER shall identify any special requirements or recommendations for SUPPLIER
support during installation, testing, commissioning and start up of the equipment supplied.
DOTL'S final acceptance of the equipment will be subject to a performance test once the
equipment has been installed and commissioned.
SUPPLIER shall provide procedures and checklist for equipment pre-commissioning and
commissioning including parameters for performing acceptance test.
5.5.5 Site Support
The SUPPLIER shall provide details of their after sales support capability. SUPPLIER shall
advise their nearest service representative and nearest service facility to the fabrication
yard and the facility location.
5.6 Certification Requirements
An official certificate issued by recognised International Classification Society is obligatory
to prove that the manufacturer’s Quality Management System meets the requirement of ISO
9001:2008 Standards. Availability of a certificate for compliance of ISO 14001 Standard is
encouraged.
SUPPLIER shall also provide the manufacturer’s Test Certificate to prove that the
equipments are tested and meet the requirements of relevant standards.
5.7 Warranty Obligation
Guaranteed term is specified to be (18) months from delivery date or twelve (12) months
after the package have been successfully commissioned offshore, whichever comes first.
During the guaranteed term, the SUPPLIER at his own expense and effort, within the
shortest possible period to eliminate any faults or failures occurred in the LV Switchboard
and replace the required components.
The period during which the LV Switchboard cannot be used due to defects is not included
in the guaranteed term. During the guaranteed term the SUPPLIER at his own expense re-
supplies spare parts and products consumed to eliminate the failure.

5.8 SUPPLIER Quality Requirements
The SUPPLIER shall ensure that purchased product conforms to the specified
requirements.
The SUPPLIER shall have an established and documented Quality System as a means of
ensuring that product conforms to specific requirements.
SUPPLIER shall select Sub-SUPPLIERS on the basis of their ability to meet contract
requirements, including quality requirements. The SUPPLIER shall establish and maintain
records of acceptable Sub-SUPPLIERS. Purchase Orders to Sub-SUPPLIERS placed in
support of the main Purchase Order shall not relieve the SUPPLIER from any obligations
specified in the order.
Provision shall be made for access by DOTL and/or their representatives, to the
SUPPLIER’S premises and to those of Sub-SUPPLIERS, following Purchase Order award,
for the purposes of surveillance and/or Quality System Audit. Verification by a DOTL
representative shall not absolve the SUPPLIER of the responsibility to provide acceptable
products nor shall it preclude subsequent rejection.
SUPPLIER shall provide objective evidence at bid submission that they operate an effective
quality system appropriate to the scope of supply. The evidence may be in the form of
either:
� SUPPLIER’s Quality Manual or description of SUPPLIER’s Quality System, or
� Where the SUPPLIER’s system has been approved by the independent accredited
certification body, the Certificate of Approval, together with a list of available procedures,
may be submitted instead of the Quality Manual.
SUPPLIER shall submit their ITPs which shall include:
� Those inspections and test performed by the SUPPLIER or Sub-SUPPLIER.
� The requirements for the inspections and tests (i.e. DOTL, Industry, Code, or
SUPPLIER Standard Procedures).
� Description of Operation/Test/Inspection (i.e. sequence of operation, test and inspection
for each main manufacturing activity).
� The Organisation responsible for performing them.
The ITP as agreed and accepted by DOTL shall be deemed part of the contractual quality
requirements of the Purchase Order.
