Minutes of 28th meeting of WRPC held on 4.03.2015 at Udaipur 1

MINUTES OF THE 28th MEETING OF WESTERN REGIONAL POWERCOMMITTEE HELD ON 4TH MARCH 2015 (WEDNESDAY) AT UDAIPUR

The 28th WRPC meeting was held on 4th March 2015 at Udaipur. It was preceded by

the TCC on 3rd March 2015. The meeting was hosted by POWERGRID WR II. The

list of partciapants of the TCC and WRPC meeting is placed at Annex 1(a) and 1(b)

respectively.

The TCC was chaired by Shri Manu Shrivastava, IAS, MD,MPPMCL. In his opening

remarks he welcomed the participants to the TCC/WRPC meeting. He stated that

power sector plays an important role in the nation’s economic growth. He informed

that WRPC forum plays an important role as generators, transmission operators and

distribution companies along with Traders and Load dispatchers and the Secretariat

who come together to discuss the various co-ordination issues. There is a strong need

to sit together and try to resolve issues, within the Regulatory frameworks and also

where adequate provisions do not exist then we attempt to find acceptable solutions.

Solutions for our problems also stem from ourselves. If we resolve our contractual or

any problem on our own or through mutual discussions, most courts would be happy.

He stated that the satisfaction that arises as a consequence of resolving issues is also its

own reward. He thanked the host POWERGRID for making wonderful arrangements

for the meeting.

The TCC discussed the agenda items of WRPC meeting and put forth the

recommendations of TCC Discussions to WRPC forum the next day.

The WRPC meeting was Chaired by Shri Manu Shrivastava, IAS, MD,MPPMCL, on

behalf of Shri I.C.P Kesari, IAS, Principal Secretary, Govt of MP as he could not

attend the meeting due to last moment other urgent official work. Chairperson

welcomed the participants to the meeting.

ED WR II, PGCIL as host of the meeting, welcomed the participants to the meeting.

He stated that he was happy that POWERGRID had been given this opportunity to

host the meeting at Udaipur. A brief and informative video clip of POWERGRID was

presented before the members.

Thereafter the items of main agenda notes along with four supplementary agenda items

were taken for discussion.

ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 27TH MEETING

OF WRP COMMITTEE

The minutes of 27TH meeting of WRP Committee held on 22ND November 2014 atBhopal were forwarded to the members vide letter No. WRPC/27th WRPCMtg./AS/2014/11492 dated 19.12.2014.

No comments have been received on the minutes.

WRPC confirmed the minutes without any modifications

ITEM NO 2 : SYSTEM STRENGTHENING

2.1 Conversion of fixed Reactor to switchable Reactor;

Member Secretary, WRPC informed that some of the POWERGRID lines which aremade LILO (as per the system requirement and/or on instructions from CEA) results inbeing overcompensated due to reduction in line lengths after LILO. He informed thatPOWERGRID has intimated that they have observed resonance problems leading toover voltage across reactor, thus stressing its insulation and causing damage to reactorswindings, core and bushings.

PGCIL has proposed that fixed Line Reactors installed in following lines be convertedto switchable Line Reactors so that they may be utilised as Bus Reactors when line isout, which may be required to improve Voltage profile. It was observed by WRLDC that due to prevailing high voltages at these stations,conversion of fixed line reactors at Bina, Shujalpur and Bhadrawati to switchablereactors may be done and there is no need for relocation, as the existing nodes werepockets of high voltages. The conversion to switchable reactors would result inflexibility.

Since the voltages are high at these nodes, TCC agreed to WRLDC’s real timeobservation and recommended to convert the above fixed line reactors asswitchable reactors and no requirement of system study is needed.

WRPC agreed to recommendation of TCC.

2.2 Extension on 220 kV Network at GIS Navi Mumbai station

Member Secretary WRPC informed TCC that POWERGRID had communicated that400 kV GIS at Navi Mumbai is likely to be commissioned by the end of May, 2015, asthe cable laying works are in full swing and shall be completed before March 15.Further they requested MSETCL to extend 220 kV grid from Navi Mumbai GISstation to their load centres.

Accordingly MSETCL was requested to indicate the progress for installation of 220kV line from GIS Navi Mumbai.

During TCC Director, MSETCL enquired about the status of the incoming source of400 kV Vapi-Navi Mumbai at Navi Mumbai station. It was informed by GM –PGCIL(HO) that 400 kV Vapi-Navi Mumbai line is not coming, and this was alreadyreported at Standing Committee meetings. With the line not coming to Navi Mumbai,Director MSETCL informed that the substation was not beneficial to Maharashtrasystem, as there is no source of input power to Maharashtra grid. Hence laying 220 kVnetwork from MSETCL system to Navi Mumbai would only mean unnecessarycongestion in Maharashtra system and only charging of substation at Navi Mumbai.

Further with respect to LILO of 400 kV Lonikhand-Kalwa MSETCL line at NaviMumbai, the same was done by PGCIL. ED-WR1, PGCIL informed that the cablework is in advanced stages of completion, and the same would be ready May end alongwith the substation.

Director, MSETCL requested for relocation of the asset to more useful place for betterutilization of the same as the existing asset is not serving any useful purpose toMaharashtra system. GM – PGCIL(HO) informed that these projects have beenexecuted after due approvals from competent authorities. Further progress andproblems faced have been reported at SCM. At this stage it is not possible for them toconsider any relocation of asset.

After further deliberation, it was recommended by TCC that MSETCL andPGCIL and CEA Planning Divisions may discuss the matter urgently to sort thevarious associated issues.

WRPC:

Executive Director, MSETCL explained Maharashtra’s position with respect torelocation of asset, as already given above, and requested to take the matter to CEAbefore taking a decision.

AGM-PGCIL(HO) explained that the non availability of 400 kV Vapi-Navi Mumbaiwas informed to SCM. However at that time Navi Mumbai was not discussed forrelocation. A decision to relocate Navi Mumbai could have been taken at that timeitself, in that case, before award of any contract. However since the project has sincebeen in advance stage of completion, at this stage it was not acceptable to relocate.

She pointed out that relocation of an asset is much more costly than establishing a newasset. There are experiences of Sasaram HVDC being thought of relocation but thatwas not feasible and given up. However it may be beneficial to replan the network inthat area, so that the asset can be utilized. Hence the substation should be allowed to becharged.

Regarding the issue of charging of the substation, Director, MSETCL stated that sincethe asset is not beneficial at all, charging would unnecessary commercially burden theMaharashtra consumer with no benefits. This could not be permitted. If however thereis benefit after re planning, the issue of charging can be thought of. Hence matterrequires discussion with CEA.

AGM-PGCIL(HO) explained that non charging of PGCIL asset, when it has beencreated after due approvals cannot be acceptable to PGCIL. PGCIL requested that thestation be allowed to charge. But this was not acceptable to Maharashtra, as there is nobenefit to their system.

Since the discussion was not converging, Chairperson, WRPC suggested that bothsides have some merits in their stands, the issue requires to be taken up withCEA, both with respect to utilization of the substation as well as charging.

2.3 220 kV Extension feeders at 765/400 kV/220 kV sub-station at Aurangbad.

Member Secretary WRPC informed TCC that POWERGRID’s 765/400/220 kV sub-station at Aurangbad was commissioned in January, 2014 and in operation from theabove date. The ICT 765/400 kV and also 400/220 kV is not operating since the lastone year. Further, there is no 220 kV network to cater the load of Aurangabad sub-station to nearby load centres.

MSETCL was requested to make the construction of 220 kV lines at the earliest so thatthe load can be catered through POWERGRID’s sub-station at Aurangabad to differentload centres in Maharashtra.

During the TCC meeting, Director, MSETCL informed that 220 kV Chitegaon-Shendra evacuation line at Aurangabad shall be completed in about six monthstime.

WRPC noted.

2.4 Readiness of Kudus sub-station :

Member Secretary WRPC informed TCC that MSETCL is constructing Kudus sub-station near Padghe. POWERGRID’s 765 kV/400 kV GIS Padghe sub-station is likelyto be commissioned in May/June,2015. The 400 kV line from Powergrid Padghe GISstation is likely to be completed by the end of May,2015. In order to evacuate powerfrom POWERGRID sub-station, MSETCL has to be kept ready the Kudus station byMay,2015.

During the TCC meeting, Director MSETCL informed that outgoing feeders atKudus along with Kudus substation is expected to be completed in about oneyear time (by June 2016).

WRPC noted.

ITEM NO. 3 : UNIFIED REAL TIME DYNAMIC STATE MEASUREMENT(URTDSM) – REPORTING OF DATA TO STATE SLDCS

Background: MP SLDC vide letter No. SE/LD:E&T/702-II/958 dated 16.02.15 haveindicated that PGCIL is executing the project "Unified Real Time Dynamic StateMeasurement (URTDSM)" in which PMUs are installed in all EHV S/s upto 400KV,generating bus having upto 220KV bus. Further under the project Phasor dataconcentrators (PDCs) are being installed in all SLDCs and RLDC. However, underpresent scope of URTDSM project awarded by PGCIL, PMUs installed at centralsector stations shall report directly to RLDCs and SLDC PDC shall get data from PMUinstalled at state Sub Stations only. Further, transfer of central sector PMU data fromRLDC PDC to SLDC PDC is also not covered.

It is here to mention that installation of PDC at SLDC without providing PMU data ofcentral sector station falling under its geographical area may not be of much use andfunctioning of analytic software developed for the project may not run at SLDCbecause of non availability of complete PMUs data to SLDC.

Accordingly, the matter of non reporting of central sector PMUs data to SLDCs wastaken up by SLDC in URTDSM project review meetings held at WRLDC Mumbai on13-12-2014 and 09-01-2015 in which it was principally agreed that PMUs data of allstations falling under geographical area of the sate is required to be arranged in realtime to the PDC of that SLDC. Further, representative of LD&C informed thattechnical feasibility for additional reporting/routing of data from Central sector PMUsneed to be worked out considering the capability of hardware and software, especially

historian sizing, storing capacity, duration etc. and assured that LD&C shall revertback during the next meeting.

Accordingly, URTDSM project review committee decided that PGCIL shall confirmthe data flow philosophy in next WRPC meeting.

SLDC, MPPTCL has also taken up the matter in Forum of Load Dispatchers (FOLD)meeting held on 11-12-2014 and FOLD forum also recommended that the PMU dataof all Sub Stations falling under geographical area of that State need to be provided toPDC of corresponding state in real time basis. A copy of the MOM of the URTDSMproject review meeting and FOLD meeting is enclosed herewith for reference andrecord.

It is also to mention that transfer of data from RLDC PDC to SLDC PDC is technicallypossible provided SLDC PDC system sizing is designed considering central sectorPMU data also. Further, providing data of central sector PMUS located undergeographically area of corresponding SLDC to SLDC PDC may also not affectperformance / latency of WRLDC PDC system,

The objective of URTDSM project is real time measurements, monitoring andvisualization of power system as well as taking preventive/corrective action in the newregime of grid measurement and grid efficiency. The achievement of project objectiveshall only be possible, if real time data from all PMUs located in geographically areaof corresponding SLDC, shall be provided to PDC located in that SLDC.

TCC Discussion: The beneficiaries and SLDCs emphasised that the achievement ofproject objective in its true sense shall only be possible, if real time central sector datafrom all PMUs located in geographical area of corresponding SLDC, shall be providedto PDC located in that SLDC. GM – PGCIL(HO) agreed to examine and implementthe same. However the committee should give in-principle approval of the same.

CE,SLDC,GETCO informed that this matter of data routing was conveyed to PGCILright from the first pan-India SCM on the URTDSM project. PGCIL has ignored thisaspect and now implementing the same, which is causing unnecessary delay. Othermembers also felt that this should have been included in the first phase itself. GM –PGCIL(HO) reiterated that they are willing to examine the suggestion of the WRmembers and implement. If an in principle approval is given, the same can be taken upfor implementation.

TCC discussed the same and stated that the above requirement, along withnecessary hardware and software required is in principle is acceptable, andPGCIL in the ensuing URTDSM meeting in March 2015, shall work out thedetails of hardware and software requirement and discuss the same in detail withWR constituents.

WRPC agreed to the above TCC recommendation.

ITEM NO 4 : UTILIZATION OF PUMPED STORAGE STATIONS INPUMPING MODE DURING OFF-PEAK HOURS

Background: With growing self-sufficiency in the Western Regional grid, the peakand energy shortage in WR have reduced. However, it is observed that the differencebetween the demand met during off-peak and peak hours has increased. On normaldays the difference is around 12000 MW which may further increase during inclementweather / exceptional days. In order to ensure balance between load and generation, thegeneration is required to be backed down during off-peak hours and picked up duringpeaking hours. With the pressure to maintain uninterrupted power supply to thecustomers along with rising penetration of Renewable Energy Sources in the Grid, theneed for flexible generation (load-following, fast ramp-down, fast ramping up) wouldaccentuate further. These emerging challenges in grid operation call for enhancing theflexibility of existing fleet of conventional generation and also exploit the availablefacilities for energy storage and spinning reserve in the form of Pumped Storage hydrostations.

Operation of available capacity of Pumped Storage hydro plants in pumping modewould provide the following advantages as elaborated in the CBIP Publication No. 265titled “Pumped Storage in India” (Nov 1997):

a) Would enable storage of electrical energy into potential energy during off-peakhours for utilization during peak hours

b) Provides a dynamic load during off-peak hours and thus helps in reducingdifference between Maximum and Minimum Load in the system

c) Limits the quantum of variation in despatch schedule of thermal stations, thuswould help in enhancing efficiency of thermal stations

d) Would provide spinning reserve in the grid due to its flexibility to quicklychange over from motoring mode to generation mode

e) Would help in voltage and power factor correctionf) Improved System Reliability

The CEA report on “Large Scale Grid Integration of Renewable Energy Sources- WayForward” issued in November 2013 also emphasizes the need for exploitation ofpumped storage hydro stations. The report lists various existing and envisaged PSPschemes in all the States.

There was a discussion on the above issues during the 467th and 468th OCC meetingand there was a consensus on the need for full utilization of available capacity ofpumped storage hydro plants in Western Region. The status of pumped storage hydrocapacity in Western Region is as under:

TCC Discussion:

During the discussion, CE,SLDC,GETCO pointed out that they are following thematter at Kadana HPS and vibration problems are being faced when the same was

operated earlier in PSP. The matter has been taken up with their Genco. Also telemetryfacility is available. They shall report the progress in OCC.

In case of Bhivpuri, Head(PSCC),TPC pointed that they are not having pumpedstorage. In case of Bhira, the plant operates for more than 10 hrs in generator mode.Hence even if water is pumped back it can be utilised in off peak hours only. There arecommercial mechanisms also that requires to be addressed. Also water levels are quitesufficient and they feel PSP at Bhira is not needed..

In case of Maharashtra, CE,SLDC,Kalwa informed that Paithon and Ghatghar arebeing operated in Pumped storage mode. Regarding PSP at Ujni facility exists, but dueto commercial reasons it is not operated in PSP mode.

In case of SSP, Member, NCA informed that Garudeshwar reservoir is beingconstructed in about 18 months time. With that the SSP RBPH machines can beoperated in Pumped storage mode. However this being a shared project, thebeneficiaries shall have to agree on the usage of pumped storage mode of operation.Initially all had agreed for PSP operation, however MP later on backed out due tocommercial reasons. Presently in principle Gujarat has agreed. But MP andMaharashtra have expressed certain reservations. These matter is being discussed inNCA forum.

Director(Comml) MPPMCL informed that commercial problems are envisaged due toPSP for which MP had backed out.

Director(Opn), MSEDCL informed that the commercial implications of PSP at SSP isnot known. Hence they cannot comment in this forum. However they are willing todiscuss the issue and have a relook on the situation, if need be.

MS WRPC pointed out that commercial aspects of pumping cannot be studied inisolation, but also requires to be studied along with necessary DSM charges paid by theutility at the time of pumping. It would certainly reduce the DSM charges along withcapping in off peak hours, nullifying the commercial impact of pumping up the water.It may be even be economical to use PSP in off peak hours. Hence commercial aspectsof such operation should be studied

CE,SLDC GETCO stated that commercial issues and sharing of charges of PSP inGujarat Discoms were discussed internally and the mechansism of how it shared maybe also brought the notice of all when PSP is studied in detail.

Member Secretary, WRPC suggested that NCA may list all the difficultiesmentioned and bring out a White Paper and discuss the same in a separatemeeting. Similarly commercial aspects of PSP may also be discussed in thatmeeting for all the above units with PSP feasibility.TCC agreed to the above suggestion.

WRPC agreed to the recommendation of TCC.

ITEM NO. 5 : ERS INSTALLATION BY ALL STATES – LETTER FROMSECRETARY POWER TO ALL STATES

Background: Secretary(Power), MOP vide letter dated D.O. No. 20/6/2014-OMdated 5.12.2014 (Annex-5.1) addressed to Chief Secretaries of all States have desiredthat in case of disasters immediate and temporary restoration of transmission networksis possible by deploying the “Emergency Restoration System(ERS)”. Also GridStandards notified by CEA stipulate that every Transmission Licensee shall have anarrangement for restoration of transmission lines of at least 220 kV and above throughuse of ERS. Existing requirement and availability of ERS across various States isavailable in Annex-I and guidelines for planning, procurement and deployment of ERSare available Annex-II to the above cited letter dated 5.12.2014. In view of aboveSecretary (Power) had requested to issue necessary directives to TransmissionUtilities/Transmission Licensees operating in their State to take stock, procureappropriate number of ERS infrastructure and place them at strategic locations andintimate the action taken to CEA/MOP.

MSETCL vide letter No. MSETCL/CO/TR(O&M)/GTC /13743 dated 20.11.2014(copy at Annex-5.2) have furnished the status of ERS in Maharashtra State.

TCC:Director, MSETCL informed that two ERS was available with them. In case ofPGCIL, 3 sets of ERS is available. One more is under procurement. MP has one ERSavailable with them and two are in process of procurement. Chhattisgarh has two setsof ERS available with them and one under procurement. Gujarat does not have anyERS. APL has one ERS in their system.

CE(Plg&Design), MPPTCL informed the TCC that in the meeting held by Member,CEA on ERS, it was clarified that only some NR states are eligible for PSDF fundingfor ERS. But for all others, the funding from PSDF for ERS would not be available.Also there are only two manufacturers in the world have the facility of providing ERS,which may be taken care while framing specifications.

CE, SLDC GETCO informed that their management has written to CEA to considerformation of a hub where these ERS resources can be pooled instead of individualprocurement. Also along with ERS there is a strong need to have urban ring mains sothat power supply failure is minimised. With respect of ERS, he informed that GETCOteam is able to handle and in the past have handled the calamities in Gujarat andrestore the normal towers in the same time frame as the ERS towers erection.

GM-PGCIL(HO), informed along with towers there is a strong need to consider ERSsubstation. However WRPC had not accepted the proposal for ERS substation.

SE(Comml),WRPC clarified that GM-PGCIL(HO) was referring to the earlierproposal made by PGCIL about three to four years ago for 400 kV ERS substationwhen the PSDF fund was first announced. The constituents of WR at that time had notfelt the need for 400 kV ERS substation because they felt that in times of calamitieslike floods, cyclones or earthquakes, the restoration of lower kV network is moreessential and ERS substation of lower kV like 132/66/33kV was more required ratherthan 400 kV substation.

GM-PGCIL(HO), informed that in Southern Region, PGCIL had utilised 400 kV ERSsubstation and charged 220 kV system in cyclone affected areas and loads of 100-150MW were restored. Hence he opined that 400 kV ERS substation is essential.

MS, WRPC informed that the earlier view taken by WRPC about three to four yearsago on the ERS of 400 kV substation, can always be relooked again under the presentchanged scenario. He suggested that the present position of ERS in WR can berecorded and a meeting at lower forum can be taken on the ERS issue( including ERSsubstations). The outcome can then be put up to the next WRPC meeting.

TCC agreed to the suggestion of MS WRPC and recommended to discuss theERS substation and ERS pooling possibility issues in a separate meeting andplace the outcome in next WRPC meeting.

WRPC:ED, MSETCL informed that funding through PSDF is required for procurement ofERS as it is beneficial not only for the state but also to other states facing calamity. MSWRPC suggested that as decided in TCC these aspects may be discussed in a separatemeeting and proposal can be put to PSDF for funding.

WRPC agreed to the above recommendation of TCC.

ITEM No. 6 : INTIMATION OF COMMERCIAL DATE OF OPERATION OFTHERMAL PROJECTS TO MINISTRY OF COAL/CIL.

Background: Secretary, CEA vide letter dated 30.01.2015 intimated that theChairperson, CEA took a meeting on 28.01.2015 with the Member (Hydro/ Thermal/ E& C), Member I/c (GO & D) and other concerned Officers of CEA to discuss the issueregarding the procedure to be followed for intimation of Commercial Date ofOperation (CoD) to Ministry of Coal/CIL for the purpose of supply of coal as per theFSA. The decision taken in this regard is stated below:

Henceforth intimation of CoD by CEA to Ministry of Coal/CIL shall be conveyedbased on the following:

Confirmation letter by RPC for the Cod received in CEA; or

Confirmation letter from concerned RLDC/SLDC (as the case may be).Since, CEA has to convey the declaration of CoD only for the purpose of supply ofcoal by CIL as per the FSA, therefore, the matter would be dealt by OM Division.TPM Division will intimate the commissioning date of the Unit to OM Division forthis purpose. Member (GO & D) will issue direction to all RPCs to furnish thecommercial date of operation (CoD) to CEA immediately after receipt of information.This shall be followed by all concerned for further necessary action.

This matter was discussed in 468th OCC wherein all the generators were requested tosend to SLDC/WRLDC as the case may be, a certificate indicating completion of all

the modalities such as continuous running for 72 hrs at 95% of rated capacity etc. andsupporting documents viz. SEM meter data etc. SLDC/WRLDC would submit datalog of corresponding period when 72 hours of continuous running at 95% of ratedcapacity was achieved. WRPC/WRLDC would then verify the details and confirm theCOD of their generating units to CEA for onward communication to CIL for resumingcoal supply.

TCC Discussion:

MS WRPC explained the above background. TCC Chairperson queried whether theabove letter from Secretary CEA is another obligation that must be followed fordeclaration of COD. TCC discussed the issue and the following observations weremade by TCC.

1) It was clarified by MS WRPC that that the procedure discussed in OCCand given above is only for coal linkage purposes to be forwarded to CEAand the COD clauses for contractual obligations remains unaltered.

2) TCC discussed the documentation required for COD as per contractualobligations and regulatory provisons, as different cases had to provide differentsets of documentation. From this point of view of COD, for generators underthe purview of Section 62 (where the tariff is approved by a Regulator) theCOD shall be as per the provisions of Terms and Conditions of Tariff 2014-19,if CERC has determined the tariff. It was noted that this includes cases likeNTPC generators and also generators like Torrent Power whose tariff isdetermined by CERC. If tariff is determined by State Regulator (under Section62), then whatever conditions of COD are mentioned by the Regulator, thesame shall be complied with. If it is not explicitly mentioned in such cases, it issuggested that it should follow the COD norms as given Terms and Conditionsof Tariff 2014-19.

3) For IPPs not under section 62, with PPA, the COD conditions as given in PPAshould be satisfied. If the PPA is not having adequate provisions then the CODas given in Terms and Conditions of Tariff 2014-19 shall apply ( as per SasanCOD Case para 35 of Order in Petition 85/MP/2013 page 50)

4) For IPPs without PPA and not under section 62, the COD provisions as givenin Terms and Conditions of Tariff 2014-19 shall apply. ( as per Sasan Casementioned above)

5) CEA has to intimate the COD to Ministry of Coal / CIL, for which it requires(i) Confirmation letter by RPC for the Cod received in CEA or (ii)Confirmation letter from concerned RLDC/SLDC (as the case may be).

6) RLDC/SLDC are in better position to ascertain that the appropriate conditionsfor COD of generator are satisfied, so they can issue the confirmation letter forCOD to MS WRPC for further forwarding to CEA.

7) Therefore for intimation of COD date to CEA for coal linkages, the aboveappropriate COD documents shall be sent to WRLDC/SLDC as the casemaybe. Once WRLDC/SLDC is satisfied about the COD conditions as met,

then they may forward the confirmation letter intimating the COD date to MSWRPC for further transmission to CEA.

WRPC agreed to above recommendations of TCC.

ITEM NO. 7 : DEVIATION SETTLEMENT MECHANISM AND RELATEDMATTERS (FIRST AMENDMENT) REGULATIONS, 2014DATED 18TH DECEMBER’ 2014

Background:Hon’ble CERC has notified the first amendment of DSM regulation on 18th Dec’2014.Salient features of the Notification :A. Cap rate for generating stations regulated by consumer using gas supplied under

APM as the fuel has been extended till revision of price of APM gas by GoI.B. Amendment of Regulation 7 of the Principal Regulations:

(1) Clause (1) of Regulation 7 of the Principal Regulations shall be substituted asunder :

„(1) The overdrawal/under drawal of electricity by any buyer during the time blockshall not exceed 12% of its scheduled drawal or 150 MW, whichever is lower, whengrid frequency is “49.70Hz and above and below 50.10 Hz”;

Provided that no over drawal of electricity by any buyer shall be permissible whengrid frequency is “below 49.70 Hz” and no under drawal of electricity by any buyershall be permissible when grid frequency is “50.10 Hz and above”.

(2) Clause (2) of Regulation 7 of the Principal Regulations shall be substituted asunder:

“(2) The under-injection / over-injection of electricity by a seller during a time-blockshall not exceed 12% of the scheduled injection of such seller or 150 MW, whicheveris lower when grid frequency is “49.70 Hz and above and below 50.10 Hz”

Provided that

(1)No under injection of electricity by a seller shall be permissible when gridfrequency is “below 49.70 Hz” and no over injection of electricity by a seller shall bepermissible when grid frequency is “50.10 Hz and above”.

(2)Any infirm injection of power by a generating station prior to COD of a unit duringtesting and commissioning activities shall be exempted from the volume limit specifiedabove for a period not exceeding 6 months or the extended time allowed by theCommission in accordance with Connectivity Regulations.

(3)Any drawal of power by a generating station prior to COD of a unit for the start upactivities shall be exempted from the volume limit specified above when gridfrequency is “49.70 Hz and above”.

C) Amendment of Annexure-II of the Principal Regulations:(1)In Para A of Annexure-II of the Principal Regulations, the word „Payable‟ shall be substituted by the word„Receivable‟.

(2)In Para C of Annexure-II of the Principal Regulations, the letter and figure „D12/150‟ shall be substituted by the letter „Dtb‟

TCC:

MS, WRPC appraised the TCC of the above agenda position and the changes in theRegulations. MD, MSETCL pointed the bigger states like Maharashtra, MP, Gujaratetc face a lot of practical difficulties in restricting the deviations under DSM. Howeverthe representations with the Hon’ble CERC have been on individual basis (as only MPhas approached the Commission). If there are difficulties experienced in DSM duringoperation for many states, then as a region it is necessary to represent the case and alsopoint out acceptable solutions. He pointed out the following difficulties faced byMaharashtra in DSM:

1) Impact of Renewable Energy: The renewable energy particularly wind facesa lot of uncertainties. The quantum of wind has gone up in Maharashtra. Thesevariations are far above 150 MW limits prescribed. The RRF mechanism issuspended. In these conditions, the State is unnecessarily burdened with DSMpenalties. There is a need for a group to be formed to discuss and suggestsolutions.

2) Failure of Communication links: In January 2015, there were instances whenthe major communication links failed. Under these conditions, the State wasasked to back down generation. With frequency being low, the DSM penaltieswere very high, as it turned out from the energy meter readings that the Statewas not actually underdrawing as seen from the SCADA in absence of links,but was overdrawing. There should be provisions in the DSM to mitigatepenalties in such cases where state is asked by WRLDC to backdown and linksare not fully present.

3) Need for Redundancy in links: There is a need to increase the redundancy incommunication links in a phased manner so that the above point does notrepeat and cause financial implications.

4) Too small margins: Apart from the RRF factor, the margin of 150 MW forstates with demand like 20000MW in Maharshtra case, and central sharesaround 4000 MW is too small to curtail the deviations and seriously requires tobe enhanced.

5) Infirm power: New generating units under infirm power also cause deviations.

MD, MSETCL suggested that a group comprising of representatives fromall states be formed and study the problems faced during DSM andsuggest the solutions in the next WRPC meeting. If there are difficultiesexperienced in DSM during operation for many states, then as a region itis necessary to represent the case and also point out acceptable solutions.

TCC recommended the same. It was decided that the Scope of the Groupwould be to study the operational challenges mentioned above and otherrelated issues if any, which are commonly affecting the states in WR andsuggest acceptable solutions and put up to the next WRPC meeting so thatthe matter may be put up to the Commission as a Region, if required.

DGM, WRLDC informed that there is a need to patch up at Bhatapara thecommunication links so that failure at Bhatapara link results in at least otheredata coming to Bhatapara to be routed to WRLDC. This would minimise theSCADA error only to Bhatapara measurement and not all measurementincident at Bhatapara. PGCIL agreed to do the necessary patch up with itsTelecom wing.

WRPC agreed to the recommendation of TCC as above. During WRPC meeting,it was decided that the group shall be as follows:

1) All CE, State SLDCs2) NTPC3) All CE, Discom / Holding company if required4) Any other member as required during discussions

CE, SLDC MSETCL shall be convenor.The outcome shall be reported during next WRPC meeting

ITEM NO.8: CERC ORDER IN PETITION NO. RP/06/2014 IN THE MATTEROF REVIEW PETITION FILED BY TRIPURA STATEELECTRICITY CORPORATION LTD (LATER JOINED BY M.P.)ON DEVIATION SETTLEMENT MECHANISM

Background: Hon’ble CERC vide its order dated 20.01.2015 in petition No.RP/06/2014 has granted relaxation in regulation 5 (1) (iii), 5 (1) (iv) and regulation 7(3) of the DSM regulation in respect of the utilities having schedule of 400 MW orbelow w.e.f. 2nd February 2015.The salient features of the above order are:

The relaxation of Regulations 5 (1) (iii), 5 (1) (iv) and Regulation 7 (3) of theDSM Regulation in respect of utilities having schedule of 400 MW or belowwith effect from 2nd February, 2015 as under:-

a. In case of utilities having schedule of 400 MW or below, DeviationCharges shall be receivable:

Proviso below Table II under clause ( 3) of Regulation 7 of DSMRegulation is relaxed to provide as under:“ Provided further that when the schedule is less than or equal to400MW, the additional charge for deviation shall be based onpercentage of deviation worked out with reference to schedule of400MW as per Table-I ( A) and Table- II ( A) above” TCC/WRPCnoted the same.

ITEM NO. 9: IMPLEMENTATION OF AUTOMATIC METER READING INWESTERN REGION

9.1: Back ground : In the 27th WRPC meeting POWERGRID stated that in case ofAMR project the recurring cost is substantially high and they would come out with away of addressing recurring charges in the next CCM. WRPC in principle accepted theTCC recommendation of recovering recurring cost through O & M expenses andPGCIL was requested to give its views regarding recovery of recurring charges in the69th CCM.

9.2 : In the 69th CCM, POWERGRID intimated that they are ready for makingpayments towards the recurring charges for CTU meters only. However the Stateutilities may provide lease lines and make recurring payments for AMR installed ontheir ISTS interface lines, since POWERGRID would not be able to identify theservice providers for State utility AMRs. Also it would not be possible forPOWERGRID to keep track of the payments of monthly (recurring) charges, sincemore agencies (service providers) would be involved.

CE SLDC GETCO informed that they have already implemented AMR in their systemand tied up the communication service providers, as such Gujarat would directlyprovide AMR data of their interface points to WRLDC. Hence they may be kept out ofthe scheme.

As regards to sharing of recurring charges of the AMR, CCM agreed to the same beingshared in the ratio of the number of interface points of the State with the CTU to thetotal interface points of WR.

MP, Chhattisgarh and Maharashtra emphasised that POWERGRID should identify theservice provider for the AMR communication of the State meters and arrange forrecurring payments and the same shall be reimbursed by the States based on the abovesharing formula.

The Commercial sub-Committee observed that the AMR scheme was approved byWRPC for implementation by POWERGRID. Therefore all the work involvedincluding identification of service providers and recurring payment shall be arranged

by POWERGRID and the beneficiaries would reimburse the cost based as suggested. Itwould not be appropriate to open the issue of fragmented implementation, since wouldlead to further complications and other issues such as compatibility etc., would cropup.

PGCIL was requested to do a specific exercise of identifying requirements of AMR (inline with Master Communication Plan) and where private service providers areavailable whose services are required to be used, problems faced at specific points etc.

TCC:

GM-WR-II, PGCIL informed that as far as CTU stations are concerned they are in aposition to go ahead with AMR. However in case of constituents stations, there is aproblem of providing communication at many places. They are in a position to do theAMR hardware part etc for such stations, and can be done by PGCIL. Butcommunication part from constituents stations to nearest wideband point has to betaken care by Constituents.

Constituent members from MP and Maharashtra pointed out AMR should be handledby PGCIL, as this would avoid data coordination, data mismatch problems. Therewould be future problems which would be avoided if PGCIL coordinates the entireproject. Constituents would give support to PGCIL if required.

MS, WRPC pointed out that in 27th WRPC meeting PGCIL had agreed and it was onlya matter of recurring cost. With PGCIL being unwilling to implement AMR project forstate portion the matter could be put up to WRPC.

WRPC:

MS WRPC informed the above position.

After discussion it was decided that as AMR project is an improvement in existing

data collection it should be given a try. Wherever wideband communication is

available the AMR project may be started there by POWERGRID. As the AMR

project progresses, issues at other locations can be addressed.

ITEM NO. 10 : READINESS OF SLDC AT GOA, OTHER SLDCs AND

WRLDC FOR UPGRADATION OF EXISTING SCADA/EMS SYSTEM

Background: . During last WRPC meeting PGCIL had informed that the new SLDC

at Goa has to be kept in readiness as the material has been received by PGCIL and

commissioning is expected in a month’s time. Goa SLDC was requested to be ready

with the same. It was decided that PGCIL shall take up with Goa and status to be

for Goa Main SLDC, DNH Main SLDC, CSPTCL backup SLDC, MPPTCL Backup

SLDC, WRLDC Backup which is to be expedited to avoid further delay.

TCC:

The status of readiness of as follows:

1. Goa: Main SLDC at Madgaon and Backup SLDC at Cuncolim by April 2015

2. MP: Indore subSLDC by March 2015 and Backup at Bhopal by May 2015

3. Chhattisgarh: By May 2015

4. Gujarat: By April 2015. Equipments have reached and communications

established.

5. DNH: By Aug 2015

WRPC noted. It was also decided that the status may be monitored in OCC.

B. SPS FOR AGRA-GWALIOR – MOCK TESTING OF SPS ENVISAGEDFOR BACKING DOWN OF GENERATION IN WR

Background: A mock testing of SPS for 765 kV Gwalior-Agra was proposed byNRPC on 24th December 2014. WRLDC had coordinated with NTPC and CGPL andinformed KSTPS, VSTPS and CGPL to block the automatic backing down ofgeneration during the mock drill to test the signal.

Test signal for loss of injection of 1500MW and above was sent at 14:15 Hrs as perNRLDC. CGPL and NTPC have informed that no signal was received at their end forthe generated signal.

The matter was discussed during 467th OCC and PGCIL was requested to investigateand rectify the problem. It was also decided that corrective action from PGCIL wouldbe done in consultation with NRPC/NLDC.

TCC:

GM-PGCIL(HO) informed that communication part was tested again in by PGCIL-NR. However why the signal was not received could not be conclusively established.He requested that the testing may be done again so that PLCC counters can bechecked.

MS WRPC informed that when PGCIL is ready, the testing can be taken upagain in co-ordination with NR.

WRPC Noted

ITEM NO. 12: AUTHORIZATION FROM WRLDC TO RECOVER UNDER-RECOVERED STOA TRANSMISSION CHARGES BY SLDCFOR INTER STATE BILATERAL TRANSACTIONS

12.1 Back ground : SLDC Gujarat vide letter No. GujSLDC/SCH/F-12/204 dated08/01/2015 have intimated that the charges for the Inter State Bilateral Short TermOpen Access (STOA) Transactions, are collected by WRLDC and disburses the sameto SLDC on periodic basis. During FY 2013-14, the rate approved by GERC was Rs.2970/MW/Day with derived rate of Rs 30.94/MWh against which WRLDC hadcollected @ Rs 28.96/MWh.

The State Regulation for the STOA Transmission Charges is based on ReserveCapacity (the quantum of NOC granted). However, WRLDC has collected thesame based on scheduled power (as per CERC regulation).In view of the above SLDC Gujarat have requested WRLDC to;

1. Issue the supplementary bill for the short rate charges during FY 2013-14.2. Issue the supplementary bill with a difference of NOC Quantum – Energy

Scheduled.

If the above is not feasible for WRLDC, SLDC Gujarat should be empoweredby them to issue Supplementary Bill for both the above cases at the SLDCGujarat discretion and risk. In spite of series of correspondences, meetings andpersonal interactions up to the highest authority with WRLDC, till date there isno supportive communication in this matter.The matter was discussed in the 69th CCM and the discussions and views of thesub-Committee are as follows:

12.2: In the 69th CCM, WRLDC representative stated that the Intra State BilateralSTOA charges collected during for the above period for use of Gujarat Transmissionsystem were as per the communication received from SLDC Gujarat. As regards to thecollection of STOA charges based on the NOC quantum, it is not feasible, since theCERC regulations have mandated collection of STOA charges for use of Intra Statetransmission system based on the scheduled energy only.

SE(Comml) WRPC enquired about different provisions of levy of STOA charges inthe GERC & CERC regulations.

CE SLDC Gujarat citing the provision of the 16(3) regulation of the CERCs (OpenAccess in inter-State Transmission) Regulations, 2008, stated that the intra-Stateentities shall pay the transmission charges for use of the State network as fixed by therespective State Commission in addition to the charges specified under clauses (1) and(2) of the above regulation. Therefore SLDC Gujarat shall be allowed to collect thedifference of the charges based on NOC quantum & approved rates minus the chargescollected for use of intra state transmission system.Chattisgarh also agreed to such differences existing in their State regulations also.The Commercial sub-Committee discussed the matter and recommendedfollowing for approval by TCC/WRPC;

1) WRLDC shall raise bills as per CERC norms and rates available withthem.

2) Respective State SLDC shall then raise supplementary Bills, as perapplicable rates and clauses of the respective State Regulations. The StateSLDCs shall be responsible for correctness and applicability ofSupplementary Bills.

TCC: MS WRPC informed the details of the above agenda position. CE, SLDCGETCO informed that this pertains to past period only in this case for them. GMWRLDC informed that WRLDC has already raised the bills. Hence the TCCrecommended that:

1) WRLDC has issued bills as per CERC norms and rates available withthem.

2) Respective State SLDC shall raise Supplementary Bills, as per applicablerates and clauses of the respective State Regulations. The State SLDCsshall be responsible for correctness and applicability of SupplementaryBills.

WRPC agreed to TCC Recommendation.

ITEM NO. 13:. ALLOCATION OF URS FROM CGPL UNITS

Back ground : In the 27th WRPC, Chairperson WRPC stated that the petition filed bySASAN on URS with Hon’ble Commission would take its time to be resolved.However meanwhile there are numerous instances where URS can be availed withthese two existing and working UMPP in the WR for which we must consider doingsomething in the interim period. TCC Chairperson pointed out that with these twoUMPPs, there are situations where beneficiaries in NR surrenders and beneficiaries ofWR want power. These do not involve transmission constraints in general, but in thereverse case when NR beneficiaries may want it, there could be transmissionconstraints issues. He further stated that in the above meeting it was suggested thatbeneficiaries may file an IA/petition with CERC seeking URS from these stations as isdone in case of NTPC stations for the interim period, without applying STOA charges.Subject to outcome of Sasan UMPP petition, if required, as per judgement,retrospectively STOA charges can be settled. This gives advantage of utilising URSfrom UMPPs in interim period and was agreed in 27th WRPC meeting.

In view of scheduling of CGPL URS not being done in accordance with the aboveSLDC Gujarat requested for discussion of issue in the 69th CCM. In the 69th CCM, GMWRLDC stated that they do not agree for the above and would not schedule the UMPPpower under URS. Beneficiaries have to avail STOA for scheduling the un-requisitioned surplus irrespective of whether the beneficiaries give undertaking assuggested above.

The Commercial sub-Committee felt that the views of WRLDC may be put up in theforthcoming WRPC meeting since verdict on the SASAN URS case is pending.

TCC:

GM WRLDC, informed that in the Sasan case, RLDC/NLDC has raised certain

difficulties like Access with the Hon’ble Commission. Hence at this stage it was not

possible to allow the transactions in UMPP under URS. However the same can be

availed under STOA.

CE,SLDC GETCO informed the PPA clauses of the agreement, wherein PPA provides

for transfer of power between say Gujarat and Punjab under URS. He failed to

understand when there is no Regulatory restriction why it is not permitted under URS.

TCC Chairperson informed that the matter has been discussed in detail in the last

WRPC. Since WRLDC is not agreeing to the scheduling of additional power under

URS, but due to access stand they are permitting only under STOA, and WRLDC is

not agreeing to review the stand the issue cannot be resolved in this forum. Hence he

requested to record the views of beneficiaries and WRLDC.

GUVNL’s views:

1. PPA Clauses permit URS in CGPL.

2. They are willing to allow URS transaction to be treated as STOA if the Sasan

UMPP case order does not permit URS but allows these transactions in STOA

only, with retrospective effect for such cases.

3. There is no regulatory restraint on the matter. The matter can be allowed as in

the case of NTPC URS case.

WRLDC views:

1. The issue of Access under which Rule is to be decided by Hon’ble CERC.

Under the present case the additional power can be scheduled only in STOA

and not URS as CGPL is not coming under Section 62.

2. They have raised their views with Hon’ble CERC in Sasan case and requested

to await the order which was expected shortly.

GM, WRLDC requested all beneficiaries to file IA with CERC bringing their

arguments.

WRPC:

Procurer’s and WRLDC stand retained the same stand as in TCC. Their views are

recorded above.

WRPC felt that due to the stand taken by WRLDC, it would be necessary to wait

for the order in Sasan URS Case.

ITEM NO. 14: PERMISSION ISSUE FOR OPGW LAYING ON RELIANCELINES AS PART OF MASTER COMMUNICATION PLAN

14.1: Background: POWERGRID took up with “Reliance Power TransmissionLimited” for their permission to install OPGW on their lines vide letter dated17.01.2013, 31.01.2013, 11.03. 2013 and 8.05.2013. Reliance in their response hasraised the issues such as payment of tariff on removal of earth wire, insurance,mortgage of assets and maintenance etc. and has requested WRLDC to discuss thisissue in the SCADA committee.14.2: In the 27th WRPC meeting, Director (O) POWERGRID informed that he haddiscussed the issue with CEO RETL and CEO RETL have agreed for installation ofOPGW and ownership of OPGW by POWERGRID.Subsequently POWERGRID vide letter dated 02.12.2014(copy enclosed at Annex-14.1) have informed that broadly following points were agreed by RETL on the abovematter;

(i) POWERGRID shall lay the OPGW on Reliance transmission lines.(ii) The earth wire dismantled from the line shall be returned to reliance.

(iii)OPGW shall be the property of POWERGRID and the tariff shall be in linewith ULDC charges.

(iv)The tariff of Reliance shall not be reduced because of removal of Earth wire.(v) Non availability of transmission lines due to OPGW related outage shall not be

on Reliance account.(vi)No ROW charges shall be payable to Reliance.RETL vide letter No RPTL/WRSSS-II/IA2G/009/2015 dated 14th Jan 2015 (copyenclosed at Annex.-14.2), in response to the PGCIL letter dated 02.12.2014 haverequested clarifications on certain points namely;

a) Collateral damages, if any to the transmission assets during installation,operation and maintenance of OPGW shall be rectified by PGCIL at its owncost and risk and their transmission asset shall be restored to its originaloperational status along with compensation towards revenue loss if any toWRTMPL(RETL).

b) PGCIL shall bear the expenses and be responsible for re-rolling of dismantledearth wire on drums, transportation and securely storing the same at any ofPGCIL Sholapur, Parli, Pune and Shikrapur S/ss till WRTMPL arranges itsdisposal.

c) The OPGW being installed by PGCIL is only for usage of ULDC purpose andprior approval from WRTMPL has to be obtained for any commercial use ofthe same by PGCIL.

PGCIL vide letter No C/AM/WRPC dated 5th Feb 2015 (copy enclosed at Annex.-14.3), in response to the RETL letter dated 14.01.2015 have given followingobservations in this regard :

1. As regard to compensation towards collateral damages, it is to submit that noutility so far has raised such issue while POCWERGRID has been layingOPGW on the transmission lines owned by other utilities. It is submitted thatyou may please withdraw this issue.

2. Issue is now a matter or record.3. The dismantled earth wire shall be rolled by the agency engaged by

POWERGRID for laying of OPGW and shall be handed over immediatelythereafter to WRTMPL to take further necessary action at their end.

4. The asset proposed to be created belongs to the Region. Any utilisation of theasset beyond the ULDC scheme shall be regulated in line with the prevailingregulation/practice.

TCC: MS WRPC informed the details of the above agenda position. TCC discussedthe issue in detail and also felt that term of collateral damage was very wide in scopementioned in RETL letter. After discussion following was recommended.

1) Any damage to asset of RETL during installation of OPGW by PGCIL,shall be rectified by PGCIL.

2) PGCIL shall bear the expenses and are responsible for re-rolling ofdismantled earth wire and securely storing the same at any of PGCILSholapur, Parli, Pune and Shikrapur s/s till RETL/WRTMPL arranges itsdisposal.

3) The OPGW being installed by PGCIL is only for usage for ULDC projectpurpose and prior approval from WRPC has to be obtained for anycommercial use of the same by PGCIL.

The above was acceptable to all concerned.

WRPC agreed to TCC Recommendation.

ITEM NO. 15: REPORT OF THE TASK FORCE ON POWER SYSTEMANALYSIS UNDER CONTINGENCIES

Background: Ministry of Power, GoI constituted a ‘Task Force on Power SystemAnalysis under Contingencies’ in December 2012 under the chairmanship of Shri V.Ramakrishna as recommended by Enquiry Committee headed by Chairman, CEA ongrid disturbances that took place in NEW grid on 30th and 31st July 2012. The terms ofreference of Task Force broadly cover analysis of the network behavior under normalconditions and contingencies, review of operational philosophy of protection relays,review of islanding schemes and technological options to improve the performance ofthe grid.

The report of the Task Force was discussed briefly in 122nd PCM andsubsequently discussed in detail in a special meeting held on 18.12.2014. The outcomeof the special meeting was further discussed in 123rd PCM.

The brief of suggestions given by the group and the discussions/observationsof the PCM were as follows.

1) Review & correction of relay settings:

a) ZONE-3 SETTING: The Task Force recommended that Zone – III shouldreach farthest bus. To achieve this Z-III time adopted presently should be increased to1.5 sec to co-ordinate with O/C relays or install impedance relays for ICTs. It was feltthat solutions may be given case to case basis as per the requirement. MS, WRPCstated that the views/difficulties in implementing this will be put up to NPC/CEA.Constituents agreed to study the Z-III reach and come out with specific suggestions innext PCM.b) ZONE-1 POWER SWING BLOCKING:In 123rd PCM, MP, GETCO, CSPTCL & PGCIL representatives intimated that fortheir system settings are adopted such that, if power swing enters in Z-1, tripping isinstantaneous and when power swing is in Z-2 or Z-3, trip is blocked.

MSETCL & NTPC representatives intimated that in their system settings aresuch that power swing is blocked for 2 secs for all 3 zones i.e. Z-1, Z-2 & Z-3 and ifpower swing still persists then the line is tripped irrespective of zone.

Committee agreed to discuss specific details where problems are faced in thenext PCM, as not all relays support the features. The second alternative suggested byRamakrishna Committee to install out of step after deciding separation points was notfeasible immediately. Wherever difficulties persist the same can be taken up at NPClevel.

Protection Audit:

The PCM recommended following protection auditsi) First party audit: Every substation of 100 kV & above shall be first partyaudited in line with recommendations of the above task force by the In-charge ofconcerned substation. Any issues pertaining to settings shall be discussed in theutilities internal PCM or control & relay management group of utility and may besorted out. Unresolved issues is any, can be taken up in WRPC PCM for guidance. Itwas suggested that the frequency of first party audit shall be yearly once and /orwhenever settings are changed.ii) Third party audit: Considering expertise available in all utilities, it wasdecided to form a permanent panel of testing experts of all utilities of WR. Any utilityseeking third party audit shall form team of 3 members for audit, with two members(not belonging to utility but from above panel). Utility is also free to choose full thirdparty from other agencies like CPRI. In 123 PCM, the committee decided that thirdparty audit may be carried out once in 5 years. It was decided that for all newlyupcoming substations, third party audit is mandatory before it gets connected to grid. Itwas also decided that protection audit shall be carried for all substations of 132 kV &above and the audit should be in line with the recommendations of taskforce report.2) Formulation of Special groups for studies and protection coordination:Group’s suggestions: It was decided that MSETCL, GETCO, CSPTCL, MPPTCL,WRLDC, POWERGRID and NTPC nominate at least one member from their studiesgroup and another member from protection group. The committee requested all aboveutilities to propose / send the names of the members to WRPC at the earliest.3) Contingency and Stability Studies: It was decided that MSETCL, GETCO,CSPTCL, MPPTCL, WRLDC, POWERGRID and NTPC may nominate at least onemember from studies group and one member from protection group. The committeerequested above utilities to nominate the members to WRPC at the earliest.4) Tuning of power electronic devices & PSS: It was decided that MSETCL,GETCO, CSPTCL, MPPTCL, WRLDC, POWERGRID and NTPC may nominate atleast one member from studies side and one member from protection side and send thename of the members to WRPC at the earliest. It was also decided that the SLDC togive PSS details in the enclosed format for state generators, WRLDC for IPPS andNTPC for its stations.

5) Issues/difficulties as regards to recommendations of the Task Force:a) Zone-2 timings: At present, Z-2 time settings adopted between 300 to 400msec. The task force recommended the Z-2 time settings as 350 msec and for a longline followed by a short line, higher setting of typically 600 msec was recommended.The group suggested that in such cases the 500 msec may be adopted, since 600 msectime setting is too long.b) Reverse Zone (z-4) S/S Local Backup Protection setting: The Task Forcerecommended that the Z-4 time delay would only need to coordinate with BB mainprotection fault clearance and with Z-1 fault clearance for lines emanating out of thatsubstation and recommended Z- 4 settings equal to Z-2 settings. The PCM suggestedthat the time delay for Z-4 may be set equal to Z-2 time + 100 msec for appropriatecoordination with Z-2, instead of time settings equal to Z-2 time settings.

As regards to resistive reach for Z-4, the Task force recommended to keep itidentical to Z-3 resistive reach setting. The group suggested that the specific R/X rationeed to be maintained for certain relays, therefore while deciding the setting for theserelays, R/X ratio may be maintained rather than Z-3 resistive reach settings.Committee noted this.c) Main-I & Main-II DPS for 220 kV Lines: PCM recommended that in orderto have proper coordination between main-I & main-II protection on 220kV lines,these relays should be distance relays for new substations and wherever the backupO/C E/F is used as main-II in the existing substations, the same shall be replaced withDPS in a phase manner.

TCC:

SE(Comml), WRPC gave a presentation of the above points.

GM-PGCIL(HO) informed that “It was decided that for all newly upcomingsubstations, third party audit is mandatory before it gets connected to grid” was notpractically possible. However Third Party Audit shall be done at the earliest forupcoming station.

SE(Comml), WRPC informed that that many critical protections like busbar, LBB etc,that have drastic consequences, have errors in commissioning stage. He observed thatmany occurrences in PCM (including stations of PGCIL) have been noticed wherethese vital protections have not operated or have wrong wiring which are later oncorrected. Hence PCM had recommended that Third Party Audit be conducted beforegetting connected.

TCC examined PGCIL suggestion on third party audit before getting connected, andagreed to the same. TCC however requested the utilities to take care of the settings ofvital protections like bus bar, LBB , distance relay settings etc before getting connectedto the grid by their own protection team and doing the third party audit at the earliest..

ITEM No. 16 : UNRESONABLE SCHEDULING OF NTPC VINDHYACHAL

Agenda Background:GM (OS), NTPC Mumbai vide letter no WR-I HQ/OS-COMML/GM/2015 dated 08th

January, 2015 requested to discuss the unreasonable schedule at NTPC Vindhyachal stationand raised the following issues:- .

1. NTPC units are being given unreasonable schedules for operation. In spite ofrepeated requests by NTPC, the schedules are observed to be very low duringnight hours and exceeding the capacity of On-Bar units during day hours.Constituents are giving requisitions ranging from 0 to 100% of theirentitlements resulting into a huge gap between maximum and minimumgeneration levels. Because of such unreasonable schedules, unintentional over-injection as well as under-injection is taking place (the trend did not improveeven after the withdrawal of 2 units of Vindhyachal St-I of 6 x 210 MW).

2. Considering such operational difficulties, the decision was already taken in24th, 25th & 26th WRPC meetings regarding Technical Minimum schedulingand methodology for declaration of RSD. The same needs to be ensured.

3. Operationally reasonable schedules and ratio between minimum and maximumgeneration levels are required to be ensured as envisaged in IEGC (cl. 6.5.14 ofIEGC regulation). This will ensure the integrated operation of the powersystem as envisaged in regulation 2.3.1 of IEGC.

The matter was discussed in 467th OCC & the following recommendations/suggestionswere given by the committee members to which the beneficiaries/constituents agreed:

Constituents should at least requisition for more than 30% of their entitlementsfor on-bar generation for all NTPC ISGS stations.

In case total requisition for a particular on bar units in a station is lesser thantechnical minimum then deficit for meeting TM would be conveyed byWRLDC to beneficiaries.

Beneficiaries will send revised requisition so as to meet TM on pro-rata basisby 2100 hrs. After 2100 hrs. WRLDC will issue the final schedule i.e. R-1, asreceived from beneficiaries.

In this matter WRLDC will coordinate and issue reasonable schedule takingcare of ramping up/ramping down and the ratio between minimum andmaximum generation levels as envisaged in IEGC 6.5.14.

In view of ensuring availability of NTPC Coal fired units in peak & off peak hrscontinuously with operationally reasonable schedule, the beneficiaries have agreed forthe above mentioned procedure / methodology.

Member Secretary, WRPC wrote a letter to all beneficiaries under intimation of WRPC& TCC Chairman’s on the above decisions.

The above decision is exclusively for NTPC ISGS station. For CGPL Mundra station,a separate meeting shall be held with the CGPL, their beneficiaries, WRLDC &WRLDC. The meeting will be coordinated by CGPL.

Further, in line with the decision taken in the 467th OCC meeting, WRLDC has createda separate webpage on its website to facilitate beneficiaries in sending theirrequisitions as per their decision taken the OCC meeting. The webpage shows thefollowing figures for each 15-minute time block:

- Declared Capability of ISGS in MW- Entitlement of each beneficiary computed from the DC in MW- Requisition received from the beneficiaries in MW- Requisition received from the beneficiary as % of its entitlement- Injection Schedule (Summation of the Requisitions) in MW- Injection Schedule as % of Declared Capability

Hence, the scheduling coordinators of Discoms / SLDCs as well as Generating Stationscan transparently see the entitlement, requisition and schedule of all Beneficiaries/ISGS in R0, R1 and other subsequent revisions.

All cases, where Requisitions sent by SLDCs are in deviation from the decision takenin 467th OCC or cases where the ISGS expresses reservations in their schedule, areflagged by WRLDC to the concerned SLDCs with copy to the respective ISGS alongwith an advise to SLDCs to review their requisitions.

After the implementation of above methodology for almost a month, the experiencewas shared by NTPC/WRLDC during 468th OCC meeting.

TCC:

The matter was deliberated in great detail in TCC. Following points/suggestionsemerged on the discussion:

1. The RSD-RoCU, formulated in the earlier WRPC meeting, was an example ofRSD-RoCU (triggered by Beneficiary). Further, RSD-RoCU is being observed (astriggered from Generator) when the schedules were below technically feasibleoperation..

2. It has been observed that power has been Scheduled from units under RSD. TCCagreed that it is not desirable.

3. Because of different power supply scenarios in each State, the position for NTPCgenerators becomes clear only when all schedules from all beneficiaries are obtained.Sometimes, this may fall short of Technical Minimum, in which case it requires to bebrought to the notice of SLDCs for upward revision. In case, these revisionenhancements are not obtained, the generator ultimately triggers the RSD-RoCU.There was a need for greater co-ordination in such cases.

4. Procedure should be formulated for RSD-RoCU triggered by Generator.

5. If schedules are below Technical Minimum, then either Technical Minimumschedules should be taken by Beneficiaries OR RSD should be adopted. In thefirst scenario, beneficiaries have to agree to take unwanted power forced due toTechnical Minimum scheduling. In the second scenario, Beneficiaries must beprepared to take a unit on RSD and get less supply in peak hours. Simply givingvery high schedules in peak and zero or very less schedule in off peak wasunrealistic, as a generator cannot operate with such unreasonable scheduling.

6. When SLDC is giving zero requisitions from a unit, next three days requirementshould also be indicated so as to facilitate taking a decision on RSD-RoCU.

The discussion did not fully conclude in TCC.

WRPC:

The matter was continued to be discussed in the WRPC meeting. After deliberations,the following was agreed.

1. The RSD-RoCU formulated in earlier WRPC meeting, was an example ofRSD-RoCU (triggered by Beneficiary) and can be availed whenever required again.2. In case beneficiaries are not asking for RSD and the schedules remain belowTechnical Minimum schedule -

a) NTPC will inform beneficiaries and RLDC to enhance scheduleto Technical Minimum.

b) If Schedule is still less, NTPC will inform RLDC and SLDCs andpropose for withdrawal of unit. Beneficiaries having entitlements at thestation and requisitioning the same ( for eg, presently J&K in Mauda) ,shall have to be accommodated either at that station ( for exampleother unit at Mauda) or next cheapest station ( eg, Sipat ) from theentitlements of the beneficiaries who are not requisitioning at Mauda.If this is not acceptable to these beneficiaries who are requisitioningless, technical minimum scheduling for this unit shall be done. If it isacceptable then the unit shall be on generator triggered RSD-RoCUand will be withdrawn

c) Accordingly, as per point (b) above, NTPC will either withdraw theunit in RSD OR run on in Technically Minimum and inform the sameto all SLDCs and WRLDC.

d) In case a unit is taken on RSD by NTPC, generation schedule for theconcerned NTPC station will be restricted to its On-Bar capacity. Forthis, NTPC will declare both ON BAR DC and OFF BAR DC andthe total DC for such station to WRLDC. (NTPC will not give DC forUnits under forced and planned outages).

e) WRLDC will also indicate on bar and total DC entitlements ofconstituents.

f) Constituents will give requisitions in R0, as per their requirement, fortheir entitlements only with respect to ON BAR DC.

g) WRLDC will ask constituents to increase their requisition at least up toTechnical Minimum of ONBAR DC. Accordingly, R1 schedule willbe issued.

h) Boundaries of URS in such cases: If a unit is taken on RSD and anyconstituent has requisitioned more than their entitlement from ONBAR DC (and full ON BAR DC is not requisitioned), the same will bescheduled to him limited up to his entitlement from total DC,assuming that balance after scheduling other beneficiaries requisitionsis available, and up to this will be considered as RSD, not URS.Requisition beyond entitlement of total DC, from available ON BARDC shall be treated as URS.

i) If some beneficiaries requires power more than ON BAR DCentitlement and up to his total DC entitlement from a station whoseunit is under RSD, then the unit can be brought back, if suchrequirement is more than ON BAR DC by a quantum equal to theTechnical Minimum of unit under RSD for at least 72 hours.

j) To reiterate, when requisition of any constituent is shifted to otherstage or other station due to RSD and the same is scheduled, it will beon Variable cost only and the beneficiary would continue to payFixed Charge for the Plant under RSD. It will not be considered asURS for fixed cost sharing.

It was decided that NTPC shall have necessary co-ordination with WRLDC for anyproblems. It was also decided that NTPC and WRLDC shall bring out a detailedprocedure to achieve the above.

During the discussions, it was seen that the present scheduling pattern for Maudashowed that only J&K (10 MW for all day) and Chhattisgarh (in peak hours only for

about 60 MW) were scheduling from both units of Mauda. Hence, this quantumrequires to be surrendered by beneficiaries of Mauda from their ON bar entitlements atMauda or Sipat (depending on one or two units are under RSD at Mauda) in proportionto their entitlements at Mauda, so that J&K could be scheduled for whole day andChhatisgarh in peak hours, either at Mauda / Sipat as the case may be. If this is notagreeable to beneficiaries, then they have to accept Technical Minimum schedule atMauda.

WRPC agreed.

MS WRPC, informed that POSOCO, NLDC (PSDF Secretariat) vide letter dated9.02.2015 addressed to CE, SLDC, Gujarat (copy enclosed at Annexure-17) haveintimated that Gujarat State proposal for Automatic Demand Management Scheme forfunding from PSDF was recommended the scheme and total grant of Rs. 1.50 Croreswas recommended by the Appraisal Committee to Monitoring Committee.

MS WRPC informed that beneficiaries may like to avail more such schemes beneficialto grid under PSDF.

WRPC noted.

ITEM NO.25: EXTENSION OF LTSA FOR WIDEBAND COMMUNICATIONEQUIPMENT INSTALLED IN WESTERN REGION

Background: In the 14th Project Review meeting for Up-gradation/Replacement ofexisting SCADA/EMS system of WRLDC and SLDCs of Western Region held atMumbai on 15th January 2015, it was informed by POWERGRID that completereplacement of old Marconi(Ericsson) SDH equipment under Wide Band Network isexpected by March'2015 (being executed by M/s Tejas Network).

To provide service support of existing communication equipment in Wide BandNetwork System, till commissioning of new equipment by M/s Tejas Network, acontingency plan was decided for smooth functioning of system through the existingcontract. M/s Ericsson, the Original equipment supplier, during meeting on15.01.2015, agreed to extend maintenance support on same terms and conditions forthe period from 10th January 2015 to 9th April 2015. In this regard an offer was alsosubmitted by M/s Ericsson.

SCADA committee members agreed for the above contingency plan and gave consentto continue the existing AMC of M/s Ericsson on same terms and conditions in theinterest of system operation. Further, it was decided that POWERGRID would start theprocess for extension of the same. Total financial implication for 3 months LTSAextension for M/s Ericsson is Rs. 54,48,500.00.

It is intimated by WRLDC that support from M/sEricsson is continuing w.e.f. 10.01.2015 pending approval from WRPC.

TCC:MS WRPC informed that post facto sanction is required in this case. TCCrecommended that WRP Committee may post facto approve the extension forthree months from 10.01.2015 to 9.04.2015. If required the same may be extendedUnder intimation to WRPC.

ITEM NO.26: PERFORMANCE OF WR GRID DURING NOVEMBER 2014TO JANUARY 2015

26.1 SYSTEM PERFORMANCE

Frequency:During months of November 2014, December 2014 & January 2015, the grid operatedin the IEGC frequency range of 49.9 Hz to 50.05 Hz for 50.26 %, 48.29 %, and 53.73% of time respectively. The frequencies below 49.9 Hz were from 27.86 % to 29.90 %of time during November 2014 to January 2015. In higher frequency regime, systemfrequency remained above 50.05 Hz for 16.50 %, 23.85 %, and 17.46 % of timerespectively in November 2014, December 2014 & January 2015. The monthlyaverage frequency was 50.00 Hz in November 2014 , 49.98 Hz in December 2014 and49.99 Hz in January 2015.

The detail of frequency profile for the months of November 2014 to January 2015 isplaced at Annexure-26.1(A).

Demand :

The maximum unrestricted demand of Western Region was in the range of 42200 MWto 43300 MW(Ex Bus) in November 2014 to January 2015 respectively. The regionfaced capacity shortage in the range of 200 MW to 900MW (peak deficit of 0.40 to1.92 %) respectively during these months. The details of unrestricted peak demand,demand met and energy requirement and availability are as furnished at Annexure-26.1 (B).

26.2 Voltage Profile

26.2.1 Overall voltage profile had been satisfactory during the period under review.However, instances of high voltages beyond the IEGC specified operating range wereobserved at some of the EHV sub-stations in the region. Higher voltages in the rangeof 421 kV to 440 kV were noted at Indore, Itarsi, Karad, Dhule, Kasor, Bhilai, Jetpur,Bina, Gwalior, Nagda and Khandwa substations.

To contain high voltages WRLDC resorted to opening of lightly loaded EHV lines oncertain days. The detail of voltages at important 400 kV and 765 kV sub-stationsduring the period of November 2014 to January 2015 is placed at Annexure- 26.2. Inorder to control incidences of high voltages during low load periods, installation ofreactors at following locations as planned by various utilities is in the process as perfollowing schedule:

The anticipated power supply position in the region for the period from March 2015 to

period under consideration is winter season. The anticipated regional demand is likely

to vary between 46000 MW to 48000 MW and the capacity shortage will be around

26000 MUs to 27500 MUs with regional energy deficit of around 0.5 % to 2.5 %.

TCC Chairman enquired following points in respect of anticipation:

1. What is the source of anticipation data.

2. Whether units restricted due to commercial reasons or restriction due to

transmission constraints were take into account or not.

Member Secretary, WRPC clarified that the source of data of anticipation for the

month of March 2015 is LGBR data & for the April 2015 & May 2015 is anticipated

on basis of average growth rate for the last four year. During the preparation of

regional LGBR, concern SLDC’s are source of demand & availability is based on

generation target fixed by CEA approved by MOP. He further informed that generation

target were fixed by CEA in consultation with Generators, SLDC,s & WRPC.

Member Secretary WRPC informed that:

30.1 Government of India, Ministry of Power under the provision of Section 2,

Subsection 55 of the Electricity Act 2003 vide its resolution F.No.23/1/2004-R&R

dated 25.05.2005 and subsequent amendments dated 29.11.2005 and 9th May 2008

published in the Gazette of India established the Western Regional Power Committee

in place of erstwhile Western Regional Electricity Board.

30.2 Chairmanship of WRPC is due for rotation w.e.f. 01.04.2015 and Chairman or

one of the MDs of Chhattisgarh State Power Companies would be Chairman of WRPC

for the next year( 2015-16). Members of Chhattisgarh may intimate the name for the

Chairman, WRPC among the state power companies of the Chhattisgarh State.

30.3 Membership of State DICOM having more than one Distribution Companies,

representation of Private DISCOM, representation of IPPs having installed capacity of

1000 MW and below and representation of Electricity Traders is due for rotation and

for the year 2015-2016 it will be as given below:

Supplementary Agenda for 28th WRPC Meeting:

Item No SA-1: Balance Proposals from 37th SCM for WR an 19th OA meeting:

PGCIL have intimated that the 27th WRPC minutes covered a few proposals from the37th SCM of WR and 19th Open Access Meeting, but some proposals were missing.The list of proposals not covered in 27th WRPC minutes of meeting, but concurred in37th SCM of WR and 19th Open Access meeting that requires WRPC concurrence asfurnished by PGCIL is given in Annex- (SA-1-Exhibit-1)

TCC: CE, SLDC GETCO informed that GETCO has contested item no 20 of the inthe SCM. Hence item no 20 is not acceptable to them.

Since GETCO has contested for the SCM modification of minutes, TCCrecommended that all items of SCM given in SA-1 (except item at sl no 20) wereagreed.

WRPC agreed to the above proposal of TCC.

Item NO SA-2: SCHEDULING OF POWER FROM NTPC JHANOR-GANDHAR STATION.

NTPC have intimated the following with respect to scheduling of power fromNTPC-Jhanor-Kawas stations:

Govt. of India has allocated APM gas, the cheapest gas available in the countryto all NTPC gas stations including Jhanor-Gandhar. A part of APM gas is supplied toJhanor-Gandhar station from ONGC’s South Gujarat fields through a dedicatedpipeline in GAIL’s South Gujarat network. As per the requirement NTPC has enteredinto APM gas supply agreements with GAIL for committed drawl with Take-or-Payclause.

It has been observed that generation schedule on domestic APM gas receivedby Jhanor-Gandhar station has started decreasing from November,2014 and of late thestation is not getting any generation schedule. In the absence of schedule, station is notable to draw ONGC’s South Gujarat gas from GAIL. Due to technical constraints Gailhas indicated its inability to divert this gas to other gas stations of NTPC. FurtherGAIL vide letter dated 30.01.2015 has raised concerns regarding facing of seriousoperational and contractual problems due to this poor off take of gas. The poor off

take has been leading to instances of flaring of this gas by ONGC which is a terriblewaste of scarce national resource.

It may also be noted that MOP & NG which allocates domestic gas has takena very serious view of this situations where gas suppliers are compelled to flare gasdue to poor off take by consumers. As APM is the cheapest gas in the country, anyshortfall in its drawl may lead the Govt. to reduce allocation of the same to this &other NTPC stations.

GAIL has further intimated that if this situation continues, they would beconstrained to enforce Take-or-Pay charges on the station in line with the contractualobligations. To obviate such situation, it is requested that sufficient schedule may begiven to Jhanor-Gandhar station so that the station can operate at least at its technicalminimum load in combined cycle mode and can draw the committed gas from GAIL toavoid Take-or-Pay situation.

TCC:

TCC discussed the issue and felt that Take-or-Pay gas obligation has to be consumed.Since combined cycle is efficient, the Take-or-pay gas would amount to 150 MW ofschedule. In open cycle it would be 100 MW schedule but that would be veryinefficient.

Since DNH required this power, one possibility was to schedule (150-DNH)/3 to thethree beneficiaries MP Gujarat and Maharastra. However whether this methodchanges the allocation from MOP, in that case 150 MW shall scheduled be on pro-ratabasis.

NTPC was also requested to take up with GAIL to explore possibility of reducing thetake-or-pay obligation, so that the quantum of 150 MW may get reduced to lesservalue.

WRPC:

Director, MSETCL informed that he shall have to take up the issue with theirmanagement and revert.

CE,SLDC,GETCO informed that GAILs letter to NTPC on take-or-pay clause isrequired so that they can take up with their management, as this would be a long timecommitment.

WRPC recommended that combined cycle operation to utilise the take-or-payobligation gas at Gandhar may be done, as it is more efficient. The scheduleunder combined cycle is estimated to be of the order of 150 MW.

Regarding the method of distributing this 150 MW, TCC had suggested twopossibilities. 150 MW pro-rata method and other (150- DNH)/3 pro-rata method.WRPC recommended that since DNH is requiring its entitlement of 58 MW,balance of (150-DNH)/3 shall be applied on pro-rata basis to other beneficiaries.WRPC felt that as all the beneficiaries are getting schedules as per this principleof distribution, well within MOP allocations of the beneficiaries, and this method

of distribution reduces the economic burden in the forced take-or-payrequirement from GAIL, and as such this may be implemented.

NTPC was further requested to take up with GAIL to reduce the take-or-payquantum. Maharashtra and Gujarat may within ten days confirm theirmanagement stand on the matter.

Item No SA-3: ATC/TTC for Maharashtra system

MS WRPC informed that the matter of ATC/TTC for Maharashtra system wasdiscussed in OCC and as agreed in OCC, WRLDC, STU-MSETCL and SLDCMaharshtra accordingly met and studied the data assumed. Certain anomalies in datawere pointed out to WRLDC for correction. Further GM WRLDC informed that ATCfor Maharashtra is having a correlation with Tiroda generation level which is beingstudied. Also MSETCL suggested for shifting the lines (by jumpers) toAurangabad(PG) from Waluj(MSETCL) as this enhances ATC.

TCC recommended that MSETCL may take the matter of interim shifting of thelines to Aurangabad(PG) from Waluj(MSETCL) by jumpering arrangementswith CEA (SP&PA) and get an in-principle approval for the interimarrangement, so that ATC can be enhanced in the immediate summerrequirement.

WRPC noted.

Item No SA-4: Preparation of DPR for reliable communication & dataacquisitions system upto 132 kV level:

GM-PGCIL(HO) informed that in line with MOP communication, constituents wererequested to furnish details for DPR preparation of 132 kV s/s regarding reliablecommunication and data acquisitions to PGCIL, since PGCIL is coordinator for 132kV and above. He informed that details from Maharashtra and Gujarat are awaited, andfrom Chhattisgarh and MP have been received.

MS WRPC requested constituents to give the details to PGCIL and requested PGCILto follow up the issue with Gujarat and Maharashtra directly.

WRPC agreed.

Dear ~ tJopt',As you are aware, India has one of the largest A.C. 'Synchronous Transmission Grids in the

world with more than'3 lakhs circuit kms of 220kV and above lines which form the backbone of theIndian Power System.. .

2. However. this huge network needs to be operated in a sustained and secure manner,particularly, during. the time of natural disasters. Failure to do so leads to severe constraints notonly in meeting the power demand but also poses serious problems in maintaining safety andsecurity of the Grid. Difficult situations came to light in the wake of recent natural disasters, suchas, floods in J&K and Phailin as well as Hud-Hud cyclone in Odisha and Andhra Pradesh. Thesedisasters caused extensive damage to transmission networks resulting in wide spread disruptionof many important transmission links and substations affecting power supply for long periods dueto the time taken in restoration.

3. You would appreciate that under such adverse situations, the availability of an effectivemechanism for emergent restoration of transmission lines in the shortest possible time is of utmostimportance. Immediate and temporary restoration of transmission networks is possible bydeploying the "Emergency Restoration Systems (ERS).u Grid Standards notified by the CentralElectricity Authority(CEA) stipulate that every Transmission Licensee shall have an arrangementfor restoration of transmission lines of at least 220kV and above through the use of ERS.However, presently the States do not possess such ERS infrastructure.' Consequently,POWERGRID becomes the last resort whose ERS infrastructureis also limited.

4. . Therefore, deployment of adequate ERS infra$tru~ure with the States is necessary. In thisconnection, CEA had recently 'convened a meeting of the representatives from State Utilities,CTUs and RPCs to deliberate .and review their preparedness to effectively restore transmissionnetworks in times of emernencv, Based on the inputs received, an indicative requirement of ERSfor States has been assessed which is at Annex-f. Further, CEA has also formulated guidelinesfor planning, deployment and procurement of such ERS infrastructure (Annex-ll),

5. I would, therefore, request you to please issue necessary directives to TransmissionUtilitiesl Transmission licensees operating in your State to take stock, procure appropriate numberof ERS infrastructure and place them at strategic locations. Action taken by the Utilities in thisregard may be informed to the CEA and the Ministry of Power. at the earliest.

Strategy adopted

1. . The primary criterion (or deciding 'number .of ERS to be arranged by a transmission utility

. 'h~s to be the lengfu of transmissi~n line (ckt -kms) at different voltage le~els (e.g 220 kV, 400, .

kV, 765 kV and +/- 500kV, HVDC). Other factors to be taken into account while deciding the

numberof ERS are

• Importance of the line considering security of Grid

• Areasprone to tower failure and failure pattern in. different areas

• - -Command area of the transmission utility and transportability across the command area

2. For any transmission utility, one set of ERS has been planned to .cater to failure of towers for. ' . . .

, transmission line lengths of up to 5000 Ckt. Kms.. Accordingly, two (2) sets of ERS have

been' planned for transmission line lengths of about 5000 to 10,000 Ckt. Kms. and three (3)'

, sets for more than 10,000Ckt. Kms and so on.

3. The transmission Utility with line length less than 500 ckt kms (of,400kV lines) may be. .

GUIDELINES FOR PLANNING, PROCUREMENT AND DEPLOYMENT OF '-,-' EMERGENCY RESTORA-'I'IDN SYSTEM (ERS)

1. One set of ERS should include all accessories [structures (Aluminum Alloy), polymer, '

insulators & hardware, anchor assembly, guy wires, 'foundation plates, gQY.plate, other

equipment & fittings, special Tools &. Plants required for erection & stringing of ERS and

trailer m~~ted d~tachable containers (without engine) for storage & transportation of ERS

hardware Imaterial 'etc.] and associated software., ,

2. One set of ERS shall be capable of restoring- few numbers of suspension towers and tension

t~~~rs_ofthe transmissionline corresp,onding to the highest tr~mission voltage in op~ration

in the utility with required type of conductors. The same ERS can be used for lower voltage. .

ERS for a lo~g time i~stead of shifting to n~rmal towers. Moreover, ERS sh~uld not be used

, in new lines under construction. Otherwise, the very purpose of ERS will be defeated. ,

5. The' deployment 6CERS by any transmission utility I licensee, should' be reported to

, concerned RLDC and RPC:

Ref: Your Lr.No.WRPCIOPC/ERS/201411672 dtd.31.10.2014 addressed to our CMD.

In context to the above subject, we refer to your letter dtd.31.1 0.20 14 cited under reference addressedto our CMD about furnishing the information regarding availability & assessment of requirement ofEmergency Restoration System (ERS) in our system.

In this regard, it is to inform that the MSETCL is having two numbers of such EmergencyRestoration System (ERS) which are kept at Kalwa (Mumbai) & Murtizapur (Akola District) to meetemergency situations in the system arising due to collapse of EHV transmission lines. These ERS are capableof meeting restoration works upto 400KV level. Further, these systems are being used as and when requiredand found to be very useful. However, considering our vast EHV network (610no( of S/Stns and 42832 cktKms of Transmission lines) spread over the large geographical area of Maharashtra state, the existing twonumbers of ERS are inadequate to meet the emergency/ crisis situations effectively. Hence, it is proposedthat two numbers of the ERS suitable upto 400KV levels may be considered as our requirement. If thesesystems are provided, we propose to locate these systems at a suitable place in our Aurangabad & Pune zone.

It is, therefore, requested to arrange to provide two numbers of ERS suitable for works from 132KVto 400KV class transmission lines at the earliest.

Dear Sir,This is with reference to your above referred communication on the subject issue. Our

point-wise observations on various issues raised by you are as under:I. As regard compensation towards collateral damages, it is to submit that no utility so far

has raised such issue while POWERGRID has been laying OPGW on the transmissionlines owned by other utilities. It is submitted that you may please withdraw this issue.

2. Issue is now a matter ofrecord.3. The dismantled earth wire shall be rolled by the agency engaged by POWERGRID for

laying of OPGW and shall be handed over immediately thereafter to WRTMPL to takefurther necessary action at their end.

4. The asset proposed to be created belongs to the Region. Any utilization of the assetbeyond the ULDC scheme shall be regulated in line with the prevailing regulation/practice.

We hope the above clarifies the issue raised by you in your above referred letter and mayplease communicate your concurrence to facilitate POWERGRID to commence laying ofOPGW on the lines owned by WRTMPL.
