1.1 Objectives of the Project

The Rural Distribution project (herein after referred to as the Project) 's objective is to upgrade supply capacity of the existing power systems including the 1 lOkV, 35kV and 22kV transformers and distribution lines to standard levels in order to meet the increasing demands on power consumption and to reduce power loss on the distribution system.

' 1.2 Project Descriptions

1.2.1 Project natural conditions

RD in Thua Thien Hue will be implemeted in 66 communes, 2 ward and 6 towns belong to 8 districts and 1 city including Nam Dong, A Luoi, Phu Loc, Phu Vang, Phong Dien, Quang Dien, Hong Tra, Huong Thuy and Hue city. Thua Thien Hue is located in the North central region of Vietnam with topography characterised by mountains mixed with low lands. The province's total land area is 505.398,9 ha. Severe weather condition, temperature about 13,s' to 39,6'C, humidity 84,8%, rainfall from 2390mm - 5 104rnrn.

There are many special historical vestiges such as Royal palace and Imperial city in Hue city, Gia Long's royal tomb and Minh Mang's royal tomb in Huong Tho commune in Huong Tra district, Thieu Tri's royal tomb and Khai Dinh's royal tomb in Thuy Bang commune in Huong Tra district, Tu Duc's royal tomb, Dong Khanh's royal tomb and Duc Duc's royal tomb in Thuy Xuan ward in Hue city. However, there is no work near these historical marks.

1.2.2 Project Province's socio-economic conditions

Socialist economic situation of project area : people living mainly on agriculture, particularly cultivation and animal husbandry.. .Communes some side demolish Tam Giang as Vinh Thanh, Vinh Xuan, Phu Dien, Phu Hai main support oneself by aquaculture. Compoinent nation of project gather main Kinh people. Nam Dong, A Luoi districts include Kinh people and ethnic minority people Co Tu, Pa KO, Ta Oi.

Main general indicators of social - economic : Total land area is 505.398,9 ha. Average population 1.137.962 person, population density 225,2 persodkm2. Nature growth rate 12,8%. Gross output 16.386.280 mill dongs. Gross domecstic product 8.469.042 mill dongs. Growth rate of GDP 13,4% Gross output of agriculture 9 1 1.7 1 3 mill dongs. Gross output of forestry 1 19.598 mill dongs. In there : - Concentrated offorestration 3.890 ha. - Dispersal planting of trees 1.507 ha. Gross output of fishery 533.58 1 mill dongs. Gross output of industry 3.354.492 mill dongs.

There is no recognised culrtural and historical site in the Project communes.

Substations must be constructed near densely populated area for supplying electric for households. For this reason, project will be constructed beside residential area.

The population density of this area is very high. The People lives to concentrate along roadside. The electric line will be installed near populated area.

Roads in the rural area mainly is unsealed asphalted road and concrete way. In there, there is the national highway NolA, highway No 49, highway No 16, highway No 10A.

The communes do not have waster supply and sewage systems in place yet. Local people get water fiom dig wells for domestic uses. People dig channels for drainage.

The floor and curbing must provide containment volume of at least two times or 25 percent of the internal volume of the largest PCB item or container stored, whichever is greater.

3. Warning signs shall be placed at storage area to prevent leakage or spillage.

4. No drain valves, floor drains, expansion joints, sewer lines, or other open areas that would permit liquids to flow fiom the curbed area.

5. Facility should not be located below the 100-year floodwater elevation.

6. PCBs items and containers in the storage area must be inspected for leaks at least once every 30 days.

7. Removal of the equipment fiom the storage is allowed unless test results confirms that PCB concentration is below 50 ppm

VI. ENVIRONMENTAL CONSULTATIONS SUMMARY

During project preparation stage (2007), the following activities were carried out :

Activity I : Information & Discussion with Local Authorities on the Line Route Activity 2: Impact Survey and Statistics Activity 3: Inform the public about the Project.

In the meeting, Consultants presented different Project documents, including: Project summary, draft of RAP, draft of EMP, Project maps and other related materials.

Meeting organizers has informed to participants on the Project objectives, Proejct potential environmental impacts, impacts on agriculture; compensation policy and principles; advice to local people to not build new structure in the areas within the ROWs. Raised questions are answeered. Their concerns are noted and considered by PC3 during Project design and implementation.

Activity 4: Receiving Further Feedback from PAHs Activity 5: Public disclosure and Clearance on EMP

The Project will receive an investment license only after appropriate modification of location, design, capacity andfor technology of the project to meet the requirement of environmental protection and resettlement. To address disclosure requirements of OP 4.01, PC3 and consulting company will:

Provide Vietnamese-language copies of the EMP report, RP, and Project Summary to each commune-level and provincial-level People's Committee in the Project area.

Advertise in major local newspapers several times over a two-month period. The advertisement will state the EMP, RP, and Project Summary is available for public review for a two month period during normal working hours at the following locations: 1) the provincial-level People's Committees; and 2) The commune level Peoples' Committees.

English and Vietnamese-language copies of the EMP will also be sent to the Vietnam Information Development Centre at 63 Ly Thai To in Hanoi, for access by NGOs and public.

English language copies of the EMP report will be sent to World Bank for publication on World Bank Info Shop.
