The tourism industry in the Philippines is growing fast, bringing employment opportunities to the region and strengthening the economy of the country Tourism has however a high demand for region and strengthening the economy of the country. Tourism has, however, a high demand for energy, and is responsible for a large amount of CO2 emissions caused from inefficiency, waste, and pollution. By increasing energy efficiency, changing behaviors, implementing green and better technologies, and using locally available resources, the carbon footprint of the tourism g , g y , pindustry will be significantly reduced. Capacitated local engineers and technicians continue their activities for environmental and economic benefits, under the strengthened policy framework.

How to make a differenceHow to make a difference….• The Frontier Group (FG) members and the Trainees have signed commitment agreements. Due to the tangible

benefit for them, i.e. cost saving from better energy efficiency and enhanced knowledge and skills, their SCP activities are envisaged to continue. Findings and lessons accumulated from the in-depth examination, implementation, and monitoring of the FG are published into a series of highly practical handbooks and instructional videos to be distributed to a large number of SMEs in Palawan and in the Philippines. The ZCR Promoters support the blast of the results. One of the advantages of Appropriate Technology is its affordability, which will work as one of the drivers for further replications. Locally available cheap materials will be used and know-how’s provided by the training will be utilised. Thus, any SME can make its own devices which meet the actual demands, while reducing the resource and energy consumption (a market-based approach to poverty alleviation).

• The ZCR team establishes network with key communities in other regions, related to the tourism industry in order to y g yreach a critical mass through the collaboration with the networks (e.g. MoU with DOT, GIZ Bohol, Boracay/Coron/Negros Initiative, Enpap).

How ZCR convinces an SME owner to adapt SCP practices? How ZCR makes SCP a self-propelling business case for the SMEs? • ZCR consists of 3R – Reduce, Replace, and Redesign phases. Through the relatively easy technical and behavioural solutions in the Reduce stage, SMEs relatively easy technical and behavioural solutions in the Reduce stage, SMEs experience small but tangible cost saving. This cost saving will be invested in ‘replacing’ inefficient devices. Then, ‘redesign’ solutions for energy autonomous resorts are suggested for new establishments. Each step functions as a driver of the next step.• Extensive audit reports & recommendations for improvement for the FG• SMEs are proud of moving towards to the end goal of being totally a Zero Carbon Resort. Positive feedback from the guests who are conscious of the environmental and energy conservation motivates the SMEs further.

• The technical solutions and best practices materialised through ZCR will be adopted in enhancing and upgrading technical and institutional standards by policy-makers. For example, the renewable energy-based energy supply system and the Zero Carbon Cottage (output of the Redesign phase) elements will be promoted for replications.

• After the project, the flagship cottage will be presented as the demonstrating result to a large number of visitors all over the world. It will be built as a part of the training centre of the local partner, Palawan Council for Sustainable Development (PCSD). It will be in charge of the exhibition, dissemination, and maintenance. p ( ) g

• A number of Trainees have already succeeded in winning research funds and competitions. With the experience and know-how gained from the ZCR, Trainees will continue SCP research and development.

• Schools and universities adopting the ZCR practices, in particular Palawan State University, West Palawan University, Sabang elementary school Technical solutions are integrated in the curricula students learn the mechanisms of Sabang elementary school.
