Introduction:

Coastal zone is the interface where land meets the ocean, encompassing

the shoreline environment as well as the adjacent coastal waters. Its

components include river deltas, coastal plains, wetlands, estuaries, beaches

and sand dunes, coral reefs, mangrove forests, lagoons, and other coastal

features. Increase in the density of human population and unplanned

developmental activities within the coastal areas of India have led to over

exploitation of terrestrial and aquatic resources. Exploitation of coastal

resources in an unbridled manner has resulted in resource-use conflict and

threatens the very existence of coastal habitats intertwined with flora and fauna.

The Integrated Coastal Zone Management project aims to build state level

capacity to manage such coastal zone issues.

Majority of the populace in the coastal areas belong below to the subsistence

level and depend primarily on the coastal resources for their livelihood. It has

therefore become a challenge for the managers to find out effective means to

ensure steady supply of the natural resources through conservation

management practices without hampering the health of the related ecosystems

and also to support sustainable development and for this the community people

need to be sensitized and involved also to manage their livelihood and improve

the quality of life while maintaining the coastal ecological balance and

biodiversity.

Target Area

The coastal population of West Bengal is around 2.47 million lives in the

three coastal districts i.e. South and North 24 Parganas and Purba (East)

Medinipur. The per capita real income in these three coastal districts as per

2003-04 prices is South 24 Parganas: INR 17759.77, North 24 Parganas: INR

16502.79 and in Purba (East) Medinipur: INR 20914.35. Active fishermen

constituted 26% of the marine fisher folk population, of which 72% were full

time fishermen, 22% were part time fishermen and the remaining 6% were

occasional. In West Bengal 31% of the fishermen possessed primary level of

education, 13% secondary level and 2% possessed above secondary level of

education. About 54% of the fishermen populations have no formal education.

West Bengal is having the largest 4.05 lakh ha of brackish water flooded area

in India of which 2.1 lakh ha is ideal for shrimp farming. These could make

three coastal districts viz. North 24 Parganas (1.10 lakh ha), South 24 Parganas

(0.7 lakh ha) and Purba Medinipur (0.3 lakh ha) among the most prosperous in

India. In spite of abundant resource availability, development has not taken

place in an equitous manner.

Training Objectives

The purpose of the programme is to augment awareness on the

conservation and sustainable use of marine biodiversity as well as the

significance of coastal zone management in West Bengal for sustainable

livelihood, food security and bio-happiness. The first training in this regard to the

State Government Officials of West Bengal is aimed to impart a first hand

knowledge to the managers and the would be managers on the various issues

related to the coastal and marine biotic and abiotic resources available in general

and in the coastal areas of West Bengal in particular. Such as, livelihood

practices of the coastal people, exploitation of the those resources by man and

the coastal people in particular, the nature and the categories of the stake holders

both primary and secondary of these natural resources, hazards and threats both

natural and anthropogenic on these resources and their resultant depletion,

impact of all such on the marine / coastal ecosystems and the biotic resources in

particular and other related issues. However the principle objective of this

training is to communicate and discuss on the probable management procedures

on remedial measures for sustainable utilization of the available resources and

their conservation without further degradation. Training on-field has also been

included in this training programme to gain glimpses of the state of affairs on the

coastal areas in and around Digha. This programme is meant for developing and

following a pro-nature, pro-poor, pro-women and pro-sustainable on-farm and

non-farm livelihoods with the objectives of implementation of appropriate eco-

technologies and knowledge empowerment methodologies targeted towards the

primary stake holders who are dependent on coastal bio-resources.

Focus Group

The beneficiaries of the State Government Officials of West Bengal in this

training course are field and implementing level staff of various Govt.

Departments who are directly or indirectly involved in coastal zone

management of the coastal regions of West Bengal. The participating

government departments are Fisheries Department, Forests Department,

Environment Department, State Pollution Control Board, Public Health

Department, Education Department, Tourism Department, Police Department,

Municipal Offices, Development Authorities of coastal regions, and other

related public departments.

The Ministry of Environment and Forests, Government of India has

obtained a credit from the International Development Association of the World

Bank for Integrated Coastal Zone Management Project in India. The

Government of West Bengal is also a recipient of the credit and is to implement

the relevant part of the Project in West Bengal during the next five years. The

project is implemented through the Institute of Environmental Studies and

Wetland Management (IESWM), Department of Environment, Government of

West Bengal as State Project Management Unit. The project is being

implemented through ten different Project Execution Agencies (PEAs).

Zoological Survey of India is entrusted in this project for modernization of

aquarium, setting up of museum and interpretation centre as well as training

facilities at Marine Aquarium and Regional Centre at Digha. The training on

ICZM for primary stakeholders and State Govt. officials is one of the

components under this project.

The participants of this training were nominated from Fisheries Department, Forest Department, West Bengal Pollution Control Board,

Environment Department, coastal Police stations, Public Health Engineering Department, etc. Out of seven days training program, four days

were exclusively spent for technical presentations on various objectives of Integrated Coastal Zone Management, two days for field training

and one day for feedback. There were 16 technical deliberations during the technical session which includes topics viz. marine biodiversity,

marine bio-resources, ICZM, CRZ, Aquaculture, Fisheries, marine mammals, mangroves, global warming, community economy, etc. There were

around 20 resource persons who were eminent scientists & academicians in their respective field contributed their expertise in the technical

Participant feedback: The last day morning session was kept for feedback session in which the feed back collected in the prescribed format

from all the participants. The purpose of this session was to know how this training will be useful for them in their routine assigned tasks.

The participant also provided their feedback on locality based coastal zone management during the session.

Valedictory programme: The valedictory function of training took place in the afternoon of 1st

March, 2012 at the auditorium of this Centre.

The programme was presided over by Dr. Animesh Bal, Addl. Director, Zoological Survey of India. The programme was started with the

address by Dr. Animesh Bal, Addl. Director which was followed by speech by Dr. J.K. De, Deputy Director, ZSI, Kolkata. Dr. Prasanna

Yennawar, Officer-in-Charge, MARC, Digha sum up the training activities to the guests. Prof. D.N. Roychoudhury, Former Professor, Calcutta

University, Kolkata adorned the chair of chief guest and delivered the speech on the occasion. The CD covering all the technical presentation

during the training was also released by Chief Guest during the programme which was followed by distribution of Certificates to the

participants. The valedictory programme was concluded with vote of thanks by Dr. Anil Mohapatra, Scientist ‘C’, MARC, ZSI, Digha. The

programme was anchored by Dr. Achintya Chattopadhyay, Scientist, Zoological Survey of India, Kolkata.

Other activities undertaken during training:

• Training pamphlet, brochure, banners, posters and other printed materials on awareness prepared & released.

• Display of awareness posters during the training programme.

• Display of poster gallery in museum.

• Aquarium & museum visit for participants for introduction to marine fauna.

Marine Aquarium & Museum visit of participants: During the technical sessions of training programme, the participants were imparted the

information of marine ecosystems and representative fauna. These representative faunal groups were shown in the aquarium tanks as well as

in the museum.
