The Republic of Turkey

Turkey (Turkish: Türkiye), officially the Republic of Turkey (Türkiye Cumhuriyeti), is a Eurasian country, located mostly in Anatolia in western Asia and East Thrace in south-eastern Europe. The world’s thirty-seventh largest country, with a total area, including lakes, of 783 562 km2 (300 948 sq mi), Turkey has a territory more than 1600 km (1000 mi) long and 800 km (500 mi) wide. It is bounded by the Aegean Sea to the west, the Black Sea to the north and the Mediterranean to the south. The Sea of Marmara, an inland sea, is located in the northwest of the country. Ankara, historically known as Angora, is the capital of Turkey and the country’s second largest city after Istanbul. The city has a mean elevation of 938 meters (3077 ft) and a population of around 5 million. Centrally located in Anatolia, Ankara is an important commercial and industrial city. It is the centre of the Turkish Government, and houses all foreign embassies. It is an important crossroads of trade, strategically located at the centre of Turkey’s highway and railway networks, and serves as the marketing centre for the surrounding agricultural area. Located in the western extremity of Anatolia, Izmir is the third most populous city in Turkey with a population of 4 million. The ancient city was known as Smyrna, and the city was generally referred to as Smyrna in English until the Turkish Postal Services Law was passed in 1930, making Izmir the internationally recognized name. Izmir hosts an international arts festival during June and July and the Izmir International Fair takes place at the beginning of September every year. Izmir is served by national and international flights through the Adnan Menderes International Airport and there is a modern metro line running from the southwest to the northeast. Izmir hosted the Mediterranean Games in 1971 and the World University Games (Universiade) in 2005, and is a candidate for EXPO 2020 with the theme “New Routes to a Better World/Health for All”. Çeşme, a coastal town, is the administrative centre of the district of the same name in Turkey’s western-most end. Located 85 km west of Izmir, Çeşme is a popular holiday resort and the district centre, where two-thirds of the district population is concentrated. The name “Çeşme” means “fountain” in Persian (همشچ) and possibly draws reference from the many Ottoman fountains found all over the city. Date and location The sixty-third session of the WHO Regional Committee for Europe will open on Monday, 16 September 2013 at 09:00 and will close on Thursday, 19 September 2013. The session will be held in Çeşme Izmir, Turkey at the Sheraton Çeşme Hotel. Registration for participation

Online registration is required for sessions of the WHO Regional Committee for Europe. A link to access the electronic governing bodies’ meeting registration system is included in the letter of invitation that was sent to Member States. This will allow the registration of one focal point per delegation. The same procedure will apply to all categories of invited participants. Once the Focal Point has been entered into the registration system, he/she will receive by email a unique username and password and the link to access the registration system. The Focal Point will register and submit the names of the delegates and attach a copy of the credentials containing the composition of the delegation. The Regional Governance Unit at the WHO Regional Office for Europe will verify the information received from the Focal Point, which will then be processed to generate both meeting badges and the list of participants. At the same time, each participant should complete the Personal Details and Travel form (Annex A) and return it to the WHO Secretariat by the end of registration. Registration should be completed by Monday, 2 September 2013.

Credentials Credentials should be issued by the Head of State, the Minister of Foreign Affairs, the Minister of Health or any other appropriate authority i.e. permanent missions and senior government officials. Although a copy of the credentials will have been submitted through the online registration system, Member States are required to deliver the original credentials to the WHO Secretariat (Regional Governance Unit) before the opening of the Regional Committee session. In accordance with Rule 1 of the Rules of Procedures of the Regional Committee, no more than two representatives may be nominated by each Member State. However, alternates and advisors may accompany representatives.

Registration Registration will start at 19:00 on Sunday, 15 September 2013 during the welcome reception at the Sheraton Çeşme Hotel and will continue on Monday, 16 September 2013 from 08:00. Badges will be issued at the registration desk. A provisional list of participants will be distributed at the opening of the session. This list will be compiled on the basis of the credentials received by the Secretariat by 18:00 on Monday, 2 September 2013. Participants are requested to check the information contained in the provisional list of participants and to report any changes to the Secretariat for inclusion in the final list.

Seating Delegates will be seated in the English alphabetical order of the names of the Member States.

Working languages and documentation

The working languages of the Committee are English, French, German and Russian. Statements made in any of these languages will be interpreted simultaneously into the other three languages. The official documentation of the session will be available in English, French, German and Russian on the home page of the session (http://www.euro.who.int/RC) from early August. Documents will not be despatched by post. Participants are kindly requested to bring all documents to the session, as hard copies will only be available on a limited scale.

Submissions by delegations

It would be appreciated if delegations wishing to have draft resolutions distributed to the Regional Committee could hand them in to the Secretariat early enough, and at least two days before the proposal is discussed, to allow time for translation, reproduction in the working languages and circulation to delegations. The Secretariat is available, upon request; to provide logistic and editorial or information support as required.

Travel arrangements

Delegates should make their own travel arrangements for both outward and return journeys. Assistance with travel arrangements will be available during the session.

Arrival in Turkey Upon arrival at Izmir Airport, transport to the hotels listed in this guide will be made available to all participants. A WHO Regional Committee reception desk will be located outside the arrivals hall at the airport to assist participants on arrival and to arrange transport to their respective hotels. In order to facilitate the process, please return Annex A, completed with your flight details. All hotels are about 85 km from the airport and the journey time by car is around 45 minutes.

Local transport Bus shuttles will be organized each day to transfer participants between their hotels and the Sheraton Çeşme where the session will take place, if the hotel is not within walking distance. Transport in connection with the social events will also be organized. Participants should check the timetable and notices that will be displayed in the lobby of their hotels and at the Sheraton Çeşme. Transportation will only be made available to and from the hotels listed in this guide. Information on public transport is available on the following web pages:

Visas All participants should check whether they require a visa for travel to Turkey by visiting the website of the Ministry of Foreign Affairs (http://www.mfa.gov.tr/visa-information-for-foreigners.en.mfa). Citizens of some countries are eligible to apply for an electronic visa (e-visa). Applications for e-visas can be made at the following address: www.evisa.gov.tr. The use of the e-visa was introduced on 17 April 2013, as an alternative to the sticker/stamp visas that can be acquired at Turkey’s border crossings. Participants from those countries not eligible to apply for an e-visa should make their visa applications through their local Turkish Embassy or Consulate. These visa applications must be accompanied by the official letter of invitation from the World Health Organization. It is very important that all participants complete the necessary visa procedures. In the event that a participant has been unable to complete the visa procedures prior to the meeting, he or she will be able to do so upon arrival in Turkey. National passports, valid for at least six months after the expiry date of the visa, are required for all visa applications.

Lunches A lunch buffet will be served at the Sheraton Çeşme from Monday, 16 September to Thursday, 19 September, hosted by the Ministry of Health of Turkey. There will also be two coffee breaks (morning and afternoon) during these days. Special dietary requirements should be communicated on the Personal details and travel form (Annex A).

Currency The currency unit is the Turkish Lira (TL or TRY). Exchange rates for other currencies are subject to change on a daily basis. (On 30 July 2013, exchange rates were: US$ 1 = 1.9270 TL;

Climate and clothing

Izmir has a typical Mediterranean climate of hot, dry summers and mild, rainy winters. Rainfall levels are low throughout the summer and drought can occur between June and August. At this time of the year the climate is generally warm and rainy with an average daytime temperature of 24° C.

Insurance The Secretariat cannot accept liability for personal accidents or loss of or damage to the private property of participants and accompanying persons, either during or indirectly arising from attendance at the sixty-third session of the Regional Committee for Europe. Participants should make their own arrangements with respect to health and travel insurance.

Personal security Even though criminality is not high in Turkey, delegates are still advised to take precautions when moving around and to take care of their personal belongings. Emergency numbers are as follows.

Medical services A medical team will be available during the day for the duration of the session.

Internet café Internet access, fax and printing facilities will be available to participants during the session. Use of several stationary PCs will be offered, as well as wireless access for personal laptops in both the common areas and the individual meeting rooms.

A charging station for personal laptops will be located in the foyer area of the conference centre.

Online and social media

This year’s Regional Committee session will be webcast live on the Regional Office’s website http://www.euro.who.int. Photographs and video will be taken during the session, and images and footage of participants and proceedings may therefore be posted on line. Participants are encouraged to engage in online Twitter conversation about the session, using the Twitter hashtag #RC63Izmir. Please consult the hotel’s website for more information on facilities and general booking conditions. Major credit cards are accepted by all hotels.
