Design, Engineering, Fabrication, manufacture, supply, erection, testing and commissioning of Korattur 400/230-110/33 KV GIS substation and Korattur 230KV UG lines as a total turnkey contract with 2Nos. 315 MVA 400/230/33 KV Auto Transformers and 2Nos. 200 MVA 400/110/33 KV Auto Transformers and associated equipment and accessories for completion and commissioning of the Substation in Chennai West EDC in Chennai North Region on International competitive bidding basis. 1.2 About Transmission Business Group BHEL is today a well-established player in the field of power transmission having a vast experience of more than 4 decades and offers major products and systems with contemporary technologies. Transmission Business Group of BHEL undertakes projects on turnkey basis for AC switchyards/substations up to 765 kV, HVDC Converter Stations, FACTS schemes. BHEL has its own state of art Manufacturing facilities for large size power transformers for EHV/ UHVAC application and HVDC, Instrument Transformers, capacitors, Control & Protection panels, Insulators, power electronic devices - Thyristors & IGBTs, valves, voltage source converters, controls etc.

1.3 Experience of BHEL in GIS segment:

BHEL has a rich experience of executing GIS substations/Switchyard ranging from 33kV to 400kV. BHEL has commissioned more than 200 GIS bays so far for various State and Central Transmission Utilities in India and around 125 bays are under various stages of Erection and Commissioning.

1.4 EOI: BHEL’s Requirement

Tamil Nadu Transmission Corporation of India Limited(TANTRANSCO), the transmission utility of the State of Tamil Nadu has invited bids for the Establishment of 400/230-110kV GIS Substation at Korratur on turnkey basis. BHEL wish to address this tender opportunity as an EPC bidder and intends to have association through Pre Bid Tie-up with a leading GIS manufacturer.

Such a Manufacturer should have relevant experience in Design, Engineering, Manufacturing, testing, supply, erection, testing and commissioning of EHV range GIS and must meet the Technical & Financial Qualification criteria specified in Section-2 of this document. :

1.6 Process of Pre bid Tie-up:-

The eligibility of a party shall be determined as per the provisions of this EOI document.

BHEL-TBG will evaluate the responses received against this EOI to shortlist prospective Manufacturer. Party may be called to have detailed discussions on the offer to bring more clarity and finalization of Memorandum of Understanding (MOU). Pursuant to the above, the techno-commercially qualified and lowest evaluated party having requisite capacity and capability to perform the said work shall be pre-selected, for the scope of work contained in the EOI document.

A Business sharing agreement/ MOU shall be signed with the selected party prior to the submission of bid by BHEL to TANTRANSCO. This MOU shall, inter-alia, bind both BHEL and the pre-selected party for associating on exclusive tender basis and maintaining strict confidentiality by the pre-selected party of the prices, terms and conditions. Pursuant to completion of this pre bid tie-up process, BHEL shall submit the bid to TANTRANSCO as EPC bidder and in case BHEL becomes successful EPC bidder, Order for relevant GIS scope shall be awarded to the selected party.

The parties who wish to submit their response against this EOI have to confirm non-participation as a bidder directly; or indirectly through their Subsidiaries, Partnership, Ownership, Individual firm; or Consortium for the aforesaid tender.

QUALIFYING REQUIREMENTS

2.1 TECHNICAL QUALIFICATION REQUIREMENT

(a) The manufacturer should be a suppliers to SEBs/Power Utilities.

(b) The Manufacturer should have experience of Design, Manufacture, supply, erection, testing and commissioning of at least one(1) No 400kV GIS Substation Or Switchyard with minimum 2 bays which shall be in satisfactory operation of 2 years as on 01.06.2017

(c) The manufacturer should possess the valid type test report(Type tests should have been conducted within 5 years prior to 1.6.2017) as per the relevant IEC standards for the tendered 500kV GIS equipment or higher Voltage grade GIS obtained/certified /witnessed from any of the following Laboratories.

i. KEMA, Holland, ii. CESI, Italy, iii. IPH, Germany, iv. EDF, France v. Keri, South Korea, vi. CRIEPI, Japan., vii. CERDA, France, viii. PHELA, Italy. ix. STRI, Sweden., x. China national HV apparatus Inspecting Centre, China. xi. Xian High Voltage research institute, China.

The type tests should have been conducted on the GIS manufactured at the same source/unit from where the bidder is proposing to supply the tendered GIS.

(d) In case the type test reports furnished is not for the quoted GIS but for the GIS with higher voltage class, then type test reports shall be furnished for the quoted GIS before offer of inspection of the GIS.

For the purpose of qualifying requirement, one no. bay shall be considered as a bay used for controlling a line or a transformer or a reactor or a bus section or a bus coupler and comprising of at least one circuit breaker, one disconnector and three nos. of single phase CTs / Bushing CTs.

2.2 FINANCIAL REQUIREMENTS

Bidders shall meet the following minimum criteria:

(a) Bidder should have a minimum average audited annual turnover / Sales Value of INR 45 Cr for last three financial years (2013-14, 2014-15 &2015-16) and should submit audited balance sheet and Profit & Loss Account Sheet of these years and should declare with supporting documents including audited balance sheet and Profit & Loss account. In case of foreign bidder:

In case audited balance sheets and Profit and loss Accounts for above referred three financial years is not available , Balance Sheets and Profit and Loss Account Accounts for three years ending in Calendar years 2013, 2014, 2015 or Calendar Years 2014, 2015, 2016 may be considered acceptable. In case audited Balance Sheets,& Profit & Loss Accounts, are in language other than English, Certified translated copy in English Language should also be furnished

Further in case certified copies of audited Balance sheets and Profit and loss Accounts are not available, Figures of Turnover/Sales value as mentioned in reports from D & B( Dun and Brad Street) or Credit reform may also be considered acceptable by BHEL.
