A youth program which utilizes over $2.5 million in about 10 weekscan only be successful if it has the help of many people. And the1978 SANYO Summer Youth Training and Employment Program was noexception.

Because of the cooperation extended, many economically disadvantagedstudents received immeasurable assistance and today stand a betterchance to contribute to their community. These young men and womenalso are more equipped to attend school or to enter the labor marketwith skills attained through the program.

Upon being awarded a contract, SANYO set out determined to performthe best job possible by capitalizing on its past experience andresources. It adopted "quality control" as its slogan and in factstressed economy as well as quality. The purpose of this directionwas two-fold: young people deserve the best and it was tax dollarsthat were being used. This is not to say SANYO has not always sub-scribed to this philosophy but rather that it chose to underline itsprinciple. Both objectives were accomplished.

Among those who helped and contributed were the San Antonio CityCouncil, Bexar County Commissioners Court, Alamo Manpower PlanningCouncil and its Youth Council, U.S. Department of Labor, news media,City of San Antonio Department of Economic and Employment Development,local businesses who helped with site tours and briefings, and manyother friends.

A special thanks goes to all the entities who employed the youthand provided the jobs and supervision. This group served verysignificantly.

SANYO considered the Summer of 1978 an honor and a privilege tobe able to assist young people.

SANYO Combines Quality, Economic Development

Economic development is going to come about inSan Antonio basically when new businesses move intothe city or with the expansion of the local economy.

Yet, any phase of economic development also has totake into consideration that it must have the trainedpersonnel in order to realize its goals.

The San Antonio Neighborhood Youth Organizationcontributed to the economic development of SanAntonio with its operation of the 1978 Summer YouthEmployment and Training Program and its enrollmentof 3,447 young men and women between the ages of14 and 21.

Another view to be taken ofthe summer youth program isthat of criticism of social pro-grams that exists throughoutthe country. Ever since its in-ception in 1973, the Compre-hensive Employment andTraining Act (CETA) has beenunder much criticism as to itseffectiveness and whether it isreaching its goals and object.ives of helping the disad-vantaged citizens.

And CETA should remainunder the microscopic eye ofthe critics. San Antonio canlook with pride to the additionof economic development andthat the tax dollars used in thisprogram were spent wisely andas intended to help the eco-nomically deprived.

SANYO, more than ever,emphasized "quality control"as the main thrust in its opera-tion of the Summer YouthEmployment Program. Qualitywas not only emphasized interms of actual costs but alsoin selection of program partici-pants and the training and supervision as well. Figuresreflected in the budget show quality control and costefficiency were accomplished.

Over 85% of the total budget of $2,577,212 wasdirected toward youth participants in wages and fringebenefits!

Quality program did not start and end with thefinancial aspect of the program; it, too, was directedtoward every facet including eligibility and selection ofparticipants, their orientation, worksites and types oftraining determined.

Young participants were counseled on "be-ready-to-go-to-work" attitudes which included proper dress and

employment responsibilities. Many workstation super-visors responded at the end of the program "that this isthe best group (of participants) we've ever beenassigned by SANYO."

Program operations included recruitment, process-ing of applications and verification, development ofworkstations for training sites, orientation for bothparticipants and staff, assignment of students tospecific locations, a self-assessment by students inaddition to the two standard steps, follow-ups and close-out procedures for the contract.

Recruitment, a major projectin itself, consisted of distributionof applications to every singlehigh school in the city andcounty and at many other socialagencies. Total distribution ofapplications exceeded 18,000.Over 12,000 applications werereturned for processing andverification at the SANYOoffices.

( Workstations assisting withprovisions of training and super-vision stand at the top of theladder of success. No programof this nature can succeed with-out the cooperation of worksitesas provided by the City Parksand Recreation Department,its Summer Recreation SupportProgram and its many sub-agencies; area military bases,hospitals, libraries, schooldistricts, city, county, state andfederal offices in addition tomany other non-profit agencies.

Program activities centeredon work experience, counsel-ing, vocational exploration,career resource center andsupportive services. Types of

training included secretarial, medical, warehousing,drafting, library, maintenance, carpentry, key punchoperators, cashiers, stocking, computer operators,painting, photography, switchboard operations andmany others.

Job responsibilities, career exploration and returningto school were among the major topics of counselingprovided.

Over 500 students, mainly high school seniors andgraduates, visited numerous local businesses through-out the summer as part of the Vocational ExplorationProgram. Tours and briefings were given by privateemployers about their businesses, policies, training

Participants Tour Local Businesses

It is not too often that students have a chance tosimply enter a local bank, hospital, manufacturing faci-lity, or any other type of a business enterprise and get acomplete tour and briefing.

Over 500 economically disadvantaged San Antoniostudents did in 1978 Summer Youth Training and

Employment Program through the VocationalExploration Program and the cooperation of 20 localbusinesses.

Students in groups of about 25 visited the localbusinesses to learn about various occupations aspresented by employers themselves. Businesses visitedand toured included:

Center Provides Career Information

Where can young men and women find out aboutwhether school teachers, plumbers, accountants, newcar salesmen or photographers are needed in the cur-rent and future job market? What type of education andtraining do these professions require? What do theypay? What are the responsibilities and opportunitieswithin these fields and hundreds more?

Answer:At the SANYO Career Resource Center.These are but a few questions that can be explored,

discussed and often answered at the Career ResourceCenter.

Approximately 625 participants in groups of 25 orless visited the center for three and four-hour sessionsfor presentations by career exploration specialists as anactivity of the 1978 Summer Youth Training andEmployment Program.

Students were assisted in job interview techniquesand methods, numerous types of job application formsused, vocational training information as well as mater-ials, films, catalogues, and other information on collegeand university entrance procedures. Specific topicsselected by students were studied through filmstrips,manuals, pamphlets and other sources. The armedforces was another topic presented.

A major portion of the students' visit to the ResourceCenter was spent in discussions on motivation, jobresponsibilites and basic information on how to keepand maintain a job. These sessions included good workhabits, dress, safety, courtesy, and performance.

Mayor Cockrell, Four City Councilmen Visit SANYO

Mayor Lila Cockrell and fourmembers of the City Councilvisited the 1978 SANYO SummerYouth Training and EmploymentProgram.

Mayor Cockrell addressedmembers of the staff at openingceremonies and officially initiatedthe program.

Councilman Rudy Ortiz sawboth students working and theexpansion of Wilford Hall MedicalCenter as he was hosted byColonel Joseph B. Gregory.

Councilman Henry Cisnerosvisited the Fort Sam Houstonworksites in addition to theBrooke Army Medical Center andthe Academy of Health Sciences.Commanders and top civilianpersonnel hosted a luncheon forDr. Cisneros at his visit.

Councilman John Steen wasprovided a briefing of sites byMajor General Lynwood E. Clark,Commander, Air LogisticsCenter, at Kelly Air Force Base.

opportunities, and responsibilities and job requirements.The Resource Center was visited by 625 participants

for exposure and counseling on selection of careersand occupations, and availability of jobs and trends in

the local area and national labor market.A summer youth program is incomplete if it does not

provide for supportive services needed by participants.Made available at no cost to the program were physicalexaminations to students assigned to hospital work(approximately 300). Other services were legal aid,clothing, transportation, child care, eye glasses, andhealth cards and others.

San Antono's economic development drive and itsenthusiasm can count on SANYO's contribution as thetalents and skills of its youth were enhanced. Equally, itis hoped that both critics and supporters of CETA andSANYO's Youth Employment and Training Programcontinue to review these programs so that with qualitycontrol these programs can attain the goals andobjectives of helping the economically disadvantagedcitizens of our communities.
