New Delhi, July 21: Asserting that India's policy on Palestine issue re- mains unchanged, government on Monday refused to take sides over the Gaza conflict as it said Israel and Pal- estine should have peace talks and forestalled a resolution in Rajya Sabha which was demanded by the opposition. External Affairs Minister Sushma Swaraj said the House should not be divided but send out a joint message that wherever there is violence, it is condemnable and both Israel and Palestine should accept Egypt's offer of peace talks. Reports informed that despite magisterial probe or- dered by the state authorities, the protests continued in the area on the second consecutive day against Youth’s killing. Clashes between forc- es and protesters erupted in the area on Monday with the youth fighting pitched battles against the forces. 15 persons including three forces personnel were injured during the day long clashes while as critical- ly injured have been shifted to the Srinagar and other hospitals for the treatment. Kathua, July 21: Former State Health Minister and Parlia-ment member Choudhri Lal Singh who announced his res-ignation from Congress party Monday alleged that Ghulam Nabi Azad left no stone un-turned in forcing him to leave the Congress party. Authorities play foul Srinagar, July 21 : The public transporters are giving tough time to the summer capital commut-ers during the ongoing month of Ramadan with the vehicles going off the roads before the dusk. Buses and Tata Sumos are seen plying nowhere in the city during the peak hours in the evening with the people express-ing anger against the offi-cial inaction.Commuters told KNS that at the time of Iftaar, there are absolutely no trans-port services available for the people in Srinagar with the roads wearing the deserted look imme-diately after the sunset. “We leave office at 7 in the evening but what we daily find on roads is in-deed perturbing. Taking on CPI-M's Sitaram Yechury for demanding suspension of arms purchase from Israel, the External Affairs Minister questioned why his party, which was supporting the UPA-1, had not made such a demand in 2008 when 1400 Palestinians were killed in a similar scale of violence. "Two such similar incidents of violence had taken place in 2008 and 2012. You had supported the govern-ment from outside but you never asked them to stop the purchase of arms. ...Why did you change your stand with the change in the government?" she said. On this, Yechury said "We had given this suggestion, but it was not accepted. At least you accept it." While narrating the sequence of events concerning the Gaza violence, Swaraj said peace would have been restored by now had Hamas accepted the ceasefire proposal of Egypt. An effort to form a unity govern-ment by Palestine also failed as Israel refused to recog-nise a government supported by Hamas even though from outside, leading to breakdown of the peace talks, she added. Swaraj said a ceasefire proposal brokered by Egypt following escalation of violence was rejected by Hamas though Israel had accepted it. "The ceasefire proposal is still alive ...if the military wing of Hamas would have agreed to this easefire, then peace would have prevailed by now," she said. Responding to Congress leader Ananda Sharma's in-sistence that the PM is obliged to make a statement, Swaraj questioned that how many times Manmohan Singh had made a statement during BRICS summits. "Not a single time a statement has come from (previ-ous) PM during the BRICS summit," she said. Swaraj said India gives USD 20 million as budgetary support to Palestine. This includes USD 1 million to United Nations Review for Works to support the Pal-estine refugees. Rejecting the Opposition's allegations that the Modi government was lukewarm on Gaza because it involved Muslims, Swaraj said "We do not discriminate on the basis of religion".To support her statement, she said the government had early this month rescued 40 Indians, who had al-ready completed their prison term in Saudi Arabia, and all of them were Muslims.

ing the officers to ensure adequate supply of electric power during Iftaar and Sehri timings, the Minister of State for Power, Mr. Vi-kar Rasool has said that the officers of different wings of the department should work in close coordination, so that sufficient amount of electricity is provided to the consumers during the Ramadhan and also ensuing Eid festivities.Mr. Vikar was addressing officers during a review meeting convened to discuss the status of vari-ous ongoing schemes of the PDD department.

A. K. Mehta, Chief Engineers, SEs, Xens and other senior officers of the department.

Mr. Vikar directed the officers to evolve a mecha-nism by which the supply of electric power can be ratio-nalized, so that people of all areas get adequate supply of electric power. He said that the government is com-mitted to provide sufficient quantity of electricity to the people especially during the holy month of Ramadhan. “The officers should also put in place the necessary steps so that adequate supply of electricity is provided to the consumers of the state especially during the com-ing Eid festivities as well”, he maintained. The Minis-ter also asked the officers to ensure that the damaged transformers are repaired within the shortest possible time, so that people do not

face any inconvenience. He said that a foolproof mecha-nism should be put in place to monitor the repair as well as installation of the dam-aged transformers.

Mr. Vikar also directed for ensuring the closure of RGGVY-1st within a fort-night, so that the next phase of the scheme can be started and electricity provided to those areas that were left out in phase-1st. He said that the officers should co-ordinate the same and pro-vide the requisite feedback within the shortest pos-sible time.The Minister also asked for speeding up the Part-B of RAPDRP, so that the people living in towns and other areas get ben-efitted from this scheme. He also directed for ensuring speedy realization of rev-enue from the consumers across the state.

SRINAGAR, JULY 21: The Roads and Building Department today handed over the building of Noorbagh Hospital to the Health Department in presence of the Speaker, Jammu and Kashmir Legislative Assembly, Mr. Mubarak Gul.

The building has been completed at an estimated cost of Rs. 11.54 crore.

The Speaker directed the Health department to provide adequate staff both medical and para medical for Mother and Child Mater-nity Hospital, Noorbagh. He said that upgradation to the level of Mother and Child Care Hospital along with creation of additional 38 posts of various categories has been taken up with Planning and Development De-partment.The Speaker said that to make the hospital functional

Rs. 2 crore has been approved under NRHM for procurement of machinery and equipments.

Mr. Gul directed the Health Department to ensure cleanliness in and around the hospital. He

also asked the concerned to de-velop the premises of the hospital on war-footing basis.

of Rs. 17 lakh for provision of ad-equate drinking water facilities for the hospital has been prepared and submitted to the concerned

SRINGAR, JULY 21: Minister of State for PHE, Ir-rigation and Flood Control, Mr. Nazir Ahmed Gurezi today inspected various ongoing developmental works in Tehsil Gurez. These included Shetalbagh Park de-velopment work and construction of In-patient Depart-ment (IPD) Block Dawar. He also laid foundation stone of Haba-Khatoon Stadium, Dawar.

The Minister directed the executing agencies to speed up the pace of work and complete the construc-tion works of Shetalbagh Park and IPD block within a month.

Interacting with the people at different places dur-ing his tour en-route, the Minister said that the Govern-ment has taken several initiatives for the development and welfare of the people of all the three regions of the State. He said that various flagship programmes have been launched in Gurez Tehsil with the aim to improve the living standard of the people of the area. He said several micro and macro projects are under execution in the area under different sectors and on completion of these projects it will go in a long way to improve the socio-economic conditions of the people in general and weaker section in particular.

PULWAMA: JULY 21: A team of officials from Legal Me-trology Department, Pulwama headed by Assistant Control-ler, Mr. Kewal Krishan inspected different establishments in-cluding provisional stores, vegetable, fruit, meat and poultry shops of Pulwama and Arihal area of the district and booked traders for violations of the provisions of Jammu and Kash-mir Standard of Weight and Measure (Enforcement) Act, 1997 and realized a total amount of Rs. 11,500/- as composition sum.The checking squad also inspected a salt packing factory and booked the management for violating Legal Metrology laws. It was found that the factory was running without registration for packing, besides using un-verified weighing scales and was fined Rs. 8,000/- as under Legal Metrology Laws, every packer is mandatorily required to get packing registration from Legal Metrology Department.All the traders have been asked to use correct and verified weight and measure instruments, deliver exact quantity of commodity for which consumer is paying and to sell packaged commodities with adequate level-ling clearly displaying rate (MRP), weight (net Content), date of manufacturing, expiry date, and complete address of the manufacturer and packer along with the consumer help line number. Defaulters were further warned that strict actions under Jammu and Kashmir consumer protection Act, 1987 and Standards of Weight and Measures.

Sets fifteen day deadline for clear-

ing landslides along Mughal Road

JAMMU, JULY 21:- Minister for R&B, Abdul Majid Wani today direct-ed for clearing the landslides along historical Mugal Road within fifteen days which are creating hindrance in smooth movement of traffic on the alternate road link connecting the Kashmir and Jammu divisions through Rajouri and Poonch.

The Minister issued the direc-tions while chairing a meeting of senior functionaries of R&B, PMGSY and other concerned departments convened to review the pace of prog-ress on various developmental proj-ects in the border districts of Poonch and Rajouri, besides Inderwal con-stituency of Kishtwar district.

MLA Inderwal, G.M. Saroori and MLA Rajouri, Shabir Ahmed Khan present in the meeting raised the issues pertaining to the ongoing road projects in their respective ar-eas.

Responding to the issue of the problems faced by the commut-ers while travelling on Mughal road

due to narrow stretches, the Min-ister said that rubles and landsides along the road would be removed for the smooth movement of the traffic. For this, he set fifteen day deadline

to clear the partial blockades where ever necessary.

Reviewing the scheme wise development works, the Minister asked the executing agencies to

make every effort to achieve the set targets within a stipulated time frame.

The Meeting re-viewed road projects taken up under NAB-ARD, Prime Minister Grameen Sadak Yojna (PMGSY). The Minister sought detailed report about the status of each road project and dis-cussed the issues ham-pering the work.

The Minister said that the Government of India has authorized the maintenance of exis-tence and construction of new roads to state government. He said that the government was looking forward to take up work on all important roads soon to develop a vast road network to achieve hun-dred percent road con-nectivity in the state.

The meeting also discussed the status of the Rajouri–Thanamandi road. The Minister said that the road would be soon taken up by the R&B to ensure early comple-tion of the project.

He asked the officers to closely monitor the development projects to remove the bottlenecks if any ham-pering these works.

The MLAs stressed the need for expediting the works on all ongo-ing roads and also called for complet-ing those which have little work left and are abandoned for one or other reason.

Later, the Minister inspected the pace of work on 200 bedded gov-ernment maternity Hospital at Gan-dhi Nagar, Aircraft Hanger with An-nex building for civil Aviation being constructed near Jammu Air port.

The Minister also inspected the progress on the alternate road being constructed MH to Niki Tawi area via Beli-Charana. The 5.85 km road with four bridges is estimated to be-ing cost Rs 21 crore. The Minister was informed that Rs 11 crore have been spent on the project so far.

While inspecting the pace of work on these projects, the Minister directed the executing agencies to ensure use of quality material and time line completion of the projects.

Meanwhile, various depu-tations also called upon the Min-ister and projected developmental demands. The Minister gave them a patient hearing and assured them that their demands would be fulfilled on priority.

cession of J&K to India, has nev-er taken an oath anywhere and has not recognized supremacy of India, speak volumes about the double speak of National Confer-ence which has always thrieved on such statements. From Late Sheikh Mohd. Abdulla to Omar Abdulla, it has been the tradition with N.C. to speak something in Kashmir and quite contrary to that in Jammu and Delhi and so on. Even presently Dr. Farooq Abdulla, president of National Conference. swears by the Con-stitution of India and does not hesitate to advocate the accession saying that Kashmir is an inte-gral part of India. Chief Minis-ter Omar Abdulla also expresses the similar sentiments at various fora, though he and his father sometimes take a dig at centre when they are annoyed on some issue. Coming back to Sheikh Na-zir, who has been General Secre-tary of National Conference since many decades, one is surprised at his utterance that he never took any oath. By saying so he means that he has not taken oath under Constitution of India. However, who does not know that he has been at the helm of affairs in his party and has campaigned active-ly in many elections held under the Constitution of India. Sur-prisingly, so far as General Sec-retary of National Conference, he had never ever made such disclo-sures which are quite contrary to his party’s stand which firmly believes and accepts the acces-sion as a legal instrument and accepts that J&K is an integral part of India because it is this party which was instrumen-tal in the process of accession which was again ratified by it during the signing of Indira-Ab-dulla Accord 1975. It has always been a misfortune of the people of J&K that its leaders were nev-er clear about certain historical realities and misled the people according to their own conve-niences. The recent statement appearing in a local daily reflects the same. If leaders from Sheikh Abdulla to Omar Abdulla would not have been ambiguous, the state would not have faced the sit-uation with which it is currently confronted with. Such statements only confuse the state of affairs and are not in any way in the best interests of the people of the state. Sheikh Nazir is an old veteran leader who has seen the volatile situation in J&K since decades and such statement may harm the prospects of his own party.
