    Town of Otis Meeting to Hire for Chief WWTP Operator position

    September 7, 2012Present: Select Board Chair Roberta Sarnacki,Donald Hawley, Brian Crandall, Jim CrandallThis meeting was called to order at 4:00 pm in theSelectmens office and it was announced the meeting was

    being recorded.Discussion centered around two candidates.

    Everyone appreciated the input submitted by the townstemporary Chief Operator Roland Dupuis. The boardunanimously agreed to make the offer to Paul Abatayo. TheSelect Board agreed on an annual salary amount of $50,000.00 for a forty hour work week, determined thestandard probationary period was 90 days, and agreed this

    position should have the stipulation that the person offeredthe job needed to be able to make the plant run properly andmake permit regularly. The new hire would also need to betrained on how to do DEP filing. A work schedule andweekend coverage would need to be figured out with Jim.Don Hawley made the suggestion that maybe we could do aline item transfer from Road Improvements to Health &Sanitation to cover the cost of the salary for this year. Theoffer letter will be written and mailed first thing Mondaymorning. Meeting was adjourned at 4:42 pm.Respectfully submitted, Lisa DOrazio, Selectmenssecretary, Town of Otis

    Chiefs Corner for October 2012Halloween plans for the town of Otis are well underway.While the exact day of Trick or Treat will be determinedafter this publication goes to print, one new event this year is a certainty. The Otis Police Department, Kops N Kids

    program will sponsor Kops N Kids N Costumes. Thisevent will be held on Friday, October 26 th. It will begin held from 7 PM until 9 PM. This is open toall Otis and Sandisfield children, and is free of charge. We will start out with a Costume parade,which will be followed by a Halloween dance. We will have music, food, refreshments, dancing,and fun. There will be costume prizes in several categories. This event will be held at the townhall, possibly in the Police Dept. Garage. We will have more definitive info on both our websiteand on the Otis Police Department Facebook page soon. The website can be accessed from themain town page, www.townofotisma.com (click on Police Dept. website link), and if you like uson Facebook, you will get updates from the Police Department. Additionally, if you are on thetown phone list, I will send a message about trick or treating a few days ahead of time. If you arenot on the phone list, you can sign up for that on the town of Otis web site as well.

    We are also hoping to fund our third annual Kops and Kids Camp program in April 2013.Plans are in the works for a culminating trip to Mystic Aquarium. Last years camp was madepossible largely in part through generous donations from town residents and businesses. If anyone would like to donate to this years program, checks can be made payable to Otis Police -Kops and Kids. This is a great cause. We are already starting to see positive results with someof the older students who have been in the program for the last two years. These kids are actingas role models in their schools, and many are expressing interest in becoming junior counselorsin the program once they turn 13. Some helped out with the Kops N Kids N Kayak programsthat we held this summer as well.

    On another note, I would like to remindeveryone again to check the dates on their firearms licenses. Hunting season is right aroundthe corner, and as of now we are booked for appointments approximately two weeks ahead of time.     My wife and I had the pleasure of participation in a"talk about" at the Otis Public Library on 8\16\2012 a bright, new author entered our neighborhood of history

    by the name of Melissa Hamm. Her fictional book in titled " River of Time" isfresh, new Historical adaptation of reporting early family history in story form. Paying attention to details of her own family facts;which in my opinion is the back bone of thewriting. She constantly flashes back and forthfrom 1908 to 2008 as a Environmental PoliceOfficer who is trying to adapt to older ways.

    Hi, people (and pets who can read)..It isaround mid September, as I write this. Myworld outside is becoming smaller. Withnot so many people around, the wildlifetends to be moving in on us. Early to mid-morning hours are very dangerous (or so Ihave been told) so I am not allowed out tilaround 10:00 or later. Then, at around 3:30 or 4:00 in the afternoon, myevening "curfew" begins. This does not give me much time to get into

    trouble. I have noticed that with the cooler nights, a couple of mice have tried to movein...unsuccessfully. One night, I woke Mom up while throwing a mouse around on the bed.....Luckily(in some ways), it was dead. I think a live one would have scared her much more; although she wasup running around and screaming. Now seriously, aren't cats supposed to catch mice? I've alwaysthought that it was expected...that it was my "job" (of sorts) The way I look at it is: If I have to stay

    inside because of the so-called "wildlife", then the "wildlife" should stay outside. Otherwise, I think itis fair game. Well, on to another topic.On September 1st, my previous family came to visit. I had not seen them since last November,when they had to "give me up". I don't know why, but I went into hiding in the loft and was afraid tocome out. I know that Dakota and Brenden ( the little boys) were very disappointed. Then I couldhear Shyann (the little girl who always took good care of me) calling me. Part of me wanted to runout and see her, but I didn't. I hope that she forgives me for being a "scaredy cat". They soundedlike they had fun at the lake anyway and at least they can see that I am still being loved and takencare of. Well, enough for this month. When nextwe chat, I will be back in my indoor, urban setting.Til then....Meow Miley

    Approval of Minutes: Minutes for the August 23, 2012 SBD Discussion of Chief Operator Position, the August 23, 2012 Chief Operator Interview, the August 27, 2012 AllBoards Meeting and the August 28, 2012Select Board Meeting were all unanimouslyapproved as written. Brian made the motionand Don seconded.

    Veterans Benefits Processing: After delivering findings to both the Treasurer andthe Accountant, the Treasurer has determinedbenefit checks will be processed in a morestreamlined manner. Karen sent an emaildescribing the new processing.

    Easement Across Town Property: BrianPoirier has asked permission from the town tohave underground electrical conduit go from apole located on town property off old AlgerieRoad over to his property. This would be for alength of approximately 60 feet. Bill Dyer wasable to do a rough diagram of the setup for the Board. The Board saw no problem withdoing this and asked Chris to write a letter granting permission to Mr. Poirier to proceed.

    Other:

    Rec. Center Storage Shed: TheRecreation Dept. wants to purchase and putup a 12 x 16 storage shed somewhere ontown property to store the extra stuff Rec has.The shed would not need electric or heathookups. Bill would like to put it by the newMaintenance building in the Transfer Station,but Jim doesnt feel there is adequate room bythe new building. It would have to be locatedby the tire pile. The Board also noted that theTransfer Station is locked up when not inoperation and would that pose a problem. Billsaid he didnt need a key and could work withMaintenance personnel. He also noted thathe planned to purchase the shed withdonation funds. Don Hawley then suggestedthere may be more accessible room at theHighway Department. Jim noted there was ashed being cleaned out at the Transfer Stationthat may work for storage. The Boardrecommended Bill wait to see if there is a spotfor the shed at the Transfer Station, and if not,then he should wait for the smaller shed tobecome available there.

    Berkshire Trail Riders: They will be doing

    their fund raiser ride through on Sunday,September 16, 2012. The board asked ChrisMorris to send them a reminder to watch their speed coming through town and copy Robertaon the letter.

    Planning Board Appointment: MichaelErnst has applied to become a member of the

    SED Wind Turbine update: MattVanderbrook from SED is trying to schedule aballoon float for late in October. Since we willonly know about this a few days beforehand,Larry suggests we use BlackBoard Connect tonotify residents when the time comes. Thiswill require a 100 square foot clearing andMassCDC and the FCC will need to benotified as well. We are also getting ready toset up the acoustic tower to do a two weeksound reading for the end of September.

    Hank Wingate: Hank wanted to note todaybeing Sept 11 th so he put up cemetery mapsof the Towns war dead on the bulletin board.

    American Flags in Town: The Board hadbeen approached about the American Flagsflying on the poles in Otis and East Otis andasked Jim about them. Jim noted that the

    Alan stated that he spoke to the Governorsoffice and they would like to know exactlywhat is needed for assistance with thebeavers and the bridges. Alan told them thatwe would get back to them after tonightsmeeting.Discussed as options:

    Assigning one person to be a beaver monitor. That person should know where thebeavers are allowed to stay and where theyare not. The suggestion was made that wework with the beavers, as they seem to keepcoming back.

    It was the hope that some type of a beaver training could be heldKerry brothers ($50/beaver) & other licensedtrappersBeaver Deceiver (2 currently installed inTyringham)

    BRPC has a meeting on Thursday night, andWayne will ask about any current beaver plans. There was a Beaver bill recently inthe legislation, according to an email fromChris Bouchard. Wayne will see if anyonethere has any info on this.Next, the bridge situation was brought up.There were questions about whether we staytogether on this as a coalition, or seek fundingfor our own particular bridge needs werediscussed.Wayne mentioned that there was an article inthe recent MMA magazine that discussedChapter 90 funds.

    To The Editor,After a long planned visit in early August to

    Buffalo, NY for a family reunion followed by aday trip to Niagara Falls, our families decidedto extend our vacation at our grandparentshome in East Otis since they had moved therefull time. Why Otis we thought? We found outgood reasons during the next two weeks. Fromearly morning to late evening, we enjoyed nanastrampoline and swing set. We kayaked andfished on Big Pond then enjoyed pizza from theKnox Trail Inn as well as hamburgers, corn andsalads from Katies and ice cream under theumbrella on a warm day. The Federal FishHatchery in New Marlboro had a wonderfulLobster Fest during our stay and the BostonPops provided a modern concert under thestars. We children of all ages enjoyed the Dr.Seuss outdoor park with bronze statues ofHorton, the Grinch and other characters as well

    as indoor exhibits of cars, motorcycles and ahistory of the Springfield Arms Company.

    A Saturday morning visit to the L & MFarmers market provided goodies, both healthy

    and unhealthy, before visiting the NormanRockwell Museum to see his paintings, a greatHoward Pyle pirate exhibit and a surprise visitby the Stockbridge Symphony.

    For the older kids, a highlight of our staywas trying to conquer the many levels of the
