Dear District 5870 Rotarians,

I'm pleased to announce that District 5870 will be sponsoring 3 (three) Rotary Foundation (TRF) Global Grant Scholarships for the 2021-22 Rotary Year! These grants will be used by candidates to begin study in the fall of 2021.

Global Grant Scholarships support graduate-level study for career-minded professionals. Each Scholarship will be $30,000, using $15,000 in District Designated Funds (DDF) that will be matched dollar-for-dollar by TRF's World Fund. These scholarships are intended to fund study abroad in one of the six Areas of Focus (see Section 2) and can last up to four years, potentially enabling you to fund an entire degree program.

Global Grant Scholarships require1. The sponsoring club has a host partner in the county of study (just as they are

currently required to have for matching grants),

2. Scholars must gain their own admission to college before the grant application is submitted to The Rotary Foundation (TRF) for funding, and

3. Scholarship management is the responsibility of the sponsoring club. The Rotary Foundation will deposit $30,000 in your club's Foundation bank account and you will be responsible for disbursing these funds in accordance with the Terms and Conditions for Rotary Foundation Global Grants (see Section 9).

Global Grant Scholars are expected to participate in Rotary activities, and their sponsors should provide opportunities for them to do so. You will get more information regarding this in the District 5870 Global Grant Scholarship Application form.

The District Foundation Scholarships Committee will help guide you through the process.

Importantly, remember that Clubs wanting to sponsor a Global Grant Scholar must be qualified under TRF guidelines before they can do so.

are included in this packet for your reference (see Section 8). The person you select as your club’s Scholarship Counselor is required to be TRF Grant Management Certified.

b. Clubs must complete qualification requirements before they can submit a Global Grant scholarship proposal.

Lastly, there are several ways in which your club can participate hands-on in the scholarship process. You will find information about these opportunities inside:

1) Sponsoring a scholar candidate;

2) Promoting members to join the District Scholarship Committee

1. General Qualifications and Requirements

• The proposed academic program must be a graduate level program only.

• The program must be at an accredited university located outside the United States and its territories in a country where Rotary has a presence.

• The candidate must be proficient in the native language of the host country. Scholar candidates will be required to successfully complete a Berlitz Proficiency Interview in the language of study prior to the date of the district interviews. This is not a reimbursable expense.

• The scholar must study within one of the six Areas of Focus established by Rotary International (See Section 2).

• The academic program must be no less than one academic year, but not longer than four years.

• The applicant's previous work in the field of study, and his or her career plans, will be considered when evaluating the application.

• The scholar must begin his or her academic program during the 2021-22 Rotary Year

• The Applicant must complete a District 5870 Global Grants Scholarship Application(attached).

• Sponsoring clubs and their Scholarship candidate are required to complete the Scholar's estimated budget expenses (See Section 6) prior to the district interviews. The minimum Global Grant amount is $30,000.

o If the Scholar's anticipated budget expenses (See Section 6) are at least$30,000, a humanitarian project will not be required.

o If the Scholar's anticipated budget expenses are less than $30,000, a humanitarian project will be required to use the remaining funds. The Scholar will be expected to provide an outline of the project and its budget at the district interviews. The project must be conducted in the country of study and be within the Scholar’s Area(s) of Focus.

• The Scholar may NOT be:

(1) A Rotarian;

(2) An employee of a club, district, or other Rotary entity, or of Rotary International;

(3) The spouse, a lineal descendant (child or grandchild by blood or stepchild legally adopted or not), the spouse of a lineal descendant, or an ancestor (parent

or grandparent by blood) of any person in the foregoing two categories.

• The Scholar must live in the immediate vicinity of the approved study institution and in the host district in order to participate in Rotary club and district activities of host district.

• The applicant must complete all required reports during and after his or her scholarship time.

• Scholarship candidates must participate in the district interviews. The committee prefers to interview candidates in person. If travel to the interview site creates an unreasonable burden, the candidate may request a video interview.

2. Areas of Focus

The following 6 Areas of Focus have been established by The Rotary Foundation of Rotary International for study under a Global Grant Scholarship:

1. Peace and conflict prevention/resolution

Scholars in this area are expected to study ways to prevent and mediate conflict, and to support peace-building in communities and regions affected by conflict.

Preferred academic programs include conflict prevention/resolution, peace and justice studies, and international relations or law with a specialization in peace and conflict;

a. Programs that will be considered favorably include those that focus directly on peace and conflict issues;

b. Programs that will not be considered favorably include those that relate to general international relations or law.

2. Disease prevention and treatment

Scholars in this area are expected to study ways to prevent disease and promote health by:

a. Improving the capacity of local health care professionals;b. Promoting disease prevention programs, with the goal of limiting the

spread of communicable diseases and reducing the incidences of and complications from non-communicable diseases;

c. Enhancing the health infrastructure of local communities;d. Educating and mobilizing communities to help prevent the spread of major

diseases;e. Preventing physical disability resulting from disease or injury.

Preferred academic programs include public health, advanced degrees in nursing and medicine.

3. Water and sanitation

Scholars in this area are expected to study ways to ensure that people have sustainable access to water and sanitation by:

a. Providing equitable community access to safe water, improved sanitation and hygiene;

b. Strengthening the ability of communities to develop, fund and maintain sustainable water and sanitation systems;

c. Supporting programs that enhance communities' awareness of the benefits of safe water, sanitation and hygiene.

Preferred academic programs include water science/engineering, water management, environmental science, epidemiology, and parasitology.

4. Maternal and child health

Scholars in this area are expected to study ways to improve the health of mothers and their children by:

a. Reducing the mortality and morbidity rate for children under the age of five;b. Reducing the maternal mortality and morbidity rate;c. Improving access to essential medical services, trained community

health leaders and health care providers for mothers and their children.

Preferred academic programs include epidemiology, nutrition, global health, public health, and health promotion and degrees in nursing and medicine.

5. Basic education and literacy

Scholars in this area are expected to study ways to ensure that all people have sustainable access to basic education and literacy by:

a. Involving the community to support programs that strengthen the capacity of communities to provide basic education and literacy to all;

b. Increasing adult literacy in communities;c. Working to reduce gender disparity in education.

Preferred academic programs include education, literacy, curriculum development, special education, and school administration.

6. Economic and community development

Scholars in this area are expected to study ways to invest in people by creating sustainable, measurable and long-term economic improvements in their

communities and livelihoods by:a. Building the capacity of entrepreneurs, community leaders, local

organizations, and community networks to support economic development in impoverished communities;

b. Developing opportunities for productive work;c. Reducing poverty in underserved communities.

Preferred academic programs include social science degrees with a specific focus on economic and community development, and business degrees tailored for social business or microcredit.

a. Programs that will be favorably considered include those that(1) Focus on grass-roots economic development strategies;(2) Focus on addressing economic issues of poor and underserved

communities;(3) Support social business development, such as a tailored track within a

Masters of Business Administration program;(4) Include "community development" in the name of the program

or tailored track.b. Programs that will not be favorably considered include those that

(1) Focus on purely theoretical or macro-level economics;(2) Support general private business development, such as a masters of

business administration;(3) Connect in a general way to the field of community development but

do not include "community development" in the name of the program or tailored track.

The applicant's career plans as they relate to economic and community development:

a. Careers that will be considered favorably include those that either (1) focus on improving the economic well-being of poor and underserved communities, or (2) are in a non-profit or social enterprise environment.

b. Careers that will not be considered favorably include those that focus on general business activities in a private or corporate environment.

3. A New Focus on Service Learning

If the overall cost of a Scholar's education is less than $30,000 (see Section 6}, he or she will be required to complete a service project in his or her host community. This service project must fall within the Scholar's study area. If a project is required, the Scholar will be expected to present it at the District interview.

September 1, 2020 The scholarship materials and applications will be distributed to clubs via email. Clubs then should develop a committee for interviewing and selecting a candidate.

September-October 2020

Clubs will conduct interviews based on a schedule that fits its needs. Clubs must select one candidate and notify all candidates of selection at the appropriate time.

November 10, 2020Clubs must have submitted all required documents to the District Scholarships Chair for their nominee with a completed “Club Endorsement” form. The scholar must have selected the university that he or she wants to attend.

December 12, 2020District interviews will be held for scholars wanting to begin study in 2021-22. The committee prefers to interview candidates in person. If travel to the interview site creates an unreasonable burden, the candidate may request a video interview.

December 13, 2020 to January 30, 2021Sponsoring Clubs will work with their Scholar to complete the on-line Global Grant Scholarship Application.

No later than June 30, 2021The Scholarship Grant must be submitted to The Rotary Foundation for processing.

October 2021Scholars arrive in country to begin study (a minimum of 90 days is required between the submission of a Scholarship Grant and the start of international travel).

5. Sponsoring a Global Grant Scholar

Become a Sponsor Counselor & Club

• Discuss the opportunity with your club President and Board.

• Promote the opportunity within your area through a variety of media.

• Begin interviews of potential applicants. The candidates should be someone who:

o Possesses excellent leadership skills and potential;o Has a proven record of success in his or her academic field or vocation;o Has demonstrated a personal commitment to community service;o Has well-defined and realistic goals that align with the Area of Focus in

which the Scholar has chosen to study;o Has concrete ideas as to how he or she will make advances within the chosen

career field;o Is sincere about maintaining a lifelong relationship with Rotary after

the scholarship period.

• Submit no more than one name to the District Scholarship Committee by the

deadline.

• Appoint a club member who is Grant certified to serve as the applicant's Scholarship Counselor.

If Your Candidate is Selected as a District 5870 Scholarship Roles & Responsibilities of a Sponsor Counselor & Club

Before the global grant proposal/application is submitted

• Assist the candidate in completing the scholarship application and preparing for the club and district interviews.

• Identify any relevant application or other relevant deadlines (e.g., university deposits) the candidate may have.

• Provide the candidate with a copy of the Terms and Conditions for Rotary Foundation Global Grants.

• Assist the candidate in creating a realistic scholarship budget, as well as a personal one (see Section 6).

• Work with the District 5870 Scholarship Chair in finding an international host counselor. Early contact between host and international sponsor Rotarians can

help facilitate the scholar's transition in the host country.

After the global grant application is submitted

• Inform the candidate of any requests for additional information from your TRF coordinator at the Rotary Foundation, so you can supply it through Member Access or e-mail.

• Inform the candidate of any requests for additional information from your TRF coordinator at the Rotary Foundation, so you can supply it through Member Access or e-mail.

• Consider supplying the scholar with club banners to exchange while abroad. An adequate supply of business cards, with the Rotary emblem and their picture, would also be helpful.

• Arrange for the scholar to attend an orientation program in your district.

• Arrange visits to Rotary club meetings, district functions, and other Rotary related events.

• The Foundation will send the scholarship funds directly to Rotary Club that sponsored the Scholar.

• Your club will decide payment details.

• Develop and clearly communicate payment requirements and reporting schedules to the Scholar. Provide him or her with a copy of the approved budget and clearly communicate expectations about eligible expenses for each line item (e.g., groceries, yes; liquor, no). Complete the payment process online.

• Once the funds have been transferred, send funds to the scholar based upon the previously established schedule.

During the scholarship period

• Maintain regular correspondence with the scholar in order to share news with fellow Rotarians and to enable the Scholar to relate news about his or her host club.

• Encourage the scholar to share concerns or problems experienced abroad. Scholars may sometimes feel uncomfortable involving the host counselor in a sensitive issue, and may turn to you as a sympathetic contact back home.

• If the scholarship is longer than 12 months, collect interim reports from the scholar for submission to The Rotary Foundation and receipts for expenses of US $75 and more for the retention and reporting requirements for the District 5870 Audit Committee for their scholarship year.

After the scholarship

• If possible, arrange to meet and welcome Scholar home.

• Help the Scholar arrange speaking engagements at clubs in your district. In addition to giving club members the opportunity to learn about the Scholar's experiences, such events help publicize the Foundation.

• Ensure that the Scholar submits a final report to you, with applicable receipts.

• Encourage the Scholar's participation in any Foundation alumni activities available in the district in which he or she resides after the scholarship term.

• Maintain communication with the Scholar and keep track of his or her current address.

Finally, follow-up, communicate, and be p-a-t-i-e-n-t.

Work with your Scholar to complete the following worksheet. This worksheet is intended to provide your club and the Scholar with an approximate cost of his or her education. These items may not be all inclusive:

8. TRF Club Qualification Requirements

Qualification is an annual process and is required for participation in Global Grants. To qualify, a club must:

• Sign the Club Memorandum of Understanding (MOU)

• Be current on all District and RI dues.

• Not be delinquent on Foundation grant reporting requirements.

• Have filed an IRS Form 990 for the Rotary Year ending June 30, 2019.

• Have at least two persons Grant Management certified, one of which is the sitting club president.

• Agree to comply with the Conflicts of Interest Policy

• Agree with the Financial Stewardship Protocol (the club, as an entity, is responsible for the use of grant funds regardless of who controlled the funds)

• Agree to participate with audits

The Club Memorandum of Understanding (MOU) is an agreement between the club and District 5870 explaining what measures the club will undertake to ensure proper implementation of Global Grants and management of Rotary Foundation Global Grant funds. By signing this document, the club agrees that it will comply with all Foundation requirements. The MOU requires that the club:

• Appoint a Club Qualification Manager

• Develop a written succession plan for grant records to ensure document retention requirements are met

• Establish a Club bank account to be used only for TRF grant funds that requires two signatures for all checks and withdrawals

• Develop written plans and policies for:

• Custody of the bank account

• Financial Management

• Document Retention to ensure that

• All grant and qualification related documents are retained for a minimum of five years (or longer if required by applicable law)

• Documents are stored in a known location that is accessible to both (1) 14

club Rotarians, and (2) TRF or the district upon request

9. Club Endorsement and Submission of Candidate to District

When your club has chosen a Scholar candidate, the Club must execute the “Club

Endorsement” on page 22 of the 2021-22 GGS Application.

The application and required documents of your chosen candidate, along with

the Club Endorsement must be sent to the District 5870 GGS Chair by

November 10, 2020:
