1. Registration of farmers through IMD’s websites for receiving Agromet Advisories India Meteorological Department (IMD) in collaboration with Agromet Field Units (AMFUs) disseminates weather forecast and Agromet Advisories to the farming community in the country in both regional and English languages through farmers’ portal (http://farmer.gov.in/advs/login.aspx). The services helped the farmers not only in increasing the crop production but also reducing the losses due to inclement weather and other problems. In order to increase the number of farmers in the Kisan Portal, a system of registration through IMD’s website has been developed by IMD and National Informatic Centre (NIC), Pune to provide weather based Agromet advisories to more number of farmers through free SMS. To avail this service, farmers are required to register their name and mobile number along with the crops. Once registered, the farmers will receive SMS for their specific crops twice in a week as well as during extreme weather events.

2. International Activities

Dr. N. Chattopadhyay, DDGM (Agrimet), IMD, Pune attended the workshop on “Regional Network of Farmers of Africa and South Asia (RENOFASA)” held at Kampala, Uganda during 27-29 January, 2016. This meeting is the follow up action in regard to finalisation of the project. Members of the Advisory Team for Regional Network of Farmers of Africa and South Asia (RENOFASA) discussed in detail in the formulation and preparation of the project Delivery of Climate Services to Small Holder Farmers in Africa and South Asia. The meeting was

attended by the following members of the RENOFASA Advisory Team. 3. Regional Review Meeting

Regional Review Meeting of Gramin Krishi Mausam Sewa (GKMS) and

Forecasting Agricultural Output using Space, Agrometeorology and Land

-based Observations (FASAL) scheme operating in NE region of India

was held at Horticulture Research Station, Assam Agricultural University

(AAU), Kahikuchi, Guwahati during 4-5 March, 2016 to discuss the

activities and future needs of GKMS and FASAL projects. In the

meeting, Dr. G. N. Hazarika, Director of Research (Agri), AAU, Jorhat explained the importance of weather

forecasting in increasing agricultural output and decreasing post-harvest losses as well as the losses due to

pests and diseases. Dr. R. Hussain, Head, Agrometeorology, AAU, Jorhat explained the aims and objectives

of GKMS and FASAL project. Dr. Sanjay O, Neill Shaw, DDGM, Regional Meteorological Centre,

Guwahati emphasized the need of quality forecast as well as the Agromet Advisory services in Agriculture,

Veterinary and Fisheries sectors. Dr A. Chakrabarty, Director of Research (Vety), AAU, Khanapara opined

that weather-based advisory services are very much essential for livestock, sericulture and fisheries in view

of present climate change scenario.

4. Establishment of District Agromet Units (DAMU)

ESSO-India Meteorological Department, Ministry of Earth Sciences proposes to upgrade its existing district level Agrometeorological Advisory Services to block level named as “Gramin Krishi Mausam Sewa (GKMS)”. A high-resolution weather forecast at block level will be utilized to develop this service. As a part of ‘Gramin Krishi Mausam Sewa’, it is proposed to establish 240 District Agromet Units (DAMUs) in existing Krishi Vigyan Kendras (Ministry of Agriculture) in the Phase-I and all districts in Phase-II. Agricultural experts at DAMU will translate the weather forecasts into actionable farm advisories twice a week (Tuesday & Friday) using crop models, soil health cards, integrated pest/disease and nutrient management. IMD has started establishing District Agromet Units (DAMUs) at Krishi Vigyan Kendras (KVKs) under Indian Council of Agriculture Research (ICAR) network. Initially, 100 DAMUs will be established across the country.

To assess the existing infrastructure, manpower etc. of KVKs for setting up DAMUs under GKMS Scheme, Dr. N. Chattopadhyay, DDGM(Agrimet), IMD, Pune, Dr. S.Bandopadhyay, Scientist ‘E’, RMC Kolkata and Mr. Pramiti Kumar Chakraborty, Technical Officer, AMFU Kalyani visited KVK Burdwan on 15th March, 2016 and KVK Ashokenagar on 18th March, 2016 for establishing DAMU. Dr. N. Chattopadhyay gave a presentation on ‘Establishment of District Agrometeorological Unit (DAMU) under GKMS. In the presentation, brief genesis of AAS in India, collaborating agencies under GKMS, district level weather forecasting, district level Agromet Advisory and dissemination system including SMS services through kisan portal and benefits of AAS were detailed. Establishment, functioning, role of IMD and ICAR Zonal Project Directorate, KVK Programme Coordinator, Subject Matter Specialist (Agromet) was also shown in the presentation. Dr. S. Bandopadhyay informed that DAMUs will be set up in the country in a phased manner along with 130 existing AMFUs and at present 103 KVKs are selected for this purpose.

Nizamabad (Rudur),Warangal (Mamnoor), Nalgonda (Kampasagar) and Adilabad in Telangana 10. Almora (Matela) in Uttarakhand 11. Birbhum and Purulia in West Bengal 12. East Sikkim (Marchak) in Sikkim 13. Sant Ravidas Nagar and Jaunpur in Uttar Pradesh.

AMFU, Bhachau, Gujarat organized FAP at Regional Research Station, Sardarkrushinagar Dantiwada Agricultural University, Bhachau, Kachchh on “Effect of agro-climatic

condition on crop production and efficient use of irrigation water and organic farming” on 4th March, 2016. Subject experts delivered lectures on the effect of climate change on animal health and incidence of pests and diseases on crop, it effect on crop production. Dr. A. H. Sipai, Nodal Officer of GKMS Unit guided the farmers to make more use of bio- fertilizer, bio-insecticide and pesticide and to take the consideration about the changing of climatic condition in sustaining crop production & soil health.

5. Awareness Programmes Farmers’ Awareness Programme (FAP)

AMFU, Anand, Gujarat organised FAP at KVK, Vejalpur, Panchmahal on “Importance of Agromet Advisory in Agriculture” on 18th February, 2016. Dr. Vyas Pandey, Principal Nodal

Officer of GKMS Unit focussed on importance of weather based Agromet Advisory for farmers and how to minimise the risk in agriculture and optimise agricultural input using Agromet Advisory services. Prof. Rucha Dave, Nodal Officer of GKMS Unit delivered a lecture on “Importance of weather forecasting and effect of different weather parameter on agriculture production”. Dr. S. B Yadav, Technical Officer of GKMS Unit, gave presentation on how to get registered on mkisan portal for getting Agromet Advisory on mobile through SMS.

AMFU, Majhian, West Bengal organized FAP on “Weather based Agromet Advisory Service” at Krishi Vigyan Kendra, Ratua, Malda on 18th

January, 2016. Dr. Jyotirmay Karforma, Nodal Officer and Dr. Sanchita Mondal, Technical Officer delivered a talk on activities of GKMS at AMFU, Majhian, importance of weather based Agromet Advisory in agriculture and its role on the cultivation of agricultural as well as horticultural crops.

AMFU-Jammu, Chatha, Jammu and Kashmir organized three FAPs on “Climate Change” on 2nd, 9th and 16th of March, 2016 at village Chatha, Prahladpur and Kotli Mirdyan

respectively in district Jammu. Farmers were aware of Agromet services and sensitized them about climate change and its impact on agriculture and its allied field. Dr. Veena Sharma, Technical officer of GKMS Unit explained the activities of GKMS project elaborately.

AMFU, Basar, Arunachal Pradesh organized two FAPs on “Awareness and registration for Agromet Advisory Services” at Tezu on 26th March, 2016 and 29th March,

2016 at Basar. Dr R. Bhagawati, Principal Nodal Officer of GKMS Unit explained Agromet Advisory Services and its significance, especially in the current era of climate change. Shri. K. Bhagawati, Technical Officer of GKMS Unit demonstrated activities of GKMS project. During scientist-farmer interaction scientists from relevant subjects gave need-based advices to the queries of the farmers. Seasonal vegetable seeds were also distributed with detailed packages of practices.

AMFU, Kakdwip, West Bengal organized two FAPs on “Climate, weather and crops” on 16th March, 2016 for Kakdwip and Namkhana Block and on 17th March, 2016 for

Sagar Block. Dr. N. Chattopadhyay, DDGM, IMD, Pune discussed about the crop insurance i.e. the action taken by us during crop loss due to adverse weather. Prof. A.K. Senapati, Principal Nodal Officer of GKMS Unit discussed all over the crop cultivation in relation with weather element and crop protection from weather, disease & pest infestation. Dr. Shibani Chowdhury Technical Officer of GKMS Unit explained contingency planning against adverse weather condition and usefulness of remote sensing for alarming of natural calamities to the farmers through SMS service.

AMFU, Maktampur, Gujarat organized two FAPs on “Weather, Climate and it’s application in Farm Management” on 29th March, 2016 at Dabhali village, Bharuch Block,

Bharuch and at Magrol block, Surat and on 30th March, 2016 at Dediyapada block, Narmada to give area specific information of crop practices and details effect of abiotic factor on crop development and production.

AMFU, Anakapalle, Andhra Pradesh organized FAP on Climate, “Weather and Crops” on 19th March, 2016. Dr. M. Bharathalakshmi, Nodal

Officer and Dr. MBGS. Kumari, Technical Officer of GKMS Unit of GKMS Unit explained about the activities of GKMS Scheme at Anakapalle and importance of weather forecasting and weather based Agromet Advisories.Other subject experts delivered lectures on “Forewarning of pests of major crops in NC Zone” and “Forewarning of diseases of major crops in NC Zone”.

AMFU, Kolhapur, Maharashtra organized FAP on “Crop management in the scenario of changing climate” on 21st March,

2016. Subject experts discussed on weather forecasting, contingency crop planning, crop varieties, nutrient management, soil health, use of bio-fertilizers, uses of organic materials, FYM, irrigation management, uses of different kinds of bio agent in bio-control of pest-diseases and weed control, pest and diseases control etc.

AMFU, Barapani, Meghalaya organized three FAPs on “Importance of GKMS project to the farmers” on 18th, 19th & 30th March,

2016. Dr. R.K. Singh, Principal Nodal Officer of GKMS Unit explained role of GKMS, crop-weather relationships, horticultural crop productions, animal husbandry, problems of pest and diseases and post harvest technologies.

AMFU, Jharnapani, Nagaland conducted two FAPs viz on “Impact of Weather on Crop and Animal Enterprises” at Mon on 29th January 2016 and second

FAP on “Climate Risk Management in Agriculture and Allied Sectors” at Tuensang on 26th February, 2016. Smt. Imtisenla Walling, Technical Officer of GKMS Unit and other subject expert highlighted on importance of GKMS in present context, soil health under changing climate situation, climate change- crop production, season and cropping pattern, Agromet Advisories to meet risks in agricultural front, plant protection measures of important crops and livestock production management with the changing climate scenario.

AMFU, Faridkot, Punjab organized two FAPs on “Weather based Agromet Advisory Services for Farmers” at Regional Research Station, Faridkot on 27th March,

2016 and at Pindi Balochan on 28th March, 2016. Dr. Kuldeep Singh, Nodal officer of GKMS Unit explained the importance of weather on sugarcane crops. Dr. Sudhir Kumar Mishra, Technical Officer of GKMS Unit explained the importance of Agrometeorological Advisory Services in decision making of different agricultural operations and the effects of the prevailing weather conditions at critical phrenological stages of the crops. Other subject experts explained the relationship of different weather variables with major pests and diseases, impact of weather variables on growth and productivity of cotton crop, the relevant agronomic techniques to enhance the crop productivity with low cost inputs with farmers and the role of weather factors on livestock health and production. Farmers also vis ited the Agrometeorological observatory.

AMFU, Kolas ib , Mizoram organized FAP on “Role of GKMS for improving l ivel ihood improvement of Mizo farmers’ during 26-29 February, 2016. 40

farmers were trained in different climate resilient technologies in hill agriculture. Also training programme was conducted on“Weather based Agromet Advisory service to increase the farming resilience of farmers in Bilkhawthlir block of Mizoram” at Phaipheng, Bilkhawthlir on 30th March, 2016.

AMFU, Kandi, Punjab organised three FAPs on “Impact of Climate Change on Agriculture” at RRS, Ballowal Saunkhri on 17th February, 2016; at village Beh Darya on 11th

March, 2016 and at village Nainwan on 16th March, 2016. Dr. Manmohanjit Singh, Nodal Officer of GKMS Unit and Dr. Yogesh Khokhar, Technical Officer RRS, Ballowal Sanukari discussed in detail about the impact of climatic variability on natural resources in Kandi region and role of Agromet Advisories in mitigating the same. They informed about the technologies developed by research institutes to mitigate the effect of climate change on agriculture. Saplings. PAU literature and vegetable kits were distributed to farmers.

AMFU, Kalimpong, West Bengal organized three FAPs on “Weather based Agromet Advisory” 2nd, 3rd and 10th March, 2016 at Gorubathan, Kalimpong-I and

Kalimpong-II respectively to aware the farmers about weather based Agromet Advisory bulletin, agricultural practises and impact of weather parameters on pests and diseases.

AMFU, Sriganganagar, Rajasthan organised four FAPs cum Camp, first on 9th March, 2016 at Hanumangarh block, second on 12th March, 2016 at ATC, Sri-

karanpur for Srikaranpur block in Sriganganagar district, third on 17th March, 2016 at Rawatsar block for Hanumangarh district and fourth on 21st March, 2016 at Agricultural Research Station, Sriganganagar for Sriganganagar block. Shri R. S. Meena, Technical Officer of GKMS Unit explained the activities of GKMS. A field visit was arranged for the farmers for Adarsh Nagar Village. Other subject experts gave information on changing weather & climatic condition and their effect on crop production, crop diseases and their management, importance of weather information in agriculture and weather instruments & their working principles.

AMFU, Stakna-Leh, Jammu & Kashmir organized one day FAP on 31st March 2016 at High Mountain Arid Agriculture Research Institute, SKUAST- K, Stakna, Leh. Dr. Anup

Raj, Nodal Officer of GKMS Unit spoke on significance of weather forecast and advisory issued for the farmers of the region. Shri Sonam Lotus, Sicentist C, MC, Srinagar informed about salient features of Weather Based Farm Advisory Service through MC, Srinagar and issuing of crop and location specific weather based Agromet Advisories for the benefit of farming community. Dr. Sonam Dawa Lonpo, CEC, LAHDC, Leh appreciated the efforts of AMFU, Leh in the service of farmers of Ladakh.

AMFU, Rajouri, SKUAST–Jammu, Jammu & Kashmir organized three FAPs viz. first at village Shindara of district Poonch on 11th March, 2016,

second FAP at village Lamberi of district Rajouri on 25th March, 2016 and third FAP at village Deherian of district Rajouri on 29th March, 2016 to sensitize the farmers of hilly region about weather and climate information and its applications in their farm operations and also to increase the interaction between the farmers and scientists depending upon the local needs and interest of the Agromet Advisory Services for the farmers. Dr. Rohit Sharma, Technical Officer of GKMS Unit explained the role of GKMS and motivated the farmers to register in Farmer Portal.

AMFU, Chennai, Tamil Nadu organized FAP on “ Weather based management of livestock and agriculture” on 20th January, 2016 to increase milk production

among the dairy animals at Karayanmedu village, Thiruvallur. As a part of the campaign free veterinary health camp was organized. Deworming, infertility treatment, artificial insemination for cattle, buffalo, sheep and goats and RDV oral pellet vaccine for poultry were done. Dr. T. Sivakumar, Nodal Officer, and Dr. A. Thennarasu, Technical officer of GKMS Unit explained GKMS activities and delivered lecture on weather based management of livestock and agriculture.

AMFU, Port Blair, ICAR-Central Island Agricultural Research Institute, Andaman & Nicobar Island organized FAP on “Farming and weather Relation: Prospects for

drought management” on 5th February, 2016 at Diglipur, North Andaman. Dr. S. Dam Roy, Director, CIARI, chief guest boosted the participants on the need to conserve water and it’s efficient use as the climate change is perceived particularly during dry period. Dr. A. Velmuragan, Nodal Officer of GKMS Unit highlighted various methods of rain water harvesting and its use based on the current weather condition and briefed about safe use of pesticides in the event of drought or flood.

AMFU, Sindewahi, Maharashtra organised three FAPs on “Weather Forecast Based Agro-Advisory” on 18th March, 2016 at Rajoli village, Chandrapur

district; at Talodhi village on 22nd March, 2016 and at Ladbori village on 23rd March, 2016. Dr. D. V. Durge, Nodal Officer of GKMS Unit emphasized the need of registration by individual farmer on implementing farmers SMS system under mKisan sewa (Farmers Portal). He requested farmers to adopt new technology for increase Agriculture production.Shri. A. A. Nagdeve. Research Associate, GKMS Unit explained role of GKMS project and the importance of AAS Bulletin to the farmers. Dr. P. V. Shende, Senior Rice Breeder expressed the importance of climate change in agriculture and livestock management for adaptation of various farming system as well as cropping pattern under sustainable agricultural production in future. He also discussed all over the crop cultivation in the relation with weather elements and crop protection from weather, disease and pest infestation of paddy crop particularly Eastern Vidarbha Region.

To popularize GKMS through awareness on AAS Bulletin, Kisan SMS, Voice SMS Service, use of w e a t h e r i n f o r m a t i o n i n agriculture, AMFU, Keonjhar,

Odisha organised two FAPs , one at village Poipani on 30th March, 2016 and second on 31st March, 2016 in village Bhimpur on “Impact of Climate Change in Agriculture”. Mrs Monika Ray, Technical Officer of GKMS Unit delivered a lecture on use of weekly forecast advisory to plan field operations. She highlighted Kisan Mobile Advisory Service in the field of agriculture and

AMFU, Indore, Madhya Pradesh organized two FAPs at Tarana block of Ujjain district on 15th March, 2016 and at Depalpur block of Indore district on 17th

March, 2016. Dr. S. K. Sharma, Nodal Officer and Shri. Sudeep Singh Tomar Technical Officer of GKMS Unit discussed about weather forecast, Agromet Advisorie Services, GKMS activities. Information about dairy and animal husbandory related schemes and effect of weather on livestock and importance of soil health card and options of nutrient management for carbon sequestration and sustainable soil health given by other subject experts.

AMFU, Dumka, Jharkhand organized FAP on “Climatic Chance” on 31st March, 2016 at Sabhagar, Dumka. Shri Raju Linda, Technical Officer of GKMS Unit and other subject

experts explained about climate change and its impact on crop production. They also suggested some field practices to increase crop production.

AMFU, Malkangiri, Odisha organized four FAPs on 22nd, 25th, 29th February and 14th March, 2016 at Malkangiri, Kalimela, Korkunda and Podia block of

Malkangiri district respectively. Total number of 200 farmers from four blocks participated in the awareness programme. In all four places Shri. Himangshu Das, Technical Officer of GKMS Unit briefly highlighted on significance of weather forecasting in agriculture. Climatic risk management for production of major crops in Malkangiri. He also discussed about weather related pest appearance & their management.

AMFU, Raichur, Karnataka organized FAP on “Climate change and Agriculture'' on 22nd March, 2016. All the farmers visited to the Surface Meteorological

Observatory, Automatic Weather Station and Climate Change Research Plots to get the first hand information. Shri Vishwanath Biradar, Technical Officer of GKMS explained the role of GKMS in day to day farm activities.

March, 2016 at Kendal, 27th March, 2016 at Tambhere, Tal. Rahuri and on 31st March, 2016 at Lohogaon Tal. Newasa Dist. Ahmednagar. Subject experts gave lectures on importance of weather and climate change in crop production, pest and disease management, importance of soil health in crop production. Jayalekshmi, Nodal Officer of GKMS Unit described the role of climate change on crops, importance of Agromet Advisory Service and also gave a brief introduction about the significance of Farmers‟ Awareness Programme on climate, weather and its relation to the crops.

AMFU, Far idkot , Punjab participated at one day Kisan Mela organized by ATMA at Chief Agriculture Office, Faridkot on 30th March, 2016. Various

activities being performed by AMFU, Faridkot were demonstrated. Farmers registration also carried out to get SMS Advisories. Impact of some possible climate change on agricultural activities was discussed with the farmers. The procedure of self registration by farmers on Kisan Portal was also explained.

AMFU, Faridkot , Punjab participated in the exhibition arrange on ‘Kisan Diwas’ for Kharif crops organized at Punjab Agricultural University, Regional

Station, Faridkot on 9th March, 2016. Officers of the AMFU explained the impact of seasonal weather variability on cotton crop and relationship of crop- pests-weather under climate change scenario. The farmer- scientist meet was also arranged to discuss various issues.

AMFU, Karaikal, Pondicherry conducted field visit at Pondicherry on 28th January, 2016. Dr. Narayanan, Nodal Officer of GKMS Unit visited the

fields of Puducherry and gave recommendation for the crops like cabbage, citrus, paddy.

Field Visits AMFU, Jharnapani, Nagaland conducted exposure trip for 25 farmers of Zunheboto district on 9th March, 2016. Farmers visited the observatory and made aware about the different meteorological

instruments.

AMFU-Jammu, Chatha, Jammu and Kashmir participated 2 days Kisan Mela organised by SKUAST-Jammu during 18-19 March. 2016. Farmers were made aware of services provided by GKMS and

registered 201 farmers for mobile SMS service.

Farmers’ Interaction Meet AMFU, Roorkee, Uttarakhand organised one day farmers’ interaction meet at Bullawala on 27th February, 2016 & Nagla Eaimad villages on 10th March, 2016 on “Climate effect on

AMFU, Anantapuram, Andhra Pradesh organised farmers training programme on “Weather based Agromet Advisories and also feedback on the economic impact of the AAS” on 6th February, 2016

at Kurlapalli village, Kalyandurg Madal & Yerraguntla of Dhone Mandal, Andhra Pradesh”. Subject experts interacted with the farmers on economic impact of the weather based Agromet Advisories. A booklet on weather based agriculture, horticulture and livestock based Agromet Advisories published in the training.

Dr. A. L. Narayanan, Nodal Officer of GKMS Unit, AMFU, Karaikal, Pondicherry participated in live TV show on “Weather forecasting for Rice fallow crops to the

farming community of Karaikal” on 24th January, 2016.

AMFU, Bidar, Karnataka organized one day training programme on “Improved Seed Production Technologies in Soybean” and

workshop on “Soybean Seed Producers/ Growers” for farmers on 11th March, 2016. Dr. C. R. Konda, Nodal Officer of GKMS Unit explained the improved technologies in soybean seed production. Dr. S. P. Dinesh Kumar, Technical Officer of GKMS Unit explained about importance of weather in seed production of soybean.

AMFU Pillicode, Pillicode Regional Agricultural Research Station, Kerala in connection with the centenary celebration conducted a one day seminar on “Weather,

Agriculture & Farmer” on 23rd March 2016 at J. S Patel Hall. Shri. S. Sudevan, Scientist D, MC, Thiruvananthapuram, IMD and Dr. B. Ajith Kumar, Asst. Prof., College of Horticulture, Vellanikkara had conducted the discussion classes on “Climate change and the weather forecasting” and “Climate change and methods of farming” respectively. Prof. (Dr.) P.K. Ratheesh, Nodal officer of GKMS Unit explained the role of GKMS project. Mango saplings were distributed to all the participant farmers.

Shri V. D. Vora, Technical officer of GKMS Unit, AMFU, Targhadia, Gujarat participated in “Rabi Krushi Mahotsav-31st Dececember-2015 to 4th January, 2016” for

awareness regarding activities of GKMS, JAU, Targhadia and Agricultural Technology. He informed about pest and diseases of rabi crops and their management. Farmers also visited at Agromet Observatory on 4th, 17th, 21st and 29th January, 5th February and 21st March, 2016 and made aware about the different meteorological instruments by Shri V. D. Vora .

Other Awareness Programmes AMFU, Farikot, Punjab actively participated on one day ‘Safe Pesticides Application Awareness Programme for farmers of South Western Punjab region’ organized by

Punjab Agriculture University, Regional Station, Faridkot at Sikhan Walan village of Faridkot block on 29th March, 2016 to educate the farming community about the proper chemicals applications without harming the human health and environment. A demo for safe application was also given by displaying a ‘Human Dummy’ having all safety measures needed during pesticide application in cropped field. A ‘Safety Kit’ for proper pesticide application was prepared at PAU, RS, Faridkot and one free kit was distributed to the 50 farmers.
