International Activities Agricultural Meteorology Division, India Meteorological Department (IMD), Pune and World Meteorological Organization (WMO) organised the following International Conference/Workshop/ Meetings at Ramee Grand Hotel, Pune, Maharashtra during 2-10 November, 2015. Around 30 National and International delegates attended the meeting.

a. International Conference on “Atmospheric Chemistry and Agricultural Meteorology” during 2-4 November, 2015.

b. Workshop on “Global Centres of Research and Excellence in Agrometeorology (GCREAM)” on 5th November, 2015.

International Conference on “Atmospheric Chemistry and Agricultural Meteorology” was organized in order to study the possible impacts of atmospheric constituents and particulate matter on agriculture and also to prepare possible mitigation strategies during 2-4 November, 2015. During the conference possible methods to mitigate these atmospheric chemistry impacts and damage to agriculture were discussed and also the current state-of-art instrumentation and monitoring systems for carbon flux and other micrometeorological applications that are involved with agriculture were highlighted. Besides, in depth discussions were made on proposed possible interactions between the two communities such as a Joint Commission for Atmospheric Science (CAS)/ Commission for Agricultural Meteorology (CAgM) Task Teams that would focus on cross-cutting issues relevant to both the Commissions. Experts in the fields of Atmospheric Chemistry and Agricultural Meteorology from Geneva, Canada, Chile, Italy, Germany, Paraguay, Vietnam, Uzbekistan, Indonesia, Kenya and also from India participated in the conference.

One day Workshop on Global Centres of Research and Excellence in Agrometeorology (GCREAM) was organized on 5th November, 2015. This workshop was organised to discuss various issues to create and develop knowledge in agricultural meteorology and agricultural technology & management areas including promoting research and application in Operational Agrometeorology and catering the

capacity building needs of the Agrometeorological Advisory Services. Experts from Chile, Canada, WMO, Geneva, along with participants from India Meteorological Department participated in this workshop. Discussion was also made on the mandates and functioning of the GCREAM to address the challenging issues of climate, food and water collectively.

This meeting was arranged inviting the Commission on Agrometeorology (CAgM) Expert Team on Agrometeorological Products in order to prepare road map for various agromet products in Operational Agrometeorological Services in crop sector, livestock, fisheries, water resources, forestry, early warning systems on pests/diseases incidences for plants and animals. Participants from Australia, Côte d'Ivoire, British Caribbean Territories, Ecuador, Italy, Tunisia, USA, Chile, Geneva participated in this meeting.

Meeting of Regional Association II Expert Group Meeting on Agrometeorology was organised during 9-10 November 2015: The main objectives of the meeting were to enrich operational and R & D activities in RA II Region such as to identify training needs of the agrometeorological experts/staff, review monitoring and forecasting of soil moisture conditions and their use in assessing crop water requirements, monitoring and preparedness strategies for drought including drought indices and early warning systems and the extent of their implementation, evaluation for the operational use of seasonal to inter-annual climate forecasts applications, socio-economic impact of agrometeorological information, livestock management, forestry and fisheries sectors. WMO experts, Co-coordinators and

theme leaders including participants from India participated in this meeting.

Dr. N. Chattopadhyay, DDGM (Agrimet) attended the Management Committee meeting of CAgM Implementation/ Coordination Team during 7-9 October, 2015 in Bucharest, Romania organized jointly by World Meteorological Organization (WMO) and National Meteorological Administration, Romania.

IMD in collaboration with University of Agricultural Sciences (UAS), Dharwad, Karnataka organized 9th Annual Review Meeting (ARM) of GKMS project during 23-25(FN) November, 2015 at UAS, Dharwad.A number of high level dignitaries like Dr. D. P. Biradar, Honorable Vice Chancellor, UAS, Dharwad, Dr. B. S. Janagoudar, Director of Research, UAS Dharwad, Dr. V. U. M. Rao, Project Co-ordinator, AICRPAM, CRIDA, Hyderabad, Dr. K. K. Singh, Head, Agromet, IMD, New Delhi and Dr. N. Chattopadhyay, DDGM (Agrimet), IMD, Pune, Scientists from other institutes, Principal

Nodal Officers, Nodal Officers and Technical Officers of Agrometeorological Field Units (AMFUs), NGOs and private firms especially engaged in the dissemination of Agromet Advisories participated in the meeting. The main objectives of this meeting was to review the effective implementation of the GKMS scheme in respect of quality of agromet advisories, outreach and dissemination to the farmers, capacity building at different levels, accuracy of medium range district level weather forecast etc. including recent initiative on block level weather forecast and future activities of the project.

National Activities a. 9th Annual Review Meeting (ARM) of “Gramin Krishi Mausam Sewa (GKMS) ” project

b. 6th Annual Review Meeting (ARM) on Forecasting Agricultural output using Space, Agro-Meteorology and Land based observations (FASAL)

IMD in co-ordination with University of Agricultural Sciences (UAS), Dharwad organised 6th Annual Re-view Meeting on FASAL at UAS, Dharwad during 25(AN)-26 November 2015. Dharwad, Karnataka along with AAS Unit In-charges of RMCs/MCs, PIs/ Co-PIs of AMFUs and some SRFs under FASAL attended the ARM. The main objectives of the ARM was to assess the performance of crop yield forecast under FASAL during 2014-15 at various centres and to plan for the activities for 2015-16 along with different ways of improving the accuracy of crop yield forecast.

c. MoU with KVK Baramati

Dr. S. D. Attri, Deputy Director General of Meteorology (Organisation), IMD, New Delhi participated in the inaugural session of KRUSHIK 2015. Live Demonstration & Agri-Expo organised at KVK Baramati, Maharashtra. Dist. Pune. Shri. R. B. Karkhele, AM-II and Shri. M. M. Choudhari, S.A. Agrimet Division, IMD, Pune also participated in “KRUSHIK 2015-demo and

Agri Expo” during 6-8 November, 2015 and demonstrated Meteorological instruments and activities of Agrimet Division regarding Agromet Advisory Services to the farmers.

MoU has been signed with KVK Baramati for joint collaboration in different activities of Agromet Advisories to the farmers and organisation of capacity building programmes for the farmers in the country during 6-8 November, 2015.

d. Best AMFU Award-2015 AMFU-Namakkal, Tamil Nadu was awarded ‘Best AMFU Award-2015’ for outstanding performance in dissemination of Agromet Advisory at 9th ARM of GKMS held at University of Agricultural Sciences (UAS), Dharwad, Karnataka. On behalf of AMFU Namakkal, Dr. A. Natarajan, Nodal Officer received the Certificate of Excellence in this regard from Dr. D. P. Biradar, Honorable Vice Chancellor, UAS, Dharwad, Karnataka.

Farmer Awareness Programme (FAP)

participated in the programme. They were made aware of the importance and significance of Agro-Advisory Services. Farmer’s details and phone numbers were collected to provide need-based Agromet Advisories.

AMFU, Basar, Arunachal Pradesh organised ten days awareness programme on “Integrated Farming

System for Sustainable Livelihood Improvement through TDF, NABARD in Basar” from 4th October, 2015 in six villages. 1740 farmers from 6 villages

AMFU, Targhadia, Gujarat organized FAP on 23rd December, 2015 at Sangnava village of Lodhik taluka of Rajkot district.

Farmers were made aware of the activities of GKMS, JAU, Targhadia and Agricultural Technology. During the

meeting different problems of farmers related to weather forecasting, nutrient management, soil health, use of bio-fertilizers, uses of organic materials, FYM, irrigation management, uses of different kinds of bio agent in bio-control of pest-diseases and weed control, pest and diseases control etc. were discussed.

10th December, 2015 at Sitton village, Kerseog sub division, West Bengal. Dr. Binoy Raj Sharma, Nodal Officer of GKMS Unit along with other scientists explained orchard management in terms of horticultural and plant protection aspect in relation to weather.

AMFU, Port Blair, Andaman and Nicobar organised FAP on “Weather based crop and Soil management” on 10th

October, 2015 at Little Andaman. In the programme, tribal farmers were briefed by Dr. A. Velmurugan, Nodal Officer of GKMS Unit about soil and water conservation measures and management of weather for successful crop production under rainfed conditions in tribal area. Demonstration on land preparation, sowing and cultivation of field was conducted at farmer’s field.

AMFU, Kakdwip, West Bengal organised a field visit and farmers meet on 22nd December, 2015 to discuss on “Cultivation of

rabi crop and effect of low minimum temperature on rabi crop production”. Dr. Shibani Chowdhury, Technical Officer of GKMS Unit widely discussed the effect of cloudiness and dump weather on attack of late blight on potato, short duration on boro seed bed including poultry production and cattle and cultivation of coloured fish.

Field visit

AMFU, Pundibari, West Bengal organized a field visit to Gopalpur village on 28th December, 2015. Dr. Shubhendu

Bandyopadhyay, Nodal Officer of GKMS Unit showed demonstration on maintenance of rain gauge. Feedback was collected from the farmers. Registration of new farmers has been done.

AMFU, Kalimpong, West Bengal organized a field visit to Mandarin orange orchard on

Gondal Taluka on 20th December, 2015. During field visit different problems of farmers related to weather forecasting, nutrient management, soil health, use of bio-fertilizers, uses of organic materials, FYM, irrigation management, uses of different kinds of bio-agent in bio-control of pest and diseases and weed control, pest and diseases control etc. were discussed and solved accordingly.

Dr. B. Ajith Kumar, Principal Nodal Officer, AMFU, Thrissur, Kerala made two field visits to Avinissery village on 25th November, 2015

and Varanthirappilly village on 22nd December, 2015. He explained the plant protection measures for attack of Rice leaf folder

disease in rice and Sigatoka leaf spot in banana.

Other Awareness Programme AMFU, Chennai, Tamilnadu, Veterinary and Animal Sciences University and World Animal Protection jointly organised “Flood

Relief Veterinary Health Camp” on 16th December, 2015 at Vayalur Village, Thiruvallur district, Tamilnadu. 327 cattle and buffaloes, 135 calves, 222 sheep and goats were treated in the camp. 200 TANUVAS smart mineral mixture packets were distributed to the farmers. The treatment includes deworming, vaccination against black quarter disease, Foot Rot, Injures etc.

AMFU, Anantapuramu, Andhra Pradesh timely published the articles regarding the management and plant protection aspects in different print media such as “Time for the sowing of Horsegram”, “Management

practices in different crops in rabi”, “Bengalgram can be sown up to November”, “Management practices in Fruit crops”and “Plant protection measures in ID crops” were also discussed.

Krishi Mela AMFU, Bidar, Karnataka participated in Krishi Mela which jointly organized by ARS Bidar, KVK Bidar, College of

Horticulture Bidar and Karnataka Veterinary, Animal & Fisheries Sciences University, Bidar during 11-13 December, 2015 at KVK, Bidar. More than 65 thousand farmers of Bidar district were benefited by this meeting and more than 150 farmers were registered their mobile numbers to receive weather based advisories.

AMFU, New Delhi, organised two Kisan Gosthi programmes viz. at Tiggipur Village on 21st December, 2015

and at Nizampur Village on 23rd December 2015 of National Capital Region (NCR), Delhi. There was good farmer–scientist interaction. Dr. Ananta Vashisth, Nodal Officer of GKMS explained the activities of GKMS.

Dr. Sanchita Mondal, Technical Officer of GKMS Unit, AMFU, Majihan, West Bengal made a field visit, to the

field of Hilli block, Dakshin Dinajpur on 23rd December, 2015.

AMFU, Bidar, Seed Unit B i d a r , K a r n a t a k a organized Soybean Field Day on 6th October, 2015 at Konamelkunda

village, Hamburg, Bhalki under Rashtriya Krishi Vikas Yojana (RKVY) Project on Integrated Farming System. Dr. S. P. Dinesh Kumar, Technical Officer explained about scope and importance of Integrated Farming System.

Dr. M. S. Jakasaniya, Nodal Officer of GKMS Unit, AMFU, Arnej, Gujarat shared the views on weather base Agromet Advisory network, impact of weather parameters on crop production with the farmers from villages of Ahmedabad district visited during the program of celebration of “World Soil Day” organized at ARS-KVK Arnej on 5th December, 2015. He also shared the views during the talk on Soil Health Card with the University Officers regarding the different high yielding varieties of crops, crop production, crop protection technology and highlighted the effect of climate change on different crops and crop seasons and familiarized about Agromet Field Unit function at Agricultural Research Station, Arnej.

During the vigorous North East monsoon floods-2015, a team of members comprising of Dr. A. L. Narayanan, Nodal Officer

of GKMS Unit, Karaikal, Puducherry visited the pest attacked rice fields of Ambagarathur village. He advised management of thrips, leaf folder, blast and bacterial leaf blight diseases in samba rice through Agromet Advisory Bulletin.

Dr. Narayanan, also participated in discussion programme on weather forecasting and climate change observation at

Pondicherry state was broadcasted by All India Radio on 28th October, 2015.

He participated in one day seminar on “Climate stress interactions and management” in October, 2015. In seminar, stress

mitigation techniques were explained to sustain crop productionand had interaction about the role of climate and its implication in weather stress management.

One day field visit was conducted for the farmers of Mangalam village of Pondicherry on 28th

October, 2015 with the guidance of Agricultural Officer Mr. S. Masilamany wherein the importance of GKMS and the role of weather forecasting was explained to the farming community by Dr. A. L. Narayanan.

Dr. A. L. Narayanan participated in one day District training organised by the Department of

Agriculture regarding the soil health for the farming community of Karaikal.

Imtisenla walling, Technical Officer of GKMS Unit, AMFU, Jharnapani, ICAR Nagaland Centre apprised around 40

farmers on different topics related to climate change on agriculture enterprise and effect of weather and extreme events on standing crops, live stock and fisheries at Seluophe village, Dimapur district on 9th December, 2015. She explained theimportance of rain harvesting structures, mixed cropping, crop rotation, animal husbandry practices and preserving / utilizing the traditional wisdom.

Prof. Rucha Dave, Assistant Professor, Department of Agricultural Meteorology and Nodal Officer of GKMS Unit, AMFU, Anand, Gujarat delivered a Radio Talk on “Importance of weather based Agro-Advisory in Agriculture” in All India Radio Station, Vadodara on 8th December, 2015 and it was broadcasted by AIR, Vadodara on 10th December, 2015.

Farmers of Madhya Pradesh visited a research station, AMFU, Maktampur, Gujarat on 10th December, 2015. Dr. A. D. Patel, Nodal

Officer and Mr. Mukesh Patel, Technical officer of GKMS Unit informed farmers about various services provided under GKMS project to the farming community. The farmers were advised to register their mobile numbers in Farmers’ Portal to receive the weather forecast and weather based Agromet Advisories through SMS on free of cost. Also they informed about management of sucking pest and nutrient management in cotton and aware regarding different activities of GKMS project.

Agriculture Assistant and Associate, Kolhapur visited observatory at AMFU, Kolhapur, Maharashtra

on 8th and 9th December, 2015. Dr. Smita V. Deshmukh, Technical Officer of GKMS Unit explained effect of different weather parameters on agriculture, impact of climate change on agriculture and effect of Global Warming on human health and present scenario.

Workshop/ Other meetings/ training programme

Dr. N. Chattopadhyay, DDGM (Agrimet) and Shri R. Balasubramanian, Scientist-D delivered lecture on “Agromet Advisory Service under GKMS in the Country” on 1st October 2015 and “Use of Crop Simulation Model for Crop Yield Forecast on 13th October, 2015 respectively at Canter of Advanced Faculty Training (CAFT), College of Agriculture, Pune.

Dr. N. Chattopadhyay, DDGM (Agrimet) participated in “Inception WINTER SASCOF (Win SASCOF-1)” during 14-15 October, 2015 and “Climate Services Users Forum for Agriculture (CSUF-Ag-1)” on 16th October, 2015 held at Hotel Connimara, Chennai.

Shri R. Balasubramanian, Scientist-D, Shri S. S. Mairal, AM II and Shri V. A. Desai, S.A., Agrimet, IMD, Pune attended the workshop for sharing the experience of KVKs to explore the possibility of up scaling the NABARD Project at KVK Baramati on 7th October, 2015.

Mrs. P. S. Kulkarni, S.A., Agrimet, IMD, Pune delivered a talk on All India Radio- Pune on “Impact of monsoon on agriculture and services of IMD in Maharashtra”. The talk was broadcast on 28th October, 2015.

Shri. S. S. Mairal, AM II, Agrimet, IMD, Pune attended Quarterly Agro Advisory Committee Meeting of Door Darshan on 27th November, 2015 at KVK, Narayangaon.

Shri. A. P. Patinge, A.M.I and Shri. V. L. Age, A. M. II attended 7th Agrovision held at Reshambag, Nagpur during 11 - 14 December, 2015.

Dr. Raihana Habib Kanth, Nodal Officer of GKMS Unit, AMFU, Srinagar, Jammu and Kashmir attended two days regional meeting of GKMS and FASAL at CPRI-Shimla during 15-16 December, 2015.

Dr. Latief Ahmad Sofi, Technical Officer of GKMS Unit, AMFU, Srinagar, Jammu and Kashmir attended six days training programme on 'Development of Climatic Risk Management tools in Agriculture by using extended range forecast at IIT Bubneshwar, Bhubneshwar during 15-20 December, 2015 and two days international conference on ‘Sustainable Development and Technological Innovation’ at Islamic University of Science and Technology during 23-24 December, 2015.

Dr. S. B. Yadav Assistant Professor, Department of Agricultural Meteorology and Technical Officer of GKMS Unit, AMFU, Anand, Gujarat attended a training programme on “Development of Climatic Risk Management Tools in Agriculture using ERFS” organised by School of Earth, Ocean and Climatic Sciences, IIT Bhubaneswar (Odisha) and IMD (New Delhi) during 15-20 December, 2015.

Dr. Sanchita Mondal, Technical Officer of GKMS Unit, Majhian, West Bengal attended a workshop on ‘Use of Crop Simulation Model for DSS & yield forecasting’ under GKMS/FASAL is scheduled to be held at Odisha University of Agriculture and Technology, Bhubaneswar during 7-14 December, 2015.

Dr. Chander Shekhar Dagar, Asstt. Scientist-cum-Technical officer of GKMS Unit, AMFU, Kaul, Haryana delivered a lecture entitled ‘Role of weather information in agriculture’ to the Agriculture Development Officers (ADOs) of Department of Agriculture, Haryana in a training program organized by Haryana Agricultural Management and Extension Training Institute (HAMETI), on 3rd November, 2015. He explained about the weather forecasting and the various services of GKMS program useful to the farming community. The officers were encouraged to use and disseminate weather based agro advisories to the farmers and make them aware about various weather-agriculture related services. He also explained how to register farmers under m-Kisan for free mobile SMS.

Dr. K. K. Singh, Head, Agromet Service & Shri A. K. Baxla, Scientist D attended training programme on 'Development of Climatic Risk Management tools in Agriculture using Extended Range Forecast' during 15-20 December, 2015 at Indian Institutes of Technology (IIT)/ Orissa University of Agriculture and Technology (OUAT), Bhubaneswar along with scientists from State Met Centres and also Agromet Field Units.

Request For Proposal (RFP) evaluation committee meeting was held on 13th October, 2015 for finalizing the Agromet Stations (AMS) replacing Lysimeters for automatic ET measurement system using sensors for measuring Evapotranspiration (ET) and other parameters through satellite transmission in collaboration with Space Application Centre (SAC), Ahmedabad under the chairmanship of Shri. B. Mukhopadhyay, ADGM (R), IMD, Pune. Scientists from IMD and SAC attended the meeting.

A meeting was conducted on 1st December 2015 under the chairmanship of Shri. B. Mukhopadhyay, ADGM ( R ), IMD, Pune to evaluate the ‘Request for proposal ( RFP )’ for establishment of Studio for recording and telecasting of weather, Agromet Advisories and related programmes under GKMS. Dr. N. Chattopadhyay, DDGM (Agrimet), Shri. Arvindnath Jha, Consultant, Technical Operations DD Kisan, New Delhi, Smt. KalpanaGokhe, Director Engineering, DDK, Pune and Shri. R. Balasubramanian, Scientist D, IMD, Pune attended the meeting.

Shri. S. Sudevan, Scientist–D, MC Thiruvananthapuram, Kerala delivered lecture on “Early warning services in disaster alert standard operational procedures” for the trainees (consisting of Agricultural Officers, Veterinary Surgeons, Diary Extension Officers & Fisheries Officers) of State Agriculture Management & Extension Training Institute (SAMETI), Department of Agriculture, Government of Kerala, Thiruvananthapuram on 24th November, 2015.

Dr. Vyas Pandey, Professor & Head, Department of Agricultural Meteorology and Principal Nodal Officer of GKMS Unit, AMFU, Anand, Gujarat delivered a lecture on “ERFS Experience with Crop Risk Management in Gujarat” in training program on Development of Climatic Risk Management Tools in Agriculture Using ERFS organised by School of Earth, Ocean and Climatic Sciences, IIT Bhubaneswar (Odisha) and IMD (New Delhi) on 18th December, 2015.

Technical Officer of GKMS Unit, AMFU, Bikaner, Dr N. K. Pareek delivered lecture to the farmers of Bikaner, Jaisalmer, Churu, Ganganagar and Hanumangarh districts on Soil Health day, 5th

December, 2015 at Technological Museum, SKRAU, Bikaner.

Prof. V. D. Vora, Technical Officer of GKMS Unit, AMFU, Targhadia, Gujarat delivered lecture on influence of weather on crop production and activity of GKMS project in Farmers training shibir organized by FTC, Rajkot on 18th December, 2015.

Dr. Veena Sharma, Technical officer of GKMS Unit, AMFU, Jammu, Jammu and Kashmir attended meeting with Chief Agriculture Officer, Kathua on 29th December, 2015 to discuss problems as well as promotion of Agromet Advisories among maximum number of farmers of the district. She also attended meeting with Chief Horticulture Officer Kathua to discuss dissemination as well as feedback from fruit growing farmers.

Prof. P. R. Jaybhaye, Principal Nodal Officer of GKMS Unit, AMFU, Parbhani, Maharashtra attended Farmer Awareness Programme “Gram Dyanganga” on 29th December, 2015 at Vasantrao Naik Marathwada Krishi Vidyapeeth, Parbhani.

Research paper entitled “Rainfall day and Heavy rainfall day prediction of Kolkata, India during June to October using Linear Discriminant Analysis technique” by Sukumar Lala (Roy), Scientific Assistant and Nabojit Chakraborty, Scientific Assistant published in MAUSAM in October, 2015, Vol 66 , Number 4.

Research paper entitled “Verification of Weather Forecast Received from IMD with Observed Data at ZARS Sub-Montane Zone, Kolhapur” has been accepted in the State Level Seminar on “Soil Health Awareness from AMFU, Kolhapur, Maharashtra: A Prerequisite to Yield Sustainability” to be held at M.P.K.V., Rahuri during 21-22 December, 2015.
